At present, the Rear of the Armed Forces of the Russian Federation includes various special (automobile, road, pipeline) troops, medical units, units and facilities, transport commandants, units and parts of material support with stationary bases and warehouses for the storage of material stocks, agricultural, repair and other institutions. Acquisitions of the Russian army and its modernization

According to General of the Army D.Bulgakov, the previous year, the Iskander 6 complexes (9K720) were acquired for arming the Russian army, and the Ministry of Defense plans to buy 114 of such operational tactical missile systems. The main function of this type of weapon is the defeat of small-sized targets and areas in the far rear of the enemy troops. The missiles hit the target at a distance of 300 km and are made using Stealth technology. Interception of them is impossible, because these high-speed missiles are not on a classical parabola.

The general mentioned that about the 180 launchers of the Cornet complex would be acquired soon for arming the Russian army. At the moment, the Russian army has already acquired 18 with such installations and 13 combat vehicles. The next step is the acquisition of 172 launchers and 347 combat vehicles. The specialization of the Cornet anti-tank missile system is countering the enemy’s armored vehicles, eliminating fortified firing points, as well as low-speed aircraft.

The military department also plans to purchase 574 units of 152 mm Msta-S self-propelled howitzers. Currently, the Russian Armed Forces 36 such howitzers, acquired in 2010. This type of weapon is good for eliminating tactical nuclear weapons, artillery and mortar batteries, tanks and other armored vehicles, anti-tank weapons, manpower, air defense and missile defense systems, command posts. Such howitzers are also designed to destroy fortified field structures and interfere with the maneuverability of enemy reserves in the depths of their defense. Self-propelled howitzers can fire at visible and invisible targets with direct fire from closed positions, including in mountainous areas.

According to Dmitry Bulgakov, the air forces of the Russian army will soon receive missiles for medium-range anti-aircraft missile systems C-300 developed and manufactured by the Almaz-Antey air defense missile. In the 2010 year, they acquired all 6, but the ministry plans to increase their number to 120. Such systems are necessary to protect large industrial and administrative structures, military bases and command posts from enemy attacks from the air and from space. The C-300 system can destroy ballistic and aerodynamic targets, strike targets on the ground with the enemy's location known in advance.

In the 2011, it is planned to purchase for the army 83 new and 134 upgraded armored personnel carriers BTR-82F. Thanks to this purchase, two motorized rifle brigades will be re-equipped. An improved look of the BTR is equipped with a 30-mm gun with a weapon stabilizer.

The Ministry of Defense decided in 2011 to purchase also vehicles of general purpose with increased payload. Besides the fact that there is already an agreement on the purchase of 795 machines of the KamAZ family and two hundred Urals, the government of the Russian Federation decided to additionally purchase two thousand Urals and four thousand KamAZ vehicles for the Armed Forces this year. In addition, this year the Russian army will be filled up with 85 tractors for transporting weapons and military equipment weighing up to sixty tons. Such tractors are equipped with semi-trailers, heavy trucks and will solve the problem of re-equipment of all relevant units.

Improved uniforms for the Russian military

The military commander said that in 2011, the 44 atelier of Voentorg will produce a new uniform for the Russian military. For this, the state has allocated 154,6 million rubles. The Navy will receive for crews that go to hot countries (including submarines) sets consisting of a cap, jacket and trousers. In the same lightweight costumes, but beige and complemented by shorts and Panamas, soldiers of the ground military air forces in regions with a hot climate will dress up.

For those who will serve in the Arctic in a separate motorized rifle brigade, uniforms for a particularly cold climate are made according to the developed samples. If this outfit passes the test, a decision will be made to ensure that all units operating in arctic conditions are fully provided with such insulated clothing and footwear.

By the way, after studying the experience, the Ministry of Defense plans to make changes to the material and technical support of the Russian army units based in the Far North in order to adapt to the arctic conditions not only the uniforms and equipment of servicemen, but also the development of weapons, military and special equipment models corresponding to modern requirements.

Dmitry Bulgakov noted that the Ministry of Defense wants to adopt the experience of life support for small towns of Russian companies engaged in gas and oil production in the Arctic, as well as polar expeditions. According to the previously said words of Russian Defense Minister Anatoly Serdyukov, there is a need to create two army brigades in the Arctic zone to protect Russian interests. The plans of the General Staff will take into account the location, type of weapons, the number of troops and related infrastructure. The locations for the deployment of such compounds have not yet been determined - Murmansk, Arkhangelsk or another place in the Arctic. In the formation of such military units, the experience of the North European powers - Finland, Norway and Sweden, which have similar climatic conditions to Russia - will be adopted.

Under conditions of long-term operation of field uniforms in military units of the Russian army in various climatic zones, the need arose for its refinement. After monitoring conducted among military personnel in March of the current year, a number of deficiencies in the design of the uniforms and the materials used in it were identified. The leadership of the Ministry of Defense takes time to analyze the identified defects in order to eliminate them. Also, to improve the appearance of the Russian military, to expand and update the range of hats, it is planned to put into practice the wearing of a wool beret, which is now undergoing an experienced sock. It is quite likely that the issue of the placement of distinctions and belonging to a specific military unit will also be considered. Such berets could be seen on the participants of the Victory Parade in Moscow.

The Russian army has already adopted a winter field suit, which is the subject of personal use and intended to serve in various climatic conditions. Its heat-shielding properties are not inferior to the former, but it has become lighter and more ergonomic. It is comfortable at temperatures from + 10 to -25 ° С and wind speeds up to 7 m / s.

The commander in his speech noted that in the fall and winter of 2010, all the diseases of the employees were mainly of an organizational nature. This is especially reflected in the health of servicemen of the Siberian Far Eastern District, serving in the Kuril Islands, the Arctic Circle and other regions with an unfavorable climate. According to the Charter of the internal service of the Armed Forces of the country (Art. 235, 319 and 320), it is the commanding staff of the military unit that is obliged to ensure the safe conditions of military service and provide the soldiers with the necessary personal protective equipment.

With the aim of competent application of clothing property, control over compliance with standards of allowances, the military department developed guidelines on how to use such property in winter. At present, all personnel have been acquainted with these recommendations.

Optimization of fuel costs

The Russian Defense Ministry is counting, despite the increase in tariffs, on receiving in 2011 a year by the state defense order in full amount of fuel and lubricants for the needs of the Armed Forces of the Russian Federation. According to Deputy Minister of Defense Dmitry Bulgakov, since the fall of 2010, when the budget of the Ministry was planned for 2011, the tariffs for petroleum products have increased significantly. Prices for diesel and kerosene increased by 50%, and for gasoline - by 30%. But the military department, despite rising prices, assures that the task of supplying fuel for the current year will be fulfilled, the volume of fuel and lubricants being purchased will fully meet the needs of the Russian military, although the price of oil products is constantly increasing. disturb the top leadership of the army. Therefore, the troops are working to optimize fuel consumption, set consumption limits, and implement strict control over its observance. This year alone, by reducing the consumption of petroleum products, for example, when commissioning Oboronservis OJSC to operate the number of boilers operating on liquid fuel, the consumption of fuel and lubricants decreased by 70%. The released funds are directed to compensate for the growth in the cost of light petroleum products.

Russian army serviced by civilian structures


According to General Dmitry Bulgakov, since 2012, catering for more than half a million Russian soldiers will be engaged in catering. In the year of 2010, when outsourcing on the issue of nutrition was adopted, the number of servicemen feeding at catering establishments increased from 51 thousand people at the beginning of the year to 286 thousand by the end of it. Already this year they have taken on the maintenance of 100% of hospitals, military schools, Suvorov, cadet and equivalent schools. By the end of 2011, the ministerial plans to reach numbers in 382,2 are thousands of people, or 50% of the total number of military personnel who are entitled to boiler meals. Next year, in the military department, 2012 is hoping that this figure will grow to 515 thousand people.

With the transition to food servicemen in civilian catering organizations, the quality level, the composition and work of cooks increased significantly, the range of dishes and their complexity increased. The Russian military first had a choice - now the menu has two or three names of the first, second courses and side dishes for them. And in some military units and in all secondary military schools, employees are fed on the principle of "buffet".

The commander also said that since 1 in January of the current year, the military had the opportunity to get some food in individual packages (buns, muffins, butter, processed cheese, juices, dairy products, etc.). Thanks to this innovation, the rationing of food rations to each soldier is guaranteed. By the way, the development of technical conditions for the formation of a diet for serving in the mountainous regions of the country is in full swing in the military department.

In addition to outsourcing in matters of nutrition, the Ministry of Defense attracts civil organizations and in the service of military units. In 2006, only 18% of laundry services were in the civilian sector. In 2011, this percentage is already 50%. The army is currently engaged in more than 40 large laundries, and by the end of 2011, laundry for the needs of the army will be completely transferred to civilian structures.

In order to optimize the activities of the Russian army, civilian organizations were also assigned the functions of washing military personnel (37 thousand), dry-cleaning property (51,2 million rubles), repairing military uniforms and footwear (6,3 million rubles), rail transportation people and cargo (in 2010, 84,5 was transported in thousands of railcars with passengers and cargo). In 2010, civilian motor transport carried out 11,5 carrays for the transport of military passengers and cargo. The Ministry of Defense hopes that in 2011, these numbers will be higher.

Civil structures, on the basis of agreements, carry out maintenance and repair of equipment, refueling military vehicles with fuel and lubricants at civilian gas stations, aviation technicians at airfields and naval airfields fleet. Civilian organizations are carrying out work on the delivery of material assets to military units serving in the Far North and outside the Russian Federation.

The Armed Forces of Russia are ready to fight the fire element

So that the Il-76MD military transport aircraft could provide effective assistance in extinguishing fires, the Ministry of Defense acquired special equipment for them to drain water, and the crews received special training. 24 Il is ready for departure at any time, and soon their number will be replenished with 12 airplanes.

The 38 Mi-8 and Mi-26 helicopters are equipped with fire-fighting equipment and spillway technology. The crews of these small-sized aircrafts have already undergone special training and are fully prepared to fly on demand for fire extinguishing from the air.

The Army General also said that in order to maintain fire safety, the Ministry of Defense acquired 20 thousand fire extinguishers, 40 fire motor pumps, 8 thousand fire hoses and 500 water filling stations. All of the above is already in military units.

According to D. Bulgakov, by decision of the government or the president, the military department may at any time attract military units and more than 700 units of various equipment to extinguish fires up to 1000. All fire and chemical stations are in full readiness on the territory of military districts.

In defense units and arsenals, in the places of storage of weapons and equipment, fifty-meter protective firebreaks have been created, fire tanks have been installed, that is, all measures have been taken to prevent fires.
