In 2000, the Tula TsKIB sports and hunting weapons created rifle OTs-48. The purpose of the rifle is to provide the troops of the Ministry of Internal Affairs and special units with a very inexpensive sniper rifle. Also, the rifle will be used in the civil sphere, for hunting and competition. When creating a rifle Mosin rifles were used, which are stored in the warehouses of the Armed Forces and the Ministry of Internal Affairs.

History rifles
After adopting and successfully using store rifles in the armed forces of many countries, the Central Department of Art of Russia in 1882 took up the implementation of the project of a multiply-charged domestic rifle. In 1883, a special commission is created to test magazine rifles.
Rifles using the 4.2-line cartridge and black powder were suggested. In 1887, Mosin for the first time presents its own rifle. But as a result of the growing popularity of smokeless powder, the submitted designs have lost their value.
In 1889, Mosin introduced a rifle for the second time, but using the 7.62 cartridge mm and other changes.
In the course of testing the provided rifles, the control system decides to change the technical task.
Since 1890, the Mosin rifle, together with the Nagant rifle, has been tested, which resulted in the choice of the Mosin rifle in 1891. In the same year, the emperor of Russia approves a rifle, and she began to carry the name of a three-line rifle of the 1891 model of the year.
The rifle was in service for more than 50 years, and only after the end of 2 World War I did the rifle be removed from service.

Modern development rifle
At the end of 2000, TsKB-14 receives a technical task to design a budget version of a sniper rifle, the use of which is possible in domestic special forces and the Interior Ministry troops. The rifle did not have to be developed from scratch, but instead used the 1891-1930 rifle, which left a large number in weapons depots, as a basis.
As a result of numerous developments, the designers focused on the development of OC-48. The rifle under this name was transferred for testing.
The modern version with the name OTs-48 on tests showed an excellent result. From a rifle, you can precisely shoot at a target with a diameter of 3.5 centimeter from a distance of 100 meters, for example, the Dragunov rifle at such a distance is tested on a target of eight centimeters.
The maximum sighting range is approximately 1300 meters, even in the SVD of all 1000 meters.
Reliability rifle proven past wars.
In general, this version of the rifle was successfully tested, and at the beginning of 2000, it was launched into mass production.
For the production of OZ-48 use specially selected rifles stored in warehouses, by shooting and selection of the best in shooting.
The firing mechanism has been completely redone, the descent has become soft, like in factory sniper rifles. The layout was also remade, now it has a modern bullpup layout. The barrel of the rifle acquired a flame arrester, the fly was altered, and it became collapsible and rather high. In a comfortable bed are regular bipod. Rifle options
The OTs-48K modification is intended for armament of domestic special units. The layout of the bullpup. Seeing the situation that is developing in the domestic market, Tula designers create a civilian version of the OC-48.
Modification OTs-48 created as a hunting carbine and has a cartridge caliber 7.62x54 R. The main purpose - hunting for large wild animals. The barrel and locking knot were left from the Mosin rifle, the bed with the butt was replaced with more modern ones. Went to mass production. This modification has become quite recognizable brand of weapons for hunting.

And this is the main priority of the antiterror. That is why in the west they switched to an intermediate caliber of 8 mm. For the army, a non-automatic small-caliber rifle is also not needed. Even article e says that according to experts, she has no future. Of course it will be a great hunting weapon but no more. Therefore, for a sniper of rifle, army units, the OTs is not suitable for most parameters. But if you need to shoot far and accurately, then the mosinka is out of competition, just what is required for the special forces of the Ministry of Internal Affairs, to hit the terrorist's forehead and not hurt the hostage, for example.
    Secondly, for special operations, rifles are very expensive, just very, they cherish, they are cherished ..
