Russian Navy: Import Substitution and Competition

20

The International Naval Show, IMDS-2015, which took place in St. Petersburg from 1 to 5 in July, was completed. The 62 official delegations from 46 countries, more than 424 participating companies took part in the show; an air show was held for ordinary visitors with the participation of the Russian Knights aerobatic team. In addition to the opportunity for visitors to look at the latest and promising developments of domestic (almost no foreign companies this time, for obvious reasons) manufacturers of military and civilian products, one way or another connected with shipbuilding, several quite important statements were made at MVMS-2015 mainly the commander-in-chief of the Russian Navy Viktor Chirkov. Let us try to sum up the results of the past sea show and find out in which direction the Russian Navy is developing, the main problems and challenges.

Import substitution

At the exhibition, there was a noticeable desire of many manufacturers to present products, the lion's share of which had previously been purchased by the Russian defense industry abroad (mainly in the EU and Ukraine). This was especially true of marine diesel power plants. For example, Zvezda OJSC presented a new M150 Pulsar diesel engine. However, there is no information on which engines will be installed on the unfinished ships of projects 11356 and 22350. The reason for this, apparently, is that the declared characteristics of the new Russian power plants do not correspond to the real ones - those that are required the fleet. This is confirmed by dissatisfaction with the domestic marine engine industry, expressed by Navy Commander-in-Chief Viktor Chirkov and Deputy Prime Minister Dmitry Rogozin. Against this background, stood the stand of the German company MTU, which stopped delivering engines to the Russian fleet due to sanctions, but, nevertheless, arrived at the salon.

In addition to the engines, a noticeable number of various electronic components were exposed - boards, monitors, input devices, etc. - most of them had a somewhat “clumsy” look, but this is not so important for the military sector, where reliability is most important, but in the civilian sector such products will be problematic, given the fierce competition.

Against the background of the above, and with reduced funding, due to problems in the Russian economy, the task of quickly creating Russian analogues purchased earlier in the West (there will be fewer problems with Ukrainian products, since the basic technologies are Soviet) components becomes a daunting task. Nevertheless, there is no other way - paying for the omission of past years will have a probable shift in the implementation of some projects and additional costs.

Words and statements are more than deeds

The situation is, in general, familiar. But nevertheless, this does not become less unpleasant. This time, the commander in chief of the Navy made the loudest statements. Not all of them are consistent, the part does not “fit in” with what was said before. For example, the anaerobic (air independent) submarines promised by Viktor Chirkov last year were to appear in 2017 year, but in the new statement that was made after the ceremony of transferring the 636.3 project “Old Oskol” to the Black Sea Fleet, the start date of their construction was shifted to “ after 2018 of the year. " The statement by Viktor Chirkov about the construction of 18 new 22800 small missile ships (ISCs) in the coming years, armed with universal launchers for anti-ship and cruise missiles, and having a displacement of just 500 tons, was skeptical in a personal conversation with an anonymous source from the shipbuilding industry . According to him, this ship is still in a rather “raw” state, and the mass of the weapons used has already exceeded 700 tons, and there are no real, supported by anything other than words, expectations regarding the purchase of such a large series of similar IRs.

Large-scale talks about the construction of an aircraft carrier also still have little factual information - nevertheless, competition for a possible giant project, without a doubt, with huge funding, is already in full swing, despite the fact that real construction work will not start before 2025. . The Krylov State Research Center (KGNC) demonstrated its layout concept, and the head of the state defense order department of the United Shipbuilding Corporation (USC), Anatoly Shlemov, in an interview with Lente.ru stated that according to the projects of an aircraft carrier and a large ship of the ocean zone (the destroyer according to the Leader program ) studies are carried out in the Northern PKB and Nevsky PKB, and that “everyone should go about their business”. So, a serious struggle is planned between the USC and the independent state-controlled center, which in general is very useful.

Export

Despite a large number of foreign delegations visiting the salon, no export contracts were signed. However, it is worth noting that Rosoboronexport initially did not count on this. Nevertheless, several countries showed interest in Russian armaments, which may allow maintaining a package of orders for our marine equipment at a high level (now the amount of signed contracts exceeds $ 5 billion). Interesting news The negotiations of the Iranian delegation headed by the Commander-in-Chief of the Iranian Navy, Habibolla Sayari, with Viktor Chirkov began: there is some evidence that the Iranian side is interested in supplying Russian naval military equipment. More vague information is available about the interest of Saudi Arabia, which is still busy exploring Russian naval equipment and weapons. In the meantime, the Saudis are more interested in buying the Iskander-E operational tactical complex, and Rosoboronexport Deputy General Director Igor Sevastyanov said at IMDS-2015 that, under certain conditions, such a deal is possible.

And lastly, a bit of “Ukrainian” subject matter - Russia intends to fulfill the contract for the supply of 4-x amphibious assault ships of the 12322 Zubr project to China (Ukraine’s 2 ship has already supplied), since the More factory is located in Crimea, which entered in the Russian Federation.

Prospects

Despite the presence of a considerable number of problems, Russia nevertheless began the production of a noticeable number of warships, including quite large surface ships — corvettes and frigates. And if the prospects for building a full-fledged aircraft carrier are rather vague, then building a destroyer of a new generation, comparable in weaponry to a missile cruiser, does not seem an impossible task, although a few years ago it would be an unobvious statement. Problems are a normal phenomenon given that in fact many industries associated with the construction of surface warships were simply destroyed to the ground and are now being recreated from scratch. In the conditions of reduced funding, the important role will be played by the prioritization and selection of optimal development paths, which, judging by the number of layouts and sketches presented on IMDS-2015, are many. In such conditions, fair competition conditions, which, unfortunately, are not always respected, become one of the key factors. As for the submarine fleet, the situation is very good here. There is a construction of a large number of both nuclear and diesel-electric submarines, work is already underway to determine the appearance of a new multi-purpose nuclear submarine, even considering that fairly modern submarines of this class are being built - the YN-M 855 project.

Admiral Gorshkov was laid down in 2006 and has not yet been transferred to the fleet. And with the BDK project 11711 even cooler - it has been built since 2004. And these are relatively small ships (4500 and 5000 tons). And how many aircraft carriers will they build at such a pace? 50 years?

And you are not looking at one ship, you are looking at the general situation, the Severnaya Verf alone built eight ships in eight years, and forget about the aircraft carrier, for this you need to at least get a 100t crane!

China has one of the largest shipbuilding industries in the world, China's share was 41,4% of the ships launched in the world .....

you need to invest in science and the real sector of industry ... But DO NOT steal and hold summits and sporting events .....

But do we need him? If you want to ruin the enemy, give him an aircraft carrier !!! somewhere like that !! and so everything is correct, we are still reaping the fruits of perestroika, and, friendship, with the West !!!! TSATSKANIA with, as it were, “brothers,” remember how the Gaidar and others like them screamed --- we will buy a mustache in the west? the west will help us !!! forgetting to say that he giving 1rub will take 100 or more !!!

Where when. What do you write a pigeon about what an aircraft carrier. Well done, the Admiral mist said that even here they were taken aback. Take it easy !! He did his job supposedly right now we’ll bail off and nose off. All normal problems will be solved import import replacement has now changed a little not just a power plant is required but a competitive one will only give money. Helicopter pilots already have much better powerful and more economical. It’s not in vain that such a fuss is necessary to win the competition. And it’s not harmful to let the listeners master such a difficult business as PR. And here they try to put their sticks in the wheels.

Statements, declarations and plans are one thing, but life is another. The shipbuilding industry began to bend back in the second half of the 80s, when warships without air defense control systems began to come to the fleet, as was the case with the BOD project 1155. Ship repairs turned into a way to slop. The construction of new ships was delayed, the terms of commissioning were postponed, and even the concept of "experimental operation" appeared. This is when the submarine "St. Petersburg" that does not meet the operational requirements is accepted into operation.

If the text of the article is short. There are no engines, there won't be any in the next 2-3 years. The shipbuilding stopped. Work on air-independent engines for submarines has reached a technological dead end. The designers are lobbying with tremendous force for an order to develop the mythical AB. Electronics and hardware as they were under the copper basin, so they sit there. "Polymers are still pumped"!

Here are the "Russian Knights" yes, well done, they flew off to 5. Now at MAKS we have to wait for the passage of hovercraft.

There are no engines, and in the coming years 2-3 will not be. Shipbuilding stood up.

But we are thinking of building aircraft carriers without shipyards and nuclear destroyers. These figures come with mock-ups and demonstrate at what high level we have mock-up.
Maybe if a couple of bureaucrats put the case off the ground, will it move?

Yes, this is not bad, with such an awl in the ass, the Navy will force at least some long-term shipbuilding program to be accepted and not only compiled, but also executed.

And with what x. our delegation flooded to PACE in Finland? After all, there was already a shame, it was necessary, once again, to hari (them), and, accordingly, they spat in the country? . It is these with mock-ups therefore ... It is necessary, these passive homosexuals, to depict the activity of the state.

The shipbuilding program must be consistent. First, the small ships of the OVR: MRK, MPK, corvettes, as they are now called. That is, we chose several of the most successful projects, worked out the construction technology, decided on the shipyards and established a series. Then ships of the second rank followed the same scheme. And when the "shipbuilding machine" started working, then we can start talking about nuclear cruisers. And our admirals continue to live with Soviet oceanic ambitions ...

The only way out of this situation is the modernization of all ships that can still be upgraded - the cruiser Admiral Lazarev still decided to upgrade.

Import substitution is a problem. It arose because of ukrofilov in the leadership of the USSR: Khrushchev, Brezhnev.
All high-tech production, including shipyards, had to be located in the metropolis of the Russian Federation

I can only say that in a comment on another article he wrote:

First, the country's leadership needs to formulate the very concept of the need for our Navy aircraft carriers - are they needed or not.
Secondly, do not forget, comrades and gentlemen, that building an aircraft carrier is only half of what needs to be done. And the infrastructure - a mooring complex, fuel and lubricant warehouses, food, nuclear fuel, weapons (including for the air group)? All this also needs funds, and oh, what are not small. Add the cost of maintenance, repair, etc.
So first the concept of application, and then we shout "give it!"

I think this is important information especially to what is written in the article.
According to the annual report of Shiprepairing Plant No. 30 OJSC, it was decided to restore the Admiral Lazarev and Admiral Nakhimov TARKs.

Previously, it was planned to send the cruiser Admiral Lazarev, the twin flagship of the Northern Fleet - the cruiser Peter the Great, for disposal. However, in 2014, at the 30th Shipyard, dock repair and examination of the “Admiral Lazarev” was carried out.

Its overhaul and modernization will be held in Severodvinsk according to the shortened technical modernization project of the Admiral Nakhimov TARK project 1144.2, which is currently under repair. According to the plans of the enterprise, in 2018 the ship will be transferred to the Northern Fleet.

The heavy atomic missile cruisers of Project 1144 Orlan were built in the USSR from 1973 to 1989. In total, four ships were made, of which only Peter the Great was in service. The length of the ships of the Orlan project exceeds 250 meters. They are equipped with P-700 Granit anti-ship missiles and the naval version of the S-300F air defense system. Unofficially, these ships are called "killer aircraft carriers."
