In Crimea, military personnel convicted of accidental rocket launch
The Ministry of Defense of the Russian Federation is trying to recover about 46 million rubles from two military personnel of the sea aviation Black Sea fleet. According to the lawsuit, Aleksey Chebanov and Nikolai Zverev, having made a mistake, unintentionally launched the X-29TD aircraft guided missile, which caused serious damage to one of the hangars at the Saki airfield. Also, according to the results of the launch, two Kh-29TD missiles and equipment for their verification had to be written off.
According to information published by Kommersant, Chebanov and Zverev are accused of violating the rules for dealing with weaponsrepresenting an increased danger to others (Part 1 Art. 349 of the Criminal Code of the Russian Federation).
On the day of the incident, October 1 2017, the defendants, who were the technicians of the military unit 59882, using the Oka complex, carried out a control check of the technical condition of the aircraft guided weapons. Among other things, they examined the X-29TD missiles: shortly before that, the Su-30СМ multipurpose heavy fighter took off with them.

According to the case, the servicemen had to check the serviceability of the X-29TD check mechanisms. Ignoring the instructions, Chebanov and Zverev did not open the lid of the check devices, did not inspect the seal and lock. Without conducting preparatory procedures, they began testing missiles at the Oka complex, which led to the operation of the squibs. As a result, a rocket was launched, which, having a weight of about 700 kg and a length of the order of 4 m, demolished the gate and part of the wall of the hangar. The warhead of the rocket (about 100 kg of explosive) did not work, but another X-29TD and special equipment were destroyed along the way.
The case materials determined the cost of each of the missiles according to the accounting expertise - 18 million 459 thousand rubles. The rest of the equipment, as well as the destroyed hangar and gate, were valued at 9,5 million rubles. Total material damage was estimated at 46 571 866 rubles.
The court confirmed the qualification of the article and found the military guilty. When sentencing, it was taken into account that the military partially compensated for the damage. Also, the final decision was influenced by the presence of Nikolai Zverev 4 young children.
As a result, Aleksey Chebanov was limited in military service for one year and three months. During this period, from his monetary allowance will be deducted 15% in state revenue. Zverev was awarded a year of limitation with the payment of 10%. During the period of restriction, convicts may not be promoted to the post or military rank. Also, this period will not be counted in the length of service.
