On the issue of restoring the plant "Gidropribor"

The plant “Gidropribor” is the oldest Russian manufacturer of underwater weapons in Russia. In April 2014, he celebrated his 100 anniversary. In 1911, under the direction of Rear Admiral Mikhail Vladimirovich Bubnov, the second most important person in the Marine Ministry of Russia, it was in the Crimea and in Dvuyakornaya Bay, with Russia and other outlets to the seas, the construction of one of the oldest torpedo factories of the Russian Empire began.
For many years the plant "Gidropribor" was engaged in research and development work, testing and "dry" bulkhead of electric torpedoes of various calibers and types, production of unique equipment for monitoring the serviceability of torpedo weapons directly on fleets, as well as education and training of specialists for the Navy. During the Soviet era, the enterprise was one of the flagships of torpedo engineering for the Soviet Navy.
Veterans of the “Gidropribor” plant transferred their knowledge, skills and abilities to the young people who came to replace them, who adequately poured into the workforce and remained happy to live in their native village. In 1990, there were about 5000 residents in Ordzhonikidze, thanks to the enterprise, a village infrastructure was created and developed.
On the territory of the Gidropribor plant there is a section of the Black Sea coastline created by nature with unique hydrological factors, namely, a combination of the depths and bottom landscape of the coastal water area with the coastal outline of the bay.
After the collapse of the USSR, the Gidropribor plant, the city-forming for the urban-type settlement of Ordzhonikidze (part of the city of Feodosia), was closed. The active working life in the workers' settlement, which had a special status due to the defense significance and specificity of the classified production, ceased, and the local residents, especially the young, began to leave. The population of Ordzhonikidze was reduced almost 2 times.
From April 2003 of the year and over the next 10 years, the company “changed the status and form of the organization”, it was passed from hand to hand, first to the communal property of Theodosia, and then generally, in October 2007 of the year, it was sold by Alminsky Stone »(Dnepropetrovsk, Ukraine). Such “production management and capacity utilization” of the Gidropribor plant actually led to its plundering and the destruction of the enterprise as such, the loss of the potential accumulated by the labor collective. At the same time, “75% of shares + 1 share of the enterprise” is still privately owned by the Ukrainian oligarchs, the total wage arrears to the workforce are already more than 16 million rubles. The territory of the plant "Gidropribor" in 17 hectares with a protective pier and the embankment "foreign owners" are going to illegally use for parking for yachts, recreation and entertainment.
At present, not only Ordzhonikidzevtsy and Feodosiytsy, but all Crimeans are waiting for the government of the Republic of Crimea, the leadership of the city administration of Theodosia, to be decisive and operational, in accordance with the legislation of the Russian Federation and the international regulatory legal framework, to return all “held by foreign legal persons "assets.
The restoration of the Gidropribor plant will create jobs and solve social issues in the region, revive the infrastructure of the military-industrial complex that existed on the Crimean peninsula and strengthen the historical victories of the Black Sea sailors, the patriotic spirit, to make a significant contribution to the protection of the national interests and security of the Russian Federation.

The Russian Ministry of Defense supports the expediency of restoring this enterprise in the interests of fulfilling the tasks of the state defense order. It is considered expedient for the revival of a unique plant to attract large defense enterprises producing marine underwater weapons, such as OJSC Concern MPO-Gidropribor, St. Petersburg, with the registration of all legal procedures of ownership and investment in the restoration and development of the production base.
