Press Conference KSPZ: Plant 75 yearsMoscow. 17 January. On this day, a press conference was held at the central office of the Interfax International Information Group “Klimovsky Specialized Cartridge Plant named after Yu.V. Andropov - 75 years. Achievements and challenges. Journalists from many Russian newspapers, magazines, and television took part in its work. Reporters' questions were answered by plant managers, shop and department heads, and advanced workers.

Before the conference, the Klimov delegation was received by the Director General of the Military Agency News V.V. Rudenko. He told the Klimovites about the work of Interfax, and conducted a city tour for them.

At exactly two o'clock the press conference began. Colonel-General A.A. Shkirko made a report to the audience. He told reporters about stories the creation of the enterprise, about the most significant events that occurred during the 75 years of its existence, elaborated on the problems that concern the workers of KSPZ today.

According to the general, the plant approached its anniversary as the leading enterprise in the manufacture of cartridges and weapons highest reliability and quality. Among enterprises that produce civilian, military and dual-purpose products, KSPZ is an example of stability in manufacturing and business. Over the years, including in the crisis, 2008, and subsequent post-crisis, the plant has always worked and works with profit. Moreover, the annual profit is not spent on the payment of dividends, but exclusively on the development of the enterprise. Shareholders do not purchase yachts, sports clubs, mansions abroad, but send funds to upgrade the equipment fleet, seriously equip the production base, create comfortable conditions at workplaces.

A.A. Shkirko told reporters that in 2011 the plant mastered and put into mass production the traumatic pistol "Jorge-3M" - a technologically new product on the Russian market. This is the first serial pistol manufactured in Russia and the CIS countries, completely made of stainless steel and the most modern, high-strength plastics with the addition of carbon fiber. When developing the pistol, the goal was to create the most reliable weapon that requires minimal maintenance. The Jorge trademark was registered in 2006. The new pistol was first presented at the APMS & Hunting-2011 exhibition, held in Moscow, and aroused great interest among specialists.

The plant began mass production of a pre-pumped pneumatic gas balloon rifle (PCP) “Horhe-Jäger” (Jorge-Huntsman), which was presented at the same exhibition. The quality of the rifle has already managed to evaluate hundreds of fans of this type of weapon. "Huntsman" has established itself as an accurate, powerful, but at the same time, unpretentious weapon. He fell in love with both athletes and hunters. An analogue of the “Huntsman” stainless steel rifle, as well as the “Jorge-3M” pistol, will be released soon.

According to a survey of users on the guns.ru well-known weapon portal, the Huntsman was recognized as the best in the Breakthrough of the Year - 2011 nomination among serial PCP rifles.

The plant continues with honor the glorious traditions of the Klimov defense industry, but, unfortunately, there are problems. A.A.Shkirko complained in his speech that at present the share of orders of state power structures in the total production of the plant remains insignificant.

Answering the questions of numerous journalists, Anatoly Afanasyevich told them about the problems that exist in the relationship of the company's management with the Klimovsk city administration and the municipal office of the city for many years and especially now, this year. As is known, KSPZ provides half of the residents of Klimovsk with heating and water, thereby providing the city with utilities. The plant takes these issues very seriously, it works reliably, not allowing any failures. In turn, the administration of Klimovsk and the MUPs under its control, receiving services from the plant, are extremely irresponsible about their timely payment. The issue of the KSPZ boiler house is constantly politicized in order to divert the attention of Klimovsk people from the real urban problems that have accumulated in Klimovsk since the times of Razuvaev. On the day of the press conference, the city owed KSPZ more than 30 million rubles for the hot and cold water supplied in December and January. Officials spent the New Year holidays in warm apartments at the expense of KSPZ, and the plant regularly pays for all the services of MUPs. According to the general, the question involuntarily arises: where does the Klimovsk administration spend the money of its taxpayers? Klimovchane, most of whom work in our factory, honestly pay for their housing and utilities, and doing this in a timely manner. Moreover, they pay at the highest tariffs that currently exist on the territory of the Moscow Region. And the mayor’s office is not in a hurry to pay for the plant’s services; The city administration officials consider themselves the unsinkable owners of the city, they think that they can do whatever they want in Klimovsk with impunity. Dispose of money to the citizens, without reporting to anyone. History teaches: megalomania has never brought anyone to the good, especially officials.

At a press conference, Russian journalists asked a variety of questions to the KSPZ managers. They were interested in everything: what is the factory workers' salary, why does the Klimov administration behave so inadequately, how much the Jorge pistol is in demand in power structures, what new weapons and cartridges are being developed at KSPZ today?

The conference participants were shown samples of new pistols, rifles and cartridges manufactured at KSPZ on the basis of their patents and developments. Dmitry Torkhov and Sergey Maximov, plant specialists, told reporters about their designs and manufacturing techniques.

The conference lasted two hours, after which a buffet table was held. At the reception, the discussion between journalists and workers of KSPZ was continued. They said that the state should not prevent active people from developing new types of weapons, especially if they do it at their own expense. KSPZ during its existence did not receive a penny of subsidized funds. For example, today at KSPZ a new cartridge SPH (special cartridge “Jorge”) is being created, the production of high-quality barrels has been mastered. All this is done at the expense of the enterprise and without any help from the state.

When asked by journalists whether KSPZ will participate in the tender for the development of a new generation of automata, the plant's specialists answered that they would. But first you need to improve the cartridge to it, the barrel, pick up the metal and plastic, and gunsmiths themselves know how to do it - this is not a problem.

Two years ago, the KSPZ management provided all the technical documentation and samples of the Jorge pistol to the Ministry of the Interior. Minister R. Nurgaliyev liked the new weapon, and he assured that the “Jorge” pistols would be adopted by the employees of the Ministry of Internal Affairs. However, this is his attention.
Now the defense industrial complex in the country is entrusted to deal with Dmitry Rogozin. I want to believe that he can help bring order to the military industry.

The general director of Interfax-AVN, Valentin Rudenko, on behalf of all the journalists who participated in the press conference, appealed to the factory’s managers to organize a press tour to Klimovsk. Colonel-General A.A. Shkirko invited journalists to visit the enterprise in February.

"We could have given money for the anniversary to modernize the plant, otherwise we already have problems with the quality of work." - simple "giving" money, unfortunately, in Russia does not solve the problem ... winked what is the point for them to modernize? if they "entered" the international market and tried to "compete" with someone on it ... and having flown "like plywood ..." came to the conclusion about a radical "breakdown" of production ... then there would be a result! but for their own soldiers, low-quality weapons will come off ... but only then who will count their lives? ...

And why the weapon at "our" factory is called "Nenas" Jorge? No names of their own, or what? And why "not our" letters and in a "foreign" language? This is because the plant has long been owned by a "stranger's uncle", a potential enemy, eh?

Manufactured under the license of the Ukrainian firm "Fort" from Ukrainian components

The Federal Property Management Agency has initiated a criminal case on theft of federal shares in Klimovsky Specialized Cartridge Plant CJSC (KSPZ), the leading Russian manufacturer of small arms ammunition. By order of the government, 26% of the state-owned shares of the enterprise were intended for the Russian Technologies state corporation. But at the time of the transfer, it turned out that on the balance sheet of the Federal Property Management Agency these shares were no longer seized by a group of Mexican authoritative entrepreneur Jorge Portilla-Sumin, who has been controlling the IPPC since the early 2000s. The current criminal case (the Investigative Committee at the Prosecutor's Office of the Russian Federation instituted it in June 2010) against the owners of KSPZ is the second. The first, in connection with the unlawful bankruptcy of KSPZ’s predecessor, the Klimovskaya stamping plant (KShZ), has been under investigation since 2007. In the framework of this case, Portilla-Sumin is put on the federal wanted list

And why the weapon at "our" factory is called "Nenas" Jorge?

The pistol received its own designation "Jorge" after one of the shareholders - individuals of ZAO "KSPZ". Since 2000, KSPZ has been controlled by the group of Jorge Portilla-Sumin, a reputable entrepreneur with a bright criminal background.
The prosecutor's office was mainly interested in the activities of a Mexican citizen with Russian roots, Jorge Portilla-Sumin, the owner of a controlling stake in KSPZ and, in the past, the chairman of the board of directors of the company. This person has a reputation as a criminal authority of international level and a track record that can be used as the basis for a series of crime novels.

Among the early episodes of Portilla Sumin's biography is the killing of Mexican diplomat's stepfather Manuel Portilla Quevedo. The 22-year-old Jorge, along with his younger brother Jose, shot and killed the envoy, taking revenge for his divorce from their mother. At the same time, they killed a housekeeper who involuntarily turned out to be a witness. For the double murder of Jorge in 1986, they were given 14 years in a maximum security colony.

But he sat comfortably in a Georgian colony, with influential thieves in law. There, Jorge met with Tengiz Kitovani and Jaba Ioseliani through their patronage in 1992. He was amnestied by the authorities of independent Georgia. And he immediately left for the USA.

Dozens of detailed journalistic investigations were written about the circumstances of the Portilla-Sumin acquisition of the Klimovsky plant in the mid-2000s. In short, in 2000, Jorge Portilla-Sumin bought a bankrupt enterprise with big debts. Former executives claim bankruptcy was deliberate. In terms of events, the change of ownership of the plant was reminiscent of the early 1990s: the former director of the plant, Yevgeny Rudakov, went missing, all accounting department burned out in a fire, they shot members of the company's board of directors in the quiet streets of Klimovsk, etc.

Unfortunately, our civilian weapons market is very limited, there are too many bans and few permissions.
Therefore, to promote their own weapons in the markets of other countries, a brand is needed, and for this, beautiful names, logos, designs, etc. are created. etc.

As always. Officials don't give a damn about everything, they are masters in their own territory, and it is precisely such rulers that crush all good undertakings.
