US congressmen do not want to finance the observation flights of Russian aircraft, until they are convinced of the good faith of the Russians
The corresponding amendment was made to the draft military budget for the next year.
“This section restricts the use of funds ... for the issuance by the United States of a permit of the Russian Federation to conduct flights until such time as the administration submits the necessary report to the specialized committees,” reads the explanatory note to the draft law.
“The required report should state that the Russian Federation is not taking any actions that would not comply with the provisions of the Open Skies Treaty (DON),” the amendment’s authors explained.
According to them, “the heads of the State Department, the Pentagon, the Department of National Security, the Ministry of Energy, the director of the Federal Bureau of Investigation, the director of national intelligence, the heads of the Strategic, Northern and European commands of the US armed forces should participate in the preparation of the report.
As the agency notes, “according to the provisions of the Don, the inviting party does not pay for flights aviation over its territory, however, initially it was she who hosted the planes and incurred operational and associated costs, which are then reimbursed to her. ”
Representatives of the presidential administration have not yet commented on this initiative.
