Yak-130 again will not stand in operation
Not so long ago, the tender for the supply of Yak-130 aircraft was repeatedly declared invalid. The representative of the aircraft industry complex said that an application was submitted to the Ministry of Defense, in which both the timeframe and the price of the order were justified. However, the ministerial commission was not satisfied with these conditions. One of the main differences is the cost of the aircraft. Experts say that the state armament program indicates the cost of the aircraft, which is significantly underestimated relative to its real value. Thus, the agreement on the delivery of eleven Yak-130 class trainers by the end of 2011 will not be fulfilled. The factories do not have time to either purchase or produce components that will be needed to create these aircraft.
According to proven sources, one Yak-130 has a cost of 15,4 million dollars. Thus, the cost of 11 machines will be 169 million. In total, the Ministry of Defense plans to purchase sixty-five Yak-130 airplanes, the total cost of which will be almost a billion dollars. In addition, the plans include the purchase of twenty-four MiG-29K for landing on ships, the cost of which will be almost two billion dollars.
Some experts believe that the cost differences are due to the difference in prices for the same components. The Ministry of Defense commission conducts a thorough comparison of the cost of all the components of the aircraft and the cost of the aircraft itself. It would seem that this is the only right decision that can show the difference in these amounts. However, the procurement department has to pay the same amount when purchasing, while the United Aircraft Corporation has to buy the same products at completely different prices. This leads to serious disagreements that prevent us from reaching an agreement.
It should be recalled that even in the summer, V.Putin seriously raised the issue and expressed the hope that all contracts for the state defense procurement for the 2011 year would be concluded by August 31. Already on September 1, Anatoly Serdyukov - the head of the Ministry of Defense - announced that the contracts were concluded with the majority of suppliers. The only exception was the United Shipbuilding Corporation (USC). Therefore, the jail term was extended to 12 September. However, this could not change the situation.
Although Anatoly Serdyukov personally visited the aircraft building plant located in Irkutsk, and later the Nizhny Novgorod plant, this did not bring major changes in the existing problem. The emphasis was placed on the conclusion of the contract for the manufacture and supply of the Yak-130. Alas, representatives of the Ministry of Defense and the aviation industry never came to an agreement.
The same can be said about the MiG-29K ship fighters. Although negotiations are still under way, they did not reach a decision that would satisfy both parties.
