Combat training is impossible without a developed educational and material base, without comprehensive support. To organize the training of troops, first of all, the range network is used, which needs constant improvement in order to meet modern requirements for the quality and intensity of combat training. In 2015, 35 polygons were created and more than 460 sets of polygon equipment were supplied, which made it possible to increase the supply of troops with modern samples of such equipment to 60%. Today the range of military districts involved around the clock. I want to note that 50% of classes are held at night. This was also facilitated by the delivery of a full-life 2015 field camp in 10. In 2016, the delivery of such camps will continue.
INTRODUCING ALL MORE TECHNICAL MEANS OF TRAINING
Taking into account the fact that recently the units are increasingly engaged not in regular test sites, but in unfamiliar areas in a variety of conditions, the Ministry of Defense and Industry have begun to develop mobile complexes of landfill equipment. The promising directions of their application on any part of the terrain with the deployment in the shortest possible time for all training activities for the troops have already been identified. Also, in order to equip landfills according to the specified requirements of the Main Directorate of Combat Training by defense enterprises, a new modern complex of automated ground equipment was developed.
This equipment allows for the deployment of the target situation on unprepared terrain without the deployment of cable networks. The control of the target situation will be carried out by wireless communication at a distance of 8 km. Automated collection of data on shooting for each target will allow us to objectively evaluate the actions of the trainees and automatically form an assessment of the exercise.
At present, approaches to organizing combat training have changed significantly, and this is primarily due to the increasing use of modern computer technologies and the need to improve the level of preparedness of military personnel, units and units by transferring part of the training from real combat equipment to training complexes. This necessity is primarily due to the increasing complexity and cost of armaments and military equipment supplied to the troops, and an increase in the cost of their maintenance and repair.
The coordination of the development directions of enterprises of the military-industrial complex of Russia in the field of simulator engineering, carried out by the Main Directorate of Combat Training, has recently made it possible to significantly increase the effectiveness of the use of training aids, which now make it possible to completely imitate ergonomics inside a combat vehicle. Imitation of the equipment, systems and controls has reached a high degree of adequacy, and the physical loads experienced by the soldier under her control have become more realistic. The computer programs put into the simulators make it possible to realize all the characteristics of the sample in class conditions, in all weather conditions and at any time of the year, and the developed virtual space allows the crew to be immersed in a real computer war game.
Another important direction in the general system of development of the training and material base of combat training is the creation in each military district of combat training centers (PPI) and the concentration of all modern training facilities there. As part of the implementation of this decision, a combat training center of the Western Military District was established in the village of Mulino, Nizhny Novgorod Region. Under the leadership of the Main Directorate of Combat Training, together with representatives of research organizations and the military-industrial complex, work continues on the creation of a combat training center in the Southern Military District, and the main efforts are focused on equipping the center only with modern and prospective simulators.
The centers being created will make it possible to deploy full-scale interspecific training in each military district, as well as reduce the time required for reconciling units and controls, and ensure the readiness of the created groups of forces to perform tasks. The composition of the forces and means that can simultaneously be trained in the created pulp and paper industry, there are no analogues in the world. For example, the combat training center in the village of Mulino allows brigade tactical exercises with the participation of attached units of troops and types of troops, while the existing combat training centers of the United States, Germany and France allow tactical exercises only battalion level.
One of the products of advanced technologies obtained during the creation of the pulp and paper industry was a software-modeling environment with a unified system of visualization of virtual space. The work is quite complicated, there were many opinions and problems, but everything was over. For the first time, a software product of Russian production was obtained, which allows to combine training equipment available in the supply and real samples of military equipment on a single virtual battlefield.
ELECTRONIC STEM OF BATTLE PREPARATION
The creation of the pulp and paper industry makes it possible to significantly increase the intensity and quality of personnel training, to make an objective assessment of the readiness of commanders, tactical managers and units to perform tasks. The training center trains not only the Ground Forces, but also the Airborne Forces and the coastal troops of the Navy. During classes at the center, the entire personnel of the brigade, from private to commander inclusive, during the training, which is now seven weeks, is trained in all the requirements for the organization and conduct of modern combat. Training in the center is organized using more 150 simulators of modern weapons and military equipment, united in a single network and designed for simultaneous training of specialists of motorized rifle battalions with attached units of various types and branches of the Armed Forces.
Also, defense industry enterprises are completing work on the creation of new promising training complexes. In the interests of the Air Force these are simulators of operational tactical aviation (Su-34, Su-35), for the Navy - training complexes for the training of crews of nuclear and diesel submarines of a new generation, as well as surface crews.
To carry out a targeted scientific and technical development and create promising training complexes, the Main Directorate of Combat Training is completing the development of a concept for the development of technical training aids (TCO). Under the leadership of the First Deputy Minister of Defense, the Scientific Coordination Council was formed to develop recommendations and address scientific and technical issues in the interests of the development of TCO, which also includes representatives of the Russian scientific and industrial complex dealing with this issue.
We look forward to further productive cooperation with defense companies, because in recent years, interest in the development of the educational material base has increased. The supreme commander-in-chief has identified the main areas requiring the paramount attention of the defense industry sector, which is the expansion of the training, training and training grounds. I believe that the concentration of common efforts will contribute to the creation of effective time-appropriate and purpose TSS and ground equipment.
In the course of the practical implementation of combat training activities, automated collection, synthesis, transfer of results and information from training facilities to the head of training to combat training bodies, including the Situation Center of the Ministry of Defense, were carried out. Officials were given the opportunity to assess the level of readiness to perform tasks for missions from an individual soldier to a group of troops in the operational sector according to selected criteria in percentage and quantitative terms. In addition, on the pilot site, an approbation of a promising system of personal records of military training indicators was carried out using a wearable electronic card (chip card). This system of electronic registration of military personnel allows you to have information about each soldier at any stage of training, as well as his personal results, indicators and achievements. When expanding the capabilities of this system, it will become a segment of the training center for troops (forces) and control over their condition. The potential of the new system has shown its versatility in matters of interfacing with other existing automated systems.
It should be noted that the simulator, even the most technically advanced, will not be able to develop high moral and combat qualities, psychological stability and physical endurance, and inculcate life and lifestyle skills in the field. Therefore, during the training of troops, we do not abandon the former forms and methods of training, the best of which are used in conjunction with new ones. Tactical exercises on the ground remain the highest form of training troops.
THE MOST PERFECT TECHNIQUE EVERYTHING EQUALLY MANAGES PEOPLE
In order to increase combat capabilities, work is underway to train servicemen under contract, as well as to develop new types of weapons, military and special equipment.
We all see how rapidly our army is being re-equipped with modern models of equipment and weapons. In 2015 alone, more than 30 thousand units of promising and modern weapons, military and special equipment (VVST) were delivered to the troops. New weapons retooled more 200 military formations. At the same time, contract servicemen are becoming increasingly common. And modern equipment must be properly exploited, skillfully applied in battle, professional soldiers must be properly managed, have credibility, and therefore we cannot do without trained commanders and primary-level specialists. The armed forces will simply stop their development if we omit this issue or consider it secondary.
One of the main tasks facing the Main Directorate of Combat Training today is the task of coordinating the activities of the military administration bodies in training junior specialists in order to provide the troops with competent junior commanders of divisions, crews, crews and specialists who are fully trained for trouble-free operation and skillful application of entrusted WMST. I want to note that if in 2013, about 700 junior specialists were prepared for working with new models of weapons and military equipment, then in 2015, more than 6 thousand were already produced.
At the initiative of the State Security Directorate of the Armed Forces of the Russian Federation, in accordance with the instructions of the Minister of Defense of the Russian Federation, working groups of the central military administration and military districts evaluated the effectiveness of training units and military units for training junior specialists. Such work on the scale of the Armed Forces was carried out for the first time - more than 40 training units and military units were tested. The results of our work were summarized and analyzed by us, and communicated to the military authorities directly responsible for the training of this category of military personnel. As a result, long-term plans were developed for the development of training units and military units up to 2020, which took into account and linked together all the issues of training specialists.
The State Security Committee of the Armed Forces of the Russian Federation takes an active part in the work on optimizing the training network in accordance with the planned indicators for the implementation of the decrees of the President of the Russian Federation from 7 in May 2012, aimed at increasing the number of contract servicemen and reducing junior conscripts to 2020.
If we speak in general about the development of the training network, it is proposed to train specialists in the operation of the most sophisticated, high-tech weapons and military equipment centrally at interregional training centers, where training on related VUS will be carried out, will be rationally used by VVST, TCB and UIB availability of highly professional teaching staff. These will be training centers for types and types of troops of the Armed Forces of the Russian Federation, where the methodology of personnel training will be formed, intended for the posts of junior commanders and specialist soldiers.
It should be noted that the planning and conduct of combat training activities is taking into account the existing and potential external threats to our state, the emergence of new unstable regions in the Middle East, Ukraine and Central Asia.
HIGH INTENSITY PLUS COMPETITION
In today's conditions, much attention is paid to interspecific training. The issues of organizing interaction and joint actions of formations, military units and subunits of branches (types of troops) of the Armed Forces are worked out during all exercises and tactical exercises from platoon to army without exception, including issues of training combat missions at unfamiliar training grounds. During the exercises, the troops (forces) work out the issues of comprehensive support and conduct of combat operations as part of the tactical groups and the whole group of troops.
Large-scale surprise checks are complex. Among the challenges are testing the readiness of the command and control system and the ability of the command posts to work in the field. No less important was the operational movement of troops over long distances by land, air, water.
Thus, from February 8 to February 12, a sudden inspection of the troops (forces) of the Southern Military District and the Airborne Forces was conducted. The main thing that was tested was the readiness and ability of the troops in the created interspecific groups to fulfill combat training tasks in a short time when crisis situations arise in the southern and south-western directions. More than 50 of command and control bodies, formations and military units, about 8,5 thousand soldiers, more than a thousand units of samples of military equipment, airplanes, helicopters, ships and ships were brought to the inspection. Training and combat tasks were carried out at four land ranges and in the waters of the Black and Caspian Seas by conducting practical actions by troops during exercises with live firing. In general, the administration, troops and forces performed the tasks during the exercises, and their actions were evaluated positively.
In addition, control units on the main subjects of combat training (fire, tactical, special tactical, special, flight and maritime training, driving military vehicles and cars) were conducted with units of the Southern Military District who were not involved in training, and their individual training was assessed. In the course of the training, test and test shooting were conducted, at which the personnel showed high fire and tactical training, and their commanders demonstrated methodical skills in conducting combat training activities. It should be emphasized that the constant surprise checks of troops with their transfer to unfamiliar polygons qualitatively affect the march training units.
In order to improve individual performance and professional skills of personnel, crews, calculations, we continue to actively improve the system of all-army competitions and field training competitions. We can say with full confidence that competitiveness in the system of combat training of troops over the past three years occupies one of the leading places.
Army competitions are applied direction and act primarily as an element of combat training. At the stages of selecting the best there is a competition in companies, shelves, brigades, divisions, armies, then district competitions. So the daily training of troops is reflected in the competition.
Army international games contributed to improving the quality of both individual training for servicemen and units as a whole.
The Defense Minister of the Russian Federation, Army General Sergei Shoigu, in his report at the extended meeting of the Collegium of the Ministry of Defense of the Russian Federation 11 in December 2015, noted that all pilots performing combat tasks in Syria took part in the Aviadarts competition at various stages. The effectiveness of their work can be judged by the real changes in the situation in Syria.
Crews of the IRA “Grad Sviyazhsk” and “Uglich”, winners of the last year’s Caspian Cup competition, during the Russian military operation in Syria successfully coped with the task of launching Caliber cruise missiles from the designated area of the Caspian Sea to the infrastructure of the Islamic State. In the course of preparation for the games, selection measures have been planned and are already being held for each competition.

In June, the All-Army competitions were planned with the participation of teams of not only the Armed Forces, but also other law enforcement agencies, defense enterprises and DOSAAF (military service veterans).
This year, from 30 July to 13 August, an 21 international competition was planned for the 19 training grounds of the military districts of the Russian Federation and two competitions in the Republic of Kazakhstan (“Artillery Master”, “Sniper Frontier”). Teams from 46 states are invited to participate in the games. Special groups have been set up in the Ministry of Defense of the Russian Federation to analyze the International Army Games, where, along with the professional training of military personnel, the technical component of the equipment and weapons of our army is also analyzed.
Based on these analyzes, changes are made to existing courses and programs of combat training and new ones are being developed.
