- How would you characterize such an unexpected decision of the president - to revise the results of privatization? After all, this is contrary to all his previous statements.
- Within the framework of the Strategic Concept of Effective Management, adopted by the Government of the Russian Federation in 2007, the adoption of opposing decisions is not only not excluded, but is welcomed. Revising the results of privatization, previously considered a taboo, is just one example. There are many others. The direct election of governors in 2004 was replaced by their appointment, which was again replaced by election in 2012. In the government, the theme of the transition to summer time, then to winter time is exaggerated endlessly. President Medvedev in the 2011 year canceled the transition to winter time, and now, under President Putin, officials are talking about canceling the cancellation. Under Medvedev, the police were renamed the police, and now on the sidelines they whisper about the reverse renaming. Have you heard? .. And the introduction of the maternity capital program, which is now being prepared to roll? However, experts predict that before the election, 2018 will reintroduce capital and even increase it!
- What explains such a strange instability in political decisions?
“You are fundamentally wrong about instability, young man.” All the way around! According to the law of Missens - Laurel, the political system becomes more stable in the case of alternate satisfaction of opposing public opinions. A society devoid of a main goal and a single ideology turns out to be illegitimate for itself. It does not trust itself! In every citizen, another citizen senses an enemy or at least an opponent. Paradox! Do you want summer time? Please, the government is meeting you. Now winter wish? And again the ministers will decide in your favor. One gets the impression that everything that the people want is immediately executed. Although in reality, only that which cannot harm the control system is executed. As a result, the government is recognized as effective, and the people are divided into two parts - in our last example, into opponents and supporters of summer or winter time. A third fragment of society also appears - those who want the hands on the clock, as before, to be translated twice a year. And again, some demands begin, people complain of insomnia, rhythms and even cancer. And so on without end. This is a circular, closed process. A kind of perpetual motion of domestic politics.
- Just awesome. All this distracts the attention of the people from corruption, lobbying, deputy self-will and from the final transformation of Russia into a raw materials appendage of either the West or the East?
- Absolutely.
- And you talk about it so openly?
- Karl Popper has a book, Open Society and His Enemies. Not everyone understands this title. Popper anticipated his time. Open, catch? .. There is nothing to be ashamed of. For whom is the secret today the technology of mind manipulation? And who does not know the ancient principle of governance - "divide and conquer"? At universities and academies we teach these methods from the department. If in Soviet times the working class was held in high esteem, now in the sermon there are effective managers. Man created the work, but the manager has created a trick. Managers are able to maintain and even increase the resilience of the management system to various negative impacts. The impact of the environment in one place is compensated by exposure in a dozen directions. While the people, putting pressure on the system, require the transfer of the clock hands, the state management, sending a response signal, adds several other distractions to it: for example, through the Duma, ideas about the inadmissibility of adopting children by Americans, about fighting pedophiles are carried out in the form of restrictive laws or amendments. , homosexuals, about the inadmissibility of insults of religion, about changes in the law on the media, about blocking sites where they write about the methods of suicide, and so on. Society is no longer divided into half and third, but into smaller and smaller parts. The fragmentation of society is the key to a successful and long-lasting power, maintained by the constant excitement of the masses, whose energy is switched to practically non-existent fronts of struggle. Do you understand? No fronts, there is a struggle. At the same time, people are confident that the government will effectively solve all the difficulties of development and consolidate society. The result: a stable and bold living state, and a religiously divided society that believes in it.
- So, it’s just a matter of switching and fragmentation? And on the other hand, in the preservation and consolidation of power? You want to say that there will be no revision of the privatization results? That is, the decision will be made - and soon canceled?
- Yes of course. Do you need more examples? Excuse me In July, 1998, Yeltsin passed a rather stern law on the conformity of large expenses to revenues. But he did not even enter into force! Instead of launching this hard law in July 1999, the first part of the Tax Code relatively gently expanded the article 86, and in part 1, article 31, prescribed paragraph 10, which allows the tax authorities to control the compliance of large expenses with the income of individuals. Bought a property - file a special declaration. But this disgrace put an end to President Putin. In July 2003, the campaign with special declarations was discontinued: additional parts of the 86 article were no longer valid. As far as I remember, they were turned off under the pretext that there is no information base for them. In July, 2006, Putin got to the accidentally forgotten article 31. She outlined in the new edition, from which the modest paragraph 10 th disappeared without a trace.
- And all this under the slogans of the fight against corruption.

- Yes. Or here's another example. Putin, and then Medvedev (both, of course, governed by one recipe) spoke a lot about the need to reduce the number of officials in Russia. In 2005, the government adopted the “Concept of Administrative Reform,” and Putin, as I recall, said on television about the need to create a commission to study the issue of reducing officials. But the number of officials in Russia under Putin has increased one and a half times! In the 2000 year, when Vladimir Vladimirovich came to power, declaring that the state apparatus should be reduced to 1 / 10, there were about one million one hundred thousand officials in the country, and almost six hundred thousand in 2006. In 2008, there were already almost a million, seven hundred thousand. Even with all the desire, growth can not be called a reduction. On the eve of 2011, President Medvedev signed a decree on optimizing the number of civil servants, announcing the planned reduction of officials by April 2013, by as much as twenty percent. Very similar to someone's promise to build communism by 1980-th year, is not it? .. In 2013-m summed up. "Optimization" was unsuccessful: instead of firing one-fifth of government workers, they ... began to pay more!

- What kind of administrative reform is there! The very idea of creating a commission is an obvious way to increase the official mass. But we have computerization! Technology! The second decade of the twenty-first century! It would seem that the number of officials should fall with the introduction of technology and technology. But no, the opposite is true. The casket just opened: the task of any commission, of any “reducers” is to master the allocated budget and get a new one.

- Well, of course! Exactly the same task will be solved by a commission of competent specialists who will devote two years to a thorough study of the stages of privatization. Then the commission, as expected, will transfer the materials to the investigation. The investigation will follow a completely remarkable path that has recently been brilliantly worked out in the so-called Serdyukov case. A win-win situation: an endless series is created for the public, whose participants are well aware that they are nothing more than actors. As a result, we have a political performance with a fooled audience and bold laughter behind the scenes. Well, and a legal outcome: no large-scale violations in the privatization process have been identified. But that's not all! Here, as in a thriller: the plot constantly turns, and the imaginary denouement turns around only a hint of a climax. Forward, to the catastrophe, is the motto of thrillers! A new commission will be created, now processing textbooks. stories for high schools. Since there are no violations, historians will register in the textbooks of Mr. Chubais as a national treasure, as a living monument, as one of the founders of the market who saved Holy Russia from socialist collapse. You have heard that textbooks have already begun to be rewritten - two revolutions of 1917 of the year were mixed in one, and something else was invented? .. So, this is only the beginning ... By the way, the outcome in such serials is not obligatory. Thriller easily turns into an endless series! All these our commissions and investigations with you ... They sometimes sink into such depths of historical and political depths that there is not enough rope to pull them out. It will take a quarter of a century, but look, the commission, it all works! There are already five thousand employees, four buildings in the center of Moscow and two branches (in St. Petersburg and Novosibirsk), and the research on the stages of privatization is on, and there is no end-to-edge. Well, isn't it amazing, young man? Postmodern aerobatics!

Society has long demanded an answer to urgent questions. Therefore, I believe, there is a need to create a special commission to study the facts of unfair attitude of the responsible persons to their duties during the period of privatization of state property. ”
“It's time to figure it out. To dot the i's and close this painful topic for the people once and for all, ”added Vladimir Putin.
The President recalled that he had previously repeatedly spoken on the topic of the results of the privatization of the nineties. “I never argued with critics. I always thought that privatization was dishonest, ”he noted.
“The stability of our state and our society,” the president said, “depends on how much power and big business are committed to the principle of justice. Of course, today it is too early to talk about reprivatisation and the application of some articles of the Criminal Code to the so-called foremost check-investment technologies. It is unacceptable that the business reputation of those owners, those bona fide purchasers who received the assets lawfully, suffer. However, if the competent commission establishes the facts of abuse, the former officials will not turn away. I personally promise: they will not be allowed to fly to London. ”
In conclusion, Vladimir Putin noted that “those leaders of privatization processes who managed to get the Russian economy out of the socialist deadlock and on legal grounds — I emphasize legitimate reasons — should not suffer as well on a reliable market rails.”
According to the president, an economist with proper experience in the industrial sectors, a big manager who has proven himself to be successful in reforming the national economy, could head the commission for investigating violations during privatization. V. Putin recommended the government to consider the candidacy of Anatoly Borisovich Chubais - a person who raised the crisis power industry of the Russian Federation to a new level in the 21st century, and in recent years has given a lot of energy to the development of national science.
