Army "hazing" invincible?
It is impossible not to agree with the popular claim that real life experience comes only when the number of mistakes made personally turns into quality. But if in a civil life this statement has the right to use, which has been proven for many years, then mistakes made in the army will never turn into quality. The army is a school of life for any man, but the army must not only train military specialists, but also educate young people. Unfortunately, to say that our army is truly a tutor is impossible. First of all, it is connected with such a negative phenomenon as hazing. Dedovshchina is struggling and eradicated not one year, but, despite all the attempts, it continues to exist, and this is one of the factors that make young people not willing to go to serve. They just do not want to be humiliated. However, these same young people after a certain period of service themselves humiliate younger co-workers, and so from year to year.
A few years ago, the Russian army moved to a new term of service, and senior military officials assured one and all that there was no bullying now and it could not be for the simple reason that after switching to a one-year term of service, all appeals are almost equal in age and between them non-statutory relations can not be a priori. But in the end nothing good came of this decision. Instead of senior soldiers, young conscripts are now mocked by contract soldiers and single conscripts, but they are members of groups of compatriots. It should be noted that the very concept of bullying is not limited to the term of service, it is something else, and the army itself with its established system of relations is to blame for this. A large number of regular officers, who are confident that it is intra-army relations that are the very bullying, are inclined towards such a thought.
To understand what is happening today in the army, consider a few examples.
Seven sailors, immigrants from the Republic of Dagestan, served in one of the military units of the Baltic fleet. These servicemen were punished for bullying their co-workers. Six of them were sentenced to between 1,5 and 1,9 years in prison, and the seventh, which for some unknown reason passed at first as a witness, was eventually sentenced to probation. It began with the fact that in August 2010, convicts brutally beat one of the servicemen, and after that forced 26 of their military comrades to lie on the ground, but not just, but so that their bodies made up the inscription KAVKAZ. According to the information provided by the Prosecutor General’s Office, during the investigation of the criminal case, which was instituted against Caucasian sailors, other negative facts were revealed, in particular, extortion and theft of personal property from conscripts. The offenders were charged with extortion, robbery and, most importantly, of hazing. On the issue of the presence of hazing in this case, we note that the convicted Dagestanis were younger than those who were bullied.
An interesting thought on this issue was expressed by the second rank captain Nikolai Vasiutin, deputy. commander of one of the military units of the Northern Fleet for educational work: "Honestly, if the pension did not come nearer, which I earned in absolute terms and which nobody would take away from me, I certainly would not have talked about hazing. Too slippery and at the same time a topical issue, its leaders too much tolerate. Practically formed men come to the army and the navy. Alas, the times of the USSR, where the patriotic and pre-conscription education of young people was put on the highest level, have long passed. were born after the collapse of the Soviet Union! Young people brought up in service, brought up by dashing and rampant 90, tried and sometimes addicted to drugs and alcohol, brought up on endless gangster serials and stupefied by movements and sects like skinheads, ready and so It is with this personnel that we are now forced to serve. Of course, you cannot speak with them in their language, but sometimes they just don’t understand a normal language.
What is the way out? In strengthening the pre-draft training system, which was lost with the collapse of the USSR. It is necessary to introduce in military units of new, but such necessary additional posts as officer-tutors, officers-psychologists. You should not be ashamed of and avoid developing a system of religious education, which should not be limited to the Orthodox faith, but should include Muslim faith, Buddhism, and Judaism. Do not neglect the technical means of monitoring personnel during the stay of military personnel in the barracks and cabin. First of all, this is due to the fact that it is much cheaper to put a video camera than to deal with the "feats" of barracks criminals - "grandfathers" and "countrymen". Of course, this is not all available measures to combat such negative phenomena as hazing and fraternity, but they can become the basis for further struggle! "
As another example, let's take information that appeared in the media not so long ago. In Novosibirsk, the trial began on the rather complicated and unattractive case of the major of the local military unit Nikolai Levoy. A cadre officer defended the soldiers against the arbitrariness of a group of fellow countrymen - Dagestan soldiers. Djigits quickly mastered the new conditions of life and laid aside a tribute to draftees who entered the service from other regions of Russia. From their comrades they demanded up to half of the monthly allowance, and those who refused to pay were severely beaten.
Throughout the year, Russian soldiers meekly submitted and suffered mockery. But patience, in the end, came to an end, in part there was a real riot. The order was brought with difficulty, information about the current situation reached the top military leadership. Dagestanis immediately seconded to other units. But the army can not be guilty, and someone has to answer for the unrest - this is the most that there is an emergency! Responsible for all called Major Left.
But strangely enough, in the course of an internal investigation it was established that the major pursued only one goal - the protection of injured military personnel. The members of the commission knew this very well, but they believed the Dagestanis, who, with tears in their eyes, told how the evil and bad Major Left had turned other soldiers against them and how he sowed international discord. It's a shame that they believed the criminals, and not the other servicemen and the officer himself. Of course, now the cadre officer will be punished, and the “honest” Dagestanis will reach the deadline and return home to talk about their “heroic deeds”. If such an approach to the consideration of cases involving non-statutory relations will be applied in the future, then it is not worth talking about the eradication of non-statutory relations.
For the most part, this problem relates to social life, and this is what Sergey Akinfiev, an associate professor and candidate of sociological sciences, said in an interview about this: "According to the results of a large-scale study conducted in 2010 in north-west Russia, due to non-statutory relations 39% of young people refuse to serve in the army categorically, resorting to "deviation", which is against the law. 29% hope for a delay. There is no internal rejection of military service, no fear of dedovshchina among the rest. 10-15 years ago, such data have been completely different. And the prestige of the modern army is growing. The opinion of psychologists on this issue is also curious, and Igor Yanushev, a psychologist and a candidate of medical sciences, sees the situation in the army: "It should be noted that today, of course, there is no positive attitude to the army, which was, let's say, in Soviet times: it was believed that if a young man did not serve his due date by age, it means that he has a serious illness. This is the current reality: unfortunately, the prestige of military service has declined significantly, as people say, “below the baseboard.” According to official data, it is no longer hundreds, but tens of thousands. What is most controversial about this issue is that the higher the standard of living, the greater the "deviationists"!
