Putin in Novosibirsk: today and tomorrow in the aviation industry
The visit began with a trip to the Novosibirsk Aviation Production Association to them. V.P. Chkalov (NAPO). Another important factor affecting the performance of NAPO was the purchase of new equipment. As the plant director for promising programs A. Kalashnikov said, the commissioning of a mass of new machines and other similar equipment was a direct consequence of the signing of long-term contracts. As a result, not only the full-fledged work of the enterprise was restored, but also the product range. According to Kalashnikov, in the middle of the two thousandth years, NAPO produced the most diverse products for civilian use, right up to rocking chairs. Now, however, long-term contracts up to 2020 of the year allowed to finally return to the production of aircraft only. Such agreements made it possible to timely pay off the subcontractors who supply about 70% of the parts and assemblies of the finished aircraft.
President Putin recalled that the modernization of aviation enterprises, including NAPO, will continue. Before 2020, about five trillion rubles will be spent on the purchase of new equipment for the Air Force, and a considerable part of this money will eventually go into the development of factories. According to the factory workers, at present, the average salary of a NAPO employee is about 30 thousand rubles per month. Probably, the continuation of the modernization of production and all the factors arising from it in the future will significantly increase this figure. In this case, workers will have to make some effort. To work on new machines, they have to undergo retraining and advanced training.
Also, the director of promising programs Kalashnikov told the president about the progress achieved in the supply of finished equipment. To date, about thirty Su-34 bombers have been transferred to the Air Force. According to Kalashnikov, the customer has no complaints about the quality of NAPO products. All existing claims relate to electronics and other aviation equipment supplied by third parties. Interestingly, the Novosibirsk Aviation Production Association already knows about potential foreign buyers of Su-34 aircraft. Nevertheless, at first these bombers will be staffed by the Russian Air Force and only then deliveries abroad are possible.
At the beginning of the meeting, on the prospects for combat aviation, V. Putin once again recalled how responsible the current state rearmament program is, designed until 2020. According to the president, our country now has an excellent, but extremely rare historical a chance to fulfill all the plans. The defense industry faces very difficult tasks, but there is enough money. The President believes that the current state program is a very responsible and not ordinary work. If the available opportunities are missed, then there may be no other chance. That is what Putin said must be kept in mind all the time.
Putin considers the interaction between the defense industry and the Ministry of Defense to be another important point that directly affects the implementation of the program. With all their differences, they must work together at all stages of the creation of weapons and equipment. This interaction becomes especially important in the light of the rare opportunity mentioned earlier. Only in this way will it be possible to bring the share of new technology to the required 70 percent. Now only about 20% of all aviation equipment in the army can be attributed to this category.
According to the president, to ensure the required performance, the defense industry must simultaneously produce products already mastered in production and modernize production lines, creating a reserve for the future. Such a change in production while maintaining the current pace will undoubtedly be quite a complicated matter. But, as Putin noted, it is quite realizable. An example of such work is the Novosibirsk aircraft plant. The president expects the same actions from other enterprises of the military-industrial complex. The state, in turn, is ready to provide the necessary support.
Regarding the creation of new aviation technology, President V. Putin expressed a rather interesting, though obvious, thought. He believes that new designs should be created with a foundation for the future and therefore be the best in the world. If you focus on the existing foreign models of technology and take them as an example, the lag will be inevitable. According to a figurative expression, tomorrow it turns out that the existing own equipment is outdated, and tonight will have to start a new project. Therefore, it is necessary not only to follow world trends, but also to try to create them, looking at a few steps forward.
At the end of the visit, the President laid flowers to the bust of the pilot-ace three times Hero of the Soviet Union A.I. Pokryshkina. The second most effective fighter pilot of the countries of the anti-Hitler coalition was born exactly one hundred years ago in the pre-revolutionary Novonikolaevsk. During the anniversary events several concerts took place, and another bust of the famous pilot was opened at the Marshal Pokryshkina metro station.
