Economic Times: Indian company is looking for a Russian partner for the construction of ships and submarines

Russia and India have extensive experience in cooperation in the military-technical sphere. A few decades ago, the Soviet defense industry began to help the Indian military to develop its armed forces, supplying finished products and helping with the deployment of its own production. In the foreseeable future, the list of joint projects may be supplemented with a new item.



22 in May, the Indian edition of Economic Times published an article Reliance Infrastructure seeks Russian shipments at Pipavav Defense ("Reliance Infrastructure is looking for a Russian partner for building ships and submarines at Pipavav Defense"). In this article, Indian journalists talked about the current plans of one of the companies wishing to start cooperation with Russian shipbuilders. The priority of the Indian company Reliance Infrastructure are military projects.

The Economic Times recalls that Reliance Infrastructure, headed by businessman Anil Ambani, recently acquired 18% of the shares of the shipbuilding company Pipavav Defense & Offshore Engineering. Now the management of Reliance Infrastructure intends to start cooperation with Russian design organizations, the goal of which should be the construction of nuclear submarines and "stealth ships" at the Pipavav Defense shipyard in Gujarat. This shipyard is the largest of its kind in India, and also has all the permits required to build warships.

According to the Economic Times, at the time of publication of the article the delegation of Reliance Infrastructure was in Moscow and was in talks with representatives of the Russian Ministry of Defense. In addition, they talked about the possibility of participation in the talks by Russian Defense Minister Sergei Shoigu. The goal of the talks, according to an unnamed source of the Indian publication, was to search for Russian organizations that could participate in the creation of a joint venture with the aim of further building submarines and ships.

The source also told about the possible structure of a hypothetical Russian-Indian joint venture. The Indian side in this organization may be one of the subsidiaries of Reliance Infrastructure. The Russian participant in potential projects has not yet been determined, as well as the very possibility of Russia's participation in such works.

In preparation for its defense projects, Reliance Infrastructure formed a number of subsidiaries a few months ago. These are the companies Reliance Defense Systems, Reliance Defense Technologies and Reliance Defense & Aerospace, which will deal with projects in various areas of the defense direction.

Indian journalists link the emergence of these companies with the plans of the Indian military. The Government Committee on Security (Cabinet Committee on Security) recently approved a rather bold program of building equipment for the naval forces. Under this program, Indian shipbuilding enterprises should build and transfer naval forces six nuclear submarines and seven ships with low visibility. One trillion rupees (a little more than 20 billion US dollars) is planned to be spent on such construction.

As far as we know, Reliance Infrastructure has taken into account the plans of the military and political leadership of the country, and wants to capitalize on the implementation of the planned programs. As a result, now this organization is looking for a foreign partner who will help her to get a profitable contract. For the construction of the submarines alone, the contractor will receive about 600 billion rupees.

Economic Times journalists asked about possible cooperation with Russia to the press service of the Reliance Infrastructure company. They replied that the company is committed to developing its own defense industry, and also wants to participate in the Make In India program, announced by the Prime Minister.

In addition, the Indian edition has asked for a comment to the leadership of Russia. The Russian embassy refused to disclose any details of the negotiations or prospects for military-technical cooperation. Nevertheless, the Economic Times replied that the Russian side was ready for negotiations with Indian partners on projects in various fields, including in the field of military-technical cooperation and the creation of joint ventures.

Currently, according to the Indian edition, the main task of Reliance Infrastructure is to find a foreign partner to participate in the construction program of six nuclear submarines for the Indian Navy. As far as is known, in the framework of the joint venture, the foreign partner will have to transfer to the Indian company certain technologies necessary for the construction of the required submarines.

Companies wishing to participate in the ship and submarine construction program should consider the latest decisions of the Indian government. In August last year, the government led by Prime Minister Narendra Modi increased the upper threshold of foreign direct investment in defense projects. Previously, foreign partners could have a share of no more than 26%, now their participation is limited to 49%.

At the end of last year, Reliance Infrastructure recruited a new manager. Rajesh Dhingra, a former senior employee at Lockheed India, is now president of Reliance Defense, a subsidiary of Reliance Infrastructure. One of the tasks of the new manager is to search for potential foreign partners to create joint ventures and participate in various projects.

According to the Economic Times, a delegation from Reliance Infrastructure has previously visited China, the United States, Finland and several Latin American countries, where it held talks with local officials. The purpose of these trips was to find partners for the joint implementation of orders of the Indian Ministry of Defense. Now Indian merchants held talks with Russian specialists. The result of this could be the emergence of a Russian-Indian agreement.

Details of the recent talks in Moscow have not yet been published. Nevertheless, in the Russian mass media there have already appeared messages on the subject of possible joint construction of ships and submarines for India. The “Protect Russia” portal contacted the unnamed representative of the Malakhit SPMBM (St. Petersburg) and asked him to comment on the situation.

The source of the online publication noted that the lack of information does not yet allow discussing possible cooperation between Russian and Indian enterprises. At the same time, a source in the design bureau, which develops projects for submarines of various classes, said that Malachite has all the necessary resources and competencies to participate in such work. If the country's leadership decides to begin cooperation with the Indian industry, the designers will be ready to work with foreign colleagues.

In addition, a source in SPMBM "Malachite" reminded representatives of the portal "Protect Russia" that the Navy is already serving in the Indian Navy with Russian design and construction submarines leased. The 971 project, to which the “Nerpa” belongs, was developed at the Malachite office.

What ended the negotiations in Moscow - is still unknown. Information on this matter may appear at any time, although we cannot exclude another scenario, in which the details of these events will remain secret. Moreover, the lack of reliable sources of information may be a reason for suspicion: not even the fact of the negotiations has been confirmed yet.

Nevertheless, news about the possible expansion of military-technical cooperation between Russia and India due to joint projects in the field of shipbuilding look very believable. The two countries already have extensive experience in joint work in the military-technical sphere, including in the field of ships and submarines for the naval forces. It is possible that in the foreseeable future, Indian enterprises will not only collect under license Tanks and Russian-designed aircraft, but they will also begin to build nuclear submarines and ships created in collaboration with colleagues from Russia.
