List the failures of our defense industry does not make much sense, they are in sight, just enough to search the Internet, and they massively climb out. To argue about who is to blame for all these failures is useless. Each of the disputants will still have his own opinion, but it is here that the dog is buried. Our failures are often not related to man-made factors. Let's try to look at the problem through the prism of psychology, education and sociology, this is how we will see a lot of new things.

Since February 1, the launch of the military satellite Geo-IK-2 launched from the Plesetsk cosmodrome ended in failure. The satellite was mistakenly put into the wrong orbit, and now experts have great doubts whether it will be possible to use the device for its intended purpose, perhaps during the flight somehow the overclocking unit did not work so well. This launch has cost a lot of money to the Ministry of Defense, which also lives on our tax deductions. The most interesting in this stories that while we were unsuccessfully searching for a satellite in a given orbit, it was first discovered by the US-Canadian Command of the Aerospace Defense of North America.

And if we consider the infamous tests of the new naval ballistic missile "Bulava"? "Sad" because this rocket does not want to fly in a normal way. But the decision to develop this rocket was made in the USSR in 1988 year. Meanwhile, in Severodvinsk, at one of Europe’s largest military shipyards, the construction of the submarine “Yuri Dolgoruky” has already been completed and the Alexander Nevsky and Vladimir Monomakh submarines are being built, which are planned to be armed with this missile. According to the plans of such submarines should be 8. There is a situation when the boats are already doing, and the Bulava rocket, which should become their main armament, is still not flying. In this case, all the tests cost the country in outlandish amounts.

Let's try from this very place, from this most unhappy “Bulav” and turn to education, sociology and even psychology. From a number of rocket builders, you can sometimes hear the words about their dissatisfaction with the military: they say, not all of them are telling the truth to their superiors. Therefore, due to some considerations of their own, they make unwarranted claims to the plant about this rocket. Perhaps some of the military want to present this rocket more technically advanced than it actually is.

At this time, the factory workers themselves, according to several prominent military men, sometimes hide from the Ministry of Defense the true state of the rocket, trying to “smooth out” a number of “technical nuances”. At the same time, the “human factor” has never been met in the open press as the source of the problem. Basically everyone is talking about the technical side of things. Perhaps the reasons for the failures of the defense just in different approaches to this topic! It is not excluded that the reason for such disagreements is the interdepartmental disunity of the ministries and organizations that are engaged in the production of Bulava. Maybe they have some of their corporate interests in delaying the process of its acceptance?

None of the participants in the process is interested in the government to stop funding this project and transfer funds to something else. At the same time, all these military, constructors, industry as a whole, are extremely interested in having the Bulava tested "to the bitter end" (no one can say when this "victorious end" comes) and lobbying the production of submarines project "Borey", which will save shipbuilding from "idle".

In the course of such interdepartmental and corporate disunity, the country's defense capability suffers, although all relevant departments live on the whole quite well. Many of the number of designers, military and factory workers can perceive these words very negatively, but they are heard from the mouth of middle-level specialists, who may not know all the nuances of this problem, but constantly face its consequences in practice.
In addition, the failures of the Bulava, among other things, play their own meaning and “human-temporary” facto, which is currently not well understood, and therefore is not always taken into account by the leaders. This is what the candidate of sociological sciences thinks about this — Sergei Orlov.

In the early 90s of the last century, for obvious reasons, there was a serious personnel failure in almost all design bureaus and at enterprises. In the 1990s, due to the lack of demand at that time, a whole generation of specialists aged 30-40 years who still remembered active construction fleet USSR in the late 70s and early 80s of the XX century. Now the state faces the problem of growing a new generation of designers and engineers; without this, the process of all-Russian modernization is simply not possible. And so, not only in the defense industry, a similar situation is observed with us in all high-tech industries.

At a time to remember a popular expression - frames are everything! At the same time, the attitude of a number of officials from education to some fundamental reform of the education system in the country, including the average, is increasingly discouraging. Even during the Soviet era, secondary education in the country was, so to speak, coordinated with secondary vocational and higher — any of the high school graduates could become in the future a doctor, an engineer, and another narrow specialist. Now the question arises, are the plans of the current reform coordinated with higher levels of education? So, in the shipyards of Severodvinsk, the largest in the country, the problem of education and training, fortunately, perfectly understand and make all possible efforts to resolve it. But from time to time, alas, can not go anywhere. At the moment, it is not known when the personnel "failures" of the 90-s will be completely eliminated in our country.



So, the plans for the future (if it is not slowed down, after all) secondary education reforms in our country are really very strange. Not so long ago, a group of teachers still "old school" addressed in this regard with an open letter to President D. Medvedev and Prime Minister V. Putin, State Duma Chairman B. Gryzlov, as well as to Minister of Education and Science A. Fursenko. In the letter, the teachers asked to refuse to adopt the Federal State Educational Standard (Federal State Educational Standard) for high school students.

The letter says that the new standard provides for the introduction of only 4's mandatory subjects, the rest are planned to be combined into 6 educational areas, from which the student will be able to choose only one area. This means that the student will not be able to simultaneously choose the Russian language and literature, or physics and chemistry, or algebra and geometry. All this is very strange. It is clear to all (at least the most experienced) teachers of any technical college that an engineer is not a narrow profession at all. An engineer who does not possess the necessary level of knowledge in other, "non-technical", industries works worse than his colleague with a broader outlook. The same can be attributed to teachers, doctors. Is not it?

You can take the curious data of sociologists. At the request of Vedomosti, at the end of 2010, research company Synovate conducted a survey of 1200 employees of companies (not only in the manufacturing and industrial sphere) in the 7 regions of the country. The purpose of the study was to establish why many enterprises are far from working at the limit of their possible effectiveness. And are similar problems typical for the government of Russia as a whole? As a result, a national rating of the most visible ills of domestic management was compiled. The habit of saving on their employees 44% of surveyed was called the main cause of low efficiency and productivity, another 35% of surveyed blamed the illiteracy of our managers for everything from their own boss to the top state officials. Every fifth respondent believes that protectionism interferes with the development of enterprises in our country when “their own” cadres (often relatives) are advancing in throat. 17% called the cause of many troubles the lack of a budget for important matters, another 13% are sure that low efficiency is a result of unrealistic tasks set by management. Every tenth noted that many of the current managers lack leadership qualities, therefore, they take not their place.

From the results, the survey shows that the cause of our troubles lies precisely in the frame plane. Many of our failures in the industrial sphere are connected with the lost generation of 1990's, which, having left the industry at that time, did not prepare shifts for themselves, did not pass on their experience to the young. This is, so to speak, the non-combat losses suffered by our industry.
