HAARP (High Frequency Active Auroral Research Program) - a program of high-frequency active auroral research. This is an American research project to study the interaction of the ionosphere with powerful electromagnetic radiation. Launched a project in the distant 1997 year near the village of Gakona by the eponymous river in Alaska. But due to the termination of funding after the completion of the contract or under public pressure due to a series of scandals, the project was closed and mothballed.
This expensive object was operated by the US Air Force until August 2015, when ownership was transferred to the Geophysical Institute of the University of Alaska at Fairbanks. It was believed that all active work on it was discontinued. At university Online it can be read that "scientific instruments installed at the HAARP observatory can also be used for various ongoing studies that do not involve the use of Iran, but are strictly passive." Suddenly, information appears on the network that the lead researcher of this project, Chris Fallen, from 6 to 14 in April of 2018, will conduct a series of externally funded experiments with HAARP. He reported this on his pageand also invited all interested radio amateurs to join this project in their Twitter account.
Chris Fallen also adds that now is not the ideal time to conduct such experiments because of the current period of the solar cycle. In Gakona, Alaska, it is not dark enough to observe the luminosity of the ionosphere caused by HAARP radiation. But the customer, apparently, does not want to wait.
The main idea of the scientist was to attract as many radio amateurs with his equipment as possible. These enthusiasts around the world will monitor the signals transmitted by HAARP in the frequency ranges from 2,7 to 10 MHz, with different dynamic characteristics. Each participant will be able to tweet about "Twitter" Chris Fallen, and he himself will schedule the sessions and coordinate all the work. In addition, it will be possible to photograph the artificial "aurora borealis" created by HAARP.
It became interesting to me: after all, this is no longer “passive research”, but the most active. The scientist sets the direction, frequency and waveform, and observers report on who managed to capture this signal, and all its parameters.
Note that HAARP signals were caught not only by North American radio amateurs, but also by South America, Europe, Russia, Ukraine, Japan and Hawaii.
Even if Chris Fallen himself says: “This is a difficult question. No one says that the science of radio and cosmic plasma is simple. " But, by analyzing the nature of the signals, their periodicity, and the messages of radio amateurs about receiving signals, one can draw some conclusions.
In military terms, a “fire adjustment” is carried out with the fixation of “firing results” and the adjustment of equipment. During the experiments, the frequencies, the configuration of the transmitted signals, the direction and duration of exposure (from 20 minutes to 2 hours) were selected. In addition, as far as I know, such variable signals with a certain frequency can cause resonant oscillations of the ionosphere. Still, no wonder I graduated from the Radio Engineering Institute.
Our Earth is a spherical capacitor, in which one part is the conducting ionosphere, the second is the surface of the Earth, and between them the dielectric is the atmospheric layers. This whole system is in dynamic equilibrium. If in this spherical capacitor cause a wave process, then under the influence of solar radiation, it can be enhanced by the imposition of waves. Under certain conditions, this will lead to self-generation due to energy pumping from the Sun. In the ionosphere a rather powerful wave process will arise that will have a significant impact on the formation of the weather. Moreover, the magnetic pole of the Earth is shifted towards Canada and Alaska, and the lines of tension of the magnetosphere converge there. This position can be called strategic. In this way it is possible to influence the auroral streams of charged particles in the region of the North Pole, which are distributed along the magnetic lines of force of the Earth for great distances.

XARUM radio transmitters that provide power to locomotive diesel generators with 720 power are now involved in HAARP. In one hour of operation, the station generators burn 5 gallons (about 600 tons) of fuel.
HAARP power, according to various sources, is estimated at 3,6 – 4,8 MW. And the highly directional transmitting antennas used by the system, such as a phased antenna array, are capable of focusing all this enormous energy in a narrow beam.
If ultrahigh intensity of electromagnetic fields occurs on a limited area, this leads to additional ionization of the ionosphere. The so-called ionic lens is formed, through which the solar streams going to the Earth are amplified. They cause an increase in surface temperature, leading to drought, fires, etc. In other cases, on the contrary, lenses are created that provoke heavy precipitation. According to conspiracy therapists, the impact of HAARP can lead to the initiation of an earthquake by affecting the zones of tension in the earth’s crust at plate junctions.
It must be said that the artificial plasmoids created with certain parameters of the pump radiation are used as a huge mirror reflecting the radiation focused on it in a certain direction. Such mirrors, created at a considerable height above the Earth, make it possible to direct the reflected signal far beyond the horizon of direct visibility.

Interesting and organizational chart, which can be called a new doctrine of the US Armed Forces. It is to use private companies as "contractors" who perform work for the government on contracts. And since contract contractors are private companies, they have the right to classify everything, including expenses, revenues, and any actions they commit. It is justified by the fact that such activity is a commercial secret, and if competitors learn about it, they will suffer financial losses. Thus, all government spending and actions are classified and not subject to control and supervision by the US Congress.
HAARP is still linked to the towed Sea-Based X-Band Radar platform (SBX) towed surface radar installation, which can move freely in the Pacific or Atlantic Ocean under the cover of an aircraft carrier group (AUG). Its main radar weighing 1820 tons with an active phased array antenna (AFAR) operating in the X-band (8-12 GHz) and protected by a dome with a diameter of 31 m can consume more than 1 megawatts of power.
Also, four unmanned spacecraft of the Multipurpose Magnetospheric Mission (MMS) for studying the ionosphere and magnetosphere launched in 2015 year are connected with HAARP. Officially, they are engaged in collecting information about the nature of the so-called magnetic reattachment and all the processes that occur in astrophysical plasma. In working condition, an installation consisting of four automatic stations must support the shape of a tetrahedron — a polyhedron, all faces of which form regular triangles. In other words, an installation using the principles of tetrahedral geometry was launched into orbit, one of the functions of which is to receive and transmit practically inexhaustible amounts of energy.
The work of scientists of the Geophysical Institute of the University of Alaska and the work carried out with HAARP is now practically not covered. What are they doing there, we do not know. Chris Fallen explains this lack of funding and the employment of scientists who work there. They also allegedly do not want to publish the results of their work ahead of time, fearing competition in the scientific world. If there was no need for volunteers for his experiments, we would never know anything. There is an association with the "mad professor" from Hollywood films, working with a super-power secret installation, capable of destroying the entire planet.
