Boris Kalachev: “The problem of drug addiction is comparable to environmental and nuclear”

Boris Kalachev: “The problem of drug addiction is comparable to environmental and nuclear”According to the Federal Drug Control Service of Russia, in our country - 8,5 million people, to one degree or another dependent on drugs, every year tens of thousands of drug addicts die. And there were years when 120-140 thousands died too! 26 June 2013 The report of the UN Office on Drugs and Crime stated the leadership of Russia in the number of people who inject drugs. If you believe this assessment, then almost every 50 Russian is with a syringe ... Century editor-in-chief Alexei Timofeev talks about the past, present and future in the field of drugs with the author of our publication, candidate of law Boris Kalachev.

- Boris Fedorovich, the statistics on drugs is heavy, it just depresses. And here the other day oppositionist Alexei Navalny said that in Moscow there are up to a million drug addicts ...

- That's how rumors are born! It turns out that with a population of the capital in 12 million people, every 12 is a drug addict! We must say this! These are some purely political games, or, as they say, a man blurted out without thinking.

But the situation remains difficult. I started working on the drug problem from 1979, from the student’s seat. It turns out, 35 years over her bloat. As far back as 1980, I carried out the first mathematical calculations in the USSR about the “price” of illegal drug trafficking. For the end of 1970-x such reached 109,4 million Soviet rubles or $ 182,3 million at the rate of the ruble of that time. The amount seemed enormous, it was hard to believe. Today, this is a miser, since “black” drug trafficking exclusively on the territory of the Russian Federation is estimated to be no less than $ 25 billion - 137 times more than in the entire Soviet Union of the end of 1970's! So with drug users. Then there were about 60 thousand people registered, and now, according to health data, more than 530 thousand or 9 times ... And absolutely contrasting statistics: in 1950, for the first time in the RSFSR, the health authorities were addicted turned, attention, 153 addict. In 3,5, a thousand less than today ...

Of course, scientists all these years have trumpeted in all the pipes, advised, called upon, urged to give the drug business hydra on the head in such a way that little would seem. Future trends in the medium term, up to five years ahead, were predicted in advance and fairly accurately, according to them were proposed complexes of measures - interdisciplinary, at the intersection of many sciences, and interdepartmental, with the participation of almost all structures: state, public, political, as in the center, and on the ground ... However, it was recommended to recommend, but it was not always possible to implement the intentions.

- Why? The case was sabotaged, there were not enough professionals, money?

- Modern language is customary to say - political will is not enough. However, there is in our stories and a positive example. In 1980 I happened to explore a lot of funds of state archives. In particular, these are the documents I found in the Central Archive of the USSR Ministry of Internal Affairs. After the removal of Nikita Khrushchev from power in 1964, the Councils of Ministers of the RSFSR and the USSR poured letters from parents whose children were addicted to drugs during the “Khrushchev thaw” period. In the RSFSR they fell to G.I. Voronov, and in the union office - to A.N. Kosygin. In one of these letters, a Saratov resident complained: “... For the second year already, this infection has spread to more and more people. It is enough to visit squares, on Chernyshevsky Square, near the Dinamo Stadium, in the Covered Market, on Kirov Avenue, in order to see with your own eyes groups of schoolchildren, working boys, and students who smoke hashish. Now a number of parents are taking their teenagers out of the city, both from those affected by plague or cholera ... ” In the end, all these people's tears were collected, studied other “hot” information, subjected to a general analysis, hooked up by the KGB of the USSR, and by joint efforts for three or four years, the problem was pacified somewhere to the middle of 1970's. So the answer to the question: decided - done! By the way, what is unpleasant for me, a veteran of the internal affairs bodies, to say, in the course of that operation, secret communications of various levels with organized drug-related crimes came to light. Then there were closed military tribunals, harsh sentences were announced ... In general, an instructive, albeit a sad story.

- Did you mention the “hot information” collected along with the citizens' letters, what was meant? And why only for ten years it was possible to contain the further growth of the problem?

- Information? She was plenty. For example, in the report of criminological experts of the Ministry of Internal Affairs of the USSR it was reported that in Turkmenistan alone there were then 250-300 thousand drug addicts. In the country, drug traffickers from Central Asia and the Transcaucasia acted, drugged the major cities of the European part of the RSFSR. One mafia group of some Ibragimov from 200 gangsters sold 100 kg of medical morphine and cocaine, thus providing the black market with millions of doses! At the same time, in Kirghizia, collective and state farms refused to provide shelter and food for police officers assigned to destroy illegal opium poppy and cannabis crops. The leaders of the rural communities of Central Asia asserted that these plants "increase the well-being of the collective farmers" ...

And for a long time to stop the problem failed for a simple reason. The theory of "developed socialism" rejected the very possibility of the presence in the country of the communist future of negative social phenomena - drug addiction, prostitution, vagrancy, and others. And there is no negativity, which means there is nothing to resist. It’s like a naked king tale. Without careful supervision, the problem of addiction began to gain momentum again.

By the way, the experts in 1970, among other things, expressed the opinion that an environmentally thoughtful replacement of wild hemp growing in the Chui Valley with other plants was needed. At the governmental level, this proposal was rejected under the pretext that in this case, sand would immediately fill up everything, and the entire Soviet Union would become Karakum. It is hemp, it turns out, which restrained the disastrous movement of the sands, and no other crops were supposedly overwhelmed by such an ecological property. Stupidity? No, deliberate, self-serving lobbying of the interests of organized drug crime. Which existed exclusively in the bourgeois world, as they drove into the head of the people. Familiarize yourself with Chingiz Aitmatov's novel “The Block” - and you will understand everything.

“Well, such facts are characteristic both for the Soviet period and for the following years, and not only for the drug problem ...”

- I know one thing. The silence led to thousands of deaths of allegedly non-existent drug addicts! Working in the criminal investigation, I had to see all this with my own eyes many times. Moreover, among the working youth, students were used mainly, so to speak, plebeian, primitive drugs - marijuana, hashish, household chemicals. And the “elite” youth, the children of the “big people” were familiar with heroin, cocaine, and LSD. But it was simply forbidden to pry into the social strata of operatives-policemen; in fact, the Ministry of the Interior was fighting crime among workers, peasants and not too high-ranking employees.

You know, I can tell a bag stories that could not get into the press of those years. Here is such, for example, nightmare. In the second half of 1970, MUR employees encountered a terrible incident: two drug-teacher-teaching graduate dissertations (a homosexual couple) from a prestigious university of the capital were found dead in the apartment. They were found by the spreading smell of a corpse, the door was broken. We sat in the chair one on the other, and as it turned out, we were in a state of drug intoxication while living. The one that was on the bottom had his face torn together, his partner in a sexy rage smacked. And he himself choked with a lover stuck in the throat with an eyeball. Heroin was found in the apartment, very rare in those times. However, maybe such stories are not worth finding out for a normal person?

- Drug addiction for Russia is clearly a borrowed phenomenon, isn't it?

- Of course. I will not go into details, because I have already written enough about this, I would only note that before the development of the Caucasus and Central Asia by the Russian empire there was no drug addiction in the state. In the South, in the Kuban, Cossacks and peasants were well aware of the narcotic properties of cannabis, which grew in abundance, but the old-timers did not remember that someone stuffed cannabis marijuana, although they knew about the intoxicating properties at the time of flowering. But hemp oil was chewed with porridge, fried on it, used to treat ailments.

The conclusion is simple. The degree of spiritual and everyday culture, the level of a healthy lifestyle among ancestors was much higher than in our days, even if they lived without the Internet. They lived in the countryside among hemp fields and are not addicts. It would be nice to return Russian society to such standards of healthy life.

- It turns out that all the misfortunes after the development of the East began?

- No, the West threw up even more actively. Writers, artists, scientists, travelers after visiting regions of the world where household addiction was present, essentially promoted drug addiction in the Old World and the Russian Empire. Gautier, Dumas-father, Delacroix, Daumier, Flaubert, Conan-Doyle, Sigmund Freud, Berezin, Lukomski, Pelican, Miklouho-Maclay - the list goes on. Doctors put a hand, tried to rid opium of alcoholism, after which the drunkard became an opium addict. Opiomans were treated with morphine, morphine cocaine, cocainists - with heroin. And so in different combinations received new types of dependence. There was no experience yet, he came much later, decades later ...

- The use of cocaine and other drugs, by the way, is often found in books describing the events of those years. This is the story of Mikhail Bulgakov “Morphine”, his own novel “The White Guard” and the play “Zoykin's apartment”, where the Chinese sell cocaine in NEP Moscow. Kokainists in the punitive detachment of whites are mentioned in the “Silent Don” by Mikhail Sholokhov, it is written about those among the KGB men in Milgunov’s “The Red Terror” ...

- Yes, indeed, the problem then reached a qualitatively different level. Although the funds I studied at the Central State Archive of the Russian Federation (the Central State Archive named after the October Revolution, now the GARF) also speak of the active struggle of the Cheka officers on cocaine trafficking, for example, in Moscow.

The most superficial study of the drug situation of that time reveals much ... In the work of V. Garovoy-Sholtan, “Morphinism, its distribution and prevention” (Moscow, 1928), phantasmagoric examples are cited. It tells about one party member to whom his friend offered drugs "as a means to overcome fatigue and reduce the nervous tension caused by work during Yudenich’s offensive on Petrograd." The “club of morphinists”, created at the height of the revolutionary events on one of the warships, is described. No less instructive is the story of the prodotryad, where the nine drug addicts, inclined to the vice of the tenth fighter, ready on the way back "to give everything to get morphine." It was not by chance that the order of the Cheka and the Criminal Investigation Department “On the fight against cocaine speculation” appeared in 1918, signed by V.D. Bonch-Bruevich ...

- And what happened in 1930-e and during the Great Patriotic War?

- Under the Stalin regime, all persons who were somehow illicitly associated with drugs were subjected to isolation in prisons and camps. The society was forcibly, repressively cleared not only of dissidents, but also of drug addicts. This purge, as well as the Great Patriotic War, drove drug addiction in the deaf underground. But she was waiting for her hour, which came in 1953, when Beria, after Stalin’s death, released an amnesty for hundreds of thousands of prisoners, among which, in addition to the so-called political prisoners, breathed an air of freedom, intimidated scumbags, incorrigible recidivists familiar with the marathon from the time of NEP. They set the addiction rate, caught up in an ill-conceived "Khrushchev thaw." And during the period of “perestroika”, the events associated with drugs acquired a mirror similarity with 1960. However, each decade, each rise and fall in the drug problem can be given a separate interview.

- I have repeatedly heard about the impressive costs of combating drug crime and more than modest returns from them.

- Alas, alas. There is one more serious question here. It is not by chance that I always call for the adoption of good foreign experience. Take the same America, no matter how criticized it. Employees of the Office of Drug Enforcement at the US Department of Justice (DEA), by the decision of the courts, withdraw money from the drug mafia to the special anti-drug budget. And they spend confiscated not on salary increase, but on the improvement of working conditions, the purchase of special equipment, preventive measures, etc. From 1990 to the present, these revenues fluctuate within $ 200-250 million, or even higher (in addition to the annual state budget allocations for the maintenance of the service). Yes, with this money ... Similarly in Great Britain, Italy, other European states, Egypt ... We have no such practice, although there existed in the Russian Empire and in the era of Soviet power, before 1946. It was from Russia that foreigners adopted such fiscal experience, and we buried him. And now for us like that - fiction. Why? Because it was not a frivolous, but a real criminal lobby in 2003 that achieved the exclusion of confiscation of property from the Criminal Code. And the country has lived for three years without this repressive institution to the delight of drug lords, financial fraudsters, thieves, etc.

Quite a few sensible experts wrote hundreds of scientific articles, made no less public speeches in the press, on television, radio, on the Internet, organized a lot of conferences and round tables, even parliamentary hearings. The controversy was stormy. Ultimately, in 2006, with the assistance of the Presidential Administration, the confiscation was formally returned to the Criminal Code. But, firstly, not in the form in which it was before, that is, not as a measure of additional punishment, and, secondly, it is far from the forms of confiscation adopted in truly market-oriented states of the world.

- What is the difference between confiscation, as an additional punishment, and confiscation, what is in effect today?

- Great question. Confiscation, as an additional form of punishment, has existed in the Western and Eastern worlds, as they say, since the time of the King of Peas. In our country, she effectively worked for over a thousand years, until 2003. Its use means removing everything valuable from a criminal, leaving him as much as the English policeman put it at a round table in the State Duma to have “enough for a glass of milk and a piece of bread ". Now confiscate in the Russian Federation only such property is admissible, which by the court will be proven, as obtained by criminal means. In practice, this means: not caught, not a thief. Deputy Alexander Gurov liked to give such an example in this connection. “Imagine,” he said, “caught red-handed heroin dealer. Withdrawn the amount of money he received from the buyer for a dose of a sold drug, let's say one and a half thousand rubles, and heroin itself. And he still has 20 thousand rubles in his pockets. And home golden toilet. But do not dare to touch this money and precious metal, for it has not been proven that they were mined in a criminal way. ”

That is the difference. The country has launched a mechanism that is wild for foreigners: the criminals are cleaning the society, but the society is not able to take back the loot.

- Well, now - the perennial question: is drug abuse curable or not?

- In stories about the magic disaccustoming from drugs for a week, month, year - I have no faith, these are myths. When I was a teenager, smoking was addicted. Then after a decade in one day, he took it and left it! It took about three years for dreams to stop dreaming, as if I was dying to dizziness, and about five years to finally forget about this addiction. For alcoholics, the heat of weaning is even sharper, but for drug addicts, to be honest, I can’t even imagine what they are in pitch of hell when breaking occurs. People die from it! Yes, you can get rid of the physiological dependence, but the nail about the already tested “sweet high” is clogged in the memory. Will sit in the brain until death, only the indomitable strength of will can save from another fall. Drug addiction is a heavy burden. Those who show willpower, after a long time, “forget” about their experiences, fearing to lose their family, work, life - a little. Most pass a terrible way to the end.

Nevertheless, the last four years, the incidence of drug addiction is slowly declining, this is a welcome signal. And it becomes less, not so much because it has become better to cure, but because the preventive coverage of the population is increasing. Seeing all the same, many. One anti-tobacco propaganda is expensive. Two months ago, the Government approved a program on the broad social rehabilitation of addicts. In Russia, a real revolution in terms of overcoming vice can happen. I would like these plans to take place, to work at full capacity. Do not plunder the money allocated - it should work. The counting chamber and the prosecutor's office, other regulatory agencies need to be alert. But here it is impossible to overreach the stick, but instead of rehabilitation, there are solid checks.

It is necessary to more actively connect and religious communities.

Returning to foreign experience again, I’ll note: there, if the percentage of cured reaches 20-30 percent, this is recognized as the height of achievement. Moreover, the cost of such treatment is high, one day costs at least $ 100-300, and a mother addict with a child costs up to a thousand and more dollars. In Russia, the cost of treatment and its effectiveness, taking into account not the withdrawal of the abstinence syndrome, but the complete deliverance from the pathology, is a mystery. Unless, of course, do not focus on cheerful reports. I calculated how many children of drug addicts are born every year at the end of 1980, it turned out to be 25 million. Only in the USA 1988 was born in 375 thousand babies crippled by drug mothers ... I am not aware of modern numbers. One of my graduate students was engaged in this topic in zero years, bypassed maternity homes, collected statistics, made suggestions, but for some reason her recommendations didn’t turn out to be necessary after a successful dissertation defense in practice ...

- As you know, there are almost no long-lived drug addicts. Their brains, livers, and kidneys are burned to 30 years. But, as I understood, including from your articles, the threat of drugs to the genetic potential of mankind is especially great. Their historical role in the formation of a kind of dead-end branches of civilization development is monitored. Coca leaves that contain cocaine were a domestic drug among Inca workers. Europeans pioneers described the emaciated species of Coquero, a high mortality rate among them. According to chroniclers, Coca was one of the symbols of Indian Peru, a tragic symbol ...

- The founder of Russian neurogenetics, academician S.N. Davidenkov formulated the following law: the deeper the pathology of the ancestors, the brighter it appears among descendants. Even "light" drugs (although the division into "light" and "heavy" is inappropriate, the old woman with a scythe in those and others), affect human genetics and the consequences of their use can affect many generations. The rooting of domestic drug addiction inevitably leads to the degeneration of the nation ... Drugs are a strong, long-lasting genetic weapon mass destruction. That is why the problem of drug addiction is placed alongside the problems of environmental and nuclear.

- How, then, should the ideas arising in our country and abroad about the legalization of certain types of drugs or even drug addiction as a whole be treated? The discussion about this is constantly being conducted in the USA, strong liberal steps have been taken in Switzerland, in France and other states.

- Back in 1920, in a number of countries an attempt was made to legalize drugs, but each time it ended with a significant worsening of cases. Probably, the wheel of history is turning again, humanity is advancing on the same rake. Such ideas are realized largely from the powerlessness of the authorities to cope with drug traffickers, and then the state assumes the role of a legitimate gangster selling previously forbidden goods. However, believe me, the illegal drug business will not disappear. Similarly, the underground alcohol sector did not evaporate during the times of the “dry laws”, state monopolies, and the transfer of alcohol to commerce. Unscrupulous part of the population stubbornly drove the moonshine.

Over the decades of immersion in the topic of drugs, I came to the conclusion: their legalization is the mafia's method of transforming revenues from “dirty” money into “clean” money. As a result of legalized drug policies, it is no longer spontaneous, but a market for drug sales is being organized in an organized manner, that is, with the support of the state, something is being created that inevitably destroys it. After all, hashish, cocaine, heroin and other drugs are still nothing other than alcohol or tobacco. The chemical happiness obtained from drugs is more powerful than X-VUMX-15 vodka, faster and more addictive. In addition, practice shows that every addict during his life on average, another seven people are involved in this quagmire.

- Yes, but popular youth magazines enthusiastically describe foreign experience, where city authorities donate parks to drug addicts with a registered issue of potions and clean syringes. It would seem that everything is not bad - the dark corners were cleared, the police became easier, and the drug addicts who lost their human appearance became a clear anti-advertisement of vice ...

“The book by the Dutch writer Yvonne Köls," The Mother of David S., Born on July 3, 1959, "sat in my memory. I recommend to read. This documentary novel, written after meetings and conversations with parents of drug addicts, is popular in Spain, the USA, France, Germany, other countries. The father of one of the drug addicts, who has fallen into complete despair, shouts on the street: “People! Listen! Drugs ... This is not the age of cosmonautics, this is the century of drugs! .. Let the death penalty be imposed again! The death penalty for all drug dealers, because they are killers. Money-hungry murderers from around the corner, killing our children! .. We must demand the mandatory hospitalization of all drug addicts. When an epidemic of poliomyelitis or meningitis begins, patients are also taken to hospitals, not only in their own interests, but also to prevent the spread of infection. And let the addict walk for himself, although he is contagious, he draws his friends into drugs ... And in the Netherlands there are enough progressive teachers and youth leaders who approve the so-called soft drugs and even recommend them! .. Hashish and marijuana open the door for heroin! .. what is the government doing? It stimulates drug use! In the seventy-sixth, a new opium law was introduced: storing up to thirty grams of cannabis is no longer a crime! And the government allows the price of different varieties of hashish to be announced on the radio! And no one else, like the son of our minister Forrink! .. What happened to me may soon happen to thousands. And no instance will help! Children are dying, parents are dying, the country is dying. The Netherlands are dying ... "

- The influence of external organized crime has a strong impact on the rule of law in our country. How many articles have already been published and filmed a film about the situation in the same Pamirs, where drug smuggling from Afghanistan is flourishing. The case is thoroughly settled, the whole system works with its intelligence, militants, high connections and silent support of the population. Have we adapted American standards when, according to local experts in 1989-1991, the influence of criminal syndicates "penetrates from the city streets into the halls of Congress". Indeed, according to political strategists, 15 percent of the sums spent on election campaigns are allocated to Cosa Nostroy, and, according to another researcher, at least 25 deputies were elected to the Senate House of Representatives with the assistance of this criminal organization.

“We touched on the epic with the confiscation of property. What is the topic of corruption again to expose? The picture is really alarming. If we consider the East, whether it be the post-Soviet republics or Afghanistan, and in Asia ethnologists and the Caucasus include, there, on the ground, an innumerable number of plots with poppy crops, fertilized with caustic chemistry. Nitric, even more poisonous opium is collected from the poisoned milky juice, and “atomic” heroin is synthesized. Already during anti-drug operations at sunset, there was a dull opposition, and at a high level. There were helicopter and other failures. At the end of 1980-x - the beginning of 1990-x, I used to take part in anti-drug campaigns in those regions. So, the officials of the airfields, employees of the anti-drug units prevented the refueling of helicopters engaged in Operation Mac-90. The previous operation, “Mac-89,” so she choked altogether: the troops and the police, sent there, were forced to switch to the suppression of riots. And the role of "opium bai" in the organization of atrocities was revealed indisputably. Activists received on hands 25-100 Soviet rubles daily. And the mob of thugs generously fueled by drugs. Do you think the picture has changed fundamentally?

Yes, what to say! According to expert conclusions, in the republics of the former Soviet Union, there were about 10 million professional felons, of whom at least 60 thousand were drug dealers. And what, after a quarter of a century in the conditions of economic ruin and unemployment, they became less? The freshest example: 27 in May 2014 at the “Lyaur” testing ground in Tajikistan was the summing up of the local anti-drug operation “Channel-South trap”. According to the plan and the number of attracted forces - the operation deserves the highest praise. Many thousands of people from various departments and states were involved, hundreds and hundreds of raids were carried out in order to block the border area. But! Of all the 12,4 tons of drugs seized, only 250 kg or 2 percent of the total weight fell on heroin, the most expensive of all goods taken away from criminals. 2 percent on the same drug, which, if you believe the Russian media, well, just flooded our country. Where have disappeared, where tons of heroin penetrating into the CIS from Afghanistan have been leaked through thousands of fighters? Exactly the same picture took place with similar international operations a decade ago.

I would not be surprised if it turns out that today in the neighboring states there was a final monopolization of law enforcement agencies and special services by representatives of the clans engaged in drug trafficking, from seeding to marketing. Hence the leakage of information and the 2 percent of the heroin mentioned above as a result of a large-scale international operation.

“It looks like it happened.” “Opium bai” in their regions, be it Afghanistan or the post-Soviet Pamirs, have reached the degree of influence of the Colombian “coca barons”. Or Bolivian drug dealers for an amount twice the value of the country's total exports. What do you think?

- The source of raw materials for such intercontinental comparisons has long been in the above-mentioned regions, it is steadily expanding.

I can only say one thing: no matter how much the UN, the European Union and other world actors point to this trend, no matter how much money they bring in the same Afghanistan, no matter what programs they carry out - all as if they were peas! Well, straight, even get in the bomber and burn down the opium and hemp fields! Let us recall how many times Moscow warned Washington that its ambiguous policy regarding drugs in Afghanistan would not bring the good news? However, neither the Afghan people themselves, nor their leaders, nor foreign advisers, nor international organizations have created an effective economy there for many years. For whatever reason, one can only guess.

- Apparently, in spite of the dynamics of decrease in the drug problem noted by you, we are still in for great tests in this area ...

- What do you think? I am very worried about the so-called smoking mixtures, these spice-masses are a new type of substance for another drug aggression. A cheap drug at the expense of wide distribution brings a good income, it can again whip up the drug problem, give it a second wind. There are millions of potential drug users in Russia. Go through the city’s railway stations and hotels, parks and residential areas - there are clearly defined crime zones through the step.

I had a conviction verified by time. The problem of addiction can not be solved separately, pointwise. Effective, clearly felt results will be achieved only through comprehensive prevention and suppression of drug addiction, drunkenness, tobacco smoking, prostitution, vagrancy and begging, homelessness and neglect, increasing the value of marriage and family, being eaten away today by civilian cohabitation. And, which is extremely important - by streamlining migration processes from outside to Russia.

- 20 March 2014, director of the Federal Drug Control Service of Russia Viktor Ivanov, the United States declared persona non grata - treacherously included in the sanctions list. Can this step of the American administration somehow influence the state of the drug problem?

- Of course. Any scuffle between states that are energetically engaged in the fight against transnational organized crime, international terrorism is in the interests of the criminals and their bosses. They cooperate with each other, regardless of skin color, religion, political outlook and geographical location. For them, the main thing - super-profits. The deeper the international instability, the easier it is for them to achieve financial success, the stronger they can influence the policy, both domestic and foreign, international. I think these guys are using all the levers at their disposal to tighten the political confrontation between the US and Russia. This is on the one hand. On the other hand, the main draft work on exposing drug criminals does not occur at the top, but on the so-called ground, below. Therefore, I am sure, workers, business contacts between the Federal Drug Control Service and the DEA (DEA) should not collapse. Otherwise, who will save the world on earth from a narcotic contagion?

- I know that in 1999 you and the now deceased General A.N. Sergeev, the head of the Main Directorate for Combating Illicit Drug Trafficking of the Ministry of the Interior of Russia, the founder of the opposition to this problem in our country, presented to the Civil Society Award of the Vienna UN Office for his outstanding contribution to the fight against drug abuse. How did it happen that neither he nor you were given a reward? It was about the material incentives in the amount of $ 220 thousand, an impressive amount.

- There was such a thing. Alexander Nikolaevich declined from this honor, because he considered it ethically awkward as a high-level leader and in the rank of general to become the owner of such a large capital for that time. He podzhuzhil me all, come on, Boris, draw up documents, we will break through to you this wealth, deserved. I even collected the necessary recommendations on such an occasion from authoritative people from the highest authorities and public organizations. But then the started vanity slowed down. One veteran of the special services told me in confidence that I would not get the money anyway, at best, three to five thousand. The rest will be hijacked by various funds, which in those years attached themselves to the Ministry like bugs. And I realized that my advisor is right.

I thought and wrote on the back of the document for the award that I find it expedient to issue this money at the All-Union Scientific Research Institute of the Ministry of Internal Affairs, as I owe my official success to the team that I lead and colleagues from other departments of the institute. We did not have time to dry the ink - all the premium fuss stopped: the extortionists-corrupt officials, who wanted to warm their hands, understood that they could somehow cope with one person, but no four hundred people armed with pens could cope with the whole institute.

- To whom this award was awarded, in the end?

- Not to the institute, the Russian servicemen who guarded the border between Tajikistan and Afghanistan from drug smuggling. When I found out about this, my heart became lighter, the dollars fell into good hands, to people who deserved them with sweat and blood. Although there were doubts, based on their own experience, they reached the addressees or spread out to other wallets.

- Well, Boris Fedorovich, I think the main thing in this conversation we have touched. Although the topic is immense ...

- In fact of the matter. These are procedures for treating drug addicts, how they are best carried out - voluntarily or by force. And the epidemic of AIDS and HIV among drug addicts, drug money laundering, ethnic crime related to drugs ... All this requires more detailed coverage.

And today we will celebrate the International Day against Drugs in a cheerful state of mind. Drug mafia will not pass!

If you do not fight drug addiction, naturally it will grow. I do not understand why they will not introduce a mandatory drug test. At our exercises, a combat engineer suspected several fighters of using wheels, they took tests, traces of the body can be detected by a blood test from the time of taking it from six months to two years. Why it is impossible to organize such an analysis in schools and universities, I don’t understand. Well, or for example in the workplace. Which of the managers want to keep in their workers unclear what ??? Or will it be easier for parents to learn the fact that they have a child with a history of experience than to do the same analysis once every six months?

A country that went to multibillion-dollar costs, sending troops to Afghanistan, with the main goal of filling Russia with heroin, reducing its population by millions of young (!) Those. "human rights activists" have more weight than the President, the Federation Council, the State Duma? And then what can they do?
But that's not the point. For what purposes do we need to humiliate our children with these "analyzes"? All these are consequences, it is not easier to destroy the cause.
Only need to destroy is not so. Ruthlessly destroy drug dealers and distributors. Yes, the death penalty for the distribution or use of drugs does not eradicate this phenomenon. But the level reduces at times.
Second, where is the education of youth with sports centers, various circles, etc.? Where is the patriotic ideology being introduced at all levels, where is the state-oriented morality, bringing drugs and all dealers from it to the level of outcasts?
It seems that in the days of Stalin this problem would have already been solved, and quite toughly.

I do not understand why they will not introduce a mandatory drug test. At our exercises, a combat engineer suspected several fighters of using wheels, they took tests, traces of the body can be detected by a blood test from the time of taking it from six months to two years.

By the fact that it is a useless test, not a single substance in the body lingers for so long. A maximum of a week and even these are the breakdown products of a substance that may not differ from the breakdown products of medicines and natural substances.

Schoolchildren do not accept opiates or any other expensive mure because it is difficult and expensive to get it. Most often these are smoking mixtures and pharmacological agents, for example, Tusin + cough syrup and its analogues, antipyretic Trigan-D, aprofen from an individual first-aid kit, and what grows in the fields: hemp, dope. Vapor of gasoline, acetone, paint, glue are sniffed. In general, most often, schoolchildren and students take legal hard drugs - alcohol and nicotine.

So it’s pointless to conduct all these tests, since the test is usually known in 2-3 days, and no school wants such fame.

The problem of drug addiction is not comparable with the problem of nuclear weapons.

The number of deaths from overdose over the past 20 years is 1,5 million people (only in Russia).
The number of deaths from the use of nuclear weapons is 300 thousand (WORLDWIDE).

everything is possible, but expensive. For example, athletes take samples for illicit drugs several times a year. Any drug leaves a trace. If the substance cannot be determined, then you can still see if anything happened to the blood over a certain period of time. .but in order to find out reliably, the tests are checked, for example, in Switzerland (we have not so developed plus forgeries), and for this they are placed in a special container, at a certain temperature regime and transported.
But if we imagine that there are such laboratories all over Russia, then we can talk about something else, but yes, this is all empty, if we say "time"

Several times a year, since these traces remain for a maximum of 1-2 weeks. After a single use.

Did anything happen to the blood at all over a given period of time?

It is unlikely that this will give anything, as the blood composition usually normalizes in 2-3 days depending on the dose and frequency of taking the drug, if you refrain from taking the drug for a month then no one will definitely determine anything, there will be suspicions, but try to prove that these are not traces of the breakdown of pharmacological agents.

Yes, and all those who engage in professional sports are completely sitting on drugs, and moreover, all doping committees know this.

I will say even more all world-famous scientists sitting on psychostimulants and nootropics - Ritalin, Modafinil, Aderal, Pervitine (by the way it was used during the Second World War as a psychostimulant for both the Germans and the Soviet army) and other substances.

Do not tell me, from a jamb of marijuana or hashik and in sight there are no such side effects as from alcohol, even from LSD or other psychedelics there is no physical dependence and withdrawal syndrome. Nicotine is a carcinogen, but the cannabinoids contained in hemp can be used for medical purposes, for example, smoking marijuana lowers intraocular pressure, which is very good in the treatment of glaucoma.

Over the past few years, not a single case in civilian sales from the Federal Drug Control Service has been received. The trouble is that getting it is very, very easy, I called, I came, I paid , took it. And it’s not very expensive, for a thousand you can get stoned so that you’ll leave for a day and a half. hard drugs, this is the next stage when the grass does not take, but you want something new. I completely agree with the article, but there is one caveat about the fact that drug addicts do not live for long, so I was not a single witness to the use of hemp by the elderly in the southern regions of Kazakhstan and Uzbekistan when I worked there in the Soviet years and received answers to my questions about the allegedly useful properties of this culture tested over the centuries, and indeed I had the impression that the use of hemp in Central Asia was introduced into the culture at the household level because it was clear that everyone there turned a blind eye to it, including medicine and It was wild for us that in the back yard of a teahouse, young people smoke anasha and a local policeman dines nearby, we answer our question about this lawlessness - what should I transplant everyone now, but on the other hand I would not notice that all this population was it’s somehow degraded, ordinary people and otherwise quite law-abiding. By the way, but nevertheless lately much has been done to fight against drug addiction in Kazakhstan, I judge by the entrances where I didn’t step from the syringes and cigarette butts of Belomor and the conversations were all alone arkomany robbed the others robbed the corpse of an overdose and found this hour as it is on the quieter it became

Strictly speaking, from a medical point of view, hemp derivatives are not drugs. Rather, these same derivatives can be attributed to hallucinogenic and psychotropic drugs. But physical dependence on the use of hemp does not arise, although, of course, a psychological dependence arises. Well, the harm to health from smoking (inhalation of smoke) of anything, even birch leaves, even pine needles, you can not get anywhere.
But alcohol and nicotine, from a medical point of view, are the most real unalloyed "hard" drugs that cause physiological addiction, and, at certain stages, in case of cessation of intake into the body - the most common withdrawal syndrome.
It's just that this stuff is "traditional", but hemp is not. This is why cannabis is considered a drug, but in a legal rather than a medical sense.
And, in principle, I am glad that our leadership is conducting, albeit not quite adequate, but the fight against tobacco smoking. Because it is tobacco smoking that kills more people than heroin, cocaine, marijuana, "nigella" and other shit. And I (in general, a smoking person) with both hands FOR the anti-tobacco initiatives of our government. I'll give it up myself, and I won't let my children start! If the government helps in this - honor and praise!
And if the grandfathers in Kazakhstan, Uzbekistan or Buryatia from time to time smirk hand-rolled cigarettes with something "wrong" - these are their personal troubles, and I will not hold any grudge against them.

But this requires the efforts of all interested countries! No need to "cut your fingers" when you can cut your "shoulder"! And in the Gorno-Badakhshan region - the same story - the local population actively participates in all stages of the production of "dope", and literally "prays" to the local drug lords, who are "replaced by the" central "government - they import food, build houses of prayer, etc. (as the local parliament in Khorog made a decision on self-determination, so Dushanbe "lost" this region), because drug lords "rule" in this area! The solution to the "problem" is the same as the one proposed for Afghanistan - to "cut" " shoulders, not fingers - to offer something else, but this requires political will, the interest of neighboring countries, and - financial "injections" of countries interested in solving this problem!

Alcohol and cigarettes are legal hard drugs. The whole campaign against drugs comes to naught with just that.

Seriously speaking, the bitter misfortune of domestic (and world propaganda) lies precisely in the fact that it “erodes” the term drug. From childhood, a child is intimidated by the terrible disintegration of the addict’s personality, syringes, breakdowns and death from an overdose, and when he grows up, he begins to be amazed to notice that a variety of people take drugs - from musical idols to colleagues in the office: someone smoked some weed, who I ate ecstasy, someone sniffed cocaine or broke up with amphetamines, someone ate hallucinogenic mushrooms in Amsterdam, it was completely legal there to sell it ... And some tried to prick something with a terrible syringe - for example, ketamine. But everyone is alive, healthy, cheerful, no one is sick, no one has died, they haven’t heard of any breakdowns ... What should a young man think? Naturally, he comes to the conclusion that all the horrors of drugs that scared him since childhood are stupid nonsense and horror stories, you do not need to believe this, but you can safely experiment. And so he begins to experiment, and finally comes to opiates (heroin, morphine, hanka, etc.). Moreover, this is an evil joke: they do not have to be injected with a syringe into a vein! Enough at first just to sniff. The only advantage of the syringe is that it significantly reduces the dose, so they come to it later, when the money for drugs ends. In other words, when a person finally understands that everything that happened to him with which he was frightened by stupid posters about drugs from childhood is too late. By the way, there is a second evil joke: they explained to a person from childhood that the trouble of a drug addict is that he cannot defeat withdrawal. Therefore, he does not believe that life is over if he succeeds in fighting them. Only then, when he had already tried to quit and get treated, the opium addict realizes that the withdrawal of drugs with modern medicines is removed in a day, but the addiction remains for life, and you can’t remove it, because neurons have grown together in the brain, which now any pleasure in life is associated only with the drug.
The only way out here is to clearly differentiate the concept of drugs, explaining from childhood that overdose, withdrawal, disintegration of the personality with the erasure of ideas about good, evil, honor, duty (this is due purely physiologically - the effect on the limbic system of the brain), insidious networks of drug dealers, rowing crazy money on drug trafficking, and inevitable death - all this applies only to opiate-based drugs. All the rest, which is usually called drugs, is not fatal at all, but threatens, well, a maximum of nervous breakdowns, slight heart problems or some dullness (for example, if you smoke hash daily).

If you have children, or you are involved in pedagogy, make them firmly learn that heroin, morphine, opium and everything that may turn out to be to them - AT ALL, IT IS IMPOSSIBLE TO TRY NEVER IN LIFE. But everything else, children, is your personal problems with the law and health. Only such honest propaganda can solve the problem of drug addiction. And sometimes it seems to me that this is not done not because social workers are incompetent, but because it is really a lot of money, and it is beneficial for someone.

To a large extent, the circulation of drugs is facilitated by the free circulation of currency. Previously, there were problems with the exchange of rubles for drugs for foreign currency and its export abroad, but now they are gone.

Addict is a way of life. Addiction is a disease. It is necessary to treat the country from a painful lifestyle with the most stringent methods. (as in China for example). Regarding the fact that it will be very tough in China. I will say this - for example, I don’t need drugs, I don’t think about them, and I will never poison my blood with these poaches, so at least I have nothing to fear from the death penalty.

Here's what we can agree with the author of the article - that hemp used to grow almost everywhere, everyone knew about its properties - but did not use it. We had a twine factory on the outskirts of the city, and for its purposes there were hemp fields around. Well, I won’t lie, each (almost everyone) of us guys, of those who started to smoke while still in school, tried a joint a bit, and that, as a rule, it all ended. EVERYONE knew about the subsequent drug addiction, and were afraid of it, oh how they were afraid !!! As a result, of those with whom I grew up (and we are all over the seventh decade), there is not a single drug addict. So it all depends on the upbringing and proper education about the dangers of drug addiction among the younger generation, starting from a young age.
And now ... They all already know cheating, smoke, swallow, expand ... I can’t even imagine what the state and society need to do to eradicate this infection ... Shoot something, all in a row - both merchants and drug traffickers with experience ??? ...

The fight against drug mafia and drug addiction as a phenomenon deserves a thoughtful approach and the harshest possible measures ... complete confiscation of property for those who trade and distribute ... loss of rights for those who use ... mandatory testing of all public servants (security forces at least 1 r per month) for drug dependence with conclusions about official compliance ... testing of staff and students of schools and universities ... the broadest prevention ... and complete EQUALITY EVERYONE BEFORE THE LAW

Science needs to be developed. Pour into the rivers substances that precisely destroy the poppy on the vine. Special insects bring out. Tajik-Uzbeks, of any level carrying drugs, quietly eliminate when caught. You really should not regret these.

So in fact, the death penalty for drugs (it doesn’t matter - distribution or use) is only an acceleration of the inevitable process. An addict, and so, dies on average in 5-8 years from the moment of the start of use, or even much earlier. And how many he has been planting over the years? So the death penalty is wise, though cruel, but is life not cruel?
It is necessary to treat definitely forcefully! Introduce the death penalty, including for the distribution of drugs. Remove this rot - human rights defenders! As practice shows, they protect mainly those who either need to be treated forcibly (maniacs, pedophiles, etc. evil spirits), or are judged, but they don’t see and do not want to know those who really need help! This is the fifth column, it is high time for them to pinch their tail. Well, the promotion of a healthy lifestyle, of course. Then, perhaps, not immediately, gradually there will be positive changes.

After an injury (meniscus = ligaments) in 1974 I had to go to surgery, on the postoperative day they made morphine. On the second day, the "dose" was also relied upon, but the elderly nurse either "healed" or forgot. Nothing, endured. Do you know what helped? The operation was performed under local anesthesia. Everything was going well at first, but by the time the stitching was getting worse. I asked to remove the harnesses. They said, be patient, but then assessing the condition, they began to unwind the bundles. When my blood flowed through the veins, I felt such a high that I had never experienced later. Drugs = der @ mo. Life = better.
My opinion on drugs: caught a merchant / carrier / distributor: sentence = used nonsense completely = free. Only dose a single dose.

Until the mid-70s, in Frunze, hash and anasha were on sale, they didn’t even drive for it. Babies were banking in the bazaars where they sold nasvay and shag. The first opiate addicts began to enter the LTP in the early 80s. European opiate addicts in Wed. Asia was almost absent, although hemp lovers were even before the war. Asians, especially Turkmens, Tajiks, Uzbeks, and Chinese all the time shabbled over something. Opium smoking was widespread. We must not forget the traditional Asian dish - pilaf, to which hash was added according to the recipe.
Among the artists, opiate addiction in the late 70s was very common, of famous people, this is not only Vysotsky.
Nobody seems to be seriously trying to sharply reduce the flow of heroin from Afghanistan. Through four borders it passes to Russia and only small things catch. The author correctly emphasized that even with the union, local authorities put sticks in wheels.

I do not identify with the USSR, I identify with Russia and the Russian people.

In principle, perestroika pursued quite normal ideas and good intentions, but as you know, the road to hell is paved with good intentions. Namely because of the clumsy implementation of reforms. There was a systemic crisis in the USSR in the 80s. Not only was the political (the old nomenclature: the entire period of the USSR was ruled by the same generation), but also the social (social inequality, lack of trust in the authorities, the crisis of propaganda), and, unfortunately, oil prices sagged, and that’s everything. all in tare tarars. The reforms of "perestroika" only exacerbated the already precarious position of the USSR caused by the crises (well, who in his mind will begin to rebuild the economic and political system during the economic crisis). The national policy of the USSR also played a significant role, each union republic of the USSR had its own communist party, which included the national elite of that republic. The only republic without national elites was the RSFSR. As a result, after the famous Yeltsin "" take as much sovereignty as you can swallow "", the union republics began to secede from the former USSR, because they were already fully formed states with their own party, laws, nat. the elite. The remnants of the RSFSR had only a reduced political system inherited from the USSR, and did not have their own national elite at all.
Our "partners" helped us in everything. Including the construction of our new polit. systems. Europe was interested in new sales markets, and in almost full-fledged economic and political cooperation, and subsequently the integration of Russia (our elites also thought so), but the United States did not need a strong Europe and Russia. As a result, our (or rather not ours) elites were outlined like kittens, and the country was plundered, in principle, all the individuals you named got their 30 silver pieces in one way or another. As a result, we have what we have. Nat. elites as it was not and no, nat. the policy of the USSR as it was and remained (mythical multinationality, a country of 200 nationalities, and the titular nation makes up 83% of the total population of the Russian Federation, that is, it does not fit into this concept, obviously failed), the economic policy of the late USSR as it was and remained ( export of hydrocarbons). In short, the restored USSR, and what can you expect from a leadership that practically did not change after the collapse of the USSR.
Democracy is a completely normal political system, but if it is properly organized, and most importantly, if the people are politically literate. But it happened, as always, for unprepared people, thinking with templates laid down in the USSR, democracy fell, which they did not know what to eat with. As a result, many people have not been able to adapt to democracy until now. And what kind of democracy it is when we have the power of one party "EDRO" and there is not a single worthy alternative that is immediately cut. For example, we do not have a purely national party that would reflect the desire of the majority of the people, namely 83% of Russians.
To summarize everything, the Russian Federation is a bad copy of the USSR. Personally, I am an anti-Soviet. And returning to this almshouse, where the Russians were pushed around and were not considered people, destroying the nat. self-awareness and Russian culture, turning the country into an "Asian monster", I do not want.

Are they scared? Yes! And you, apparently, are not afraid. Brave and fearless! Maybe there is simply no one to be afraid of? I do not like and despise Navalny, but I consider the specified 1 million as underestimated. Every 12th is not a drug addict, but every 12th deputy of the State Duma is somehow connected with the drug business - that's what I believe! Because, with their caring indifference, the sale and consumption of drugs in Moscow nightclubs, especially in the Moscow region, goes almost openly. There are about 3000 of these clubs in Moscow alone! In Moscow markets, any Tajik can freely and openly buy a nasvay potion for 10 rubles a sachet for several doses. This supposedly weak drug is an excellent transition to a more serious poison for schoolchildren, etc., which they use with success. High school students prefer light synthetics, while money is not enough. I myself saw nasvay in packs with printed labels in Magadan (!) In commercial kiosks. And an instruction about the "national product". If this is in Magadan, what is happening in Russian villages and villages? For example, an acquaintance of mine decided to open a nightclub - we strongly discouraged him. I didn’t obey. He boldly beat himself in the chest, swore that there would be no drugs in his club! Indeed, he kept his word ... Until the polite gentlemen came and offered their services. Our friend proudly refused. A month later, official inspections began, and the entire gentleman's set of bureaucratic arbitrariness. The comrade closed the case. And another friend, the owner of the sports (!) Complex, was not so principled. From Friday to Sunday there is a disco in his complex. In the early morning, Uzbek cleaners sweep up a pile of syringes and shake their heads reproachfully, putting nasvay under their lips. Peoples' Friendship University of Moscow has long become an incubator not only for international terrorists, but also an operating "club" for the Nigerian drug mafia. They have their own dialect and are immune to agent infiltration. Special services are working, reporting ... The authorities do not notice. In power of their affairs up to the throat. Yes, there are other events, for example - the Moscow Marathon in September. My children received confirmation of registration for participation. I'm glad, but not calm. For other children. And not only Moscow ones. And the fact that sports complexes are being built all over Russia - did they tell you on TV?

According to investigators, the criminal group consisted of six employees of the Novosibirsk Federal Drug Control Service, one police officer and several citizens from the Central Asian republics. They conspired with an ethnic criminal community and tried to ship a large shipment of heroin from Central Asia to Siberia.
According to preliminary information, suspected FSKN officers were going to use part of the drug to improve their own performance in work.

Their SB simply does not work! Only the filter works: yours are strangers!
People do not work with the aim of eliminating the "problem", but with the aim of working, to work and to earn money.
My opinion is that the Security Council functions must be transferred to the "elder brother", or duplicated in a serious way! And in general, you need to pay close attention to them! After all, the Russian people are really not iron and do not have a certain number of them!

You can consider me a cruel bastard, but I would prefer the following method of combating drugs as a phenomenon:
In each state. a pharmacy (and there are enough of them) should be FREE to distribute charged "accordions" with heroin (or better desomorphine) of the worst quality (you can do both - at the choice of the "client").
This step will allow in a month to destroy, in principle, as a phenomenon, the drug mafia in all its manifestations - and the Gypsy-Tajik -...- deputy-cops, and everything else (such as self-cooking "in the hut"). Without profit, with costs alone, there would be no point in doing THIS. The state drug cartel (sorry, state drug control) can be abolished on the same date, and the released funds will more than cover the necessary costs.
Yes, 5 million Untermenshes who are ready to use the opened freebie will go into negative territory within 1-2 years. But, with the disappearance of the ghostly raid of "elitism", "newcomers" will be numbered not even in thousands, but in tens and units. That's where they go!
My homeland does not need such. If they chose this path - it is better to let them live stoned and die quietly than to spend enormous funds and efforts of many people (including those very skilled and highly paid) to combat this (natural) phenomenon!
And while the drug trade is "Big Business", all the funds spent on fighting this business only "raise tariffs" and contribute to greater sophistication and bribery of "fighters".
The only radical way is a total and radical reduction of the financial result of this "business" to a negative value!
Think about it with your head! Who will "advertise" and try to sell the buzz (death) if the target audience of "advertising" can get theirs for free!
What sane (and not even very) person will take this? Even if you want to commit suicide - knives, ropes and open ponds - they are all at your disposal, and no one will be bothered with all this narcotic troubles - it's longer, more painful, and less effective wink
I understand that the plan is completely "inhuman", but for me drug addicts are not people, despite the fact that they may have moms, dads, etc.
I think so - whoever got infected is dead! Until he is dead - dangerous for the living! And the goal of the Society and the State is to save the living from this danger, and not to try to "revive" these dead by means of compulsory treatment, mass executions of "businessmen" (that is, dealers) and other ineffective measures.

In the minds of young people, there should be a simple concept: a person who uses drugs is a "loser", a sucker, an inferior person! And a person who has not tried drugs at all is a modern, sane, promising person for whom all paths in life are open!
When it will not be fashionable, when there will be other interests and values, then the sales market will practically disappear, that's all ...
And "these" will fight all their life, with themselves.

To successfully combat drug trafficking and drug trafficking, we need a state program backed by a package of laws and measures. One can’t do it alone. The wide spread of drugs is part of the overall plan to destroy Russia as a state developed by our overseas friends.

I didn’t read it until the end. I remembered that a friend in the early 2000s, during an "organizational measure" on drugs, was ambushed twice, first, the Tajiks huddled, and then ours drove into a minefield. Despite the fact that everything was agreed with everyone. Half of the group was killed. Such is the fight against crime in the Russian Federation! Give the USSR !!!

It seems to me that you need to legalize marijuana against the backdrop of a complete ban on hard drugs and introduce the death penalty for drug dealers with heroin, spice, coke, etc.

Marijuana is the same cannabis. What you suggest is pure nonsense! If one drug is legalized, then it will not take long to legalize another, and so on. "against the background of a complete ban on hard drugs ..." - sorry, but they are not completely banned ?! You surprise me ... But the death penalty must be introduced for traders, regardless of the number (large size there, medium-sized ...) !!! For consumers, the death penalty is the drug itself.

I will disappoint you, alcohol and nicotine are hard drugs, and how they are forbidden in our country can be seen at the grocery store.

Well then, tea and coffee are also drugs, which is really there ... There are no "light" or "hard" drugs. This addiction can be mild or severe!

I’ll disappoint you again, hard drugs - drugs that cause physical dependence and cause serious harm to health, as well as after withdrawal, withdrawal symptoms occur.

Coffee and tea are not drugs at all. Since they do not cause either physical or psychological dependence, you can stop using them at any time and there will be no breakage.

But heavy or light addiction does not happen. There is a psychological and physical relationship.

Alcohol is a hard drug, only none of the alcoholics or those who take alcohol confess that he is an addict. Since an addict is something bad, and an alcoholic is not as bad as an addict.

Russia is the territory of the main drug trafficking from Asia to Europe. This is not about millions, but about hundreds of millions of dollars (if not billions). All the security forces on its banks are connected to ensure the safe passage of this river of drugs. And when we are shown in the media a successful operation to detain a ton of heroin, this is exactly the ton that the drug lords gave up to support, supposedly, drug fighters. But the most interesting thing is that in the rotten ranks of the siloviki there are people - lack of money, who, in the minority, are trying to stop this river or reduce its flow.
The article bashfully circumvented the reason I mentioned above for such an increase in drug addiction in Russia. The author only outlined the problem, but did not even mention the ways to deal with it. And the main way is the full support of the public, the entire population of the fight against drug addiction. After all, this evil has affected us many normal people. My 17-year-old daughter died at the hands of a drug addict. For 200 rubles received eighteen stab wounds.
And I have always supported the work of the "City without drugs" in Yekaterinburg, which has always fought against dealers and drug addicts. And they chased and persecuted him for breaking the system and networks of dealerships for the security forces.

Well then, I’ll disappoint you: I knew a couple of people who spent half their lives in places not so distant, and they were on chifir worse than on vodka, and they also had withdrawal symptoms (in their words). Also, a person who drinks rarely and in moderation can also stop drinking at any time, and there will be no withdrawal symptoms (hangover)! So I remain of my opinion: it’s the dependency that matters, not the substance! And it is psychological dependence that is the most terrible and intractable condition, and not physical. A drug addict or alcoholic in a hospital is put in order in a few days, but very few of them are completely cured, and the point here is precisely in psychology, not physiology.
“But there is no such thing as severe or mild addiction. There can be psychological and physical addiction.”
That is, how is it not easy or difficult? One drinks in moderation and rarely, but nevertheless is not going to give up alcohol, while the other cannot live a day without water - what do you think? How do you like gambling addiction - what, cards, slot machines, computer, etc. - also a hard drug?))) And people also lose sleep, lose weight, and even go crazy. It's not that simple...

Chefir is not tea, but what comes from it.

Let me tell you this, he will not stop using in moderation and rarely, since there is always a reason to use in moderation and very rarely. But even from “moderately and rarely” the liver and, most sadly, the brain suffer.

A drug addict or alcoholic in a hospital is put in order in a few days, but very few of them are completely cured, and the point here is precisely in psychology, not physiology.

Precisely by relieving withdrawal symptoms. But changes have already occurred in the brain such that there is already a psychophysiological dependence. Using the example of an opiate addict in simple words. Nature created man as one of the most developed and complex creatures at the moment. Like all creatures, man is governed by instincts, which have the most primitive system of organization: carrots and sticks. To do this, we have a bunch of receptors in our brain that react to certain types of substances, for example, endorphins - a substance produced by brain neurons, the so-called happiness hormone, which affects the emotional state (gives a feeling of joy and euphoria) and dulls pain. The point is that when a person does what his instincts tell him to do (eats, drinks, reproduces), the amount of endorphins increases and the person feels good. If a person fasts and abstains from sexual intercourse, the level of endorphins drops and the person feels depressed. This mechanism has slightly adapted to our realities, for example, if we have done painstaking work for a long time and persistently, and in the end we have completed it successfully, we receive a portion of endorphins and feel a surge of strength and vice versa. By a happy coincidence, endorphins are very similar in structure to opiates, and when a person takes opiates, he receives the same surge of strength, joy, euphoria as from the body's reward system. That is, in essence, a person is engaged in self-deception of the body, he has not done anything from his prescription, but he feels good, after a while pleasure will begin to be associated only with the drug. This is psychological dependence. As a result, the human body stops producing endorphins (why? There are already so many of them, and they come from outside), the person begins to feel depressed due to the lack of endorphins, and there is no way to replenish their supply himself, the body does not produce it, so in the inflamed brain one logical chain is built due to psychological dependence, drug is good, and since opiates are analogues of these same hormones of happiness, a drug addict needs to take them all the time in order to feel normal, like insulin for a diabetic patient. That is, it is already a physiological dependence. A drug addict without a drug will die.
There are many more concepts of how the drug works, but this one explains everything more or less completely. Even gambling addiction, as in the example above, but to the level of psychological dependence. Losing weight is not a problem to regain it, but if you have lost your liver, or have stopped producing endorphins, or other substances, this is already a problem.

and there will be no withdrawal symptoms (hangover)

A hangover is not withdrawal symptoms, but intoxication of the body by the oxidation products of ethyl alcohol - acetaldehyde. The fact is that in small doses, ethyl alcohol quickly oxidizes to acetaldehyde, and then a little slower to acetic acid, which is relatively safe to remove from the body, but when there is an excess of ethyl alcohol in the body, our body does not have time to oxidize it, and When we have a hangover, we have a lot of acetic aldihyde in our blood. Acetaldehyde is toxic, addictive, has carcinogenic and mutagenic properties, and damages DNA chains in cells.

Ethyl alcohol can also cause cancer. The effect of ethyl alcohol is very similar to the effect of opiates, but with one caveat: instead of replacing endorphins, it stimulates their production. Then the same thing happens, only instead of replacing endorphins with opiates, constant stimulation of neurons to produce endorphins is required.
