The Ministry of Defense is going to trim the wings of Oboronservis and to revise the outsourcing system
If one of our readers suddenly forgot, the outsourcing system in the Armed Forces of the Russian Federation was promoted by the previous leadership of the Ministry of Defense, believing that it was not worth the Russian soldier to do the work on the economic part, to repair military equipment. Suddenly it turned out that the processes of washing, washing floors, cleaning snow, ironing uniforms, repairing military vehicles, armored vehicles, communications equipment take too much time from the fighter, which he must completely and completely devote to various types of combat, tactical and physical training. All the “dirty” work for the fighter was assigned to be performed by “civilian specialists” who not only cooked porridge for the soldier, put the perfect order in the barracks, but also repair any military equipment for the soldier.
One of the main reasons for the introduction of outsourcing in the army, in addition to the reason for “releasing time for direct military training”, was also this: leveling corruption and fraudulent schemes in which the commanders of military units used free soldier labor for their own purposes.
However, as it turned out, the use of soldier labor in unusual areas of activity did not disappear after the introduction of the outsourcing system in the army. And Mr. Serdyukov himself proved it, on behalf of which the large-scale development of the infamous Zhitnoye recreation center, which belonged to the then Minister’s relative Mr. Puzikov, began. According to investigators, conscripts from one of the units of the Russian Air Force were involved in landscaping the recreation center and building the road. However, this act of Mr. Serdyukov did not consider it a grave sin, except that negligence ... and therefore the “outsourcing hero” was, as many of our readers know, eventually amnestied.
As it turns out now (and the current leadership of the Ministry of Defense is already finding out), the introduction of outsourcing in the army not only did not reduce corruption, but on the contrary - the opacity of civilian employment agreements contributed to the emergence of “gray” schemes and financial damage to the main military department. One of the most popular "gray" schemes after the introduction of the outsourcing system is the conclusion of a contract with an affiliated company - a company registered for one of the relatives of the person concerned.
Sergei Shoigu says that the corruption component has only increased, as evidenced by the initiation of criminal 25 and more than a thousand civil cases. And according to the minister, the military department won these cases.

A detailed analysis of the holding’s more than four years of activity indicates that it is necessary to partially abandon outsourcing and return a number of functions to the military administration.
The mention of a certain “holding” is the mention of the very “Oboronservis”, which, as they say in the Defense Ministry’s management, has multibillion-dollar debts, and even wage arrears. According to the Ministry of Defense, salary arrears in Oboronservis today amount to almost half a billion rubles. The total amount of debt is close to 100 billion rubles.
In this regard, the leadership of the ministry decided to reorganize Oboronservis with a decrease in the number of its subsidiaries approximately two times. The Defense Ministry is taking this step to build a more effective control system both for the work of Oboronservis itself and for all those subholdings with which this company works. The total savings from such a reorganization, according to Deputy Defense Minister Dmitry Bulgakov, could amount to 70 billion rubles. It may, of course, not make up, but let's hope that it will nevertheless amount and in addition lead to a serious work efficiency.
Returning to the outsourcing system, or rather to the question of its partial cancellation (what part of the outsourcing will be canceled, is not yet clear), we can say that from conversations with military personnel it became clear: the overwhelming majority of those with whom we managed to communicate, refer to the need to use civilian specialists in a number of spheres of military activities, to put it mildly, without special approval. And accordingly, these same people are in favor of the abolition of outsourcing in the army in a number of areas.
Special censures related to the repair of military equipment, because it is on the territory of a military unit to repair the same military "Ural" for a soldier or sergeant there will be a "civilian specialist", and what if there are problems with the operation of equipment during large-scale exercises or, God forbid , real fighting. The prospect of "calling out" an auto mechanic, being a thousand kilometers from the place of deployment, and even fulfilling the task of urgently transferring personnel, military equipment or ammunition to a designated point hardly fits with the increased mobility and combat capability of both a separate military unit and the Armed Forces whole
As they say in the leadership of the Ministry of Defense, numerous recent military exercises showed that civilian “outsourcers” simply could not keep up with the troops in time, which quite often led to a complete loss of interaction. (Couldn’t or didn’t want? ..) What, in turn, led such a loss, it becomes clear if we take into account that the soldier was recently taught: civilian will come - civilian will repair (well, at least, this follows from the very principle of outsourcing which was implemented not without the help of Anatoly Serdyukov).
It turns out that outsourcing de facto “relaxed” the rear structures (and not only the rear ones) in peacetime and, as a result, questioned the efficiency of economic activities of military units in hypothetically possible wartime conditions. If this or that military unit by definition is not going to solve tasks in the theater of operations, then outsourcing work may still be justified, but in other cases 100% outsourcing is obviously not a variant for the national army. Well-considered adjustments may well benefit.
