Berlin and Paris are building a new world power center in Europe
It should be noted that the unification of Europe is a completely natural process that can be traced since the times of the Roman Empire, the state of Charlemagne the Great, the Holy Roman Empire of the German nation, up to the success of the Third Reich. The question was which center would lead this process - initially it was Rome and Paris, the Hapsburg Empire, then Berlin joined. At present, the integration of Europe is headed by France and Germany, and the United Kingdom, as it was in previous centuries, inserts sticks into the wheels.
The processes that we have recently observed in Europe confirm the conclusion about the creation of the “United States of Europe” (or the “Fourth Reich”). The financial and economic crisis, the growth of social and political instability at the same time reinforce two trends - the growth of nationalist, separatist sentiments and integration processes. Europeans are faced with a choice: either the world of “neofedal” fragmented Europe, torn by old and new contradictions, conflicts and wars (this scenario benefits the United States and Great Britain, the weak Europe will still have to rely on the Anglo-Saxons), or further integration, the creation of some new superstate, which will become one of the powerful independent centers of the future multipolar world.
The essence of the proposals of German Chancellor Angela Merkel and French President Nicolas Sarkozy (they have already been called “Merkozi” in the press) for reforming the European Union in the following: it is necessary to create a so-called. fiscal union. The new institution should ensure that the budget deficit of the countries of the European Union does not exceed 3%. And in case of violation, sanctions should immediately follow. In order for this decision to be realized, it is necessary to change the treaty on the European Union (or conclude a new one) to tightly control the spending of budget money and the volume of public debt of EU member states.
This needs to be done, because the EU countries are under the shock of the debt crisis. It arose from the fact that, although the euro became the single currency of most European Union states, they nevertheless did not create a common budget. Previously, budget debts were financed by inflation, i.e. printing of national currencies. Now for all national governments in the eurozone, this path is closed. Therefore, they all began to get into debt, especially in this “southerners” succeeded - Greece, Italy, Spain and Portugal. As a result, this led to the current crisis and threatens the collapse of the eurozone, the EU. A number of Western financiers, including the famous Soros, spoke about the need to release the debt obligations of the EU as a whole, this should have stopped the crisis, bought time. But this decision does not suit Berlin, because means that the most powerful European economy - Germany, will have to take on the debts of other countries.
Sarkozy speaks of the “last chance” for the EU
The French President, speaking at the summit of the European People’s Party, said that the European authorities need to agree on a change in the economic policy of the European Union at the current EU summit. Otherwise, the second such opportunity to save the region among European politicians may not be. In his opinion, the EU has only a few weeks to make a decision.
In addition, Sarkozy, speaking in Marseilles, said that he was not against the agreement between 27 EU states, but in case of difficulties, France is ready to sign a new treaty with 17 eurozone member countries.
With the support of this idea, the head of the new Spanish government, Mariano Rajoy, spoke out. According to him, the EU countries need a “big budgetary discipline” and the establishment of additional control to prevent the recurrence of such a crisis, which we are currently seeing. Luxembourg Prime Minister Jean-Claude Juncker, he is also the chairman of the European Group (17 Council of Ministers for Finance of the Eurozone States), also said that he has no objections to the idea of Berlin and Paris. The reform must be carried out at the level of 27 of the member states or between 17 member states of the EU.
"Dissenters"
At the head of the "disagree" with this plan was made by London. England has been and remains historical an adversary of the unification of Europe around Paris or Berlin. Great Britain actually entered the European Economic Community in 1973 precisely in order to impede European integration in every way.
For the Anglo-Saxons, the unification of Germanic-Romance Europe will be a failure of the centuries-old policy of ventilating various centers of power and their dominance in Europe. In the 18 century, London successfully opposed Prussia and France, at the beginning of the 19 century buried Napoleon’s dreams of a united Europe. In 1871, a new threat emerged - fragmented Germany was united by Bismarck into a powerful empire, which became a contender for the role of European leader. The Iron Chancellor in the shortest possible time from a fairly loose association turned Germany into a military-industrial giant. It was necessary to organize a world war, when the two main rivals of the Anglo-Saxons - Russia and Germany - to the joy of London and Washington, drained their empires. The creation of the Third Reich completed the work, as it seemed to the Anglo-Saxons, Berlin was forever removed from world politics.
Now the process of European unification is led by Paris and Berlin, although it is clear that the role of Germany will be more significant. And London is again sabotaging the process, their “clients” - Poland, Romania - provide partial support to the Anglo-Saxons. Therefore, it is possible that the French and the Germans will have to reform only the euro area, because EU reform is blocking England.
The chances of creating a “European United States” are very large. This means that a powerful superstate with a 300-million will arise on the border of Russia. possessing high technologies in the field of space, weapons, biotechnologies, nuclear weapons (French arsenal), powerful economy. Given the situation with migrants, the growth of nationalist, xenophobic sentiments, confusion in the Islamic world, it is likely that this will be a kind of “Fourth Reich”. European citizens are waiting for further cuts in consumption, tougher discipline (about gay parades and so on. “Joy” of a relaxed life will have to be forgotten). Berlin and Paris will fight for survival. It is time for Russia to think about its policy regarding this education, it seems that relations can be allied.
Sweden also expressed its special position. Swedes do not want to share their financial autonomy. Moreover, according to the Swedish Prime Minister Fredrik Reinfeldt, the reform of the founding Lisbon Treaty for the EU will not solve all problems.
The traditional allies of the Anglo-Saxons - Romania and Poland - also expressed their disagreement. Romanian President Traian Basescu said that his Romania opposes changes to the EU treaty proposed by France and Germany. Commenting on the proposals of the French and Germans to reform the governance system in the EU, the Romanian president said that his country "cannot accept the European Union, which includes two categories of states." Polish Prime Minister Donald Tusk said that in Europe 27 countries are not 17 or 17 "plus" a few more states. “The crisis will close the lid of our coffin if we decide to get rid of Europe as part of 27 countries.”
Although after the negotiations all countries except Britain softened their positions. The document, which is published on the website of the European Commission, says that 9 countries (Bulgaria, Czech Republic, Hungary, Romania, Poland, Latvia, Lithuania, Denmark) are ready to join the new agreement tightening control over the expenditure part of budgets and public debt. ). However, only after the approval of these proposals at the level of national governments. That is, the contract may be signed in the format "17 of the countries of the euro area plus 9 of the EU countries."
Balkan direction
December 9 The representatives of Croatia and the European Union signed an agreement on the entry of the Croatian state into the EU in the middle of the year 2013. On the part of Zagreb, the agreement was signed by President Ivo Josipovic and Prime Minister Jadranka Kosor, and on the part of the EU by the heads of state and government of all 27 member states. Now the treaty must be ratified by the parliaments of all EU countries, and until then Croatia will retain observer status. In addition, the Croats themselves must approve the agreement - a referendum on this matter should be held at the beginning of 2012. So far, according to opinion polls, joining the European Union approve of the order of 60% of Croatian citizens.
The European Union also postponed the assignment of Serbia and Montenegro the status of candidates for EU membership. The issue of Serbia has been postponed until March 2012. EU leaders called on the Serbian government to improve relations with Pristina (Kosovo). Belgrade was expected to open the road to the EU before the end of this year. The Serbs arrested and extradited to the Hague Tribunal all war crimes suspects during the Balkan War, the former Chief of the General Staff of the Republika Srpska Ratko Mladic and the former President of the Republika Srpska Krajina Goran Hadzic. Belgrade applied for membership of the European Union in 2009 year.
As for Montenegro, Cetinje was informed that Brussels will monitor the progress of legislative reform in this country and negotiations with the Montenegrin side will continue in June of the 2012 year.
