The ban on the supply of high-tech products to Russia turned out to be something to hide, quite sensitive for defense enterprises. Many people now urgently have to restructure production, look for new partners in the east, and solve import substitution tasks at the expense of their own developments - who has them. How will all this affect the implementation of the state defense order? "Military Industrial Courier" sums up the preliminary results of the final year.
It is clear that talking about the results of the GOZ as a whole for 2014 is possible only conditionally. They will be faithful for only three blocks. But, first, annual contracts have already been executed for a number of items of military products. Secondly, it is easy to follow the general trend in the work of the defense industry: the fulfillment of plans for the main samples averages from 30 to 70 percent. The gained production rates, taking into account the technological backlog, will, it seems, allow us to ensure the fulfillment of the state defense order at a fairly high level.

All this is confirmed by the positive dynamics of indicators. Compared to the same period last year, the volume of supplies for various models of equipment increased by an average of 10-30 percent. It is possible to concretize these figures by the types of Armed Forces. So, for the Air Force, military missions at enterprises accepted 12 aircraft, 36 helicopters, a regimental set of S-400 air defense systems, eight airfield radio stations, one Volga medium and high altitude radar, more than 12 units aviation means of destruction.
In addition, 28 aircraft of various types and six helicopters were repaired. In particular, the military mission of the Ministry of Defense of the Russian Federation carried out tests and adopted the super-heavy long-range aircraft AN-124 "Ruslan", which was repaired and upgraded at Aviastar-SP.
For the Navy, three warships, nine units of auxiliary ships and moorings, eight radars were adopted. It is worth noting the successful launch (after a series of failures) in the third quarter of the ballistic missile Bulava. It took place on September 10 from the White Sea, the Vladimir Monomakh rocket carrier, worked on the target from a submerged position.
At the shipyard "Severnaya Verf" completed tests of the corvette "Resistant" project 20380. The ship passed the state exam and passed the Navy. It is designed to operate in the near sea zone, to fight with surface ships and submarines of the enemy, to support amphibious assault forces. The permanent base is the city of Baltiysk.
At the Leningrad shipbuilding plant “Pella”, the military mission completed tests of the sea tug of the project 02790, which was also handed over to operation.
In the interests of the Ground Forces, 36 self-propelled howitzers, 66 armored personnel carriers, 726 vehicles, brigade and division sets of the Verba portable air defense missile system, 1300 units of communications and reconnaissance units, more than 737 000 ammunition and missiles were adopted. Repaired 183 units of armored weapons and military equipment, 2146 military vehicles. Tambov plant "October" manufactured and military representation accepted 28 radio stations HF / VHF band P-166. Acceptance of the next batch of Ural-4320 military vehicles was completed at the Miass automobile plant.
For the Airborne Forces, 47 airborne assault vehicles and armored personnel carriers were repaired and upgraded; more than 7700 of various-purpose landing facilities were supplied.
For the Aerospace Defense Forces and Roskosmos industrial enterprises adopted six launch vehicles of various classes and one satellite.
30 September in the Irkutsk region completed state tests of the radar station of high factory readiness "Voronezh-DM". The sector of the review of two-sector radar is 240 degrees, the detection range of space objects is more than 6000 kilometers. The radar is capable of accompanying several hundred targets simultaneously. In the next five years, it is planned to manufacture and commission similar stations at planned facilities, which will ensure the creation of a continuous radar field in the territory of the Russian Federation.
In the state scientific and production rocket and space center TsSKB-Progress, the acceptance of the Soyuz-2 launch vehicle of the new generation stage 1 for the output of the Cobalt spacecraft has been completed.
For the Strategic Missile Forces, the acceptance of the components of the Yars mobile ground-based missile complex continues - during the last quarter, six units of the complex, five intercontinental ballistic missiles, and 12 units of training and preparation facilities were taken to the home sites. The Yars missile is equipped with a combat stage with separable warheads and an effective set of missile defense weapons.
What are we proud of
The provision of the RF Armed Forces with modern, efficient weapons largely depends on the achieved level of development, technologies and materials, and the arrival of equipment to the troops depends on the timely implementation of the ROC. When creating a promising family of combat vehicles in the Steel Research Institute, the development of the newest ultra-high-strength armor steel brand 44С-sv-Sh was completed. Its use will allow to increase the protective properties of products by more than 15 percent, while it surpasses world analogues in its characteristics. Hardness is not less than 550 units according to Brinell, and plastic parameters remained at the level of serial steel, which will allow to reduce the thickness of parts by 15 and, therefore, the weight of the armored structures without weakening their protective characteristics. In particular, the use of new steel in a promising family of heavy armored vehicles "Armata" will automatically facilitate each of almost half a ton.
Scientific-technical enterprise "Sphere" on the basis of the armored car "Tiger" developed a small-sized complex of radio monitoring and radio suppression communication. He successfully passed the state tests, is ready to be put on mass production. The complex is designed to suppress radio-relay and radio-relay communication lines, aircraft-carrier communication lines, cellular and trunk communication facilities. All the equipment is located on the chassis of the Tiger light-duty vehicle, which ensures high mobility and throughput. The sample is superior to all previous generations of EW tools.
Naturally, special attention is paid to the work on import substitution of components of the VVST. There are results. The Salyut research and production center for gas turbine construction mastered the production of products previously supplied by Ukrainian enterprises. Thus, measures have been taken to import Ukrainian PRIs in the production of the Yak-222 turbojet AI-130 two-circuit engine. For the first time, the company has manufactured and supplied more than 2009 aircraft engines from 2014 to 100 for the Russian Ministry of Defense. The latest tests confirmed the possibility of producing the engine from Russian materials and parts without cooperation with the Ukrainian Motor Sich.
Director General of the Admiralty Shipyards Open Joint-Stock Company Alexander Buzakov and chief of the 208th military mission captain 1st rank Andrei Podaryashchiy, during a single day of receiving military products at the Ministry of Defense, reported on the construction of a series of large submarines of project 636. Back in 2010- m shipyards began construction of a new series of six submarines. The first boat, Novorossiysk, was transferred to the Black Sea on August 26, 2014 fleet. In 2013, a contract was signed to resume the construction of the second submarine - Kronstadt. A contract for the third boat of this series, Sevastopol, is ready to be signed.
The Ural Transport Engineering Plant fulfilled the delivery plan to the troops of self-propelled howitzers 2X19M2 MSTA-S ahead of schedule and today the final batch of 15 guns is delivered. The company's general director, Alexei Nosov, and the acting head of the 5584 military representation, Major Igor Zolotukhin, said that they had fulfilled a three-year contract on the state defense order for the manufacture and supply of 180 units of 152-mm SAU ahead of schedule. 93 has already been delivered to military units.
Research and Production Association "Kvant" prepared for delivery station EW "Krasuha 2.0". Gennady Kapralov, General Director, and captain of the 1277 rank, Anton Azovtsev, head of the 2 military representation, confirmed that the products had passed all kinds of tests. This EW complex belongs to the means of a new generation and has no analogues in the world. Designed for reconnaissance and electronic suppression of DRLO and U aviation complexes.
In July of this year, the country honored the Komsomolsk-on-Amur Aviation Plant, which turned 80 years since its inception. Today, following the plan for the supply of aviation equipment, he rents out the next three Su-35С fighters and two Su-30М2 fighters. Recall, Su-35С is a multi-purpose supersonic super-maneuverable fighter of the “4 ++” generation. Designed to achieve superiority in the air, defeat air and ground attack weapons, neutralize threats from surface attack weapons of the enemy. In terms of performance characteristics, it significantly exceeds all fourth-generation aircraft. Its maximum combat load - eight tons, speed - 2500 kilometers per hour. Su-30М2 - a multi-purpose supersonic fighter with a long range, improved radio navigation and communications. Designed for air superiority, destruction of air and ground targets.
The Kazan Helicopter Plant prepared military transport helicopters Mi-8МТВ5-1 (3 units) for delivery.
The prompt integration of industrial enterprises of the Crimean Federal District into the structure of the country's defense industry is of great state importance.
Already, 15 enterprises of the peninsula have received orders and are involved in the implementation of the state defense order. Quality control and acceptance of military products are provided by the forces of military missions, whose personnel have been certified and retrained in military universities in Russia.
The Fiolent plant in Simferopol has deployed and is working to provide the defense-industrial complex enterprises with ship automation and rocket and space technology components. The head of the company, Alexander Batalin, said that the plant turned 100 years, more than 50 of which the company has been developing and supplying military equipment. In particular, instruments and control systems of technical means, high-precision electrical sensors, navigation equipment. It is planned to increase production by 50 percent. There is an active integration of "Fiolent" in the Russian military-industrial complex. Its production, scientific and personnel potential allows to significantly increase output.
Not our lighthouses
Alas, not everything is as smooth as we would like. Despite the generally positive dynamics of the implementation of the SDO, a number of problematic issues remain in its implementation. According to Colonel Oleg Stepanov, head of the Directorate of Military Missions of the Ministry of Defense, individual enterprises are currently not fulfilling their commitments. In particular:
- Far Eastern plant "Zvezda" did not repair the two submarines;
- Aviakor was not handed over to the Air Force and the Navy a total of eight aircraft;
-Dubnensky machine-building plant has not fully supplied aviation means of destruction;
- the scientific and production enterprise “CLASS” has not transferred into operation more than 4500 units of body armor;
- The Baltic Shipyard breaks production schedules for the construction of two patrol ships of the 1135.6 project;
- under the threat of delivery of six units of ground stations targeted targeting "Igla-S" produced by the All-Russian Scientific Research Institute of Radio Equipment.
On all problematic issues, the Ministry of Defense makes organizational, technical and managerial decisions. Meetings on the implementation of the commitments are systematically held with the management of enterprises and integrated structures of the defense industry, and follow-up schedules are developed. But this is not enough. And now is not the time for endless educational conversations. For frustrated contracts, violating enterprises are subject to fines. In addition, it is worth recalling to their leadership that the state defense authority, after its approval by the parliament of the Russian Federation, will acquire the force of law. And the law must be strictly enforced.
View of the troops
According to the Commander-in-Chief of the Ground Forces, Colonel-General Oleg Salyukov, 2014 WWST samples will go to formations and military units in 4499. Today, more than 31 percent of the declared amount has been received. The remaining samples are scheduled for delivery by November 25 2014. Note: it’s too bad that two thirds of deliveries have been shifted to the end of the year. As this usually entails assault and a negative impact on quality.
8 July 2014 of the year at the Kapustin Yar test site carried out the acceptance of the brigade set of the Iskander-M missile system from representatives of the military-industrial complex and its transfer to the operation of the personnel of the missile brigade of the Western Military District. As part of the brigade kit adopted technically operational and ready for combat use 51 sample of weapons and military equipment.
In parallel, self-propelled artillery mounts, in particular 21 units of modern 152-mm ACS 2С19М2 for the formation of an artillery brigade of the Eastern Military District, are being supplied to the Rocket Forces and Artillery of the SV. The remaining 15s are received by the military mission and are awaiting shipment, which will be held in November 2014.
For the re-equipment of combined arms and military training units, military units of the NE with modern weapons and military equipment, the delivery and acceptance of 143 overhauls tanks with deep modernization of the T-72B3 for the Western (40 units) and the Eastern military districts (103 units).
The formations and military units of the Central Military District have already received 233 of the new armored personnel carrier BTR-82А.
The 94 percent of weapons and military equipment is verified in detail by the crews and crew calculations. Analysis of acceptance showed: no failures.
According to the Commander-in-Chief of the Air Force, Colonel-General Viktor Bondarev, in 2014, 50 aircraft units were supplied in the interests of the Air Force. Of them:

Multi-functional fighter Su-30CM - 9;
- Su-30М2 multi-role fighter (to replace the outdated Su-27UB) - 4;
An-148 mid-range aircraft (to replace the Tu-134) - 3;
-transport and combat helicopter Mi-35М (to replace Mi-24) - 8;
- heavy transport helicopter Mi-26 - 3;
Mi-28H-5 combat helicopter;
-Mi-8AMTSH medium transport helicopter (has high-altitude aircraft engines and digital avionics) - 9;
- strategic missile carrier Tu-95MS (after modernization it is able to use modern air-launched cruise missiles with a launch range that allows not to enter the enemy's air defense zone) - 3.
There are no complaints about the quality of the aircraft equipment received by the flight and engineering staff. The Air Force and the industry have taken all the necessary decisions for import substitution in the aviation technology supplied in 2014.
The commander of the Strategic Missile Forces, Colonel-General Sergey Karakaev, confirmed that in accordance with the construction plan of the Strategic Missile Forces in 2014, they are continuing to re-equip their Yars mobile and stationary bases. At this time, the following have been delivered to the RVSN connections: the mobile-based Yars missile system - 9 PU; intercontinental ballistic missiles 55M - 6; combat duty support vehicles - 17; intercontinental ballistic missiles 65M - 2; unified command post - 1.
A container of a unified command post in the 28 Rocket Division has been loaded. Completed in full work on the conversion of two silos launchers, they loaded the missiles, which are being tested and complex commissioning. Just the other day, two more silos will be re-equipped, loading of two missiles is carried out.
At the final stage of the 2014 of the year, it is planned to supply 29 of modern WWTE designs. Including eight intercontinental ballistic missiles, three autonomous launchers, five mobile gearboxes, nine combat support vehicles.
A look from the Ministry of Defense
Evaluating the work done, Defense Minister Sergei Shoigu said that compared to the same period last year, the volume of shipments of new equipment increased to 30 percent. The achieved level of production allows for the implementation of the 2014 state defense order of the year.
It is important that the re-equipping of the troops continues in all planned directions. To this end, the Ministry of Industry and Trade, together with the Ministry of Defense and other federal executive bodies, are taking step-by-step measures to eliminate the dependence of the Russian defense-industrial complex on imported raw materials and materials. The measures taken should ensure the timely replacement of Ukrainian components, as well as military products of NATO and EU countries. Ultimately, such steps will allow the momentum of retrofitting troops with modern weapons to be maintained.
At the same time, there are still unresolved issues related to the fact that some industrial enterprises have not yet fulfilled their commitments on the state defense order, including for the 2013 year. This lag should be eliminated in the near future, which is impossible without increasing responsibility for the assigned task.
