Defense Ministry is ready to make a gift for DOSAAF
And it seems that by the fifth anniversary of the return of this name to DOSAAF, the Ministry of Defense decided to make a gift. A gift in the form of the possibility of transferring military equipment, which, due to legislative circumstances, had to go for disposal, for use in the training process in the Voluntary Society for Assistance to the Army, Aviation and Navy. We are talking not only about army vehicles, but also armored vehicles: armored personnel carriers, infantry fighting vehicles and even tanks.
Such a gift to the Ministry of Defense is going to be made on the basis of the introduction of a new clause in the RF Government Decree of 17 November 2007. The name of this resolution is as follows: “On the order of exclusion from the Armed Forces of military equipment.” It deals with military technology, which (hereinafter - the quote) "has no prospects for use."

In particular, it is worth considering paragraph 4 “Provisions on exclusion from the Armed Forces of the Russian Federation, other troops, military formations and weapons agencies, military, special equipment and other materiel that have not served the prescribed service life, storage and no prospects for state defense and security
(approved by an order of the Government of the Russian Federation from November 17 2007 N 783):
a) implementation through military-technical cooperation or in accordance with the Decree of the Government of the Russian Federation of October 15 1999 N 1165 "On the implementation of the released movable military equipment";
b) transfer to organizations in accordance with the Resolution of the Government of the Russian Federation dated 12 in November 2003 N 682 "On the transfer of weapons, military equipment and other materiel with expiring periods of storage and operation";
c) disassembly into parts and (or) assembly units for use as spare parts and accessories when repairing weapons, military equipment and for training purposes without terminating the right of operational management of troops and agencies;
d) disposal within the framework of the federal target program "Industrial disposal of weapons and military equipment (2005 - 2010 years)". The decision to dispose of property that does not have prospects for use is taken when justifying the impossibility and (or) inexpediency of using it in another way;
e) demilitarization for subsequent transfer to constituent entities of the Russian Federation or local governments for display in museums or installation as monuments (at their request).
The main defense department decided that the list was not complete. And as an important addition that can clearly expand the material base of the same DOSAAF, a new item is presented: "free transfer to public-state organizations that perform the state task of preparing citizens for military service." In principle, this paragraph has a certain similarity with paragraph 4 "b", but immediately, to dot the i, the word "gratuitous" is mentioned - so that the "stakeholders" suddenly have no desire to warm their hands on the transfer of military equipment . In addition, the term “public-state organizations”, which are preparing for military service, is mentioned in the new paragraph. Note: it is to the military. That is, organizations that would possibly wish to receive military equipment for entirely different purposes are cut off immediately. The circle is shrinking, by and large, precisely to one Voluntary Society of Assistance to the Army, Aviation and the Fleet, which not only has a rich story with a considerable amount of success, but also a built-in system of pre-draft preparation, again worked out over the years.
According to the information provided by DOSAAF, this Society has 80 regional offices. The structure of DOSAAF institutions is presented as follows: educational, aviation, sports, as well as various types of specialized courses. If the military equipment of the type mentioned above becomes available to DOSAAF, then the organization’s functionality will significantly expand. It’s too early to talk about the Company's full-fledged entry into the Soviet functional level, but the first step for this can be done in the near future.
The Chairman of DOSAAF of Russia since 2009 has been Sergey Mayev, Candidate of Technical Sciences, Doctor of Science in Information Technologies. Sergey Alexandrovich - a graduate of the Omsk tank-technical school (1967), a graduate of the Military Academy of Armored Forces (1972). 1984 to 1985 He studied at the Military Academy of the General Staff of the USSR. The decision of the Ministry of Defense to equip DOSAAF with the equipment that the military has today would be an excellent gift for Sergey Alexandrovich for his anniversary, as well as a gift for all those who are directly related to DOSAAF today and advocate the full development of this organization.
Today DOSAAF is participating in the training of thousands of conscripts. In the activities of the Company, events are held not only to train young people to deal with weapons and military equipment, but also various humanitarian measures: for example, prospecting and reburial of the remains of soldiers killed in the Great Patriotic War. As part of DOSAAF, numerous competitions in parachuting, military tactical games, and car runs are held.
There is an opportunity for DOSAAF to expand not only technically, but also geographically. 21 June will be a presentation of the creation of the youth wing of the Society, which will be held on the territory of the Pridnestrovskaia Moldavskaia Respublika.
