Defense Ministry is ready to make a gift for DOSAAF

Until recently, military equipment that had not developed its resource, but had no further prospects for use in the RF Armed Forces and other military units, was sent for disposal. Moreover, often such a technique remained, as they say, on the go, but the technical regulations and the letter of the profile legislation did not actually allow to extend its service life in the troops. At the same time, organizations working to prepare young people for the future army service had considerable problems related to how to educate the future defender of the Fatherland without having the right material base. First of all, we are talking about such an organization as DOSAAF (Voluntary Army Assistance Society, aviation и the fleet), which has repeatedly changed its name, but since 2009 has again returned to the familiar version that has become familiar over the years.

And it seems that by the fifth anniversary of the return of this name to DOSAAF, the Ministry of Defense decided to make a gift. A gift in the form of the possibility of transferring military equipment, which, due to legislative circumstances, had to go for disposal, for use in the training process in the Voluntary Society for Assistance to the Army, Aviation and Navy. We are talking not only about army vehicles, but also armored vehicles: armored personnel carriers, infantry fighting vehicles and even tanks.

Such a gift to the Ministry of Defense is going to be made on the basis of the introduction of a new clause in the RF Government Decree of 17 November 2007. The name of this resolution is as follows: “On the order of exclusion from the Armed Forces of military equipment.” It deals with military technology, which (hereinafter - the quote) "has no prospects for use."

The full text of the resolution is presented on the information and legal portal. "Guarantor".

In particular, it is worth considering paragraph 4 “Provisions on exclusion from the Armed Forces of the Russian Federation, other troops, military formations and weapons agencies, military, special equipment and other materiel that have not served the prescribed service life, storage and no prospects for state defense and security
(approved by an order of the Government of the Russian Federation from November 17 2007 N 783):

a) implementation through military-technical cooperation or in accordance with the Decree of the Government of the Russian Federation of October 15 1999 N 1165 "On the implementation of the released movable military equipment";

b) transfer to organizations in accordance with the Resolution of the Government of the Russian Federation dated 12 in November 2003 N 682 "On the transfer of weapons, military equipment and other materiel with expiring periods of storage and operation";

c) disassembly into parts and (or) assembly units for use as spare parts and accessories when repairing weapons, military equipment and for training purposes without terminating the right of operational management of troops and agencies;

d) disposal within the framework of the federal target program "Industrial disposal of weapons and military equipment (2005 - 2010 years)". The decision to dispose of property that does not have prospects for use is taken when justifying the impossibility and (or) inexpediency of using it in another way;

e) demilitarization for subsequent transfer to constituent entities of the Russian Federation or local governments for display in museums or installation as monuments (at their request).

The main defense department decided that the list was not complete. And as an important addition that can clearly expand the material base of the same DOSAAF, a new item is presented: "free transfer to public-state organizations that perform the state task of preparing citizens for military service." This publication reports "News".

In principle, this paragraph has a certain similarity with paragraph 4 "b", but immediately, to dot the i, the word "gratuitous" is mentioned - so that the "stakeholders" suddenly have no desire to warm their hands on the transfer of military equipment . In addition, the term “public-state organizations”, which are preparing for military service, is mentioned in the new paragraph. Note: it is to the military. That is, organizations that would possibly wish to receive military equipment for entirely different purposes are cut off immediately. The circle is shrinking, by and large, precisely to one Voluntary Society of Assistance to the Army, Aviation and the Fleet, which not only has a rich story with a considerable amount of success, but also a built-in system of pre-draft preparation, again worked out over the years.

According to the information provided by DOSAAF, this Society has 80 regional offices. The structure of DOSAAF institutions is presented as follows: educational, aviation, sports, as well as various types of specialized courses. If the military equipment of the type mentioned above becomes available to DOSAAF, then the organization’s functionality will significantly expand. It’s too early to talk about the Company's full-fledged entry into the Soviet functional level, but the first step for this can be done in the near future.

The Chairman of DOSAAF of Russia since 2009 has been Sergey Mayev, Candidate of Technical Sciences, Doctor of Science in Information Technologies. Sergey Alexandrovich - a graduate of the Omsk tank-technical school (1967), a graduate of the Military Academy of Armored Forces (1972). 1984 to 1985 He studied at the Military Academy of the General Staff of the USSR. He served in parts of the Moscow Military District, in Afghanistan, in the Transcaucasus. He worked in the structures of the defense order. July 13 Sergey Mayev marks 70 years.

Defense Ministry is ready to make a gift for DOSAAF

The decision of the Ministry of Defense to equip DOSAAF with the equipment that the military has today would be an excellent gift for Sergey Alexandrovich for his anniversary, as well as a gift for all those who are directly related to DOSAAF today and advocate the full development of this organization.

Today DOSAAF is participating in the training of thousands of conscripts. In the activities of the Company, events are held not only to train young people to deal with weapons and military equipment, but also various humanitarian measures: for example, prospecting and reburial of the remains of soldiers killed in the Great Patriotic War. As part of DOSAAF, numerous competitions in parachuting, military tactical games, and car runs are held.

There is an opportunity for DOSAAF to expand not only technically, but also geographically. 21 June will be a presentation of the creation of the youth wing of the Society, which will be held on the territory of the Pridnestrovskaia Moldavskaia Respublika.

Presented by DOSAAF and on the Crimean Peninsula.

    In our city there is already one BTR-70. Only now learn how to manage with him will succeed only in children of military age. Those who are not going to teach anyone older are made approaches to the local leadership of DOSAAF and were refused. All only through the draft board. So that.

      if possible, give the phone number to the organization that has this equipment on the balance sheet ... otherwise our authorities do not know how to get the decommissioned equipment to the district .... I have been fighting for three months now, no one "knows" anything ...

      The lottery, unfortunately, in the DOSAAF of Russia is useless, albeit a private one (perhaps, therefore, useless). It does not contain big wins. At all)). All winnings (of which approximately 40%) are the face value of the ticket. Those. 10% of the "large" were withdrawn ahead of schedule)).
      Colonel-General Mayev seriously cleaned up the former ROSTO. This also affected the lotorey. But to victory - oh, how far away. Moreover, the regional authorities are "fighting" with the DOSAAF of Russia in full growth.

    Good news.
    DOSAAF will be the preliminary stage that will allow the production of almost ready-made technical specialists vital for the RF Armed Forces.
    This will allow young guys to join the army, not green salags, but already knowing and knowing something.
    It is also a great opportunity for experienced retirees to pass on their experience to the younger generation as instructors.
    There is a personal desire to improve the quality of training, to the level that it was at DOSAAF from the 60s to 80s under the USSR, so that real specialists did not leave DOSAAF. In order for those trained in technical specialties at DOSAAF to be sent to serve exactly in the specialty that they voluntarily studied at DOSAAF, for this, work with the okrug (district), regional military commissariats and representatives of units on applications for technical specialists should be coordinated that are needed in the Armed Forces of the Russian Federation.
    With such a relatively short service life as now, the army can get a ready-made specialist who can serve for a year in the right position, instead of 9 or 6 months after training (I think the army should be only interested in this).
    For many young normal guys, I think this training will be interesting. To learn how to competently operate a real combat vehicle or an army truck, even before your peers are just starting to master the "folder" passenger car, is this not an incentive. Plus the skills of maintenance and repair of equipment (they will always come in handy in life).

    In the guidance documents, it should be specially noted that the equipment transferred is fully equipped, operational and ready for use under the strict responsibility of those who transmit it. Otherwise, they will transfer dismantled trash that will rust in the courtyards of DOSAAF.
    Several years ago I was in Volgograd. Near the museum "Battle of Stalingrad" there is an open exhibition of military equipment, both during the war and post-war. After examining this exposition, I experienced a feeling of embarrassment and shame for what I saw: the paint peeled off and burned out in the sun. Samples of modern technology BMD, BMP, tanks, etc. in an ugly smashed form. In wheeled vehicles, the wheels are lowered, sometimes logs are placed, instead of glass, there are often pieces of plywood. The same is with aviation. It looks like the equipment was dragged and delivered in the form in which the military gave it.
    There is no question of the conscience of the commanders in view of the complete absence thereof. But why then put such a shame on public display? What did you want to show what to educate young people and not only? Maybe now there is at least something tidied up.
    Returning to the topic, I want to say that a gifted military horse should look very carefully at its teeth and other organs, otherwise it would be dead.

Why say there, I have 2 sons myself, and when we go out for a walk in the park, they pull me by the arms to this technique. So the thought is correct. But for the seed exercise, which was applied to especially gifted cadets (not included in the program). If the young man did not feel the dimensions of the car, then several pieces of gravel were placed on the paved area.
