The first could not stand the military. And now I allow myself to return you to a very recent past. In the past, which we reproach even today. More precisely, they reproach not by the past itself, but by the surviving remnants. Remember the USSR with its mighty defense industry? We produced equipment and weapons not worse, and sometimes better than world standards. At the "license" factories existed such technologies, about which the majority of Soviet people did not even hear.

And at the same time, the products for the population were of rather low quality. Our television sets were inferior to Western models. Our cars are even more so. The list of products is endless. Even the fact that we had initially better, we could not or did not want to pack nicely. Even in small things.

Veterans still remember our shameful response to Western plastic bags, which are perceived by the younger generation simply as a container, a way to carry things from the store home. I will open the "secret" for young people. In the "perestroika period," we went with packets ... of burlap. A colorful drawings on these "packages" replaced the stencil with the image of Alla Pugacheva. But this is so nostalgic about the past ...

The question arises about the reasons for this imbalance. And the reasons were on the surface. The secrecy of defense enterprises and developments and state funding in full. The defense had no need to release "their" development in civilian production. Businesses lived beautifully at the expense of the budget.

By the way, again, an excursion into the past. What happened to defense enterprises in the restructuring? The answer, as it seems to me, is now obvious to many readers. They were destroyed, deserted, bankrupt, and so on ... But the answer is wrong! Just because we see and write about those enterprises that were engaged only in military production.

Yes, those enterprises that practically did not produce civilian products found themselves in new conditions with nothing. They didn’t give money from the budget, but Tanks or nobody bought automatic machines ... That's when the famous "titanium shovels", "flying pans" produced by aircraft factories and other odious products of high-tech production appeared. Instead of an airplane - a pan ... This is the top of production degradation.

And, for example, the Krasnogorsk plant named after Zverev? Many used its products and "at work" and at home. Sights were made there. This is me about the job. Where did the famous Zenith cameras come from the 1952 of the year? A well-known to many readers amateur 8-mm camera "Quartz"? And the chic 16-mm cameras "Krasnogorsk"? And lenses "Helios", "MS World" and much more?

Such enterprises quickly fit into the new economic situation. Just reoriented part of the production to increase the civilian component. Great example! But not for us. Let me suggest that for some readers I have revealed the "military secret".

Moreover, this example was not invented at the Krasnogorsk plant and similar enterprises. Such a system operates in the West long ago. The state is not at all obliged to "keep afloat" manufacturers of military equipment and weapons. Moreover, manufacturers must compete for state orders. Competition spawns progress.

It seems to be the obvious facts. And the prospects for the defense are not bright. Only here something is not particularly visible, so that the leaders of the defense industrial complex "begin to stir." Even the direct instruction of Vladimir Putin given to him last year at a meeting on the use of the potential of the defense industrial complex in civilian production was ignored. The President said in plain language then the need to "focus on the needs of advanced high-tech industries." Space, information technology. The medicine. Aircraft Shipbuilding. Energy ...

Remember the most frequently used example in social networks. "If you are so great, then where is the Russian mobile phone? Where are the Russian computers?" Well, and the list goes on. But really: where? Recently, I wrote about the radar "Voronezh". What technologies are used there? .. And in the Russian EW systems? We again decided to work "in a Soviet way"?

What is it? Consciously ignoring the current situation? Or inertness of thinking? Or something else? If today we do not “kick” the leaders of the defense concerns in the direction of civilian production, then the “great tribulation” over the next destruction of enterprises remains the entire 3 of the year! Not a hundred, not ten, but only three! In 2020, you just get half the production!

Most readers have already forgotten the word "conversion". But there is such a word. And in the Russian language too. Moreover, in Russia there is a special conversion program. State, by the way. And the money there is not laid comic. 3 trillion rubles!

Let me remind industry leaders of the tasks set by the president. Not philosophical reasoning about the possibilities, but the real tasks. Vladimir Putin clearly outlined the time frame for conversion. By 2025, civilian production in state corporations should be at least 30% of the total. And to 2030-th all 50%! For dull executives I will translate "state". State!

I do not in any way want to say that today the "chiefs of the OPK" lie on the couches and rest on their laurels. They really "plow". And not in words, but in deeds. Judging by the results about which I wrote, including myself. It should be directly noted impressive results. But ... The “generals” of the defense industry are therefore “generals” because they must think strategically. The decision of tactical tasks such as those that are being solved now, leave the officers. Something to "lieutenants", something to "majors", something to "colonels." Your business is a strategy. The commander gave the task, be kind enough to provide your solution for the entire campaign.

      Under socialism, there were guarantees of minimal incomes. Those that the state gave, but also the state as the sole holder of MONOPOLIST for the labor of workers, controlled, using planning methods, the production branches — the monopolists. And this says that there was no competition for resources. But there is an opportunity to get a systemically trained engineering workforce and pay for basic sciences. This labor force did not need earnings, which could be called surplus value, because earnings were averaged. Conventionally, they should have been enough for life, which was successfully demonstrated by the USSR. Enough for a living, the birth rate was growing. Confidence in the future went through the roof. But the quality of life was averaged, which is the basis of socialism. Therefore, Zhiguli and expensive bags of burlap with Alla Pugacheva. Well, the TV is not the highest quality, but for 20 years.
