The General Headquarters of the Armed Forces of the Russian Federation did not fully comply with the plan called for conscripts to recruit the Internal Troops (MF) of the Ministry of Internal Affairs during the autumn conscription that ended December 31 on December 2010. This was reported in the Main Committee of the Interior Troops of the Ministry of Internal Affairs of the Russian Federation.

“In the application of the General Staff, we asked to send thousands of new recruits to 27 as part of the autumn draft for our troops. Unfortunately, this plan is reduced to 20 thousands, but it is not fully implemented. Only 18 of thousands of 500 recruits entered the Internal Troops, ”a source said.

According to him, with each recruiting campaign, the General Staff reduces the number of recruits for the MVD of Russia. “Allegedly, due to the lack of recruiting resources, we have a year-on-year decrease in the plan for recruiting formations and units of our troops with soldiers,” he explained.

Earlier, Deputy Interior Troops commander Lieutenant-General Sergei Topchy told the agency that "the commander-in-chief is concerned about a sharp increase in conscripts with a criminal past who are staying to recruit units and formations as part of the current autumn draft."

“In our troops this fall, the number of new recruits with a canceled criminal record, which now come from the country's military offices, has significantly increased. Given the specifics of the activities of our troops, the performance of service and combat tasks in the North Caucasus, this circumstance worries us more and more, ”said Topchiy.

The general didn’t name specific figures of recruits sent to the Internal Troops with a conviction canceled or having problems with law enforcement agencies. “Unfortunately, in accordance with the law, citizens with a criminal past are now on general grounds called up for military service, and the General Staff of the Armed Forces, apparently, does not seek to track which troops this category of conscripts are sent to,” said General Topchy.

In accordance with the presidential decree Dmitry Medvedev, during the autumn draft, it was planned to call on 278 thousands of 800 people. The Ministry of Defense assured that the call passed without serious violations and the plan was fully implemented. At the same time, the ministry acknowledged that the quality of the draft contingent will be worse than before.

The matter is that, according to military officials, the so-called “demographic hole” - if from 1980 to 1985 years in Russia, up to 1,5 of a million boys were born annually, then in 1988, 800 of thousands of boys were born.

The Ministry annually sends to the troops about 65% of citizens who “have good health”, but due to certain restrictions cannot serve in sensitive units. In addition, about 35% of draft-age citizens for medical reasons are exempted from service or receive deferment. About 100 thousands who came to the military enlistment offices are sent for repeated medical examinations.
