US congressmen do not want to finance the observation flights of Russian aircraft, until they are convinced of the good faith of the Russians

US congressmen insist on banning the financing of spans of Russian aircraft under the Open Skies Treaty, until the State Department and the Pentagon convince them that the Russians will fulfill all the conditions of the document, reports Look with reference to tass.

The corresponding amendment was made to the draft military budget for the next year.

“This section restricts the use of funds ... for the issuance by the United States of a permit of the Russian Federation to conduct flights until such time as the administration submits the necessary report to the specialized committees,” reads the explanatory note to the draft law.

“The required report should state that the Russian Federation is not taking any actions that would not comply with the provisions of the Open Skies Treaty (DON),” the amendment’s authors explained.

According to them, “the heads of the State Department, the Pentagon, the Department of National Security, the Ministry of Energy, the director of the Federal Bureau of Investigation, the director of national intelligence, the heads of the Strategic, Northern and European commands of the US armed forces should participate in the preparation of the report.

As the agency notes, “according to the provisions of the Don, the inviting party does not pay for flights aviation over its territory, however, initially it was she who hosted the planes and incurred operational and associated costs, which are then reimbursed to her. ”

Representatives of the presidential administration have not yet commented on this initiative.

Today almost all night I could not fall asleep. Yesterday’s visit to the Defense Ministry radically changed my idea of our Britain’s ability to defend itself against aggression. And the figures just stunned.
"Seventy-two hours ... only seventy-two hours ...", without even realizing how a lunatic, I muttered when Bernard and I discussed the topic of upcoming negotiations.
“Seventy-two hours?” Mr. Prime Minister, do you really mean seventy-two hours? He asked in surprise. “But I'm afraid it's too much even for the High Commissioner of New Zealand.”
Is this the professional humor of a civil servant? Is it customary for them to joke? Is it not clear that I mean the time during which NATO will be able to restrain the Russians? I, in a sense, also jokingly, asked if we could try to persuade the Americans (naturally, solely as a retaliatory measure) to strengthen their own conventional armed forces.
According to my chief personal secretary, this still will not solve anything.
            - American soldiers in Germany are so stoned that they often don’t really know why they are there at all and on whose side they are. For example, during the latest NATO maneuvers, American officers dispersed and preferred groves and hollows instead of landfills, where it is much more pleasant to have picnics with privates and sergeants of the opposite sex ...
I asked how other NATO units are doing this. He replied that these were all right. True, only on weekdays.
How is it just on weekdays? But could it be more precise?
            - For the weekend, the Dutch, Danes and Belgians, as a rule, go home.
Monstrous, just monstrous! You just can’t imagine another word. I have never heard such a thing.
“So, if the Russians decide to attack us, then we would really like them to do this between Monday and Friday?” Only in this way, and not at all on the weekend!
            He nodded his head approvingly.
(In fact, even if the Warsaw Pact forces suddenly decided to invade between Monday and Friday, NATO would hardly help, because its army barracks are so far from advanced positions that the Russians would have been there much earlier anyway. - Ed. )
            - And what, everyone already knows about this? I asked in surprise.
By “everyone,” it goes without saying that they meant Russians. Bernard smiled knowingly. If the PM’s chief personal secretary knows about this (that is, Bernard Wooley - Ed.), The Russians, of course, also know the same.
            - As a rule, most of the information about NATO defense comes first to the Moscow Kremlin, and only then to us at Downing 10. True, almost immediately, ”he added with a pleased look. laughing

            "Yes, Mr. Prime Minister"

A wonderful quote, though I watched the TV version, did not know that there is a text.
Quite an old story, but in principle, nothing has changed, well, except for this:
"... where it's much more pleasant to have picnics with privates and sergeants of the opposite sex ..."
I think now they would write much more tolerant :)

April 18, 2001 The State Duma of the Russian Federation adopted the Federal Law “On the Ratification of the Open Skies Treaty 1992”, which was approved by the Federation Council on May 16, 2001. and May 24, 2001 signed by the President of the Russian Federation.
The conclusion of the Treaty is seen as a major step towards strengthening strategic stability, since it is supposed to contribute to monitoring the implementation of existing and future agreements in the field of DISARMAMENT, expanding efforts to strengthen the SECURITY undertaken within the framework of the OSCE and other international organizations, including the purposes FIGHTING INTERNATIONAL TERRORISM.
At the same time, the Agreement is a unique and effective means of conducting intelligence work, which is of particular interest to it from the point of view of ensuring the DEFENSE capability of the state.
But with regard to the Russian Federation, the militaristic circles of the United States and the "collective West" are not satisfied with this! Recall that quite recently NATO, allegedly concerned about the "frequency" and "scale" of military exercises in Russia, wanted through the Organization for Security and Cooperation in Europe (OSCE) to obtain the RIGHT of "surprise checks" of military exercises conducted by the Russian Federation in Russia. As we recall, on November 4, 2015, Secretary General of the North Atlantic Alliance, Jens Stoltenberg, called for changes to the exercise notification rules in order to be able to observe sudden readiness checks in Russia. (In Russia, this was answered with diplomatic criticism,)
And this despite the fact that the US itself is by all means preventing the Russian Federation from exercising its rights under the Don in the United States!

Now you can see a lot from the satellite, I think the United States has lost interest in flying over Russia under this treaty.
Or they are afraid that the harm from what we see there will exceed the benefit of what their plane recognizes flying over Russia.

It is right. And then they fly and fly, the Pentagon pays money and pays. What if they, in collusion with Putin, seek out weaknesses in democracy? Let them prove to Congress that these hard-earned do not drink. The money is crazy, barely visible through a microscope compared to preparing a moderate opposition in Syria.
