Military reform to complete by 2020
Anatoly Serdyukov told exactly when the Ministry of Defense plans to complete military reform. The minister also promised that the service life of the call will not increase.According to the head of department, all the transformations in the army will end by 2020 year. Previously called other terms - 2016 or even 2012 year. As Serdyukov explained, in fact, the reform of the army takes place in three stages and is far from complete.
The first stage is organizational measures and downsizing. "We have essentially completed them. We have reached 1 million, of which 150 thousand are officers, about 100-120 thousand will be sergeants professional, and the rest will be soldiers - conscripts", the RIA minister quoted.News".
Note that, according to the original plan, the conscripts wanted to be completely replaced by contractors by the year of 2010. Nevertheless, the Ministry of Defense gradually silenced this idea, and then the head of the General Staff, Army General Nikolai Makarov, admitted that he had to abandon the full transition to the contract due to lack of funding.
As part of the reform, the term of military service was reduced from the traditional two years to one year. Today, Anatoly Serdyukov assured that there can be no talk of any increase, despite various rumors about this.
At the second stage, social issues will be solved - salary increase for officers and contract sergeants, problem solving with apartments and so on. And only at the third and final stage of the reform, will the army be equipped with the most modern weapons. Recall, according to President Medvedev, now the troops on 85% are equipped with morally and physically outdated equipment.
"Armament is a rather lengthy process. We split it into two parts. Before the 2015, the first stage, and the 2020, this will be the second. Must come to the parameters - by the 2015, modern equipment should be at least 30% and by the 2020-th year - of the order of 70% ", - explained Serdyukov.
