They arrived there with three recruits who turned for help to a human rights organization literally one day before their planned departure to the troops. In relation to them, a decision has already been made on military recruitment, despite such diseases as epilepsy, osteoporosis, osteochondrosis of a large number of intervertebral discs, second-degree scoliosis and other diagnoses.
Literally in the morning of the same day, the chairman of the “Council of Soldiers' Mothers” received a call from the father of the draftee who was already at the assembly point, despite the fact that he had a disease that gives the right not to serve in the army.
Also, near the checkpoint of the organization’s assembly point, representatives of the organization, by prior arrangement, met the mother of another recruit who was recognized as fit for military service with numerous head injuries and neurological diseases: some time ago the young man fell from a height of a four-story building.
Employees of the military enlistment office, of course, did not expect such a "landing". At the call, the deputy military commissar of the Pskov region invited everyone to his office to conduct, as it turned out, conversations on military-patriotic education.
Even more human rights defenders were impressed by their behavior by a doctor leading the work of medical examination of citizens to be called up for military service. According to representatives of the “Council of Soldiers' Mothers,” he tried to prove to them that the list of diseases, on the basis of which the degree of a person’s fitness for military service is determined, no longer works.
He also said that the military-medical commission of the Pskov region was visited by representatives of the military-medical commission of the Leningrad military district - and they made many diagnoses of spinal diseases, despite examinations in medical institutions of the city, confirmed by medical records.
At the same time, military medical commissions are not legally allowed to make or revise diagnoses, since they are not medical institutions and they lack the appropriate licenses.
But despite this, members of the medical board, some X-ray images of recruits planned to lead to the main radiologist of the Pskov region for another description, not trusting the diagnoses made by other doctors.
At the same time, human rights activists were informed that some radiologists of polyclinics of the city of Pskov could be held criminally liable for describing the images in favor of conscripts.
“The senior doctor argued to us that by looking at X-rays, he could make a diagnosis that would allow him not to serve in the army. We found out that the medical commission is not working in the composition that the deputy chairman of the draft board told us. For some reason, instead of a neurologist in the medical commission, there was a narcologist, ”said Anton Matiy.
On that day, all questions did not dare, because the members of the medical commission could not or did not want to put the category of expiry according to the diagnoses.

This recruit had several chronic diseases, giving the right to exemption from military draft. “But this autumn, this fact does not mean anything, and sick conscripts become“ healthy ”in a magical way,” shrug in the Council of Soldiers' Mothers.
According to representatives of this organization, the senior doctor of the medical commission, after looking at the recruit’s documents, immediately said that he was fit for military service. After this statement, the young man became ill, he became very pale and his hands began to shake.
Previously, he had cases of loss of consciousness, so human rights activists asked a neurologist to examine the young man. He immediately said that it was necessary to call an ambulance. While she was traveling, the staff of the medical commission could not provide the young man with proper medical care, because the medicine cabinet was in a closed office at the time.
