In December, the Border Guard Service of the Federal Security Service of Russia must receive several new ships and boats for the coast guard at once. And some of them - two new ships and six speedboats, in addition to the already delivered "Mongoose" and "Sable", will come to the Crimea. This, in turn, will make it possible to almost completely form the naval coast guard grouping in the new Russian border guards.

Special opportunities have new guard ships project 22460 "Hunter". Their role is primarily important for the protection of the border and territorial waters in the area of ​​the continental shelf. "Hunter" can safely perform tasks in the sea with young and broken ice up to 20 centimeters thick. Its equipment allows for rescue operations, as well as environmental monitoring. There are no analogs to this sentryman, who is rightly called the ship of a new generation, in Russia. One of the main features of the "Hunter" - the presence on board the landing site for a light helicopter. In a matter of minutes for the helicopter a hangar shelter can be equipped. It is noteworthy that the site and the refuge hangar were able to be placed on the ship with a displacement of only about 670 tons. In addition, in the stern of the ship there is an inclined slip, on which a rigid-inflatable type speedboat is installed, which can be used, for example, for quick delivery of an inspection lot to an intruder's vessel.

The Sobol speedboats with the speed of 47 nodes and the Mongoose high-speed boats with a speed of more than 50 nodes (about 100 km / h) also replenished the Coast Guard grouping. By its capabilities, this is actually interceptor boats. They are designed not only to protect the coastal zone and natural resources, but also to intercept high-speed targets. By their nautical qualities and combat characteristics, they are not inferior to foreign ones and are superior to the best domestic boats of this class and have already become a real threat to poachers.

But the most anticipated replenishment of the border patrol is the border patrol ship 1 of the Polar Star rank, launched this year and undergoing tests, specially designed for use in the Arctic. This is the first ship of this level built in the last 20 years. He is the only one stories Soviet and Russian shipbuilding created specifically for border guards. The ship is equipped with a modern navigation and tactical complex, a helicopter-based complex and is capable of overcoming ice fields in the Arctic seas with ice thickness up to 1 meters.

At the same time, it is important that it is not just about replacing old equipment, equipment and weapons with new models. This is just one of the directions of the new concept of development of the coast guard. After all, maritime areas are becoming faster and faster areas of large-scale economic activity. Suffice to mention our plans for the development of the Arctic, the development of the Far Eastern region. Accordingly, the protection of national economic interests at the new level dictates the need for a qualitative change in all activities of the coast guard. And it covers not only the sea border of the country with a length of 38 thousands of kilometers, but also the river border - 7 thousands of kilometers, and the lake - 475 kilometers.

The new coast guard control system itself is becoming a fundamental one. As the First Deputy Head of the Coast Guard Department of the FSB Border Guard Service of the FSB, Vice Admiral Alexey Volsky, told RG correspondent, powerful automated control centers are being created. One of them with a center in Murmansk will take control of the border in the Arctic. The other, in Petropavlovsk-Kamchatsky, is our water area of ​​the Far East.

According to Volsky, special emphasis is placed precisely on the development of a system for monitoring surface situations. So, already now the automated control system almost completely closes the Russian water area of ​​the Black Sea, including the Crimea. The work on creating the same system in the waters of the Gulf of Finland is being completed.

The point of this system is that all information from border ships at sea, coastal radio observation posts and satellites online is drained into a single command digital analytical center. This information is processed and immediately distributed to the ships, which can see the situation not only around themselves, but also, for example, in a completely different area. The commander of the border ship will immediately know the whole situation, which ships are and where they are, which of them is legal. That is, a potential violator will not be led from the moment of the violation, but long before that.

The first results of these innovations, by the way, can already be appreciated by many citizens of our country. On the shelves is becoming more Russian fish and seafood. That, in principle, should be the norm for a country washed by two oceans. But - it was not. Largely the fault of poachers, who put their business on an industrial level.

“The main violators in the sphere of illegal extraction of bioresources, as in previous years, are the so-called“ podflazhniki, ”as a rule, vessels with a Russian crew, but under the flag of a“ convenient ”country,” says Alexey Volsky. - Only in the first half of the year 18 detained such offenders, on board who found almost 116 tons of crab caught without a license.

According to Volsky, in general, the measures taken by border guards not only reduced illegal supplies and the number of poachers fleet, but also create favorable conditions for the legal extraction of crab in the Pacific region. In the first six months of this year, it grew by a quarter: from 25,5 thousand tons to almost 34 thousand. Moreover, a direct consequence of the decrease in poaching activity was a sharp reduction in the supply of crab to Japanese ports. According to Tokyo official information, the volumes of illegal deliveries of crab of Russian origin to Japanese ports fell 2,6 times - from 9,6 thousand tons in the first half of 2013 to 3,6 thousand tons in the first six months of 2014. Incidentally, this was reflected in the Japanese crab market, where the price of Kamchatka crab increased by 3,7 times and rose to 61,5 dollars per kilogram. Poachers in the Far East were pressed so hard that hundreds of tons of crab began to be imported into South Korea by air from Norway and Canada. The situation is similar on the Kola Peninsula. The Russian coast guard was able to practically nullify the activities of "amateur fishermen" on high-speed small boats - the so-called "dogs". They were engaged in the illegal transportation of unaccounted fish from fishing trawlers to the shore. As soon as the Sobol interceptor boats appeared at the border guards, surpassing poachers in speed, the "dog swimming" gradually came to naught.

Illegal industrial fishing in the Barents Sea has been reduced to isolated cases. According to Volsky, the Norwegian coast guard acknowledged that, thanks to joint efforts, illegal fishing of fish and, in particular, cod, is practically absent here. Moreover, for the first time in recent years there has been a significant increase in the herd of cod.

And in the northern part of the Caspian Sea there is a tough battle with the sturgeon-caviar mafia. Last year, our border guards detained more than 190 small-sized ships for hundreds of thousands of meters of nets for violating the border regime and environmental legislation. Brought to administrative responsibility 12 legal entities and more 690 individuals. Total control at the maritime borders led to the fact that in just half a year 60 of violating vessels was detained, of which 28 was foreign. Five of them confiscated. Fines imposed on more than 358 million rubles.

It is noteworthy that the site and the hangar were managed to be placed on the ship with a displacement of only about 600 t. Note that the widely publicized Swedish Visby corvette, which until recently was considered the smallest warship with a helicopter on board (its displacement is slightly larger than 600 t), there is no hangar - only a helipad.
      Another important feature of the PSKR is the presence in its aft part of an inclined slip on which a rigid inflatable boat is mounted, designed, for example, for the quick delivery of an inspection lot to an intruder vessel. Both the search helicopter and the boat on board seriously expand the capabilities of a small ship.
      But that is not all. Given the difficult environmental conditions in remote areas of Russia and taking into account that such ships will serve in different theaters, the Rubin is designed so that it can work in young and broken ice up to 20 centimeters thick.
      The armament of the ship is one 30-mm automatic six-barreled artillery mount AK-630 and two 12,7-mm Kord machine guns. This is quite enough to solve the tasks that Rubin will have to perform. However, the ships of this project have a serious modernization resource. If necessary, it is possible to place launchers of anti-ship missiles "Uranus" on them.
      On the "Ruby" created excellent living conditions for the crew. There is even a sauna with a pool. It is impossible not to say about the appearance of the ship. Its architecture is consistent with stealth technology.
