The other day Indian media circulated news on the plans of the command of the Indian Navy. Indian commanders intend to soon announce a tender for the supply of a large number of helicopters that will serve in the future on Indian warships and perform various tasks. Of particular interest to the public is the volume of the future contract. It is planned to spend about six billion US dollars for the purchase of 120 helicopters for the Navy. Thus, the upcoming tender will be the largest in stories Indian purchases of imported military equipment. In addition, having signed this contract, India will retain first place in the list of buyers of weapons and military equipment, as well as significantly increase the combat potential of its naval forces.

As it became known a little less than a year ago, the main goal of the contract will be to replace the old Sikorsky SH-3 Sea King and Westland WS-61 Sea King helicopters. The newest of these helicopters were delivered back in the eighties of the last century and since then have only been repaired, but not modernized. These American and British-made helicopters currently perform a wide range of tasks, from transport to anti-submarine. The capabilities of Sea King helicopters are no longer sufficient to carry out combat operations in modern conditions, and in addition, they are running out of service. All of this pushes the Indian naval commanders to start searching for replacements for old equipment.

According to Indian media, the Ministry of Defense has already sent requests to the leading helicopter companies. Thus, all the best world organizations can participate in the record competition, from the American Sikorsky to the European Eurocopter. In addition, it appears that Russian helicopters from Mil and Kamov will also exhibit their projects. A few months ago, Russian officials involved in arms exports confirmed the possibility of participating in the competition, but have not yet received an official invitation.

Of course, six billion dollars is too large a sum to ignore the tender. Therefore, it is unlikely that Rosoboronexport and Russian Helicopters will not apply for it. Already, it is possible to make certain assumptions about possible “contestants” from the Russian side. First of all, these are the Kamov Ka-27 and Ka-29 helicopters. In addition, the Ka-31 may be offered to Indians as a long-range radar patrol helicopter. An additional argument in favor of the Russian helicopters may be the fact that, until now, about ten Ka-28, which are an export modification of the Ka-27, are being used in the Indian naval forces. Thus, Indian sea pilots already have a general idea of ​​Russian technology and can draw appropriate conclusions.

Nevertheless, a single operating experience will not be enough. For such a large contract, all the leading helicopter-building companies will fight, and they will most likely present the latest developments to the tender. The competition will be fierce and any trifle can affect the final result of the tender, up to and including advertising campaigns. In the latter sphere, as experts and just attentive fans of military affairs point out, our manufacturers traditionally lag behind foreign ones. So, domestic decision makers should pay attention to this part of the promotion of their equipment. Perhaps it is precisely such actions that will allow to avoid unpleasant incidents like the recent loss of heavy transport Mi-26Т2, which, being a clear favorite, ultimately gave way to a less heavy-duty American-made helicopter.

And yet, so far, all information about the upcoming competition has not yet received confirmation from official Indian officials. After the official announcement of the tender, details regarding the financial side of the case, the list of participants, etc. will be received. At the same time, the very fact of the upcoming tender is hardly doubtful. The fact is that Sea King helicopters in India are already outdated and their replacement is only a matter of time. In addition, it is known that the Indian navy will receive a relatively large number of new warships in the coming years, a large part of which will be equipped with helicopters. It is unlikely that Indian military leaders will equip new ships with old aviation technique.

It is worth noting that in the light of recent events, the prospects for Russian helicopters look ambiguous. On the one hand, the total amount of all military-technical contracts between Russia and India has long passed the mark of ten billion dollars, and there is no reason to assume that purchases of Russian weapons and military equipment will stop. On the other hand, India with all its actions clearly shows that it is not going to buy weapon and technology in only one country and, in a certain sense, to bind oneself.

Therefore, the most plausible option for the development of further military-technical relations between Russia and India is the continuation of purchases of various weapons, but with a number of reservations. Russian defense companies will continue to receive lucrative contracts, and the volume of the latter is likely to grow. At the same time, our enterprises will receive far from all orders, which is due to new Indian views on the import of military equipment. Time will tell whether the upcoming six billionth contract will be the “heritage” of Russian helicopter builders. But even if this order goes to a foreign company, domestic arms manufacturers can count on another contract, even if it is a smaller one.

    Of course, the political component is strong in sales of military equipment, but now it is increasingly being replaced by the issue of quality and price. For “developing” countries, there is expanse in this regard: due to a decrease in political confrontation between leading arms manufacturers, they can choose the best - both in quality and price and related bonuses.
    The largest independent consumer of military equipment is India, and traditionally it has satisfied a significant share of its demand with products from the USSR-Russia. Alas, the Americans have recently successfully won our place in the Indian arms market: it’s enough to recall the huge contracts for heavy military transport and patrol anti-submarine aircraft, for heavy helicopters concluded with the United States and essentially covering these niches for Russia. And, again, alas, Russian manufacturers do not always provide decent quality, including after-sales services, so blaming the Americans for a breakthrough is not so much theirs and “corrupt” Indians as themselves.
    But not only Americans are eager for an Indian war wallet. The first steps towards entering the international arms market, including aviation, are made by Japan. Our Be-200 gets hit ...
    Back in 2010, the Indian fleet voiced the need to purchase amphibious aircraft. Their main task was called the search and rescue service in the Andaman, Nicobar and Lakkadivsky islands, remote from the subcontinent, also the vehicles should be able to carry out marine reconnaissance, carry out cargo and passenger transportation between the islands and deliver spare parts for ships of the Indian fleet, land the rapid reaction forces and rescuers . The machines must be adapted to transport the wounded, and to fight pirates and terrorists, have powerful search equipment (including side-scan radar and an infrared system), and radio intelligence equipment. To base on the islands, the aircraft must be able to work from short runways and have a flight range of at least 1500 kilometers.
    Amphibians, as reported, planned to order both the Air Force and the Navy, the first six, the second 9, and it is possible that the total number of naval orders can reach 18. Naturally, the actual number of vehicles for which the tender will be issued may still change in any direction, but, given the cost of flying boats, there is something to fight for.
    Naturally, the Canadian Bombardier with CL-415 and the Russian Beriev with the Be-200 immediately responded to the proposal, but it soon became clear that they did not exhaust the list of aircraft suitable for the conditions of the future competition. There is also the Japanese ShinMaywa US-2.

      This is a very dangerous rival for the "Beriev 200", and the fact that he had not encountered him until now, can only be explained by Japanese policy prohibiting the sale of Japanese-made military equipment abroad. Recently, the economic difficulties facing the Land of the Rising Sun have been forcing the Japanese to slowly lift such restrictions, and there are no obstacles to entering the US-2 arms market. In November 2011, it was officially stated that, although the aircraft was military, it was unarmed and, therefore, its sales abroad did not fall under the arms export ban.
      Previously, ShinMaywa offered for export a civilian version of its amphibian, but it did not arouse interest mainly due to the high cost and low demand for such cars in the civilian market. The latter was mainly conquered by Canadians with their light twin-engine vehicles, capable of being used both as pure firefighters and, in combination, as rescue and patrol vehicles. Nine countries have already chosen the CL-415, with military identification marks appearing on board the vehicles in four cases. For comparison, where the big Be-200s fly only in the colors of the Russian Ministry of Emergency Situations and its Azerbaijani counterpart (1 aircraft).
      Judging by what the Indians want from their amphibians, the main struggle will unfold between large "ocean" machines, and the contestants will have to design new modifications of their aircraft, so it will be something like a Be-220 for Beriev, the Japanese export plane like SS-3. Perhaps, “Beriev” is a favorite, but the Japanese amphibian is not like a shit.
      Firstly, it was specially designed to carry out most of the tasks that the Indians call, and in the open sea. The seaworthiness of the US-2 is significantly higher than that of the Be-200, its takeoff and landing characteristics are radically better (including due to the use of the fifth engine to control the boundary layer), the duration and range of the flight, as well as the carrying capacity, are noticeably longer. The ability of the US-2 to conduct patrol rescue operations on the high seas at any time of the year is tested both on it and on its predecessor, Shin Meiwa US-1 / 1A (a total of about 900 rescue missions have been completed, hundreds of people have been saved), while while the Be-200 is operated mainly from land as a fire aircraft. Avionics on the basic versions of US-2 and Be-200 are generally identical.
      Secondly, the Japanese aircraft use the same AE 2100 engines (albeit of a different modification) as used on the Hercules transport planes recently purchased for the Indian Air Force, which will greatly simplify operation, while the Be-200 uses D-436, and they are not in India, and, apparently, will not even be in the civilian version. Technical support for both Russian and Ukrainian engines is noticeably inferior to the American one.
      Thirdly, many in Japan are seen by many in India as much more responsible partners than Russians. And they have the right to think so: stories with delays in the supply of A-50 aircraft and endless postponements of the readiness and growth of the cost of the Vikramaditya aircraft carrier, like some others, are heard. Like Japanese binding.

        The operation of a five-engine Japanese amphibian will also be not cheap, but this is a payment for its high takeoff and landing characteristics. To solve the Indian military, and they have not been looking "penniless" for a long time and are ready to pay quite a lot of money for the equipment they need. At least for transport C-117 Globemaster III, surpassing IL-76 in many characteristics, they are ready to pay $ 178 million, and for anti-submarine P-8 Poseidon - $ 220 million apiece. So no matter how our aircraft manufacturer had to miss this Indian contract. Unless, of course, it will be issued at all.
        Meanwhile, the Japanese held a presentation of US-2 at the Indian exhibition Defexpo-2012, are promoting their US-2 in other countries, such as Indonesia and Brunei. There are few chances to interest Indonesians with expensive amphibians, but even the Japanese do not want to miss them. Well, so Rosoboronexport should do everything possible to push the Be-200 into the Indian market, and TANTK themselves somehow influence Rosoboronexport. And it will be like with IL-76, the program of which is about promotion for export, if you have an internal order, as if you forgot ...
