On the issue of restoring the plant "Gidropribor"

The Council of the Ordzhonikidzevskaya settlement organization of the Russian community of Crimea 26 November 2014 prepared an open letter requesting the restoration of the Gidropribor plant (Dvuyakornaya Bay, the Black Sea, South-Eastern Crimea) (http://vladko2008.livejournal.com/4833. html).

29 November 2014. An open letter was sent to the President of the Russian Federation, Supreme Commander-in-Chief of the Armed Forces of the Russian Federation V.V. Putin, copies of the open letter to the Russian government, the Russian Defense Ministry and the General Staff of the Russian Navy, the Government of the Republic of Crimea and The Russian community of Crimea (Simferopol), the heads of the OJSC “Concern“ Marine underwater weapon - Gidropribor "(St. Petersburg) and PJSC" Dvuyakornaya Bay "(urban settlement of Ordzhonikidze, Feodosia).

The plant “Gidropribor” is the oldest Russian manufacturer of underwater weapons in Russia. In April 2014, he celebrated his 100 anniversary. In 1911, under the direction of Rear Admiral Mikhail Vladimirovich Bubnov, the second most important person in the Marine Ministry of Russia, it was in the Crimea and in Dvuyakornaya Bay, with Russia and other outlets to the seas, the construction of one of the oldest torpedo factories of the Russian Empire began.

For many years the plant "Gidropribor" was engaged in research and development work, testing and "dry" bulkhead of electric torpedoes of various calibers and types, production of unique equipment for monitoring the serviceability of torpedo weapons directly on fleets, as well as education and training of specialists for the Navy. During the Soviet era, the enterprise was one of the flagships of torpedo engineering for the Soviet Navy.

Veterans of the “Gidropribor” plant transferred their knowledge, skills and abilities to the young people who came to replace them, who adequately poured into the workforce and remained happy to live in their native village. In 1990, there were about 5000 residents in Ordzhonikidze, thanks to the enterprise, a village infrastructure was created and developed.

On the territory of the Gidropribor plant there is a section of the Black Sea coastline created by nature with unique hydrological factors, namely, a combination of the depths and bottom landscape of the coastal water area with the coastal outline of the bay.

After the collapse of the USSR, the Gidropribor plant, the city-forming for the urban-type settlement of Ordzhonikidze (part of the city of Feodosia), was closed. The active working life in the workers' settlement, which had a special status due to the defense significance and specificity of the classified production, ceased, and the local residents, especially the young, began to leave. The population of Ordzhonikidze was reduced almost 2 times.

From April 2003 of the year and over the next 10 years, the company “changed the status and form of the organization”, it was passed from hand to hand, first to the communal property of Theodosia, and then generally, in October 2007 of the year, it was sold by Alminsky Stone »(Dnepropetrovsk, Ukraine). Such “production management and capacity utilization” of the Gidropribor plant actually led to its plundering and the destruction of the enterprise as such, the loss of the potential accumulated by the labor collective. At the same time, “75% of shares + 1 share of the enterprise” is still privately owned by the Ukrainian oligarchs, the total wage arrears to the workforce are already more than 16 million rubles. The territory of the plant "Gidropribor" in 17 hectares with a protective pier and the embankment "foreign owners" are going to illegally use for parking for yachts, recreation and entertainment.

At present, not only Ordzhonikidzevtsy and Feodosiytsy, but all Crimeans are waiting for the government of the Republic of Crimea, the leadership of the city administration of Theodosia, to be decisive and operational, in accordance with the legislation of the Russian Federation and the international regulatory legal framework, to return all “held by foreign legal persons "assets.

The restoration of the Gidropribor plant will create jobs and solve social issues in the region, revive the infrastructure of the military-industrial complex that existed on the Crimean peninsula and strengthen the historical victories of the Black Sea sailors, the patriotic spirit, to make a significant contribution to the protection of the national interests and security of the Russian Federation.

The open letter (http://www.ruscrimea.ru/news.php?point=3960) was handed to most of the recipients in the first decade of 2014.

The Russian Ministry of Defense supports the expediency of restoring this enterprise in the interests of fulfilling the tasks of the state defense order. It is considered expedient for the revival of a unique plant to attract large defense enterprises producing marine underwater weapons, such as OJSC Concern MPO-Gidropribor, St. Petersburg, with the registration of all legal procedures of ownership and investment in the restoration and development of the production base.

The Council of the Ordzhonikidze village organization of the Russian community of Crimea in this article draws attention to the need for active public support for the initiative of the residents of the urban settlement of Ordzhonikidze, the city of Feodosia, veterans of the “Gidropribor” plant and the labor collective of PJSC “Dvuyakornaya Bay” in restoring the “Gidropribor” plant. Returning to the previous profile of work, most likely does not make sense. But the creation on an existing base of an enterprise engaged in promising specialized developments would most likely be justified.

Very glad it would be just wonderful !!! And if such a practice were applied nationwide ... ??? How many such unique enterprises have deliberately devastated in the dashing 90s, pri-x-privatizers are worthless, Chubais and Gaidars ...

Well, yes, the defense industry is badly collapsed ... The question is that money for restoration needs to be measured. Even at those enterprises that are currently working, salaries are not the highest. It all depends on state policy. If you want, you can restore a lot.

I agree, but with a reservation. Not if you want to, but simply have to revive the production facilities that were barbarously plundered in the "dashing 90s"

It is time to collect stones, and give money not to banks, for the next plunder, but purposefully to enterprises for development and operation.

      creation on an existing base
I do not understand your idea. Returning to the previous profile does not make sense, but creating something new, come on? What money is needed there, what is needed there. But in the first case, there is something (the base, specialists, etc.), and in the second, starting from scratch (the base, specialists, etc.)

I do not agree with you, it was in this place of the Black Sea that almost all underwater and most of the "surface" weapons were tested during the Soviet era. The depths and climate allow.

On a bet! Will restore! My "indiscriminate" optimism is based on communication with the guys from the Crimean research institutes, some of whom just a couple of weeks ago defended their work under Russian laws))))

I was engaged in this type of weapon in the service, Crimea is good in that it is possible to engage in tests year-round, and besides, there is infrastructure, even if in a deplorable state, and the question of the owner is not a question for the state! If there is financing, then there will be everything and specialists with production capacities!

The deplorable state does not need to be restored.
It is necessary to immediately install modern equipment.
It will cost less and bring more benefits

The restoration of any production in Russia is good by definition.
Restore unambiguously! This, not only is jobs, it is also the development of science. This is taxes to the budget, this is social. Plus infrastructure development like hospitals. kindergartens, schools, secondary and higher educational institutions.
    Reestablish.
At the same time, we'll see. WHO will be against ...

All this is right and healthy, but is it not safer to build ALL ALL defense enterprises in the central part of Russia, or in areas such as Pskov, Voronezh, Ryazan, Belgorod, I think the idea is clear.

Of course, it is necessary to restore - this is Crimea - the outpost of the Russian Armed Forces on the Black Sea. The hydraulic appliance there was not accidentally created in the old days, and maybe it was not accidentally destroyed. Subsequently. Moreover, it is necessary to solve the problem of employment of the Crimean population - not everyone can work on a catch in the sphere of resort business.

Necessarily needed, how to raise the instrumentation as a whole. This is optics, electronics, precision mechanics and much more. Otherwise, we will run after German optics, Japanese electronics and Swiss chronometers. Instrument-making, like machine tool-making is the foundation of industry.

I think it is necessary to restore it. If, for example, there is no opportunity to immediately engage in "work on the profile", there is no necessary equipment, personnel, etc. it is better to turn to the fleet, to determine its needs at the current moment, usually some kind of repair of instruments and apparatus is usually needed, not necessarily large. To launch the enterprise so that jobs and employees have already appeared, the real process of restoring the enterprise with the necessary infrastructure has begun. And after that, it is already possible to install specialized equipment and launch it as "Gidropribor". Otherwise, you will need to invest a lot of money in recovery, while the investments will not begin to be beneficial for a very long time. And so people will be provided with jobs, and the restoration will be carried out on the basis of what exactly will be produced, developments do not stand still, by the time of commissioning the enterprise will begin to produce exactly what it is intended for.

      Mitrich! Almost correct good
And after that, already install specialized equipment and launch it as "Gidropribor"
      But this is completely unnecessary!
Gidropribor is a private shop. And if something is for your money - who's stopping? Only the "successes" of Gidropribor in recent history are associated exclusively with the "virtuoso saw". for the "colonies" of Gidropribor (in particular Dagdizel) do not have to rely on the benefit of the "metropolis". (I recommend reading Maxim Klimov)
But the state plant or research center, and under the auspices of the Navy - that's it!

    Personal observations:
Building structures of buildings and structures of the plant are a rather unsightly sight today. In the buildings - some service stations and other small sharashka. Moorings - used for the parking of a personal small fleet. The walls of the berths are unsightly; they have not been repaired during the years of Ukrainization. Garages-boathouses (actually, cottages) were built around the territory of treatment facilities. Housing stock is currently all private, dilapidated, there are few places for the construction of new housing for new staff. Energy is being pulled apart by apartment-new buildings and private cottages.

"Poor nudists" will not go anywhere ... bully
Personal observations (after all, my homeland, after all!): (adding to the observations of the distinguished "ma_shlomha") hi
Rather than moving from Orjo to a nudist beach along all five capes (and "according to the classics" it has always been, since Soviet times, between Cape Fifth and Chameleon Cape), it would be better to "settle" in the urban settlement. Koktebel (former urban settlement Planerskoye - in Soviet times, naturally), so it will be closer. Of course, if you do not bend your heart, lovers of "naked" rest have not been particularly shy lately and begin to "get high" after the First Cape, but not everyone likes it, because in Orjo itself, the beaches are very small, and the "dressed" people stretch right up to the Third Cape.
The places around Orjo are really unique in their own way, beauty! .. And the view of Kara-Dag? But it is still better to rest in Koktebel, the infrastructure there has long been "sharpened" as a resort, and Ordzho, as it was, essentially remained a "working" village, despite almost 20 years of attempts to adapt ... In the 90s there Muscovites and St. Petersburg residents bought up apartments in batches at bargain prices (it looked very much like "genocide", only this ... refined, or what?)
To restore the Gidropribor plant (secretly: he worked there for a year after school, workshop # 2 ...) in its original form and purpose ... I don't know ... More "YES" than "NO". Total devastation ... By the way, why is it not said about the second sister plant - "Gidroapparat"? They were also doing very serious things there ...
