Nuances of rearmament
The ground forces are one of the three types of the Armed Forces of the Russian Federation, designed to conduct combat operations primarily on land - in continental theaters of operations. How is the process of re-equipping them in accordance with the state defense order (GOZ) and the State Armaments Program (LG)? This is reflected in the acting commander-in-chief of the Land Forces.
One of the priorities of the construction and development of the Ground Forces is to build the capacity of formations and units by equipping them with modern weapons and military equipment (IWT). According to the LG for 2011 – 2020 years, the share of modern weapons in them will be at least 70 percent. The implementation of this program will create a weapon system that meets modern requirements.
Do we have time to date?
Re-equipment of the Ground Forces is envisaged in two stages. At the first stage (2011 – 2015), the main efforts will be focused on the purchase of modern types of weapons and military equipment, primarily for missile forces and artillery, reconnaissance, electronic warfare and communications, and automated tactical control systems. But this is according to the plans of the LG. Is there any guarantee that we can complete the tasks on time?
At present, systematic complex re-equipment of the Ground Forces with modern armaments within the framework of the implementation of the SAP is taking place. At the same time, a complex of research and developmental works on the creation of promising models of weapons and military equipment is being conducted.
In the period before 2015, purchases of modern designs, modernization of existing ones are planned, which will allow reaching the equipment indicator of the Ground Forces of at least 30 percent for main weapons and military equipment determining the look of the weapons system of the Ground Forces.
If we talk about intelligence units, then they will be purchased unmanned aerial vehicles, reconnaissance, control and communications complexes "Strelets", special armored vehicles "Tiger-M".
For units of military air defense - anti-aircraft missile systems C-300В4, "Buk-MZ", "Tor-M2".
For missile formations, the Iskander-M operational tactical missile systems. For artillery of combined-arms formations - Tornado-G multiple rocket launchers, Msta-S self-propelled howitzers with an automated gun guidance control system, Chrysanthem-S self-propelled anti-tank missile systems.
For the subunits of communications, modern means of communication of the tactical command and control level: command and staff vehicles, satellite communication stations, and radio relay stations. Modern means of procurement are being procured to the troops in accordance with established priorities.
In combined arms and tank The unit receives armored weapons - modernized T-72B3 tanks, as well as BTR-82A armored personnel carriers.
It is clear that in order to achieve this goal, enterprises in the industry must go through full technical re-equipment, strengthen their production and human resources. At the same time, restructuring production and increasing output is not an easy task, but it can be realized. The problem is how, in today's difficult conditions for enterprises of the military-industrial complex (DIC), to re-equip their production base and at the same time increase output, each company manager decides for himself. Although the state is now doing everything possible for this. Almost one hundred percent advance payment of the most significant projects is being made, contracts for the full life cycle have appeared, military acceptance is being revived ...
But, unfortunately, the existing technical equipment of individual enterprises of the military-industrial complex does not allow fully and in the shortest possible time to implement the requirements imposed by the Ministry of Defense of the Russian Federation on modern and advanced weapons and military equipment models. For this, it is intended to attract private capital in the form of a public private partnership (PPP).
In order to reduce the backlog in this area, the Federal Target Program for the Development of the Military-Industrial Complex, aimed at modernizing production, is being implemented in parallel with the State Weapons Program.
Work is also continuing to simplify the procedure for creating new productions, including through the implementation of the PPP mechanism. A full life cycle management system is being implemented - from modeling and design to serial production of products, ensuring their operation and further disposal. Systems are being created aimed at improving the management of the economic activities of defense industry organizations in order to optimize production processes and use advanced technologies, including foreign ones.
It is planned to introduce the practice of concluding contracts for the entire life cycle of serially supplied samples of weapons and military equipment. This will reduce the time needed to place orders from the Ministry of Defense of the Russian Federation, and from the organizations of the defense industry complex - to increase the efficiency of planning, to ensure early preparation of production, to create a system for ensuring and operating the service maintenance of products.
The implementation of these measures should positively affect the provision of solutions to the main tasks of re-equipping the Ground Forces with modern and prospective models and weapon systems in the period up to 2020. This work would not have been possible without the appropriate coordination of the actions of the ordering bodies of the Ministry of Defense, federal executive bodies and organizations of the country's military-industrial complex.
It is clear that there are enterprises that are leaders, and there are laggards. But it is hardly necessary to prove the fact that the backlog of enterprises in modernization affects the fulfillment of the state defense order as a whole.
I repeat: our industry is able to fulfill the tasks of the state defense order. Each company is famous for its products in the Russian market and abroad. But exactly those enterprises that are able to accomplish the ambitious tasks set for them are entering the competition. An analysis of the reasons for non-fulfillment of contracts shows that they are, as a rule, of a private nature and are not directly related to the production and technological readiness of enterprises. Common problems with the implementation of the state defense order are most often:
- the insufficiency of the scientific and technical reserve and production capacity of fixed assets;
-low supply of personnel, raw materials, materials and components;
- imperfect pricing;
-small efficiency of use of the test base.
World-class military developments are available.
The main priorities in the rearmament of the Ground Forces today are:
- development and creation of new types and complexes of weapons and military equipment in order to implement new technical solutions based on the latest achievements of science and technology;
-complete equipment of formations and military units with new models of weapons and military equipment;
-creation of a unified automated system of intelligence and information support of the Ground Forces at all levels of command and control;
-multi-functionality and modularity of the design of weapons and military equipment;
- introduction and widespread use of robotic systems and complexes, including complexes with unmanned aerial vehicles;
-creation of combat equipment with elements of intelligent systems, allowing you to maximize the capabilities of military personnel of various specialties.
It is possible that in the future, in the formation of proposals for the State Armaments Program for the next program period, these areas will undergo changes based on various factors. But as long as they remain up to the year 2020.
Of course, the market economy places high demands on the technical equipment of defense enterprises. Alas, among them there are those that do not receive the state defense order from the Armed Forces of the country. In fact, they are going through hard times. Moreover, now there is a real struggle for receiving the state order. But does this mean that the products of enterprises that have not received the state defense order do not need the country? And what, then, should be done by those enterprises that, voluntarily or unwittingly, have been left behind the ongoing processes of modernization of the Armed Forces?
I repeat: it is necessary to fight for receiving the GOZ. For this and the corresponding contests. In addition, the placement of tasks of the state defense order is regulated by the current legislation and is carried out within the framework of the implementation of the State armaments program in accordance with the standard-time requirement.
So, perhaps, the solution of the problem for companies-losers is in their reorientation to the output of dual-use products, new and competitive.
As for the nuances of the second stage of rearmament (2016 – 2020), they, of course, are.
In particular, a mass serial purchase of a number of fundamentally new types of weapons for the Ground Forces has been planned since 2016. These are the promising tank Armata, the Boomerang armored personnel carrier, the Kurganets-25 infantry fighting vehicle and the Typhoon family of protected vehicles. During the IX international exhibition of weapons, military equipment and ammunition "Russian exhibition of weapons. Nizhny Tagil-2013 ”was organized a closed display of prototypes. Currently, work on the creation of these samples is mainly proceeding in accordance with the planned deadlines.
These promising models will be qualitatively different from the samples of armored weapons and military motor vehicles that are currently in service with the Ground Forces. During their development, great attention was paid to the level of protection of personnel against the damaging factors of the usual weapons, unification of the main components and assemblies, the creation of a modular design in combination with the open architecture of the "electronic board". This will allow you to create various models of weapons and military equipment on the database of families, opens up virtually unlimited possibilities for their modernization.
Now the Russian army is armed with 600 launchers of multiple launch rocket launchers (MLRS), which are planned to be completely replaced by new MLRS “Tornado” before 2020. What can be said about this car and how has the new jet system “Tornado-G” tested itself in tests?
The 122-mm rocket launcher “Tornado-G” performed the state testing program in full and was recommended for use by the Armed Forces of the Russian Federation.
Deliveries of this system to formations and military units of the Ground Forces are carried out in volumes and terms according to the approved plans. However, before the 2015, it is planned not only to purchase modern weapons, but also to modernize existing ones. And it will significantly change the balance of the modernized and completely new technology. Which way?
Bulk procurement of fundamentally new weapons will be made from 2016 year. At the same time, at the present time, models of weapons and military equipment that have been modernized and are being supplied to the troops meet modern requirements. I will give an example of the modernization of the T-72B3 tank, which has a modern radio station, a new fire control system, a digital ballistic computer that allows several times to reduce calculations, a multi-channel gunner's sight with a thermal imaging channel, and new equipment of enhanced power with appropriate revision introduced into ammunition. automatic loader.
Therefore, to say that we are lagging behind the West in creating new types of weapons is not entirely fair. We have military development and world level.
There are also those in which we occupy leading positions, for example, air defense equipment of the Ground Forces. She is one of the best in the world. And in the armament of the missile troops and artillery of the Ground Forces are fire weapons, superior foreign counterparts, such as the Iskander-M missile system.
All this suggests that the time lag and stagnation of our army is over. Ahead is the development and creation of a new type of Armed Forces.
