Structural transformations
In order to increase combat effectiveness and to respond to new threats, several changes were carried out in various structures of the armed forces. Perhaps the largest and most noticeable change in the structure of the army this year was the formation of the Aerospace Forces. 1 August 2015, the air force and the aerospace defense forces were merged into one kind of armed forces. Other branches of the armed forces and the armed forces did not undergo such changes. Nevertheless, a significant number of new compounds appeared in their composition. The modernization of engineering troops belonging to the ground forces. Not so long ago, the 1-I Guards Engineering Sapper and 28-I pontoon-bridge brigades were formed in Murom. Engineering troops are an important element of the armed forces, and therefore the program for their modernization is currently being implemented. It is reported that by the end of this decade, each combined army will receive its own engineering and pontoon bridge brigades.
Rocket troops and artillery were also added with several units. In Mozdok, a new rocket brigade was formed that was included in the 58 Army. 36-I army replenished with a new artillery brigade, based in Buryatia. As follows from the available data, the development and re-equipment of this type of troops will continue next year.
An important topic in the context of the transformation of the Russian armed forces is the construction of bases in the Arctic. The operational and strategic command "North", which began work last year, continues to deploy its troops beyond the Arctic Circle. For example, in January of this year, servicemen of the 80 Motorized Rifle Brigade arrived in the village of Alakurtti (Murmansk Region), which now serve there. Deploying units did not take much time: in the summer, the brigade took part in their first exercises in a new location.
According to the latest data, the Ministry of Defense and the structures involved in the current programs are completing the construction of six military bases in the Arctic. New bases are deployed on the Boiler Islands, Alexandra and Sredny Land, on Novaya Zemlya archipelago and on Cape Schmidt. The personnel of the new bases have already started the service. In addition, the necessary weapons systems and equipment are deployed. One of the main tasks of the northern bases is to protect the country from an air attack, for which several types of anti-aircraft systems are deployed on them.
As part of the transformation of the army structures, it was not only the creation of new bases and formations that were addressed. In 2015, the Ministry of Defense closed one of the topics that remained on the agenda for the past few years. The transfer of the liberated military camps to regional and municipal authorities has been completed. According to official data, 1395 military camps have been transferred to civilian authorities, on the territory of which about 56 thousands of various infrastructure facilities are located. This allowed to free up about 40 thousand people of civilian personnel, as well as save about 2 billion rubles, which should be spent on the maintenance of objects. In addition, more than 7 thousand servicemen who previously had to guard the transferred objects returned to service.
Army modernization: numerical indicators
According to the Ministry of Defense, for the year 2015 managed to perform many different tasks related to the modernization of the armed forces. During the year, the number of troops increased again. Now staffing is increased to 92% of the required number. The recruitment of contractors, whose share this year has increased by 10%, continues. Their total number is 352 thousand people. It is noteworthy that in the spring of 2015, the number of contractors for the first time in stories exceeded the number of conscripts.

At the moment, more than 95% of launchers with missiles of various types are in a state of constant readiness to perform combat missions. Far aviation The aerospace forces have not yet received new equipment, but the existing aircraft undergo a planned modernization aimed at improving their performance. This year, two Tu-160 missile carriers, three Tu-95MS aircraft and five Tu-22M3 bombers underwent repair and updating.
In the interests of strategic nuclear forces this year, 35 built several new types of ballistic missiles. Due to these shipments, the share of new ICBMs has been increased to 55% of the total. According to current plans, over the next few years, the share of new weapons should be increased by tens of percent.
The aerospace forces, as well as the types of armed forces that became part of them, received a large number of various weapons and equipment over the past year. In accordance with the State Defense Order this year, 243 aircraft of several classes and types were supplied, 90 anti-aircraft complexes of various classes, 208 radar systems and a large number of various weapons. At the moment, the share of modern systems in video conferencing is 52%.
The ground forces armored formations received 1172 units of equipment of various classes. Rocket troops and artillery mastered 148 of new systems, as well as two brigade sets of Iskander-M operational tactical complexes. Ground forces generally received several types of 2292 vehicles. Unfortunately, the supply of new technology does not yet allow it to significantly increase its share in the troops. In the case of ground troops, this parameter is only 35% - significantly less than that of other types of armed forces.
The Navy received two multipurpose submarines and 2015 surface ships of several types in 8. The share of new ships and submarines, thus, brought to 39%. The construction of new ships and submarines continues. So, literally the other day, two new rocket ships of the 22800 project were laid in St. Petersburg, and the construction of the next submarine of the Borey project was launched a little earlier. Thus, in the foreseeable future, the fleet will receive a significant amount of new equipment of various classes, which will reduce the average age of combatant ships and submarines.
In the outgoing year, the airborne troops received a number of new types of weapons and equipment. As a result of these deliveries, the troops were fully equipped with all the necessary systems, and the share of new weapons was brought to 41%.
It is noted that the armed forces continue to receive and develop unmanned aerial vehicles of various classes and types. The exercises, as well as real combat operations, showed the potential of such equipment and confirmed the correctness of the chosen course. The number of unmanned vehicles delivered has had a beneficial effect on the capabilities of the troops. Back in 2011, the army had only 180 of such complexes, and by the end of 2015, their number exceeded 1700. All this equipment is actively used in the interests of various types of armed forces.
The Ministry of Defense is compelled to admit that not all plans for the current year were implemented on time. It is reported that this year the troops did not receive the 2 aircraft, the 3 spacecraft, the 2 surface ships and about fifty units of other equipment. 199 units of equipment, despite plans, were not repaired this year. In addition, 679 units did not have time to pass the designated service. Deliveries of under-received equipment and performance of unfinished work are transferred to the next year.
Nevertheless, despite all the difficulties, the main tasks of the current state armaments program, calculated up to 2020, are being fulfilled, and with a noticeable advance of the schedule. At the moment, the share of modern weapons and equipment in the army has been increased to 47%, the proportion of serviceable samples is 89%. In accordance with the State Program in 2015, it was required to bring the share of new samples to 30%. As you can see, the defense industry and the Ministry of Defense not only completed the task, but also significantly exceeded the required figures.
Construction of facilities
The armed forces need not only new equipment, but also new facilities for various purposes. In 2015, military construction was continued, with some innovations in this area made it possible to increase the pace of construction and, to a certain extent, reduce costs. Thus, the standard standards adopted last year made it possible to reduce the cost of 1 sq. M from 37 to 32 thousand rubles, thereby saving about 5 billions over the year.
Over the year, in the interests of the army, more than 600 facilities were built with a total area of about 2,5 million square meters. Due to modern technologies, construction of housing and shelters for equipment has been halved. In addition, operating costs decreased by one third. It is noted that due to the fast and high-quality construction, the construction of infrastructure for submarines at the bases of Gadzhiyevo and Novorossiysk was completed. In addition, all new missile systems supplied to the troops received full-fledged shelters. All construction programs for such important facilities were completed in 2015.
The Ministry of Defense, with the participation of oil companies, is implementing plans for the construction of 22 fueling complexes. Eight such complexes have already been built this year. Three more will be put into operation in 2016.
In the past and current year, 390 built new storage facilities for weapons and ammunition that meet modern requirements. Next year, 190 more such facilities should appear, which will provide the armed forces with all the necessary infrastructure for the storage of ammunition. In addition, in the foreseeable future, the construction of 24 production and logistics complexes in Naro-Fominsk will be completed, which will replace the order of 30 facilities near Moscow.
Personnel training
In 2015, the military department completed the formation of a new image of the system of higher military educational institutions, which will train young specialists. Now the training and training of future officers will deal with 26 universities and 8 of their branches. In the outgoing year, uniform standards for electronic textbooks were approved, and a trial project of an electronic library was implemented. Such modern means of providing training will be applied from the next academic year, which starts in September 2016.
General measures aimed at increasing the prestige of military service have led to a significant increase in those who wish to enter higher education institutions of the Ministry of Defense. This year's competition in various educational institutions reached the 9 people in place. Combat training
For several years in a row, the Ministry of Defense has been conducting not only exercises at various levels, but also sudden checks of combat readiness, during which fairly large units are being transferred to remote training grounds with the subsequent fulfillment of combat training tasks. In the context of training events and audits, the latest report of the Ministry of Defense focuses on the Center-2015 exercise, which took place in August and September.
During this event, it was possible to successfully solve the problem of creating a large strike aviation group. As part of these exercises, a massive air strike was carried out, in which one hundred and fifty aircraft participated. In addition, the landing of the air assault as part of 800 fighters was carried out. The exercises "Center-2015" showed all the capabilities of the armed forces during combat work in the Central Asian region.
Regular training activities at different levels have increased the number of key indicators related to the training of personnel. Thus, the flight of military pilots increased by 10%, and the flooding of naval crews - by 7%. Drivers of the ground forces overcame longer routes with their 22% technique, and the total number of parachute jumps in the Airborne Forces grew by a thousand 1, more than half of these jumps were performed under difficult conditions.

Syrian operation

At the request of official Damascus, a group of Aerospace Forces of Russia was deployed at Khmeimim airbase, which included various types of aircraft and helicopters, air defense missile systems, etc. As the existing plans were implemented, not only the VKS, but also the navy were connected to the operation: a series of strikes at enemy targets were inflicted by ships and submarines. This time, the Caliber missiles were launched by the newest diesel-electric submarine Rostov-on-Don from the Mediterranean.
Long-range aviation in the person of Tu-160, Tu-95MS and Tu-22М3 bombers was repeatedly involved in the destruction of targets in Syria. Such strikes were carried out with the use of free-fall bombs, as well as with the use of the latest air-launched cruise missiles, which made it possible to test new weapon in a real conflict.
The Syrian operation has become a serious test for military transport aviation and maritime transport. To supply the group on the base Chemim requires constant supply of fuel, ammunition, provisions, etc. According to official data, in the first two months of the operation, ships and aircraft delivered 214 thousand tons of various cargoes to Syria.
