Stretch the legs by the spacesuit

29
Due to the limited funding of space programs, alternative ways out of the situation have to be found. Two simple options come to mind if not a complete solution of the money question, then a significant reduction in the severity of the problem. This is a kind of two sides of the same coin: the first is the choice of priorities and tough savings on minor projects, the second is extra-budgetary funding through the implementation of commercial initiatives, one way or another connected with space.
Instead of stubborn everyday work on the growth of the real economy, the Ministry of Finance chose a very dangerous and vicious path of least resistance, namely, a radical reduction in budget expenditures. Social programs, science and culture, medicine, infrastructure projects have already fallen under the knife ... The State Weapons Program and the Federal Space Program are under the threat of a reduction. If the first one is only wanted to be halved, then the second one has already been sequestered and they threaten to cut back.

Spaceport cheaper

The need to temper sectoral spending is a forced affair and does not depend on the desire of Roscosmos leaders. But before we talk about this, it should be clearly defined, on what you can save, and on what you absolutely can not. Popular wisdom says: do not save, buying cheap, - save, not buying too much. The approach is clear, it remains only to correctly determine what is really superfluous. Let's start with the spaceports. Without them, there can be no astronautics as such. The level of achievements in mastering extraterrestrial space directly depends on their stable functioning. And they are one of the most expensive items of the space budget. Their maintenance and development require enormous resources. Therefore, it is important to avoid miscalculations in the creation and modernization of infrastructure.

Let's start with the Vostochny cosmodrome. Information about the price of its construction is contradictory. According to official data, the creation of a cosmodrome was tentatively estimated at 450 billions of rubles, but the practice of constructing such iconic structures indicates a steady trend towards a significant excess of the original estimate. Especially when you consider the distance of the object from many suppliers of equipment and materials. Meanwhile, the cost of a new cosmodrome is real if not reduced, then at least stretched over time, and without disrupting the delivery of the main objects and, as a result, the planned launch dates.

For example, with the opening of a full-fledged airport at the East, it is quite possible to wait, which will make the financing and construction process more rhythmic. This will allow 8 – 10 to win. Later, when mass launches begin, including commercial and with international participation, it will be the turn of the airport. In the meantime, for the fast delivery of cargo to the launch complex (UK), it is proposed to use the wonderful military airfield “Ukrainka”, located in 70 kilometers along the “Amur” highway.

At first, it is quite possible to confine one SK under the heavy "Angara". And when the launches become more frequent, it will be seen whether the second one is needed or not.

At Baikonur, the situation will become clearer by this autumn after Kazakhstan has selected and approved the final version of the development of the Baiterek project. Then we will understand what to leave in use, and from what objects you can safely refuse. There is the option of transferring part of the ground infrastructure to Kazakhstan with a simultaneous decrease in the rent for the use of the site.

At the Plesetsk cosmodrome, the military would like to receive a second SC for the Angara. However, taking into account the realities of state financing, it is more reasonable to partially “reformat” the plans of the Space Forces. Namely: in the Soviet period, as many as four SCs operated for the Soyuz launch vehicle. It is now planned to leave two. The question is, why shouldn't one of the remaining ones be remade for the light version of the Angara? So far he has to start from SC, which is designed for heavy media. There are risks of destruction of expensive ground infrastructure (in case of a launch accident). The recent explosion of the American “Antares”, which smashed the IC completely, showed the reality of this threat. Taking into account the existing reserve, it will not require a lot of money to alter the “Union” launch for a light rocket. Such a modernization would cost ten times less than creating an additional SC for a heavy "Angara".

Appointments on stream

Stretch the legs by the spacesuitA very dangerous trend of the last time is the approval of people without special technical education at the positions of managers of enterprises in the industry. As a rule, these are economists, managers, lawyers ... The desire of the Roscosmos leadership to see trusted people in these posts is clear. More precisely, it is clear from the point of view of personal connections, but absolutely unacceptable for business. It is very doubtful that appointees who can only steer cash flows are able to competently solve complex technical problems.

Moreover, many newly-born directors view their patrimony exclusively as a feeder, not really caring about the business entrusted to them, in which they do not really understand. As a rule, they begin their work on the post by assigning to themselves their favorite exorbitant and unreasonable salaries. The predecessors, honored people, doctors of science and even academicians, did not even dream of such rewards. As an example, you can bring up some noise about the new leadership of Voronezh KBKhA, who has appointed his salary, which clearly does not correspond to the average for the enterprise.

Unfortunately, this is becoming typical in the domestic industry. In recent years, a whole class of managers has emerged who are unable, but willing to manage an enterprise of any profile, just to have access to money. At the same time, it seems that the young pleiad of "drummers of capitalist labor" is absolutely not going to be responsible for the results of its activities.

The leadership of Roscosmos is simply obliged to take this issue under tight control and restore order as quickly as possible. After all, we are talking about many millions of rubles of overspending.

It also seems reasonable system of personal responsibility of managers of all levels of management, similar to that introduced in power structures. If the designated employee has failed to cope with his duties (for example, he has disrupted the state order), not only he himself will be dismissed, but also the senior manager who approved the person who failed the case.

To mars light

A promising direction is the search for cost-effective access to outer space. Now, according to approximate calculations, the removal of one communication satellite into a geostationary orbit costs the customer 60 – 80 million dollars.

Solar electromotive installation (SEDU) using a heat engine, developed in the Research Center. Keldysh, allows you to double the effectiveness of the launch vehicle and reduce the cost of launching spacecraft by the same amount. It is actually used as a booster. Implementation of the development will allow delivering two heavy satellites instead of one to a geostationary orbit in one launch. So far, on the world market of launch services, only the European company Arianspace has managed to do this. With the help of SEDU, our Proton-M and then Angara will be more than competitive compared to European, Chinese and Indian counterparts, not to mention the prohibitively expensive American (excluding the Ilona Mask) and the Japanese.

SEDU perfectly fits in with light carriers. At the same time, there are unique opportunities for delivering spacecraft weighing half a ton to a geostationary orbit with the help of a conversion rocket “Rokot”, which was previously simply excluded due to insufficient carrier energy efficiency.

How can you not remember the forgotten concept of "Pragmatic space", developed in the 90-e for the country's economy, hungry for the economy, NPO Mashinostroeniya. It was supposed to make inexpensive satellites of a small class and to use for their delivery into orbit conversion pH. And today, many of the directions designated in Pragmatic Space remain quite relevant. Yes, over the past years, hundreds of strategic missiles removed from combat duty have been tritely recycled. But by the beginning of the 2020's, almost all the remaining Soviet-made missiles would be released. Will be on what to fly!

Breakthrough development of IC them. Keldysh allows you to send light scientific spacecraft and into deep space: to the Moon, Mars, Venus ... It is enough to make the device and run it on an already ready and practically free conversion PH. Thus, Russian scientists will receive a satellite in Mars orbit with costs at least ten times less than with the traditional approach. The unique design provides an appropriate cost savings. And only Russia has such an opportunity now.

Skydiving parachute

It is safe to say that in each of the enterprises submitting to Roskosmos there are developments of a breakthrough nature. They are there whole deposits, and they can be used both for its intended purpose and in the civil sphere. It would not hurt to conduct an audit to identify the most promising.

We will discuss only one. Khimki NPO them. Ten years ago, Lavochkin presented a unique inflatable rescue device for emergency evacuation of people from high-rise buildings. The development is based on space technology, but is designed to solve purely earthly tasks, allowing you to save people from a skyscraper engulfed in fire. Immediately I recall the events of 11 in September of 2001, when the terrorists destroyed the New York twin towers. Then about 3000 people died. Most - jumping out of the windows from a great height. If there were the “Rescuer”, the number of victims would be ten times less.

The device itself when folded looks like a satchel and, when used, does not require special skills. In case of danger, you must put it on your back as a life jacket, go to the balcony or sit on the window with your back out and pull the lever. Gas from a can will fill the device, which will become tough and will acquire a conical shape, becoming like a big shuttlecock for badminton. The rescued person himself will be inside this "shuttlecock", which during descent will protect him from fire and strikes on the building structure. After a few seconds, the rescued will land safely. Really cool ?!

But what is the fate of the invention? The device "Rescuer" was repeatedly demonstrated at exhibition venues in Russia and abroad. The invention created a sensation primarily by its originality. Some famous people tried to lobby for its production, but things, as they say, are still there. The famous pilot Magomed Tolboev, the Hero of Russia, suggested independently testing the device when descending from the stratosphere, but the financiers turned out to be stronger than this respected and courageous person. There was no money even for testing.

Meanwhile, a model on the scale of 1: 1 with a man’s dummy was tested, dropping it from different heights. What is interesting, the bigger it is, the safer the flight and landing. We are seeing a boom in the construction of skyscrapers. Especially actively they are being built in China and the Middle East, and in Russia too. However, no one guarantees the absolute safety of their inhabitants. So the demand for the "Rescuer" is, as they say, on the surface.

And the last - how much money is required for the mass production of the Rescuer. In a personal conversation, one of the developers called a ridiculous amount: less than two million dollars. You must admit that these are just crumbs that will pay off at lightning speed, given the concern for the safety of “celestials”, at least abroad.

There are a lot of similar innovations. We do not even imagine how many of them there are.

In conclusion, I propose to urge all interested government agencies, public and commercial organizations, citizens who have valuable thoughts on the development of astronautics, to actively engage in the search for new projects and solutions, at least at the stage of discussing areas of work. To this end, an open competition of ideas in the field of exploration of extraterrestrial space and not only should be announced. There is one criterion: the projects should be relatively inexpensive, real in complexity and execution time.

And even if so, is it bad?
How many of our developments have already gone west and are making billions in profits there.
Of course, it’s much more pleasant to hear the recent statement by the presidential adviser, like, we’re not traders, we’re type warriors. And while such a riffraff will be in advisers and managers, everything will fall sideways.

In the skyscrapers there are no balconies or windows that are supposed to be used when using the "Rescuer". This development for such buildings is not needed, because safety in skyscrapers is provided by a whole complex of construction, technical and organizational measures.
A system similar in persistence to promotion as well as in practical inapplicability was also aggressively implemented throughout the country. This is the so-called "Life cube" - a cube inflated from the compressor. The ordinary person was inspired with the idea of his universality, but with its help one can save a person from a height of no more than 3 floors, i.e. from heights where other means and methods have long been used. Having introduced cars around the country, they spent (and someone mastered) a lot of money, and these toys are used only for demonstrations (with the inevitable waste of resources).

Of course, all the proposals are interesting, promising, the directions of work are indicated correctly, but ... None of this will happen. There is no one to do. Some effective managers in leadership. At least sprinkle them with dust.

An article about the problems of Roscosmos, but relevant to any industry in Russia. A mess of impunity. There is only one way out: the personal responsibility of managers for the work done (up to the criminal), with entering into a special database and in case of manifestation of non-competence, with a ban on holding leadership positions. Penalized for posts, get a "brand". Somewhat fantastic, but something needs to be done. Of course, the ideal option, this is the method of Joseph Vissarionovich- "you can’t help it, take it and answer it."

In reality, the introduction of personal responsibility for the assigned work, about which the GDP has not only spoken, but also demanded. Heads of industries and enterprises involved in the defense industry are appointed, but this is not enough to move the fight against plankton, it needs to be washed out and management structures in the same way - by appointment from above or at least by agreement. Sovereign's salary should be received by sovereign people!

The article itself is not bad, but the author of KMK looks at some problems simplistically, intending to solve them with the help of some specific developments.
As an example, he considers the development of the Keldysh Center. Maybe it’s right, it’s possible that it will be cheaper to throw a satellite into the orbit of Mars with its help. The question is different. Will the satellite work so much? Is his life cycle sufficient?
Or about the starts. On the one hand, it seems to be reasoning correctly. There will be more starts, we will do the second. And if (after all things happen) an accident occurs at the start, the only thing is whether it will "close" the cosmodrome at all. After all, the creators of the Soviet spaceports were by no means stupid people and created “understudy” launches, which made it possible in emergency situations not to stop launches.

“A solar electric propulsion system (SEDU) using a heat engine, developed at the Keldysh Research Center, can double the efficiency of a launch vehicle” - so how do you understand this? Do you even know that when the booster rocket is operating, both the first and second stage, the astronauts, for example, are in anti-loading chairs, and, before you, combine the work of solar installations and the booster rocket to “double the efficiency of the booster rocket” no one did not think of it - solar panels fall off, simply put!
But after testing the launch vehicle, for example, Boeing used the XIPS25 electric ion engine to switch from GPO to GSO and maintain it for the first time in 1997 (http://www.daviddarling.info/encyclopedia/X/XIPS.html) and the contribution of this engine to increasing the efficiency of output to GSO is estimated at 25%.
Keldyvshevsky same engines, as far as I read (https://www.mai.ru/upload/iblock/152/obzor-rabot-po-elektroraketnym-dvigatelyam-

v-gosudarstvennom-nauchnom-tsentre-fgup-_tsentr-keldysha_.pdf) have not yet been used for the transition to GSO, but given that their specific impulse is lower than XIPS25, writing about "double the efficiency of the launch vehicle" is not only competently, but also fantastic - with such projection numbers, the state of affairs cannot be exactly corrected.

Stretch the legs by the spacesuit

About the suit, by the way. Why not take a sample of a US spacesuit weighing about 80 kg, in which the Americans greyhounds so galloped across the moon, with falls, jumps, somersaults and other elements of an online show. And it will not be necessary to design Orlan and Krechet spacesuits weighing more than 130 kg to work in low Earth orbit.
    To mars light

Let’s fly to the Moon for a start, practice, so to speak, otherwise the preparation for the flight to Mars looks somehow unconvincing.
There are a lot of similar innovations. We do not even imagine how many of them there are.

Innovation, generation, nano and 3D technology. . . hm Traders love to use all sorts of new buzzwords in advertising to promote their goods. At one time, the word "radiation" was just as new, that's what happened then:

Since the discovery, radiation was considered not harmful, but, on the contrary, very healthy. And the more - the more useful. She, in the form of 226Ra, was added to creams, powders, perfumes, food, made glowing paints ... Such a move sharply increased the cost of the product. Still would! One gram of radium was worth two hundred kilograms of gold. Modern traders Supplements whine with envy. The competition in mineral water in Baden-Baden was made up of new resorts where radioactive radon baths were offered to patients. Moreover, not at all embarrassed, the advertisement indicated activity and doses: the more, the better. People hawala and rode irradiated. However, he is still going to the radon baths, only now they will not be allowed to splash in the healing water above the norm.
In France in the 1930s, manufacturers of the most popular face creams, ThoRadia, boasted enriching their ointments with thorium and radium. The same is true for toothpaste in Germany. It now seems, of course, savagery - brushing your teeth with radioactivity, but in the 1920s and 1930s it was the last resort of science.
There were crackers containing radium, and the addition of radium bromide to chocolate was patented in Germany in 1936. Chocolates and crackers could be washed down with radioactive mineral water. This water was sold at high prices, and in advertisements it was proudly referred to as "having a high content of radioactive elements." The most famous brand of such mineral water was Radithor in 60 ml bottles containing 2 μCi (microcurie) of radium. This form of "therapy" ended on April 11, 1932 after being published in Time magazine, which made public the death of the rich man, celebrity, athlete and socialite Eben Bayer from "poisoning by the radar." He used 5 mCi (millikouri) of radium for several years - obviously, as a kind of "Viagra" - and naturally acquired multiple tumors.
I can’t say that if in the early 1950s in the USA (after Hiroshima and Nagasaki) children's designers “Do it yourself nuclear power plant” were still sold, which, in addition to nuts, bolts and various rivets with punch cards, included a children's dosimeter, various varieties of uranium ore and four isotope vials: lead-210, ruthenium-106, zinc-65, and also polonium-210. This is so that an inquiring child shoved all this into a small reactor for children already built, and then measured radioactivity with a toy dosimetric.
There were all kinds of radioactive enemas, as well as radium candles in the anal - Vita Radium Suppositories. However, from all these medical and scientific-technical "advances" periodically someone glued fins, and similar facts accumulated (many users, however, simply weakened little by little, and no one knew why they had anemia - well, the Turgenev girls, they say, from nedotraha).

Well, for example, the Moon from the Earth is at a distance of 384 km, but it is still attracted by the Earth so that it cannot escape.

In fact, it is believed that the force of gravity has no restrictions on distance, which means that if there is no influence of other bodies, then theoretically the "height of the toss" is infinite. But there is the Moon, the Sun and more, up to the "dark matter" and conservation laws, which means that in reality there is a distance of equilibrium of attraction for two massive celestial bodies and are called Lagrange points.
So the distance from which the attraction of the Sun will be stronger than the Earth is 1,5 million km; Earth - Moon: 61 km.

Especially if it is scientific or pseudoscientific, that is, new and unique, and not standard, which can be organized according to templates. He may be a master in how to arrange the delivery of coffee, letters and petitions to his office (in this order), but what can be expected from him in research and innovation? Maybe he will find knowledgeable consultants and smart assistants to recommend to him what to solve in each case? But the smart ones will then sit him up, so he will hire assistants more stupid than himself. It is clear that the whole thing will have the prospect of falling apart.

As well as, for example, cooking, embroidery, making stools, etc. I doubt that you can not understand programming and lead successful software projects. Small-scale managers may actually not understand programming, because it is not clear how this can be done if you understand it (although Gates himself apparently understands, because, as I heard, he is a good archiver or something like that made in his youth). But, however, they are well versed in how to make us, and our state, shell out. If the art of pulling money out of all is a criterion for success, then, probably, the construction of the Vostochny Cosmodrome is also very successful for foremen and contractors. One more example of "success" in earning, which is just right for this site, but the failure of the case is a certain "stool". Just as an example: why did he order helicopter carriers and not aircraft carriers? Probably the aircraft carriers would not sell, but the helicopter carriers did not sell in the end. But a simple question: are you sure that he and his female regiment of assistant managers generally understood the difference? And the helicopter carriers ordered it not just because they thought it was almost the same, but cheaper and more affordable? That is, due to the usual managerial approach, but not understanding the essence of the matter. Judging by what they are still said to have done, this is not impossible, is it?

First of all, there are a lot of project management methods, and anything can be a “project” - from developing and building an atomic ship to writing a certain program. The methods there ... are different, now, take a quick look, if you are not too lazy to break your eyes and mind:

Project Management Body of Knowledge (PMBoK)
P2M - Japanese Innovation Project and Program Management Methodology
            PRINCE2 - Prince2 Project Management Method
Microsoft Solutions Framework (MSF) - Microsoft Software Development Methodology
            Project office
            .

            - take an interest at leisure - it is very entertaining
            - all this is a set of project management methodologies consisting of fairly standardized steps
            - UP covers the following areas of knowledge:

            Project Integration Management
            Project Content Management
            Project timing management
            Project Cost Management
            Project Quality Management
            Project Human Resource Management
            Project Communications Management
            Project risk management
            Project Supply Management

            - so what about the "culinary" and other things you ... gave Mach yes
            - then there you have "blood, sweat, sand and girlish tears." In short:

            - Eastern - the jambs were precisely with theft on the ground (see "cost management"). Well, the ruble fell there too late, which also affected the cost of the project
            - Taburetkin was set to perform very specific tasks and, apparently, he completed them. Not without jambs, naturally, but overall - the result was obtained
            - “Mistral” ordered after 08.08.08/XNUMX/XNUMX, than “bought the loyalty” of the French

            Well, and so on.

Something like this, if briefly yes

Well, in vain argue over the obvious example with the stool and the rest too, although the rest is less obvious.
Why does Russia need “French loyalty” AFTER all events? Why did you have to buy it SO? Obviously, this is all conspiracy thesis.
I won’t comment in detail on beautiful words with the science-based names of project offices. But I remembered that the other day I saw an interview with Kaspersky at RBC. Clever aunt! So, she was asked who you would prefer to hire, an MBA graduate or a specialist without an MBA. She replied that, all things being equal, without an MBA. Why? More expensive? No! Because people with an MBA are very good at speaking, it’s very confusing in their words with which they camouflage everything, and it’s very difficult to understand what they really can do. So here. no

                - Strong and helpful guys, do not take away. None of the three had MBA request

So there are no more arguments? When "read it may and will come", then there is nothing more to say. So, to satisfy my curiosity, I would like to know the press of which days you are offering me to raise. The five-day war began on 08.08.2008/16.08.2008/17.06.2011 and lasted five days, respectively, the settlement plan was signed by Medvedev and Sarkozy on XNUMX/XNUMX/XNUMX, and on Medvedev’s terms, in August Russia recognized South Ossetia’s independence, and the Mistral contract was signed on XNUMX/XNUMX/XNUMX. So what days do you need to read the press to get it? For all four years? I love to read, of course, but not so much. what

And about projects, chatter is all. “Project content management” - well, you can’t forget about the content when you are engaged in financial flows (and it’s better to get yourself bigger, do not forget about the annual bonus). We must at least say something about the content at a meeting with management or with shareholders. Chatter. About it Kaspersky also spoke.

                    Slightly facilitate your task:

Quote: Mistral is needed in Paris and Moscow, Pierre Lorrain
... For the first time, Russian admirals drew attention to the Mistral multipurpose landing ship at the Euronaval naval saloon in Le Bourget in October 2008, that is, less than three months after a short war with Georgia. The thought of acquiring a ship of this type paved the way. At that moment it was rumored in Moscow that this deal could be a way to reward Nicolas Sarkozy for diplomatic assistance during the August 2008 conflict.

In October 2009, the Russian side officially showed interest in Mistral, which then made a call to the port of St. Petersburg ...

                    - Before criticizing here, familiarize yourself, at least briefly, with the subject. This is the same PMBOK, according to which the Americans are doing their “glupy” projects (they have something like a standard).
                    - there is also about "content management" too ... if you get, of course laughing
                    - Kaspersky - fiery wink

So to ensure loyalty, as you stated earlier, or to reward? And how did she reward him?
(I would also ask how it would ensure loyalty, well, you didn’t answer the previous questions and don’t answer, so okay.)

I looked now this manual. The wildest chatter. A sound person understands 99% of this on the basis of common sense and will do the best for his project without this manual and its verbose definitions and beautiful schemes. This institution itself is probably someone's personal project. But by the way, a quote related to our initial debate about whether, as you say, the manager should or should not understand the essence of the matter: "The project manager should be able to understand the project to the smallest detail, but at the same time manage it based on a comprehensive vision of the project . " Understand the little things !!!

        - and then here (as a rule) - as a manager, so "effective" (which automatically gives his + liberalist), lawyer, economist, bukh - loafers without exception.

I do not agree !. to find a competent lawyer, economist, and even a locksmith or a bulldozer is a problem today. It seems to be thousands of them, but try it. But the trouble of the current leaders is that even after finding the right specialist, they believe that all problems are resolved, as with Hottabych - he pulled out a hair from his beard and truncated. Specialists, no matter how you need to help create the conditions for work. I work as a turner, but on a lousy machine tool and without the appropriate tool nothing sensible can be done.

From school lessons in economics (pah, techie, that is), it was postponed that interest income is distributed to workers' wages, management, and, attention, equipment upgrades. From the experience of the capitalist present, it turns out that the leadership first of all thinks of itself, loved ones, and the rest will wait.

Our management for the 15 years of capitalism bought one electric drill for the entire workshop. She sat in Moscow, and from there drove her hands.
