From 27 June to 1 July, on the territory of the Transport and Exhibition Complex “Russia” in the city of Zhukovsky, the 2 International Forum “Technologies in Mechanical Engineering-2012” (TVM-2012), organized by the Ministry of Industry and Trade, Federal Service for Military-Technical Cooperation (FSVTS) and the State Corporation Rostekhnologii. The combined expositions were presented by the government of Moscow, the Chamber of Commerce and Industry of Samara, the administration of the Ryazan region. Samples of military equipment and civil engineering were exhibited at 8000 m2 in the open air. More than 300 companies took part in the Forum, including 20 from foreign countries: Armenia, Belarus, Ukraine, Austria, Germany, India, China, Singapore, France.

In comparison with TBM-2010, on TVM-2012, Rostekhnologii Group of Companies significantly increased the display of air defense systems and artillery systems allowed for export. Such defense systems as Tor-M2E, Buk-M1-2E, Strelets, Air Defense Systems Pantsir-S1 on wheeled and tracked chassis, C-300В were demonstrated.

For the first time, the Morinformsystem-Agat concern showed the Club K complex with a new target designation system — target detection and disguised as standard 20-foot sea containers subsystems of the universal launch module (USM), combat control module, power supply module and life support. A special feature of the rocket container complex is its covert delivery to the carrier ship and the coastal position, as well as rapid deployment if it is possible to increase the ammunition from several USM equipped with 3М-54Т, 3М-54М1Е and 3М-14Е cruise missiles. Almost all of the combat vehicles on display were Russian-made, therefore the Forum can be called a national exhibition of land weapons systems with foreign participation.

In separate parking lots, 27 units of equipment of the Ministry of Defense were located. Among them, the main exhibits were the Iskander operational-tactical missile system, S-300V air defense missile systems, Tanks T-90A and T-80U, BMP-3, BREM-1, 152-mm self-propelled gun MSTA, BM Grad. Some samples, for example, the modernized T-90S tank, the BMPT tank support combat vehicle developed by the Uralvagonzavod NPK and the Ural-6370 truck were presented for the first time. 47 units of new equipment were presented by leading concern companies: Sozvezdie, Almaz-Antey, Vega, VPK LLC, KAMAZ OJSC, AZ Ural OJSC, and Training Systems. The work of “TVM-2012” was first marked by the signing of a package of agreements of the Russian Technologies State Corporation and its constituent holdings with partners in the automotive, engine, aircraft and helicopter industries. In total, 6 international agreements and 3 Russian ones were signed.

It should be noted a bright demo program TVM-2012. From 29 June to 1 July, a large-scale demonstration of civilian and military equipment in the military-patriotic program “The Invincible and Legendary” took place at a specialized training ground.

In contrast to 2010, the current Forum has significantly decreased aviation part of the exhibition. First of all, due to the lack of a special exposition of unmanned aerial vehicles (UAVs). This is probably due to the fact that most firms that create Drones, are not part of the Russian Technologies State Corporation. One of the notable events associated with the UAV demonstration was the presentation of the Transas group of companies, where they demonstrated Dozor-100 and Filin-2 for the Ministry of Emergency Situations.

The latter became the development of the concept of the “Filin-1” UAV, exhibited at MAKS-2011. The wingspan is 4,5 m, the maximum mass when launching from a catapult is 60 kg with 15 kg of payload, including a digital aerial photography system and a gyro-stabilized optical-electronic system with a laser rangefinder ZAO Transas-Aviation. The fuel supply of the internal combustion engine 3W110 is enough for 14 flight hours. Landing is carried out on a parachute. Due to the range of the command and information radio line, the UAVs allow real-time military reconnaissance or observation of the eco-resources of forestry and agriculture over large areas at a distance of 120 km. An even greater range is achieved with a repeater. The editors of Aviapanorama magazine were able to familiarize themselves with other Transas innovations in the field of helicopter simulation, assessing the quality of flight visualization and the high likelihood of an electronic simulator for combat rifle training of power units.

Rybinsk Luch Design Bureau, part of the Vega radio group, showed the Aeronaut complex with a mini-class UAV capable of conducting ground reconnaissance within 25 km, carrying out 2-hour flight at altitudes up to 3 km at temperatures from - 20 to + 50 оС.

According to the concern’s specialists, the “Airman” is used for flying at low altitudes in mountainous terrain and over the territories where high-rise buildings and structures are located. The complex includes a UAV according to the “flying wing” scheme with a span of 2,1 m, a ground control station and a launching catapult. There are two options for the use of UAVs: one - 3,8 kg mass, the other - 5,1 kg. Both UAVs are equipped with a stabilized TV camera and an electric motor for low noise flight. Another mini-UAV, a helicopter type, is used as part of the Kolibri multipurpose aerial reconnaissance complex. It was created by experts of the capital company "NELK". The Kolibri aircraft has a mass of 3,5 kg, the maximum altitude of the 500 m, 6 of the electric motors of the power plant are powered from rechargeable batteries.

In the pavilion of F3, where the extensive exposition of the Russian Technologies State Corporation was located, the stands of the United Engine-Building Corporation (UEC) were the most visited, distinguished by a clear demonstration of the technologies used in aircraft engines. For the first time, a full-size mock-up of the PD-14 Perm engine was presented to the experts and video communication was organized with the test stand of Aviadvigatel OJSC, where the demonstrator engine is tested in Perm. The 14 PD-14 is developed according to the program for the creation of a family of 5-th generation engines with the 9 – 18 tons of engines based on a unified gas generator. It is designed according to the scheme of a two-circuit, two-shaft engine, without mixing the flow of the external and internal circuits, and became the first in the 25 years the Russian novelty itself in the field of civil aircraft engine building. Compared to already certified engines, it provides fuel savings of 12 – 16% and reduction of harmful emissions by 30 – 45% (lower than CAEP / 6 standards).

Significant noise reduction will occur due to the fan with installation in the engine and engine nacelles of the 2 generation sound attenuation system. Simultaneously with the production of prototypes PD-14, the development of its production technologies is underway. JSC PMZ presented the technique of applying ceramic heat-shielding coatings on the working and nozzle blades, which allows to increase the engine overhaul life. The exhibition also featured elements of the outer contour, reversing device and engine nozzle PS-90А2 made of composite materials. The use of polymers instead of metal provided a reduction in engine weight.

On the eve of the presentation of PD-14, the leasing company Aviakapital-Service and NPK Irkut signed an agreement to supply 35 to MS-21 passenger planes with PD-14 engines. It is interesting to note that the Aviacapital-Service and Irkut NPK contract for the supply of 50 airliners MC-21 (firm order) and 35 of MC-21 planes (option) was signed on MAX-2011, and on TVM-2012 there was only a transfer 35 short-range and medium-haul MC-21 (18 pcs. MC-21-200 and 17 pcs. MC-21-300). The amount of the contract for catalog prices was $ 2,32 billion. But it can change, because Airplanes will be delivered only a decade later in 2022 – 2025. The total investment in PD-14 amounted to 70 billion rubles. Engine certification is scheduled for 2015, and readiness for serial production is for 2017. Considering the interest of Russian Technologies State Corporation and UAC, OJSC in promoting the MS-21 aircraft market equipped with PD-14, both parties signed an intention to cooperate his trials and refinement. At the Forum, specialists and visitors had a unique opportunity to simultaneously see the engine-demonstrator in action and touch PD-14 / PD-14А. The minister Denis Manturov, who visited the exhibition, noted with deep satisfaction that the project was being implemented on time, with which he congratulated the engine builders and wished them success. In the manufacture of parts and components of PD-14 7 enterprises take part: Perm Aviadvigatel OJSC, PMZ OJSC, Star OJSC, UMPA UMPO enterprises and Motor Research and Production Enterprise, Saturn Ryabinsk Scientific Production Association, Moscow Salyut FSUE ". Another premiere, prepared for the 100 anniversary of the Salyut Gas Turbine Construction and Production Center, was the AL-31F M2 aircraft engine (2 of the modernization stage). Modernization of the AL-31F engine is carried out without changing the dimensions and is aimed at remotorizing the family of Su-27, Su-30 and Su-34 airplanes during their operation, as well as for deliveries to foreign customers, without additional changes to the airframe and engine nacelles. In a conversation with the editor of Aviapanorama magazine, the chief designer of NPC Gennady Skirdov and Salyut CEO Vladislav Masalov reported that, compared with the 2006 th stage of modernization completed in 1, the thrust in the forced mode was increased from 13,5 to AL- 31F М1 to 14,5 t at AL-31Ф М2, the assigned resource is increased from 2000 to 3000 h. Bench tests of AL-31Ф М2 confirmed the thrust of the engine 15 t, i.e. there is a reserve for the next upgrade. The AL-31F M2 is equipped with a digital FADEC automatic control system with a full hydromechanical reserve control of the main engine circuit, which allows the engine to be adapted for any board, both analog and digital. The AL-31F M2 engine received an 3-stage low-pressure compressor with increased pressure, an 6-stage high-pressure compressor, a reinforced intermediate casing, a main combustion chamber with a tunnel-type cooling tube, an efficient turbine with a high temperature at the turbine inlet due to a change in blade profiles and A new cooling system, as well as an oxygen-free start-up system and an improved oil system.

When creating the engine of the 5 fighter generation, the experience of modernizing the AL-31FM2 will be used regarding thermal insulation coatings and cooling solutions for the shelves of nozzle blocks, as well as the use of a high-temperature high-pressure turbine with tunnel cooling. By the end of the year, Salyut will complete the bench and life test program of the AL-31ФМ2. Two AL-31F M2 are in production, which are being prepared for flight tests and are planned to be carried out in 2013. Negotiations are underway with the Sukhoi Design Bureau for their conduct on the Su-34 aircraft. Ufa OJSC UMPO presented a technique for manufacturing working and nozzle blades of titanium-based intermetallic alloys, the use of which has reduced the weight of the engine, increased payload and flight range. A great achievement of the Ufimtsev is the manufacture of wide chord fan blades, the use of which allows to reduce the fan mass and the noise of the aircraft engine.

Samara OAO Kuznetsov presented in the engine exposition the original power unit of the gas turbine locomotive in the form of the NK-361 gas turbine engine. Compared with diesel engines, it has high power and is environmentally friendly, because powered by liquefied natural gas.
The stands of the United Aviation Corporation (JSC UAC) showed innovative technologies for creating aircraft at the enterprises of the corporation. On the example of the SSJ100 and MC-21 aircraft models on 1: 10 scales, as well as the 3D concept for the cockpit of the MC-21 aircraft and the PD-14 Perm engine layout, the trend of Russian aircraft engineering towards composites is seen.

For this reason, the layout of the plant of CJSC KAPO-Composite at the scale of 1: 120 is shown. CJSC KAPO-Composite was formed in August by 2011 by the Government of Tatarstan (9% of authorized capital) jointly with the Austrian company FACC AG (24%) and AeroComposite CJSC (67%). The plant with an area of ​​33 thousand m 2 has yet to be built on the territory of KAPO im. S.P.Gorbunova. In the meantime, existing buildings are being reconstructed for equipment. Production start-up with the manufacture of a pilot batch of aggregates is planned at the beginning of 2013, the UAC and Sukhoi chemical plants are also launching composites in Ulyanovsk, where the shop at the Aviastar-SP plant is being reconstructed, and the production of products will begin in the middle of next year, upon completion of prototype testing wing box MC-21. Both enterprises will reach full capacity at 2017.

The stands of the holding company “Helicopters of Russia” showed high-tech products that increase the service life and reduce the cost of helicopters due to the interchangeability of components and high quality parts. Among them: a foundry-mechanical complex for the production of case parts from magnesium and aluminum alloys, an automated machining complex for the processing of aluminum alloys, a PLM (Product Lifecycle Management) production technology using life-cycle management systems (Rostvertol OJSC).

The foundry complex of PJSC AAK Progress has already made it possible to manufacture complex castings with high quality products and a significant reduction in casting costs. It became the basis of the holding's competence center and increased the production volumes of Ka-52 Alligator combat helicopters. The machining complex at OJSC Kazan Helicopter Plant is involved in the serial production of light training helicopters Ansat-U and medium-sized multi-purpose helicopters Mi-8 / 17 - the most massive helicopters in the world. This complex provides automated multi-axis machining of parts using electronic 3D-models, which allows to increase the quality while significantly reducing the time and costs for the production of helicopters.

As part of the holding's modernization program, specialists of JSC Reduktor-PM assembled and completed debugging of a unique in Russia and in the world line of chemical-heat treatment of parts that uses BMI vacuum furnaces (France), protective atmosphere furnace IVA (Germany), hardening furnaces press firms Klingelnberg (Germany), Gleason (USA) and other newest equipment. This line performs heat treatment of parts made of structural and alloyed steels in the range from –70 to + 1100 ° С, and heat treatment can be carried out in a protective atmosphere and in air using presses.

It allows to reduce economic costs and has become a new step of the holding in the implementation of environmental programs. The uniqueness of the line is that it covers the entire required range of technological operations, despite the fact that the complex geometry of the helicopter parts and the characteristics of the technical requirements have repeatedly confused foreign manufacturers. In cooperation with foreign partners, a new technique for shaping the geometry of the rotor blade has been introduced, which has reduced production costs, increased blade life and reduced the cost of flight time. Together with TsAGI, individual control schemes for the main rotor blade have been developed and are currently being investigated, which will increase cruising speed and increase passenger comfort by reducing the noise and vibration of the helicopter. Another technological novelty of JSC Reduktor-PM is a mechanically closed test bench of transmission units that are held for all Russian helicopters produced by the holding’s enterprises.

A presentation was also made at the Forum of a project of a promising system for monitoring the performance and accounting of the operating time of the A-HUMS (Advanced Health and Usage Monitoring System) helicopter systems and systems, which should bring the safety of helicopters to a qualitatively new level.

In addition to innovative developments at the joint stand of OPK Oboronprom OJSC and its subsidiary OJSC Russian Helicopters, the latest helicopter equipment was demonstrated in mockups and models, namely: the new medium Mi-38 helicopter, the upgraded Mi-171А2, created on the basis of popular Mi-17 type helicopters, light Ka-226T multi-purpose helicopter, upgraded Ansat and super heavy Mi-26Т2 (see Avia-Panorama No. XXUMX-2). The Forum also presented the partners of OJSC Russian Helicopters: AeroTaxi-Service LLC (it manufactures and maintains aircraft interiors); Transas CJSC (develops software products, navigation systems, aviation simulators); CJSC TSNTU "Dynamics" (develops, manufactures and provides after-sales service of aircraft simulators); BETA IR CJSC (manufactures testing equipment and avionics electronics); OJSC "Ural Civil Aviation Plant" (repairs engines and their units, as well as the main gearboxes of helicopters). In particular, the Russian Helicopters Forum concluded an important deal with the French company Turbomeca, on the basis of which maintenance, repair and overhaul of French engines for Ka-2012T and Ka-226 helicopters are organized. The transfer of French technology in this area is carried out for the first time. Repair work will be carried out by Ural Civil Aviation Plant OJSC. Helicopters are acquired by the Defense Ministry, the Ministry of Internal Affairs, the Emergencies Ministry of Russia and the airlines Gazpromavia, UTair, as well as large private companies. 62 Russian helicopters are operated in 8000 countries.

More than 20 conferences, round tables and seminars were held at the Forum. 190 invited speakers, mainly officials from the ministries and departments of the defense industrial complex or high-ranking corporate managers, spoke at 70. From 3000, thousands of visitors to the Forum, 103 specialists from 2012 countries implementing joint projects with Russian machine-builders participated in the business program of events. The remaining business events at TVM-XNUMX were associated with the signing of foreign contracts by various enterprises of the machine-building and mining complex of Russia and meetings on the prospects for their development.

The plenary session "High Technologies - the defining condition for the sustainable development of advanced engineering national economies" was the central event of the Forum. Priority was given to Russia's accession to the World Trade Organization (WTO). Speaking at the plenary meeting, Denis Manturov announced industrialization, which will be defined by four main directions, namely: managing the full life cycle of products, engineering systems borrowed from abroad, new materials and a new type of infrastructure. He stressed that it is necessary to move away from the principle of creating “natural farms” and rely on the creation of centers of technological competence. Noting the prospects for the development of technology, the minister said that it was planned to invest heavily in the production of composites.

Chairman of the Board of Directors of Alcatel Lucent, Philip Camus, in his return speech, warned our officials that integration into the world economic community would increase the level of competition, because Europe and America see Russia as a storehouse of resources and a sales market for their own products in the field of engineering, and even in the agricultural sector. “Competition is a very useful phenomenon for the industry. We try to provide it whenever we can, in any industry, and this brings results, ”he stressed.

Vladimir Gutenev, First Vice-President of the Engineering Union, noted that information technologies, automation and digitalization, which reduce labor costs, but require high qualifications from industrial workers, which increases the relevance of professional training and the completion of education reform, have come into production. "First of all - the situation with primary and secondary vocational education", which have already been lost. Among the shortcomings of higher technical education, Gutenev listed a reduction in the natural sciences, taxation, dropping out of the list of engineering specialties priority for the modernization of "shipbuilding" and "engineering". The most important thing, according to Gutenev, is that it is time to radically change the remuneration of the faculty of universities to preserve scientific and pedagogical schools. It is unacceptable, he noted, that the salary of a Moscow teacher in 3 – 4 is higher than the salary of an associate professor. Vladimir Gutenev stressed that the words "Vladimir Putin on minimum profitability in 15% when fulfilling state defense orders should be a direct guide to action ... Profitability in engineering should not be lower than in primary industries ... Without this, the industry cannot be made effective."

On the same day, under his chairmanship a meeting of the extended coordinating committee of public councils at the federal government was held. Academician Yevgeny Velikhov chaired the meeting, outlining the prospects for the formation of a civil society in the country through effective interaction with the ministries of the Public Chamber and its public councils that can overcome bureaucratic obstacles to defending the rights of citizens thanks to the authority of council members. The speeches of the committee members were devoted to the problems of covering the small and medium-sized businesses revealed in society and proposals for improving the work of the councils at government institutions. The most informative report on assistance to citizens who suffered from arbitrariness and unjust decisions was made by the co-chairman of the public council at the Ministry of Internal Affairs, the poet Ilya Reznik.

Organized by the Industrial Development Committee of the Chamber of Commerce and Industry of the Russian Federation, Russia TVC and the Engineering Union Round Table “Development of entrepreneurial and innovative activities in industry” focused on private-state partnership in the domestic industry. The speakers shared their problems and experiences gained in industries. The President of the Support of Russia Sergey Borisov noted that “now the speed of bringing the new product to the market, flexibility in decision making, dynamic development and all these qualities are demonstrated by small and medium-sized businesses, so they now have every chance to break into global markets.” It is interesting to note that in order to develop entrepreneurship, the Forum launched the first open competition of civil innovation projects of organizations and enterprises, moderated by Alexander Kashirin, Head of the Innovation and Strategic Development Department of the Russian Technologies State Corporation, and Sergey Chemezov was elected the chairman of the organizing committee of the competition. The aim of the competition was to attract enterprises to the development of an innovative economy, and to help build the capacity of the defense industrial complex in the production and market promotion of high-tech products. The competition is held in the following directions: “The best development of a world-class innovative product”, “The best innovative product”, “The best innovative business” and “The best team of managers of an innovative project”.

The most important event of the Forum was the conference “The Role of the Defense-Industrial Complex in the Modernization of the Country and Society”. The following participants took part in the meeting: Deputy Chairman of the Russian Government Dmitry Rogozin, Vice-President of the Union of Machine Builders and Deputy Chairman of the State Duma Committee on Industry Vladimir Gutenev, First Deputy Minister of Defense Alexander Sukhorukov, General Director of Rosoboronexport OJSC, Head of FSMTC Alexander Fomin, President of the Academy of Military Makhmut Gareyev, First Deputy General Director of the Russian Technologies State Corporation Alexey Aleshin, representatives of the Armed Forces and expert communities. The conference was attended by 250 official delegates. In his opening remarks, the Deputy Prime Minister said that the Military-Industrial Commission under the Government of the Russian Federation was creating a Council for Public-Private Partnership, whose task would be to fight monopolism in the defense industry. Dmitry Rogozin stressed: “At present, the state allocates large funds for the development of the defense capacity of our state. And it is very correct that military technologies began to coexist with civilian technologies. However, in order to develop a high-tech industry, innovative areas, it is necessary to attract businesses in the military-industrial sector, which should have interest, that is, the possibility of making a profit, which allows them to invest in further development, personnel, new technologies. ”

Speaking about the role of the defense industry complex, he recalled that economic diversification was actively discussed with the 1980-s: “It was said a lot about not sitting on the oil and gas needle. But too little has been done. ” Speaking about the development of industry, Rogozin focused on key factors. Among the potential directions that could predetermine the success of the modernization, the Deputy Prime Minister singled out supersonic technologies, artificial intelligence, which would allow the creation of a UAV of the 6 generation. In military-technical cooperation with other countries, Russia ranks second after the United States. The share of world arms exports from Russia is 24% against 33% from the United States. According to General Director of Rosoboronexport OJSC Anatoly Isaikin, last year Russia supplied arms to foreign partners for $ 10,718 billion. In the structure of supplies in the first place, aircraft were just over 50%, the share of supplies of naval equipment was over 11%, air defense supplies were over 11 %, weapons for ground forces - more than 21%, the share of other types of weapons - 4%. Last year, the volume of contracts with foreign customers on the subject of air defense increased by 28%, said Deputy Director General Igor Sevastyanov.

According to him, Russia as a subcontractor is participating in the Pentagon's tenders for the supply of ammunition for coalition forces in Afghanistan, and the chances of Rosoboronexport to win are very high. Continuing the topics of competitiveness and profitability of the defense industry, Yury Koptev, Chairman of the Scientific and Technical Council of the State Corporation Rostekhnologii, noted that the aircraft manufacturing industry has the highest profitability in the State Defense Order: according to 2011, its figures were at the level of 6,2%. Lower profitability in electronics - 3,2%. The general weapons industry has a profitability of 1%, and the production of ammunition is unprofitable. He also drew the attention of the participants to the fact that the mechanism for implementing federal targeted programs provides for a large amount of extra-budgetary funding. “Today, the entrance ticket for participation in state programs is 40%. But with the current profitability, it is simply impossible to accumulate such funds, ”summed up Y. Koptev.

Alexei Aleshin, First Deputy Director General of the Russian Technologies State Corporation, dwelled on innovations in the state corporation. Speaking about innovative projects, he recalled that the financing of ROC by the enterprises of the corporation amounted to 62 billion rubles, i.e. for the year of the innovation development program, the share of R & D expenditures for GC enterprises increased five times and the number of patents increased 17 times. The creative potential of Russian Technologies State Corporation is made up of more than 220 research institutes and design bureaus with 200 thousand employees. However, the proportion of older scientists is high, and the key issue was the renewal of personnel with the involvement of young people in research projects.

A great interest at the Forum was caused by a seminar-meeting “Forming human resources for high-tech industries: problems and ways to solve them”, organized by the Committee of the State Duma of the Russian Federation on industry together with the Union of Mechanical Engineers under the leadership of the Chairman of this Committee of the State Duma Sergei Sobko and Government of the Russian Federation Dmitry Mikhailov, as well as the international scientific-practical conference "Public corporations, universities and scientific organizations: problems and Prospects for Cooperation in the Innovation Sphere ”, held at the initiative of the Russian Technologies State Corporation, the Russian Academy of Sciences and the Pushkin Foundation for the Support of Public Diplomacy A.M. The Federal Agency for Technical Regulation and Metrology held a conference entitled “The Role and Place of Modern Quality Management Tools in Enhancing the Competitiveness of Russian Industry under the Conditions of Russia's Accession to the WTO”.

The topics of integration were discussed at the round table “WTO and prospects for the modernization of Russian machine building”, organized by the Association of European Businesses (AEB), chaired by AEB's Board member, Alstom Russia President Philippe Pegorye, who strongly recommended European agricultural products and machinery to us, but who did not answer the questions about the participation of AEB in the utilization of used cars exported to Russia from Europe and about the lifting of restrictions on the export to Europe of Russian engineering products.

The FS Rosprirodnadzor, with the support of the Rossiya TKK and the public council under the federal environmental supervision service, held a round table "Rating system for the environmental and economic efficiency of Russian business." The event was attended by representatives of the State Corporation "Rostekhnologii", FS "Rosprirodnadzor" and 36 other organizations. As a result of this meeting, it was decided to hold in June 2013 in the exhibition “Technologies in Ecology” on the territory of the Russia TVK.
