Medvedev: "A lieutenant should receive 50 thousands"
Speaking yesterday to the participants of the gathering of commanders of the formations of the Armed Forces of the Russian Federation, timed to conduct motorized rifle tactical exercises at the largest in Europe military training ground "Gorokhovetsky" in the Nizhny Novgorod region, President Dmitry Medvedev once again voiced his position on the main directions of army reform.The head of state reaffirmed his intention to start reforming the system of material allowances for servicemen from the beginning of next year. As the Supreme Commander of the representatives of the commander corps assured, as a result, the base pay of the Russian military will have to increase threefold. And first of all it will affect the level of remuneration of officers.
“We have agreed that the lieutenant should receive 50 000. He will receive this money, even despite the fact that we have problems with financing a number of government programs, because otherwise we will not be able to create an efficient army. And what kind of army we had, we all know well, ”the president stated.

As part of the maneuvers that the Supreme Commander personally supervised, the military demonstrated the capabilities of the Tungusk 2C6 anti-aircraft gun and missile system, as well as the operation of Mi-8MT transport assault helicopters and Mi-28Н combat helicopters designed to destroy armored vehicles.

At the same time, Dmitry Medvedev stressed that this is not about a fragmentary, but about a complete change in the monetary allowance system. In addition, according to him, the pension system of citizens dismissed from military service and members of their families is currently being revised.
The President also assured that the total state financing of the defense sector will be maintained, despite the economic crisis and the growing budget deficit. “Starting from this year and until 2020, the annual volumes of financing of national defense will remain at the level of 2,8% of GDP,” said Dmitry Medvedev
According to the Commander-in-Chief, “the high level of financial support for the army will make it possible to free servicemen from uncharacteristic economic functions, which has long been done in the armies of other countries.” According to Medvedev, “the troops should focus exclusively on operational training and combat training. And all the duties of guarding, cleaning, domestic provision, cooking in the soldiers' canteens should be transferred to civil organizations. ”
In the course of communication with representatives of the commander corps of the Russian Armed Forces, Dmitry Medvedev once again focused on the main goal of the military reform initiated by the authorities - to make the Armed Forces "compact and efficient, equipped with modern armament and equipment."
Igor Korotchenko, editor-in-chief of the magazine National Defense, commented on the state’s plans for military reform:
- With regard to the reform of the monetary allowance system, in previous years much has been said about this, but little has been done. Although it is impossible not to note some progress after the adoption of the order number 400. However, he stipulated that in the units there are those who receive an increased monetary allowance, and nearby (in the same company or battalion) there were people who did not receive such an increase. It is clear that such a state of affairs demotivated them to the normal performance of their duties (according to the principle “you get a heightened allowance - you and run first in the attack”).
Now we are talking about the fact that from 2012, the lieutenant should receive 50 000 rubles. per month, and guaranteed: this should be the base rate. Accordingly, the brigade commander (colonel) - 150 000 rub. per month. Now there is a “butting” between the Ministry of Defense and the Ministry of Finance, since the latter considers such a level to be overstated. In order that not only an excellent service worker, but every personnel officer (naturally, who conscientiously performs his duties) receive a sufficient allowance, in the opinion of the Ministry of Defense, the numbers should be approximately the same. In this case, many of the problems associated with the motivation of people will be solved by themselves.
I repeat: we are talking about the officer corps. Because the calculations for the contract army and sergeants, of course, are good, but practice shows that, as applied to the conditions of the Russian and Soviet army, it is the officer who bears the brunt of the work with the units. The officer corps cements the army. Therefore, it is necessary to reach the level of material allowance, which, in principle, corresponds to the average European level.
