Military reform in Russia through the eyes of a scout: "personnel defeat"

142
All this testifies that a hot time is coming for Russia, a time of testing. Therefore, you can probably experiment in various areas of the economy, in politics, and other areas of state activity, but in the field of defense, it is time to finish the experiments!

“Of the few special forces that
various security agencies direct
to fight gangsters better than anyone
GRU special forces are showing themselves.
His performance is much better
than all others. "

(President of the Russian Federation V.V.Putin, 2002 year)

The words passed by the epigraph with the assessment given to the intelligence officers of the United Group of Forces (forces) and to me personally, as their leader, Vladimir Vladimirovich Putin and Dmitry Medvedev's instructions that: “... Anyone who doubts the course of the President of the Russian Federation has the right to appeal to me with a statement but this needs to be done openly ... ”, the existing combat and service experience, the memory of the fallen comrades, give me the right to express my opinion on how to reform the army and transfer it to a“ new look ”.

• Today, following historical the logic of development, Russia is approaching the inevitable moment when, for the sake of its safety and the safety of its citizens, it should turn into the Russian Empire, no matter how it is called. And the first step in this direction, of course, is the creation of the Customs Union and the Eurasian Union.

• However, doubtful experiments with the “new look” of the army will not allow it to achieve this only for the simple reason that most of them do not correspond to the stated results. Or the army will be able to prevent, and if necessary, repel any aggression, or there will be no Russia!

Military reform in Russia through the eyes of a scout: "personnel defeat"

• In the beginning, allow a little about yourself. I, Major General Sergei Alekseevich Kanchukov, was born in the Soviet era in Ukraine. In 1975, after graduating from high school and a year of work as a teacher in high school, he voluntarily chose his life path, devoting him to serving and defending the Motherland. During the years of service he graduated from the Omsk Higher Combined Arms Military School twice named after M.V. Frunze. Military Academy. Mv Frunze had already been able to finish in between fights.

• Completed his military education in the forge of military personnel of Russia - the Military Academy of the General Staff of the Armed Forces of the Russian Federation to them. K.E. Voroshilov. In the 2006 year, taking into account the specifics of the service, and the desire from a scientific point of view to deal with the problems of state protection, he defended his thesis on political science on the topic: "The PRC in internationalized local-regional conflicts of the 21st century".

• I was lucky in my life and service, it took place far from Moscow, was rich in most of its combat experience, wonderful people, and fits in three regions: the GDR (GSVG), the North Caucasus (North Caucasian Military District), Transbaikalia (Siberian Military District). During the years of service, almost all command posts in military intelligence passed, from the commander of the reconnaissance platoon of the 60th motorized rifle regiment (Ravensbrück) of the 16th Guards tank divisions of the 2nd Guards Tank Army to the head of intelligence - deputy chief of staff for intelligence of the Order of the Battle Red Banner of the Siberian Military District. Since October 2010, in accordance with the Decree of the President of the Russian Federation, I have been at the disposal and expect to be dismissed from the ranks of the RF Armed Forces.

• In the Armed Forces, he served for more than 35 calendar years (47 years in preferential terms). Of the 35 years, more than 12 years have passed in zones of armed conflict. I didn’t look for easy ways for my service, I didn’t refuse from my posts, didn’t yulil and didn’t cringe in front of my bosses, respected my subordinates, didn’t change my views and surnames, didn’t shy away from participation in hostilities, didn’t strive for awards and did not spare awards for subordinates.

• Over 3000 reconnaissance soldiers, in the course of only the second Chechen company, defending the integrity of our Motherland, according to my ideas, were awarded state and government awards, some of them were awarded the title Hero of Russia.

• The main incentive to sit at the desk was the materials published by 17 in November 2011 on various websites on the Internet and devoted to the speech of General of the Army N. Ye. Makarova in the Civic Chamber of the Russian Federation.

• Without going into the retelling of these materials, I’ll dwell on some of the theses voiced by the chief of the General Staff (NGS) in my speech, characterizing the current situation with the reform of the “new look” and try to determine their consequences for Russia.

• “After the collapse of the USSR, the possibility of local armed conflicts increased almost along the entire perimeter of the border. Under certain conditions, I do not exclude that local and regional armed conflicts may escalate into a large-scale war, including with the use of nuclear weapons", - said N. Makarov.

It turns out that the threats to Russia have dramatically increased even 20 years ago. Then why, with the beginning of the most cardinal reform of the army, called the “new look” and carried out since 2008, under the leadership of the current Minister of Defense A.E. SERDYUKOVA, with the direct participation of the NGSH, General of the Army N.E. MAKAROV, the first step was the reduction of its foundations - the officer corps and the elimination of the institute of ensigns. And the second step is to reduce the size of the army and eliminate the fundamentals of the types of armed forces - the divisional structure.

• These actions of reformers of the “new look” against the background of such statements look very strange. It turns out that at the beginning of his career, the NGSh “did not quite correctly” formulated and reported to the Minister of Defense and the Supreme Commander, the President of the Russian Federation the main and prospective challenges and threats for Russia, the timing of their occurrence, areas of local and regional conflicts, the composition, possibilities and nature of actions groups of troops likely opponents, the nature of the actions of terrorist groups?

• And most importantly, based on the place of Russia in the modern world and its role and place in the future, what conclusions did it report to the country's leadership in order to make correct and adequate decisions on responding to these challenges and threats, how should it be protected?

• At the same time, it is completely unclear to me why the possibility of armed conflicts near the borders with Russia suddenly increased, and even with the use of nuclear weapons, because before the start of the current military reform, the threat of nuclear war was evaluated quite differently?

• And who will be the opponent of Russia in a large-scale war? Of those threats that may arise in the near and medium term, only the USA is noted in the governing documents, and China is accepted by default. Is it possible that after the reform of the “new look” we were so elevated that we could no longer repel, without the use of nuclear weapons, the possible aggression from Georgia, the Baltic countries, Afghanistan, Turkey or Japan?

• It was strange to hear how Mr. Makarov indiscriminately accused the military leaders, who had previously stood at the helm of the Russian Armed Forces, that they could not do anything with the army and only they, the reformers of the “new look”, took up a large-scale military reform. Did Mr. Makarov really forget how much the plans of military reform were discussed at the time of the Minister of Defense Sergeyev and the Minister of Defense Ivanov, at the Chiefs of the General Staff Kvashnin and Baluyevsky?

• And it’s a sin to pretend that you don’t know the reason why the reform didn’t start earlier - the country simply had no money for it! And if Mr. Makarov with the money for the reform is “lucky” - then there is certainly no merit in this.

• It’s extremely controversial to argue that the NGS didn’t start the reform with the Minister of Defense, in 2014, the Russian army would be left without equipment and armaments: “Until 2015, the old plan, which envisaged development, would lead to and the Armed Forces in Russia would not have weapons in 2014, he said. - According to him, there would be less than 10% of serviceable and efficient hardware and weapons. ”

• The following question arises, and on what basis were these conclusions made? First, to praise oneself, and even without receiving any real positive result immodest. On the other hand, this statement raises a lot of questions. Who checked the technique and determined that it was in the 2014 year that it would only be 10% good, and not in the 2010 or 2011 year?

• Or maybe the equipment malfunction began to grow after the general reduction of repair units and the transfer of their functions to outside organizations during the reform of the “new look”? And where was the current NGSH, what position did he occupy? Didn’t he answer as a district commander for the serviceability of equipment and armament of the district, and as deputy defense minister for armaments, chief of the General Staff did not directly participate in developing rearmament programs, including before 2015? Is it such a deep forgetfulness or an attempt to justify yourself before a possible imminent resignation or direct shifting of responsibility to others?

• My attitude to the need to reform the army is that the reform of the army is necessary because it must be prepared for the imminent imminent impending trials. This will allow, from the point of view of national and global security, to use the last chance given to Russia to change the system, which is built on the principle of global military superiority of the United States and NATO to their military-political blackmail, and build a collective security system based on the balance of power principle.

True reform of the army, not a “new look”, will not drag Russia into a ruinous arms race with far from clear perspectives, but will bring all areas of the country's economy to a new level, will not allow it to fall completely on commodity rails, raise the well-being of citizens, instill confidence in them that there is no alternative to development.

• The reform of the army, and therefore of the country as a whole, must be carried out by taking drastic decisions. Expansion of the SCO and BRIC, creation of the Eurasian Union, integration with Europe, orientation of the economy to East and Southeast Asia, formation of a new financial and economic system, instead of relying on the Fed, will allow to stop using itself as a raw material appendage of the West and localize the Eurasian "arc of instability" . This decision will only benefit Russia and its citizens.

• Reformers of the “new look” of the army, based on the latest speeches of the NGS, do not have a clear understanding of current, medium-term and long-term threats, and therefore the plans to transfer the army to a “new look” do not correspond to the threats and further development of the international situation.

• The unrestrained flow of statements and comments of our military leaders, our reformers of the “new look” allows us to estimate with high confidence the true results of the reforms and the risks that follow from their implementation in the near future. Based on this, the termination of the experiment called “the new look of the army” is a vital necessity.

• My work is not intended for those who need, in the words of Stolypin, “great upheavals, not great Russia.” It is designed to calmly analyze and review the progress of the existing reform from a critical point of view, in the words of the former US Army Chief of Staff, General Sullivan: "disagreement is not disrespect."

• All reforms begin, and the army is no exception - with an analysis of the situation in which these actions will take place, with an analysis of political, economic, and in our case, military threats to a country that is starting to reform its foundations of existence. As D.O.Rogozin said recently at a meeting, “in the modern world, only force is respected,” and the army is the basis of the strength of the Russian State.

• In this rapidly changing world, where the time of wars and revolutions swept the planet, where one crisis, not yet completed, generates a second, where some heads of states see a way out of the situation only in launching a large-scale war, for Russia there is almost no time left to strengthen its defenses. And this, despite the fact that we constantly strive to show our partners our commitment to peace and the desire to integrate into the international economic and political space.

• Instability in the world is growing. Obviously, the US is striving to ensure its priority positions in all key regions of the world, under the slogan of ensuring peace and prosperity throughout the world. And the main mechanism for the implementation of these plans is brute military force. The United States has long ceased to bother itself with the norms of international law and sovereignty, at its own discretion appointing its enemies, and authorizing themselves to their destruction.

• This US policy is a direct threat to Russia and its interests. Today, the US is engaged in a cold war with China. More precisely the war for resources. Thus, the US-sponsored “revolution” in Libya deprived China of the oil it received from the east of Libya. Currently, according to the International Energy Agency (IEA), more than 85 million barrels of oil are consumed daily in the world. By 2030, this figure will grow to 113 million barrels, and the total global reserves of oil are estimated at 13 - 15 trillion. barrels, but the less profitable ones are less than 10%.

• China, to maintain its development rate at 9-10% and increase its GDP by four times by 2021, it is necessary to increase the demand for oil for 25 - 30% annually. According to a number of experts, the proven oil reserves in China will allow it to produce no more than 2020 million tons by the 200 year, which will create a shortage of oil at the level of 60-65%.

• The next blow by the United States and NATO in the form of combating terrorism and the spread of “color revolutions” can be expected in Angola and Nigeria, along with Libya supplying oil to China, and thus, in the conditions of a sharp increase in the oil deficit, provoke the transfer of China’s competitive struggle to confrontation in order to protect their national interests. And the object of this confrontation may be a weakening, primarily militarily, but Russia rich in resources necessary for China.

• There is a high probability of aggravation of the situation in the Crimea and the North Caucasus, where the intervention of Turkey is becoming more and more obvious. Tension between Azerbaijan and Armenia is growing. It does not leave plans to return the lost lands of Georgia.

• There is Japan, which does not stop its attempts to resolve issues with the islands, reviewing the results of the Great Patriotic War. The main goal of Japan is to expand its own “living space” necessary for the resource provision of the economy.

• And in the wake of growing Asian nationalism, Beijing and Tokyo may make a geopolitical compromise and, against the will of Washington, will begin to build an “eastern house” together. To maintain these aspirations, Tokyo has the Japanese Armed Forces, in saturation with modern types of weapons and military equipment, not inferior to any army in the world. Moreover, having a sufficient supply of plutonium (up to 60 tons), as well as financial, technological and technical capabilities, Japan is capable of becoming a nuclear power in a short time, which will enhance its military potential necessary for leadership in the APR.

All this testifies that a hot time is coming for Russia, a time of testing. Therefore, you can probably experiment in various areas of the economy, in politics, and other areas of state activity, but in the field of defense, it is time to finish the experiments! We have no time for them.

The speed of development of an unfavorable military-political situation so far is clearly ahead of the speed of modernization of our Armed Forces, and the ongoing reform so far only hinders this modernization.

• Therefore, to correct the damage from such a reform that is not visible at first glance and not being on the surface is impossible in the short term, and this entails a threat to the peaceful coexistence of Russia in the current current situation, the growing threat of a large-scale war advancing closer and closer to our borders .

• The military doctrine of the Russian Federation (Decree No. 146 dated 5.02.2010 g) was also developed for a certain time, and it is the main document of strategic planning. It reveals the system of officially adopted views in the state on preparations for armed defense and armed defense of the Russian Federation.

• The Military Doctrine determined that Russia did not intend and would not intend to use nuclear weapons in the first strike. It contains one important precondition for the realization of this possibility: it can only happen in response and only in the case of aggression against Russia and (or) its allies with the use of nuclear and other types of weapons of mass destruction, as well as in the case of aggression with the use of conventional weapons, “When the very existence of the state is threatened”.

• It is “in response”. Therefore, there will be no aggression, there will be no answer, including a nuclear one. Moscow, as follows from the new military-strategic installation, does not intend to use nuclear weapons in regional or local conflicts at all. The doctrine determined that the military dangers against Russia are amplified and a distinction is made between external and internal military dangers and military threats. The main approaches to the construction of the Armed Forces of the Russian Federation are defined.

So why NGSH Makarov, knowing these provisions of the doctrine, makes some sensational statements about the use of nuclear weapons by Russia? What and for whom are they aimed?

• The threats to Russia are multifaceted, but the use of nuclear weapons can only be conditional on the US or Chinese aggression against Russia. And the application itself is the prerogative of the President of the Russian Federation. The remaining challenges and threats emanating from other sources should be localized by general-purpose forces. And no excuses or references to the inability to solve these issues with conventional weapons should be considered.

• The disadvantage of the Military Doctrine of the Russian Federation is the lack of a concept of danger to Russia in the list of external military hazards, if a foreign state gains advantages over its armed forces in conventional weapons, which will greatly affect the development of military threats and the country's inadequacy to them to react. Reformers do not take into account what is in the doctrine, and what is not, and even more so will not take into account.

• Thus, based on the content of the Military Doctrine of the Russian Federation, the reformers of the “new look” needed to study it carefully, draw up planning and proceed to implementation. In August 2009, a refined reform program appeared, known as the “New Face” of the Russian Armed Forces. So why do reformers do everything in reverse order and there are innumerable examples of this. First, they are reducing or eliminating, trying to sum up various rationales for this, and then they are taken for deployment, but qualitatively an order of magnitude lower than what was eliminated ...

• Responding to questions from participants in a meeting of the Public Chamber, Chief of the General Staff Nikolai Makarov “uncovered military secrets”: he said that the mobilization resource of the Russian army now amounts to 700 thousand people, or a hundred brigades. And its basis consists of soldiers-conscripts.

In this statement of the NGSh, if the press leads it not in a distorted form, there is also a lack of knowledge of the fundamentals of military science, on the one hand, and a military crime, on the other.

• How can the mobilization resource of Russia, estimated at 5-10 million, according to the most modest calculations, be combined into one heap with mobilization readiness — the ability and capability of troops to be quickly deployed according to the mobilization plan and transition to wartime states? Is it not because, precisely at the suggestion of Mr. Makarov, this mobilization readiness of our Armed Forces was virtually destroyed.

• As part of the “new look”, all the cropped and reduced parts and formations intended for the rapid deployment of the second and third division reserve divisions were eliminated by obtaining mobilization resources. Instead of these parts and formations, which, in the event of a military threat, could be deployed in an almost million-strong grouping, two dozens of bases for storing equipment and weapons were created, which, at best, after a long formation from scratch (and there are no soldiers, no officers), it will be possible to deploy in brigades with a total of one hundred - one hundred fifty thousand people, which is nothing for a large-scale war!

• Unlike reformers of the Russian army, US Secretary of Defense Leon Panetta, commenting on the upcoming changes in his department related to a decrease in the country's military budget by almost 500 billion dollars over the next ten years and a change in the ratio between reservists and active military personnel, notes that after the adoption of a new military budget, the US army will be able to quickly mobilize the necessary forces in case of a threat to US security.

Such a cold-blooded destruction of the mobilization readiness of a country cannot be called anything other than a war crime! In fact, in the case of any large-scale military conflict, these decisions condemn Russia to a critical lag in the mobilization deployment and, as a result, to the country's unpreparedness for war.

And we will have to pay for this unpreparedness with enormous human sacrifices. This is what the country leads to the reform of the “new look”. But will Russia remain after this? Who will her people be?

• At the same time, it is not at all clear what relation the soldiers “conscripts” have to the mobilization resource? In fact, if Mr. General Makarov has forgotten, I would like to remind him that as long as a soldier serves military service, he can in no way be considered a “mobilization resource.” Or did the NGSh here, without much straining before civilians, confused the concepts? And announced the staffing of the Armed Forces of the Russian Federation conscripts? But in this case, the situation is even more dramatic.

• It turns out that, taking into account the remaining officers, less subject to dismissal, including in connection with the so-called “rotation”, and the absence of contract servicemen in the troops, who were dismissed earlier in accordance with the decision of the Minister of Defense and the Chief of the General Staff, falls short of 80%.

• And this means that today the staffing of the Armed Forces of the Russian Federation has fallen to 73-75% of the notorious 1 million military personnel. The number that the reformers themselves have called all these years "scientifically based" and "necessary" for the reliable defense of the country. As a result, the entire organizational structure is bursting at the seams.

• Now, in order to somehow wriggle out of a delicate situation and prove that everything is under control, the reformers urgently invent new staffs of brigades, some “mobilization” brigades deployed on 60-70% of wartime states. At the same time, according to all manuals and documents, the part completed with less than 90% is considered non-combat-ready.

• The combat-ready ones, that is, equipped with 100%, today are less than a third of the “new-look” brigades. Although two years ago, taking up the reform as its goal, Mr. Makarov declared the existence of only 100% of the completed units in the army.

... Whether we want it or not, we are already involved in this war of interests of the superpowers. At least because of the presence of huge reserves of natural resources that are concentrated on our territory. As Napoleon said: "Geography is a sentence."

• Russia, even after the collapse of the USSR, being in the first place in the main resource that is not renewable at this stage of the world’s development, the soil resource, needs no one else to reliably protect its borders. And only the army is able to ensure in the modern world the sovereignty of the country, the integrity of the state, the protection of political and economic interests of both the state and the individual.

• After the exercises “Vostok-2010”, in which I had the opportunity to participate at the last time, I thought that I would not see more distress than what I saw at these exercises. What greater lack of professionalism, and deliberate misleading of the military-political leadership of the country about the state of the Russian Armed Forces, their combat readiness and ability to solve combat missions in modern conditions will not be.

• But the results of the Center-2011 exercise, those episodes covered by the press and, in particular, the Zvezda TV Company, exceeded all my expectations, and the publication of the NGS General of the Army N.E. Makarov about the future fate of the Main Intelligence Directorate of the General Staff of the RF Armed Forces (GRU), its disbandment, put an end to these doubts.

The more the “new look” of the Russian Armed Forces emerges, the more stable is the opinion that General Staff N.Y. Makarov was right when speaking before the Public Chamber of the Russian Federation — we cannot avoid military aggression in the near future. But this aggression will be possible because the likely enemy, unlike the Russian top political leadership, who is not trying to figure out and understand the real state of their Armed Forces, quite realistically assesses the readiness of the Russian army, its ability to adequately solve the tasks of protecting the state.

• After all, we live in a complex world that is constantly, for all the efforts of most countries of the world community, changing for the worse. Threats are constantly being modernized and growing, only becoming more complex and becoming multifaceted. And the struggle for coexistence in this world is only intensifying, gaining new directions, and intensifying not only at the level of terrorism, but above all at the global level. To respond to these threats, only nuclear forces (SNF) in the country's arsenal are no longer enough. We need highly mobile forces of a general, and, above all, special purpose, aviation and air defense, you need a fleet, you need high-tech modern weapons!

• But even more important is the understanding of threats, their types, directions and ways of development. It is necessary to understand how to locate these threats from a military point of view, if political and economic leverage is not enough. We need an understanding of the prospects for the development of warfare, ways and means of building the Russian Armed Forces, developing the military-industrial complex, military science and the country as a whole.

• And this understanding is just in the current military reformers and no. How to interpret the words of General Makarov, who, as an achievement of reform, stated that within the framework of the reform, "the reduction of the headquarters of the Ministry of Defense was made. In recent years, it has decreased by more than three times - from thousands of 51s to thousands of 13,4s, the Chief of the General Staff said. “And we understand that this is not yet the limit,” he said, stressing that “at the same time, the level of command and control of the troops had not decreased at all.”

• But who checked the capacity of the Ministry of Defense and its central apparatus for the “level of command and control”? No strategic exercises of this level have been held for a very long time. Then how to determine the level of command and control of troops? From a technical point of view, it is estimated by the availability of means and channels of communication, and here, the ability to control troops could remain at the same level. But the main criterion has always been and remains the presence of trained and trained officers to solve specific tasks.

• In tsarist Russia, an officer of the general staff was supposed to unlearn at the Academy of the General Staff. In Soviet times, to become an officer of the General Staff, you had to take at least two or three positions at headquarters, and in the future, for career growth, you also need to be trained at the Academy of the General Staff or WACGSH. Now the Academy of the General Staff is practically closed to the officers of the General Staff, and the highest Officer Courses are generally removed from the “new look”.

As a result, today the General Headquarters is more than 80% staffed with officers in the rank of Major - Lieutenant Colonel, at best, with “battalion” thinking - the initial level of military education, which simply does not allow to work at the level of the General Staff responsible for the functioning of all Armed Forces generally. As a result, the level of headquarters culture has drastically dropped in two years.

• Preparation and implementation of the most important decisions abound with gross errors and shortcomings. At the same time, the General Staff officers in the troops “rotated” over the years mainly offered secondary positions in the battalion-brigade link, because the “rotation” by the current military leadership is organized so that the officer diminishes not in the equal and free position waiting for him, and at the disposal of the command of a particular direction for the replacement of any vacant and suitable for the level of the post, but there are simply no such people there!

• And this is called an “increased level of command and control”? In my opinion, it is more correct to call it a “personnel pogrom,” a criminal striving to get rid of trained officers by any means, because in 90% of cases such a criminal rotation leads to the early dismissal of unique specialists. And all the complaints about the fact that someone there “snickered” and serves from “lieutenant to colonel in one place” can only speak about the very low professionalism of people, these reasons are stated.

• As a military leader, I can say that in order for my intelligence agency to become an efficiently working professional team, it took me three years of hard training and officer training. And in order for it to become the best in the Russian Armed Forces, another three years of constant introduction of the most advanced techniques and technologies in the training of officers and troops, as many officials can confirm, including the NGSh Makarov himself. If, then, there existed the notorious mandatory “rotation”, I am afraid that I would never have been able to create an effectively working team.

• I think that for the training of officers of the General Staff these deadlines undoubtedly increase at least twice. Therefore, the “mechanical” reduction in the number of military authorities four times, carried out in fact over a year and a half and without any scientific substantiation, without testing the capabilities of the new structures, multiplied by the senseless “rotation”, during which the remaining professionals were squeezed out of the central apparatus. "Merit" and "effective military reform" can only be based on the fact that no one will catch the "reformer" on lies.

• And so that no one has any doubts, the favorite method is used to introduce the military-political leadership of the country - the OPINION, perfectly mastered by the current military leadership in all its manifestations. It is almost impossible to distinguish truth from fiction without mastering military science and not owning the art of war, and this is a very fine line, like a razor blade.

• That is why all the major military exercises of recent years have become a continuous chain of pretentiousness and fraud. Take, for example, the teachings Center-2011. Who can clearly explain why the armed formations with the size and organization of the Iranian ground forces turned out to be a likely opponent at these exercises? At the same time, the question of why Iran should attack the CIS countries remained unanswered and clarified. I would like to clarify with Mr. Makarov, what did he become aware of the "Iranian threat", that we urgently needed to work out military actions against Iran at the exercises?

• Those who prepared the teachings know the answer to this question well. The capabilities of the fire brigades of the “new appearance” brigades, as well as the training of the personnel of these brigades, are so weak that they can only fight effectively with armies such as Iranian. When choosing opponents of more modern armies, the results of exercises become depressing. Therefore, when planning the exercises “Center-2011”, it was decided to no longer shame, and immediately assign themselves an enemy with whom it is easy to cope. This is what is called "window dressing"!

The matter is not limited to Stouretkin: when the "time to collect stones" comes, he and Co. (in some places) will put out yak goats (and scapegoats too). An adequate question to the state: "What's so late ???" - the sides will be muffled by the noise of megatons falling into ...... x bricks, and the suspiciously obscene sounds of fapaniya onnyh on "bright future "that will come after the displacement of" Taburetkin & K ".... Isn't it (in general) with Kudrin happened.?.
Unbeknownst to himself, the plumber was right from the bearded anecdote - "Here the whole system needs to be changed ...": Taburetkin and others like them are just "gears" working out grandmothers for the sake of other people's interests.

I recommend to everyone who is interested in reforming the army to download the book "New Russian Army" edited by Barabanov (Center for Analysis of Strategies and Technologies, can be found in the bmpd blog), in which almost all aspects of army reform are analyzed in detail and available and given, including answers here on such a similar whining.

and the answers here to such a whining.
I agree that the truth is somewhere in the middle. It seems that not everything is great there at the top it turns out, but only the path will overpower. The main thing is that there should be no shyness from one extreme to another. Of course, there are a lot of questions on mobilization and, in my opinion, it’s not worth reinventing the wheel here, because we have quite a lot of experience in imagining both military units and the country as a whole.

Interestingly, is the author aware of such a concept as the "threatened period", which reflects the processes of mobilization, deployment and concentration of the Armed Forces on the borders of Russia, and how does it affect the requirements of the Armed Forces of the Russian Federation to their reserve components?

          Varnaga,
And you, interestingly, are aware that the situation on the borders of Russia has long been consistent with the concept of a "threatened period"
And as for the little book you mentioned, I can say that the paper will endure everything, the author’s conclusions are not supported by anything other than a belief in the infallibility of the authorities

Something a bit too much for these "whining generals" ... You yourself, Varnaga do not feel that something is wrong?

I myself have said more than once that this "modern" appearance of our army does not pull on the appearance of a defender of the Fatherland in the slightest degree of large-scale conflict. We lull ourselves with thoughts of some local conflicts, the fight against terrorists, etc. (although these issues should be resolved by the internal troops of the Ministry of Internal Affairs). We hope for a nuclear potential, having completely forgotten what forces and means the United States has gouged a number of states in the near past.

Continue to pour water on the Taburetkin and K mill and by the 2020 year (if we reach) - we will have an army of a new type, only it is not known which state affiliation.

Explosions are heard every day in the vicinity of my city - the warehouse storage of the BZ to the division is being actively destroyed, in recent years all the storage equipment has been taken out in an unknown direction, with military duties, charges have not been carried out for the last 12 - 15 years.

My brother served at that time in Chechnya, so about almost all (90%) officers he and his friends said - JACKALS. I do not want to blame anyone, I want to clarify the situation for myself. I myself served in the early 80s, we called our company between us on behalf of the patronymic and ALWAYS RESPECTIVELY, although I did not serve in the most popular troops and the personnel were not particularly well-mannered. My brother served in the Kantemirov division. I already asked you one question during the discussion of this article, gentlemen officers. I did not receive a response. I asked the second question, I'm waiting for an answer. There will be no answer, then Taburetkin is right

Anatoly Eduardovich Serdyukov - Minister of Defense

From February 15 2007 - Minister of Defense of the Russian Federation.

President Vladimir Putin explained the meaning of such a personnel decision by the fact that in the context of the implementation of the program for the development and rearmament of the Armed Forces of the Russian Federation associated with the expenditure of "enormous budgetary funds", "you need a person with experience in the field of economics and finance."

The name of Anatoly Serdyukov is associated with the launch of a radical reform of the Armed Forces of the Russian Federation (Armed Forces of Russia), giving them a “new look”. The catalyst that accelerated the decision on reform was the military conflict with Georgia in August 2008. The experience of the participation of the Russian Armed Forces in the conflict revealed a lot of problems related to both the shortcomings of the command and control system and outdated weapons, equipment and communications.

The beginning of the reform was officially announced by Anatoly Serdyukov on October 14, 2008 at the end of the board of the Ministry of Defense of the Russian Federation (Ministry of Defense of Russia). The changes affected all the basic elements of the Armed Forces of Russia.

      The main directions of reform:
      Military-administrative reform: Instead of six military districts, four operational-strategic commands were created: “West”, “East”, “Center” and “South” (Western Military District, Southern Military District, Central Military District and Eastern Military District), in the submission of which is transferred to the main groupings of all types of the Armed forces and military branches;
      Reorganization and reduction of central military command and control agencies with a significant reduction in the role of command of the armed forces and arms of service. Significant reduction in the number of Armed Forces of the Russian Federation, including reduction in the number of officer posts;
      Reform of the military education system, involving the consolidation and transformation of 65 military educational institutions into ten systemic military universities; the creation of military educational and scientific centers that implement educational programs of various levels, profiles and specialties;
      Reorganization of the reserve system and the training system for reservists;
      Transfer of the Ground Forces to the brigade base with the abolition of the division and regiment. The elimination of the cadre formations of the Ground Forces and the conversion of all formations into forces of constant readiness;
      Reorganization of the Air Force and Air Defense with the abolition of armies, corps, divisions and aviation regiments and the transition to a system of air bases and brigades of aerospace defense;
      Outsourcing (servicing by civil organizations) of the Russian Armed Forces support and service system;
      The humanization of the conditions for the conscription service (the legalization of the use of mobile phones, the transition to a 5-day working week, the expansion of interaction with civil organizations;
Launch of the rearmament program. Equipping the Armed Forces of Russia with the latest models of weapons and military equipment, including foreign production. For these purposes, it is planned to spend 19 trillion rubles ($ 613 billion) in the period 2011-2020.

One of the initiatives of Anatoly Serdyukov was the development of a new form of military personnel that meets modern requirements. 100 million rubles were allocated from the budget to create a new uniform; it is planned to completely switch to new uniforms in 2011 with a total transition cost of not more than 5,5 billion rubles. In addition to specialized organizations — the Central Research Institute of Textile Industry, the Central Research Institute of Leather and Shoes and the Heraldry Department of the Ministry of Defense of the Russian Federation — fashion houses Valentin Yudashkin and Igor Chapurin participated in the development of the form. The peculiarities of the new form are the replacement of boots and footcloths with boots and the use of new materials and the "Numeral" coloring, which reduce the visibility of a soldier on the battlefield in the visible and thermal ranges. Currently, new uniforms are already used in many parts of the Russian Ministry of Defense, however, after field trials and a number of critical comments by experts, some decorative elements have already been excluded from the uniforms. At the same time, critics note that after the launch of the form in mass production, its quality has significantly deteriorated.

Heard this story from various sources. I mean the situation with the General Staff and the headquarters of the ground forces. And as far as I understood, without the personal intervention of the GDP, no one would be able to take over the functions of command and control of troops. Because at this time the headquarters were already "reformed" to the point. That is, the old was broken, but no one in the military and political leadership knows how to build the new. So they are experimenting. The Ministry of Defense does not have the rights of the author of any scientifically substantiated arguments in favor of the ongoing reform. There are no concrete results either. According to the mind, it was necessary, before breaking everything, to balance the old in the best parts, build a "new look" from the worst parts and compare. Get results and work with them.
In general, everything looks unsightly with the mobilization reserve. Here the leadership of the Ministry of Defense signed their complete helplessness and incompetence. Give them high-quality recruits and counter-soldiers in a new look, and if they are not there, then "we are not to blame." Further -reservists (partisans) have nowhere to be called up in case of hostilities. Except for the active brigades. And if God forbid the brigade is destroyed, or cannot withdraw from the hostilities to replenish personnel? It is not at all clear whether the Ministry of Defense is needed - reservists. How will new brigades be formed in wartime? And a whole bunch of questions to which there is no intelligible answer. And the further it goes on, the more it looks like a diversion ...

Absolutely true article. No reform has been carried out. The essence of what is happening in the army comes down to one thing - to reduce and eliminate, and sell the vacated property. The level of professionalism has fallen so much that it is often not necessary to talk about it. Where is universal military duty? Do we have unkillable soldiers in the army? The call was needed in order to prepare a person for a possible war and not to be killed in this war in the first minutes! With us, for some reason, everyone thinks that in our universities alone Newtons and Einsteins study and that they cannot be taken away from school. But it is precisely them who will be killed in the first place. 50-60% of losses are caused by stupidity, inability and ignorance of how to fight. The theme is endless, and the general is absolutely right.

An interesting opinion on the expression of persons of the head of state to determine the policy and course of the Russian state. Only, it seems to me, this opinion is inherent in women.
It is necessary to think strategically, and not to take any sneeze on faith. The size of the armed forces of the state cannot exceed 10% of the total population, because otherwise the economy will not pull out. Better 5-7%. This is a well-known fact. And the negative assessments of the generals, it is possible, are associated with the upcoming resignations. Makarov said that the general's corps did not want to reform anything in the army, "they cannot be re-educated, they are used to the doctrine of offensive defense."
How everyone is used to getting the result of any reform right now. And preferably, ahead of time. In the budget, there was barely enough money for pensions and social obligations, and here they increase salaries and lay new equipment on the stocks, but we yell: WHERE ?! Why not? And you ask Yeltsin - he joint-stocked defense enterprises, and many of them were actually in foreign ownership.

they can only fight effectively with armies such as Iran.

An interesting conclusion came out. Everything is bad and Iran, with its almost 20 million. the army (together with the IRGC and Bassidge) is not a rival for us. Here amers will be surprised with their AUG bases of air defense and missile defense, which are still scratching their turnips together with Israel, as it were, to defeat Iran with all their might. But here it is enough to have a couple of our brigades with "weak" training. And all business, you can fight effectively.
Yes, for this, the brigade commanders should be given heroes if they are ready to deal effectively with Iran. You can probably agree with the author's opinion about the state of the army, a lot of things that Taburetkin and Makarov did, plus the "rich" legacy left from the Yeltsinoid era, primarily the degradation of the cadre officers, when the middle (main) link of cadre officers was almost knocked out by reforms. In the army, there were only lieutenants who, on a conveyor belt, straight from the schools, wrote reports on dismissal at any cost ("refuseniks") and senior officers pulling the strap up to retirement. Now this failure and affects - the lieutenants who had no one to teach and transfer experience in the 90s have grown to colonels by leaps and bounds without having experience of long-term service in the troops and determine the level of professionalism of the command staff at the level of office managers and paper engines with big stars. A whole generation of 30-year-old young people appeared who did not serve in the army at all and there was no CWP in the school (mostly physically strong and successful young people with a high level of intelligence and education). They do not know which side, roughly speaking, to approach the machine, but this is our main mob reserve for the next 10-15 years (there are a lot of them in Moscow, I have 80 percent at work)
They are followed by 20-year-olds who serve for a year under the vigilant gaze of "soldiers' mothers" financed by the enemy or do not serve at all using numerous delays and loopholes in the legislation or the corrupt solidarity of their parents with the military commissars. This is the next "mobreserve". We can still scrape together experienced cadres for a small professional and strong army (you see, we can even fight with Iran), but in the event of a big war, even a single non-nuclear cadre army will not be saved without using strategic nuclear forces, and here comes the decisive role of the mob reserve, in which the badges of the TRP and VSK are a cat cried and all at the age of 45-50 years and in 10 years and they will not be at all (limit age of the stock). If with the cadre army, in comparison with the 90s, things have moved off the ground, then with the military-patriotic education, a complete anus.
We have two ways - the creation of a professional mobile high-tech army to contain and conduct local wars and the preparation and training of a mobilization reserve in in the form of the program of the ALL-GENERAL as under Stalin at the mandatory state level for all men of military age. If our leadership is inconsistent on this issue, frightened by the rising liberal stench and "discontent" of citizens fearing for the next ratings in the elections, we will again have to pay with the independence of our country, despite the fact that the supporters of a purely professional army (like Prokhorov) will immediately wash off to the West with passports with dual citizenship.

Finally, a sober person appeared in the discussion. I was convinced of the colonels from the 90s by the example of my own son. He is studying at a military school. What can I say - if a kid who dreams of becoming an officer is told by an officer-mentor: “Who needs you!” Considering the future place of service, there is nothing special to say. It is quite possible that he told the truth - this so-called officer, but did he have the right Does he even say that? Answer, gentlemen officers "

It is important here in what context the phrase is said. I immediately remembered this episode from the service. The division commander summed up the results with the commanding staff of the regiments. Well, as expected, he spoke harshly, revealing flaws figuratively and tastefully. And at the end of his speech, having finally reported on an emotional fervor, he uttered the following phrase: "Comrades officers, who will defend the Motherland instead of you? Is it me? Yes, I need it!" Of course, all precipitated, but he did not even realize that he froze .... It also happens not so. The army is an emotional and peculiar thing .... As they say, whoever served in the army does not laugh in the circus ... Sometimes the statements of our commanders should not be taken literally ... In such expressions, there are usually more "show-off" and the desire to show oneself as a seasoned father as a commander in front of the green lieutenant bitch (cadet) youth

And the question is ripe. If described in the article as V.I. Sobolev and S.A. What prevents serious "uncles" from seriously discussing serious issues. Well, we, foolish people, will look at them, listen. And I'm not talking about the show, but about a serious discussion.

The USSR had a well-developed and constantly maintained combat readiness system. It was for this initial period of hostilities that the regular formations of the state's Armed Forces were contained.

[quote = Varnaga] Yes, you are completely up to date. The army of the USSR would swing only through the SA; then by the end of the 80s it was a huge clumsy colossus.
If we take the divisions of the first strike in the GSVG, YUGV. The Baltic States, the Far East Military District, then they were staffed by state A and there was real combat training. We will not touch the strategic nuclear forces (nothing has changed dramatically there). As for the rest of the small number of units, formalism and eyewash flourished there instead of combat training, a kind of labor armies for harvesting, even serving in the Strategic Missile Forces, they sent consolidated units to the so-called "virgin lands"; they themselves have a medal for this cause. Who remembers will not let you lie about how social obligations were accepted and then carried out as various checks and commissions from the overlying headquarters were carried out. Soldiers, instead of combat training, performed various "demobilization chords", worked at furniture factories for polishing for Lennom rooms, in general, free labor.
So even then, with the advent of new types of weapons and a change in the tactics of modern combat, such a large and archaic army was no longer needed, reforms were required with which, as always, they were in no hurry, maybe it will work out like that. on the appearance of the "partisans" called up and the process of their military coordination, I also had the good fortune to lead such a company, the smell of triple cologne still I distinguish from all the aromas. Technique and storage bases are still bearable, but then they were already starting to crumble, now it’s probably generally horrible. So reforms are long overdue, another thing is that under the guise of reforms, creeping disarmament and degradation of the army was carried out. Now there is movement from the abyss, but time is lost, As always, you have to act according to the principle "Grab your bags, the station is leaving!"

Here is information about the desired one, and not from the site’s archive.
On December 26, Russian President Dmitry Medvedev appointed Major General Igor Sergun as head of the Main Intelligence Directorate of the General Staff of the Armed Forces of the Russian Federation.

According to Colonel Igor Konashenkov, head of the press service and information department of the Ministry of Defense, Colonel-General Alexander Shlyakhturov, former head of the GRU, has been relieved of his post and dismissed from military service “in connection with reaching the age limit”. Alexander Shlyakhturov headed the GRU intelligence department in April 2009. Until that time, Major General served as Deputy Head of Department and oversaw strategic intelligence.

At the same time, there were reports that in the near future Shlyakhturov could head MIT Corporation, which is a developer of strategic missile systems, including Bulava missiles.

According to media reports, General Shlyakhturov enjoys the confidence of Defense Minister Anatoly Serdyukov, who needs his own person at MIT, since this company allegedly came into conflict with the military department in 2011 regarding the cost of its products.

Alexander Shlyakhturov in 2009 replaced his boss Valentin Korabelnikov, who was also transferred to the reserve at the age of 63 years - despite the fact that the maximum age of service in the Armed Forces is 60 years. Shlyakhturov was remembered in this position for having reorganized, as a result of which five out of eight GRU brigades remained. In addition, nearly a thousand officers were sacked. In August 2011, Shlyakhturov was awarded the rank of Colonel General

The biography of the new head of the GRU Igor Sergun, as well as his official career, is kept in the strictest confidence. There is no information even about the age of the new head of the GRU. According to some reports, Sergun is about 40 years old, he served in the army, was in a major position, then graduated from the Military Diplomatic Academy and worked for a long time abroad.

The Main Intelligence Directorate is the central organ of military intelligence in the Armed Forces of the Russian Federation. The GRU is subordinate to the Chief of the General Staff and the Minister of Defense, is engaged in all types of intelligence in the interests of the Armed Forces of the Russian Federation - undercover, space, electronic.

The structure, size and funding of the GRU are classified as state secrets.

Priority in the GRU is given to work on obtaining classified information, materials and foreign samples of modern technology. Residences of military intelligence are not inferior to those of the Foreign Intelligence Service of the Russian Federation (Russian Foreign Intelligence Service) in terms of numbers, but they have lower funding levels, while they are more rigid and purposeful.

GRU headquarters is located in Moscow in the Khodynsky field. The construction of the headquarters, which is a complex of structures with a total area of about 70 thousand square meters, inside which there is a situation center, command post, sports complex and swimming pool, was completed in the fall of 2006. The construction cost amounted to 9,5 billion rubles.

Special training for GRU officers is carried out at the GRU Academy (Military Diplomatic Academy of the Ministry of Defense). Training is carried out at three main faculties: the strategic intelligence intelligence department, the intelligence-operational intelligence department, and the operational-tactical intelligence department.

The Academy operates postgraduate studies and higher academic courses.

The structure of the Main Intelligence Directorate also includes two research institutes located in Moscow, known as the 6th and 18th Central Scientific Research Institutes. Until 2009, the GRU was subordinate to approximately 14 brigades and two training regiments; later, as a result of the reform, no more than 2-3 brigades remained. The number decreased from 7 thousand to 2 thousand.

For those who admire the report of analysts from the CIA, it clearly states that the Russian army, after the reform, will be able to defeat any army in the post-Soviet space (read the former fraternal republics), but not will be able to resist NATO or China. This is without nuclear weapons. That is why they cling so stubbornly to the deployment of the missile defense system. Then they will write us off. Not because the West loves us or does not love us, it would not give a damn about us, but Siberia with 40% of all world resources and close by China, which is also torn to become world leaders. This explosive mixture is fraught with great complications. They have already tried to unleash the "orange" revolution until they underestimated the People. Now they will change the tactics of their "opposition" and start again. After all, the very existence of the United States as a world leader is at stake. Accordingly, from this conclusion, the GDP was "slightly pushed aside" from the real steering of the situevina, about which, by the way. hints have already been made above the rooftop. Or do you want to say that Zyuganov, Prokhorov, Zhirinovsky is an alternative? I think you yourself don’t believe it.
If there is a leader who can kill GDP in all respects, I will vote for him. And it doesn’t matter to me who is at the helm. It is important for me that this helm is turned in the direction following which my Homeland will come forward. That’s the whole logic.

The presence of NATO personnel is not expected at a possible transit and transshipment point of the alliance’s cargo from Afghanistan to Ulyanovsk, Russian Foreign Ministry spokesman Alexander Lukashevich said on Thursday.

"There is no talk of any military bases or objects. For the purpose of a possible transit, only civilian objects of material and technical support would be involved - temporary storage warehouses, etc. The presence of NATO personnel is not expected," the statement on the Russian Foreign Ministry's website says.

The document also notes that the Russian Foreign Ministry, together with the competent Russian departments, has prepared proposals for creating the necessary regulatory framework for the possible launch of a combined transit scheme.

"The issue is under consideration by the government of the Russian Federation," the Foreign Ministry said.

The message also says that "priority is given to the creation of a mechanism for reliable control over the cargo of the International Security Assistance Force (ISAF) by the Russian customs authorities in order to exclude the use of this route for drug trafficking." Thus, "the corresponding provisions would be recorded in exchange letters with NATO representatives."

At the same time, the Foreign Ministry emphasizes that "we are talking about the transit of only non-military (non-lethal) goods, which are transported on the simplified terms of ordinary commercial supplies."
And how do you imagine the NATO members walking around Ulyanovsk? And what will be silence and grace in response to this? I think more than half of the city will come out against rallies. And in bars, if they are allowed to go there, these fighters will simply begin to beat their faces.

Perhaps, but then explain to me who will bring these goods, unload, store, load, protect these goods ?????????
I would understand if we signed a contract with NATO that would say that they are closing their goods in containers on the territory of Agan and sealing them! Then our planes arrive, our staff loads them, delivers them to Ulyanovsk, again, our staff loads them all onto the wagons and sends them to their final destination, and there NATO greets this cargo, opens it, inspects it and, if anything, claims it !!! That would be normal!

I found an interesting interview on one of the sites, I will post a passage .....
"SP": - Many experts believe that by the 2020 year Russia’s ballistic missiles will not be able to reach America. Is it so?

      - Yes, I agree with this opinion. Today, the nuclear shield is still protecting our country. But every year the development of conventional weapons goes far ahead. The day is not far off when, as a result of a disarming strike, we may be deprived of the opportunity to retaliate with nuclear forces. Regarding nuclear weapons, there is another, extremely important problem - psychological. It is necessary to have unshakable determination in its application, being aware that this can lead to the death of civilization, and this requires the highest moral qualities that are not always present ...

However, I am in favor of the approach that nuclear forces will never be used at all (with the exception of a hypothetical case of nuclear terrorism). All the same notorious technological superiority today allows to achieve military-political goals without the use of conventional forces. Existing effective technologies for manipulating public consciousness, initiating insurgent activity, provoking economic crises, and other methods of “fourth-generation confrontation”, as your publication has already described, have been tested in a number of countries and are ready to be used against Russia.

“SP”: - Recently, a military doctrine called the “New Pentagon Map” was voiced across the ocean. What threats does it pose to Russia?

      - Yes, a new document was announced on January 5 of 2012 by US President Barack Obama. Entitled “Maintaining Global Excellence: Priorities for the Defense of the 21st Century,” this document has really generated a lot of feedback. Although the new leadership of the military department claims that its development was carried out as part of the implementation of the US national security strategy, the preparation of the document was carried out without the mandate of Congress and outside the accepted procedure for developing strategic guidelines for the US Department of Defense.

In short, the main innovations are as follows. The term “global space” was introduced for the first time in the document, which, besides traditional confrontation spaces, also combines the information space. The use of this term in the document indicates the continuation of the classical geostrategy of the sea powers and the open return of geopolitics to the defense policy and strategy of the United States. The second important point related to geostrategy should be recognized the thesis that the United States faces "the need for rebalancing (changing the balance in favor, reorienting) to the Asia-Pacific region." We are talking about geostrategic reorientation and the formation of long-term trends, the unfolding of which will take place not only over the next ten years, but throughout the 21st century. In the Middle East, the security environment will largely be shaped by the “Arab awakening.” The United States remains the guarantor of Israeli security. The primary goal is to discourage Iran’s nuclear program and “counteract its destabilizing policies.” The United States intends to solve its problems in the region with its allies, primarily Israel, and in cooperation with the countries of the Gulf Cooperation Council. It is noteworthy that the document does not mention Turkey.

Changes are also foreseen in Europe and NATO. Most European countries today are “producers of security, not consumers.” In a changing security environment, reducing the resources that can be allocated for defense, the United States is forced to reduce its military presence in the European theater of operations (theater of military operations). Of the classic geopolitical instruments, it is worth mentioning the intention to reduce the size of nuclear forces, and in all components of the nuclear triad. Of the new threats to the security environment of the 21st century, to which special attention will be paid, the intention to counteract new threats emanating from non-state factors, uncontrolled territories, groups and individuals seems to be important.

nycsson, nowadays to be just an analyst - theorists are not enough. What is your belief based on?
Russian ballistic missiles cannot reach America.
? Let me assure you - they can. Not all, unfortunately, but enough to cause "unacceptable damage" to your hosts. It is not worth quoting their theorists. To the account
non-state factors, uncontrolled territories, groups and individuals.

Reforming the army according to accounting concepts is something, they could have appointed Kudrin or Kudrin as defense minister and Chubais. As long as the armed forces are treated as a type of business, according to the logic of a merchant, nothing will change. In such positions, professionals of the highest quality are needed, real theorists of military affairs who understand military and political strategy.

And the worst thing is that the USA actually inciting China to us by blocking its resources !!! Ask yourself the question: Who will trample China, NATO or Russia in order to survive ??? The answer is obvious - to Russia, with its weak army, with unpopulated territories, and the most most importantly, with its riches !!! And these riches are now needed by China as air, so that waste time and survive in the upcoming battle with NATO !!!

And here is a little about the "new" military doctrine of staff members.
Both the Obama administration and its adversaries exaggerate the significance of the Defense Strategy Plan published last week. The administration is proud of its new creation and is trying to demonstrate to potential fighters for budget cuts that the Pentagon itself voluntarily made all the financial sacrifices that it can afford in terms of prudence. Meanwhile, internal opponents of the administration are attacking it both on the left, calling for more radical cuts, and on the right, accusing the administration of deliberately reducing US military power in order to avoid future military operations.
Meanwhile, in fact, the Strategy Plan and the approach behind it is not the beginning of revolutionary changes, but a doctrine that retrospectively endorses the policy that the American armed forces have been following for several years - since the time of the previous administration.

Is the new US military doctrine directed against Russia?

The combination of two factors - budgetary pressure and changes in the strategic environment - forces the Pentagon to change its strategy, tactics and procedures. Unless a major war begins or if any major security emergencies happen, the budget of the Ministry of Defense will not increase in the coming years. Since prices for new weapons and other defense products usually rise faster than inflation, the Pentagon will have to put up with the need to save. Therefore, on his part, it was wise to get ahead of the process and use the Strategy Plan as an excuse to cancel a number of outdated programs and cut another part, until Congress began to carry out the cuts at will.

The United States has long been planning to reduce part of its manpower, making up for this by equipping the remaining part with more modern and efficient technologies. In addition, the availability of protective technologies for potential US adversaries continues to increase, and this strengthens the interest of the United States in technologies for stealthily and quickly striking from long distances.

In essence, the Strategy Plan is very similar to the project that Secretary of Defense Donald Rumsfeld could have prepared before the wars in Afghanistan and Iraq. His planned transition to Defense 2.0 implied building potential for a "network war", with a continuous connection between the American units, whose superiority in information and interaction should help them defeat more numerous rivals.

The new strategic environment also provides the Pentagon with the opportunity to review the recruitment and geographical location of missions and contingents. The Defense Ministry leadership prudently wished to avoid protracted, dubious, and costly rebel operations in the future. The most likely threats now are different from the two major regional wars predicted by the previous concept of force formulations developed two decades ago by Les Aspin and Colin Powell (Colin Powell). Countering weapons of mass destruction or cyber attacks requires a smaller but better equipped military.

In addition, an increase in the relative global importance of the Asia-Pacific region requires appropriate human, economic and military resources. The Pentagon's “new map” (the expression belongs to my WPR colleague, Thomas PM Barnett), justifiably focuses on the east, as Europe and Latin America remain stable, and Africa has not yet realized its own potential.

The strategic plan rightly considers the Middle East and Central Asia as a kind of joker, since the consequences of the Arab spring for this region are still unclear. So far, its immediate effect has been turmoil, but in the long run more beneficial consequences may follow.

Finally, the fact that the document finally formulated clearly the strategic priorities that the Ministry of Defense will follow in the next decade can only be welcomed - as well as the lack of pride among the authors of the plan. Last week, Pentagon leaders have repeatedly told the media that they recognize the likelihood of unforeseen circumstances that may require a quick change of course. The strategy plan provides that the current security trends will more or less continue, but the Pentagon understands that a “black swan” can always appear, and if the US is not ready for this, they will be vulnerable.

So that this document can help the United States achieve its strategic goals in the future, certain key steps must be taken. Some of them will be included in the draft budget for fiscal 2013, which will be sent to Capitol Hill in the coming weeks.

US must be ready for several military conflicts at once

Firstly, the reduction of the size of the armed forces and the Pentagon’s budget should not occur too sharply, since the world has now, according to the Ministry of Defense, a “tipping point” and in the coming years events may begin to develop in a variety of - and often unpredictable - directions . The strategy plan provides that the reduction process can be reversed, and that the armed forces will retain the necessary skills, personnel and technology. However, the Pentagon should be given the opportunity to keep all this in practice, which means adequate funding for the reserve forces, including operational, not strategic.

Secondly, in his introduction to the Strategy Plan, President Barack Obama rightly notes the importance of a comprehensive approach that considers diplomacy, development assistance, intelligence and other non-military areas as national security instruments. However, in this case, the administration and - especially - Congress should finance them accordingly. In particular, the Department of State will have to make efforts to fill the vacuum that will create a decline in US military presence in regions such as Iraq.

Third, prudent alliance policies will be of particular importance. The expected reduction in US forces in Europe will require a corresponding change in the US role in NATO. However, if the European members of the alliance, in turn, do not take measures to build up their defense capabilities, America will again have to come to the aid of NATO, as it has already done in Bosnia and in Libya. It should also be noted that the current opportunities to transfer more American forces to Eastern Europe and Australia should not obscure the fact that these opportunities are still limited. Most countries in the Asia-Pacific region will not tolerate the massive presence of American soldiers on their land, even in a rotational regime. Even the Australians punished their leaders when they declared that their role was to represent Washington in the region.

Finally, the Strategy Plan also suggests that the administration will seek further reductions in US nuclear forces. This probably reflects the results of a classified nuclear policy analysis that was prepared by December 2011. The Department of Defense wants to replace nuclear delivery systems in all three parts of the triad, but such a move would cost hundreds of billions of dollars that the military does not have now - however, even if they were, the Pentagon would prefer to spend them on more useful conventional weapons. If the United States continues to reduce its nuclear forces, they will have to compensate for this by strengthening conventional forces and missile defense in order to calm the allies and deter opponents.

Since the end of the Cold War, the United States has been dominated by a strong inter-party consensus on defense policy, based on ideas for reducing manpower, developing compensatory technologies, strengthening alliances, and deploying forces to Asia. It is this course that was formulated in the Strategy Plan, and - although in this world nothing can be said with confidence, it looks quite reasonable.

And now attention, here it is a photo from the Victory Parade. Where the damned leaders sat on the ass.
As everyone managed to notice, they are sitting surrounded by veterans. And if someone is not familiar with it, the veterans are elderly people, but still considering themselves flesh from the flesh of our army, which is fully true. And do you, trolls, think that if the Supreme Commander were standing, then everyone else would be sitting next to chairs. Therefore, so that the veterans do not stand on their feet during the parade and it was decided to sit next to them.
    And how much joy:
    - AND !!! Putin and Medvedev are sitting in the parade !!!! What a disgrace!!! And no one carefully looked at the numerous photos from the parade.
And why should they do this, the main thing is to throw in disinformation and sit joyfully rubbing your hands, not a little without worrying about cleanliness. Well and one more amusement, to jump and remember - cormorants.

Someone here sevas one vyser left:

    Where are you tandem lovers?
Not Putin, not Medvedev do not know this?
And what kind of faces do they have in the parade?

and that his last parade - standing took !!!!!

So here's a quote from this "figure"
    Mikhalkov. Photo by RIA Novosti
The filmmaker criticized the tandem for the fact that both the president and the prime minister during the parade were sitting on the chairs installed next to the Mausoleum. “It’s wrong - I don’t know who advised this - well, wrong, it is impossible for the Supreme Commander-in-Chief, the Minister of Defense to take the parade while sitting. Even the weak political bureau headed by Brezhnev, who died a few days later, standing took parade", - Gazeta.Ru reports his words. A statement by Mikhalkov made at the opening of the World Russian People’s Cathedral caused a prolonged applause and shouts from Bravo.
“The parade on Red Square is not a show. This is a demonstration of the beauty of the concept of what the army is, ”the director said. Mikhalkov again expressed regret for the absence of the Suvorov and Nakhimov participants in the May 9 parade. In his opinion, this is "emphasizing, voluntary or involuntary, the lack of a future for the officer corps in Russia."

The other day, Mikhalkov announced that a public council under the Ministry of Defense was leaving the city in protest against the new look of the parades. According to a source in the military department, the master refused to post not because of the parade, but because it was decided to remove the special signal from the car that was supposed to be him.

But he didn’t sit on the stool for the whole parade; look carefully at the report.
And the comments are different and normal and ..... no. And you can smear leavened patriotism in a pissed-off pub with snot on your cheeks, after the fifth mug. One must look at things realistically and soberly. There are problems, so we need to fix them, the staffs are full - we will be happy. Just do not present yourself as the main patriot of the state, such "patriots" after the first flop ran to wash their footcloths to their grandfathers.

If the commander-in-chief stood, all these veterans would also rise and stand nearby. Since our grandfathers do not separate themselves from the army.

Once I put on my uniform - be so kind as to defend ... and this is not only my opinion ... These are the USSR ARMY and the Red Army veterans - they are winners - they can sit, but never two upstarts ...

And if among those standing next to the president was your grandfather, and he would have stood the whole parade. And then he would have been taken away by ambulance, because the action is long and the years are not the same. What would you say to that?

For rolik From my point of view, for veterans, it was necessary to do
separate tribune of honor and present the parade as in honor of the veterans. Also, neither the Civil Code nor the Defense Ministry have a significant relationship to the current situation. The fault of the organizers of the parade and the so-called image makers. I would have cut the premium ones, they were underworked (there shouldn’t be any such conversations among the people).

we can criticize our army and its reform as much as you like, but search the net and in different sources look at what is being done in other armies, above all European ones, they are the basis, but sometimes you don’t know whether to laugh or sympathize with them or it is time to forcefully treat one example when canada borrowed tanks from germany to send to afghanistan and after that it should repair them and return them worse than any joke

I agree with the author of the article. My brother came in November, after military service, so judging by his stories of how they are being prepared, I decided to get a license and buy a gun so that in case of war I could protect my family.

Comrades, there is generally some kind of document where it specifically stipulates what will happen near Ulyanovsk, how it will look, etc. So far, I see some tantrums of people who have heard something from someone and tantrums of those who are already reading the first tantrums. In general, we need a document, not the opinions of people who do not have any information.

Information is obtained on 90% in the public domain ... 8% one woman said ... my case ... and only the rest is undercover work ... Annushka worked like that ... She listened attentively to what the drunk American military said ... And that’s what we’ll fight with China, it’s not even discussed ... Of course, it’s possible according to the ostrich ... But the feathers from ... pull out and give a kick ... offensively yes ...

Do not worry about the movie .... Unfortunately, most people are on feelings, and you need to think hard ... I, too, once rolled these asphalt for these arguments ... The information war is on the march ... By the way, in the USA for public negative you can sit down and say about the president ... They speak in such a way ... He did well, but he could do better ... such a newspeak ... Respecting my president, I respect myself first of all ...

Yes, I don’t worry much, because reasonable arguments are useless here. In my opinion, these guardians of the fatherland and room analysts did not serve in the army. Because they don’t know that in the presence of a senior in rank, for the completely smart, I repeat - in rank. and not by age, junior officers should stand and sit down only after the permission of the senior officer. And again, the supreme commander is a senior officer, veterans are junior officers. If the president stood the whole parade, the veterans would also have to stand, and the parade does not last 20 minutes. And how many hospitalized would be our old people after such standing in the parade ??? Our guardians of the fatherland do not think about this at all. They only care about what is beneficial to them. All repeat for tired. In my opinion, already full would have chewed it up, I’ll see if they understand this time what

The only true option is that the Army should choose its representatives. I’m sure staff officers will be able to choose the best, such as Tolboev or Ivashov himself. These delegates will make up a commission for the period of army reforms and will have the right to veto all decisions of the General Staff, Serdyukov, etc. Surely we don’t know everything because of secrecy and we don’t understand everything, discussing the same Serdyukov, or reforms at the Almaz-Antey factories, or the purchase of Israeli drones, but we can trust the true elite of the Army, and this Elite, I’m sure, can figure it out subtleties of decisions.

That’s when there were duels in the army ... it was much more difficult for fools and scoundrels to make a career ... So I propose introducing a dueling code in the Russian army .... I think that for the first month everything floating on top will leave ... and the rest will quickly restore order ...
