A word to heads of defense enterprises

- Speaking about the level of our cooperation with the military, I should note that today, with the support of Deputy Prime Minister Dmitry Rogozin, who heads the Military Industrial Commission under the Government of Russia, we have established an effective dialogue between enterprises - manufacturers and developers within the framework of the Interdepartmental Working Group weapons and the Ministry of Defense of the Russian Federation. Thanks to the established dialogue with the direct consumer of our products, we finally began to receive feedback from the Ministry of Defense, to see the needs of the department in the form of tactical and technical tasks for developing weapons.
At the moment, we do not have large orders from the military department for the production of weapons, but we are developing modern designs for the Ministry of Defense. In particular, the development work "Warrior". The Kalashnikov Concern is looking forward to developing cooperation with the Russian Ministry of Defense.
For the near future, the military department has planned the Day of the shooter, for which we provide the Ministry of Defense with all existing and prospective weapons. The military will shoot from all the samples, evaluate their tactical and technical characteristics, convenience, and will be able to make informed purchasing decisions. Among other products, we will present the Ministry of Defense pistol Yarygin production Izhevsk Mechanical Plant. All other power departments have already re-armed and replaced in their arsenals the Makarov pistol with the Yarygin pistol.
The requirements of the Ministry of Defense have always been tough. All our enterprises have military acceptance, which strictly controls the quality and deadlines for the delivery of all military orders. Execution of defense orders for us is always a priority among other production tasks, so we plan all the work in advance in order to ensure timely and high-quality execution of contracts for the military department. We hope that there will be more of them in 2014.
True, this year the state defense order has finally appeared, and a very large one. We won the tender for the production and supply of the Defense Ministry guided missiles "Whirlwind-1" in 2013 – 2015 for the sum of about 13 billion rubles and have already begun production of the first experimental batch.
In the Kalashnikov Concern, we are combining the potential of Izhmash and the Izhevsk Mechanical Plant in the field of high-precision weapons production, in order to ensure for the Russian Defense Ministry the production of a wide range of weapons at one site. We hope that our interaction will become even more convenient and transparent from this.
In matters of cooperation with the military department, weapons modernization issues require a deeper study. Much has been said about the stockpiles of small arms in stock. But there is still no solution as to how best to deal with it, so as not to destroy what so much labor has been invested in. For example, we offered the Ministry of Defense several options for upgrading the AK-74, but no major decisions were made. In addition to modernization, we are ready to support the proposal of the general director of Rostec State Corporation, Sergey Chemezov, to replace three old machines with one new one, in order to transform already irrelevant models into civilian weapons or sell them to foreign countries.

- We have with the Ministry of Defense of the Russian Federation, first of all with the Main Committee of the Navy, a well-established mechanism of interaction. OJSC Zvezda is the only Russian producer of light powerful marine engines, gearboxes and reverse gearboxes (RRP). Recently, it has also become a developer and manufacturer of heavy DRDs for diesel, gas turbine and diesel-gas turbine main ship power plants of ships, boats and ships of the Navy and marine units of other Russian law enforcement agencies.
Until recently, the state support of the diesel industry, unlike in Western countries, where it exists in the form of state and intergovernmental programs with shared funding for promising projects, was absent. But since 2012, the Ministry of Defense has taken serious steps towards the formation of a single algorithm for working together to increase the volume of state defense orders.
For the first time, a contract was signed with OAO Zvezda for the production of a new line of diesel engines and an auction was held to repair diesel engines for the Navy for the next three-year period. It should be noted that on such a scale and with such a level of detail many practical issues regarding the repair and procurement of diesel engines were solved for the first time.
If we talk about changing the requirements for the timing and quality of the implementation of the state defense order, the system of military missions created as a quality control tool cannot replace the quality control system of enterprises, which is usually determined by the level of production organization and technologies used. Therefore, at the stage of forming the state defense order, the necessary budgetary and own investments are planned for the re-equipment of primarily measuring, laboratory and metrological equipment.
What issues need further work in the future? Currently, the Ministry of Defense of the Russian Federation is working on the issue of concluding end-to-end contracts with defense industry enterprises to ensure the full life cycle of weapons and military equipment: from design, manufacture to their disposal. The contracts will ensure long-term planning of capacity utilization, reduce costs at the post-production stages, as well as allow long-term contracts with cooperation enterprises to be concluded. True, the current legal provision for the state defense order, adopted in 1990, requires improvement and refinement in accordance with the changed economic conditions.
Another important point. Now in the Russian market in almost all sectors of the defense industry there is no maintenance of the product life cycle at all stages. As a result, very good products are produced, but proper service is not provided. Therefore, it is necessary to find the optimal schemes of interaction between the Ministry of Defense and industry regarding the maintenance of equipment.

“If we compare the level of interaction between industry and the Ministry of Defense in 2013 and in the previous two years, there are significant changes for the better. As for direct interaction on the ground, during 2013, at the initiative of TsS Zvyozdochka OJSC and the Northern Technical Department fleet weekly production meetings were organized with the participation of industry representatives, the Northern Fleet's military command and control agencies, and operating fleet organizations.
The specifics of our work is due to a very short period of work due to the combat service of ships. There are plans to transfer individual fleet functions to industrial enterprises - this is primarily the formation of application volumes of work. At present, we face the task of finalizing the current regulatory documentation, bringing it to modern requirements, clarifying the order of interaction between all the participants in the work.

- Over the past year, the Minister of Defense has paid particular attention to the defense enterprises of the Urals, as evidenced by a number of his working trips to domestic enterprises. Thus, in August, Army General Sergei Shoigu, First Deputy Defense Minister, Army General Arkady Bakhin, Deputy Defense Minister Yury Borisov, Commander-in-Chief of the Land Forces Colonel-General Vladimir Chirkin, Head of the Main Operations Department - Deputy Head, accompanied the General Staff of the Army Arzamas Machine Building Plant in August; Colonel-General Vladimir Zarudnitsky, Commander-in-Chief of the Western Military District, Colonel-General Anatoly Sidorov. The 9th International Exhibition of Arms, Military Equipment and Ammunition of the Russian Arms Expo - 2013, held in September at the Prospector training ground near Nizhny Tagil, became a peculiar reflection of the situation that has changed for the better in the domestic defense industry complex. This year the exhibition, which has already become familiar, has changed qualitatively. It looks new and in appearance, and the range of exhibits, and to show the capabilities of military equipment.

We continue to repair engines under the program of service maintenance for the Ministry of Defense.

- Over the past year, the interaction of industry and representatives of the Ministry of Defense has noticeably intensified. It is impossible to say that the requirements for the state defense order have changed, but it pleases that there is no shyness - we are working according to plan, without any fuss, we are building new ships.
What would you like for the future? More funds for research and development work. What we are building today is the groundwork for the 1980's and 1990's. But much of what has been created has already reached its perfection. It is time to look for new solutions, for example, to use metal-plastic pipes, panels for electrical wiring, etc. In the design work to use three-dimensional design, to increase the number of machines with numerical control in production. Today, in my opinion, they are not enough.

- With the appointment of Sergei Shoigu to the post of Minister of Defense of Russia, personnel changes took place in the military department. TsKB "Titan" is a leading enterprise for the development and production of weapons for the Ground Forces, Navy, Air Defense Forces. Today, we fully feel their relevance. So, this year the volume of our products manufactured for the Armed Forces of Russia in the framework of the state defense order has increased significantly. Good prospects are outlined for the future, as the intensive re-equipment of the army and navy with new models of weapons and military equipment continues. The decision on military acceptance is very important. We, the leaders of defense companies, are counting on its early implementation.
At the same time, there are issues to be addressed. For example, the pricing procedure “20 + 1”, which does not suit the enterprises of the military-industrial complex and makes their products low-profit, is still maintained. So far, it has also not been possible to fully debug the scheme of service provided by the industry to the guarantee equipment supplied to the troops. Obviously, it is necessary to return the previous status to test sites and spaceports. These sore questions for us are waiting for a crucial decision. I am convinced that such an energetic and authoritative leader, as General of the Army Shoigu, members of his team of like-minded people will eventually be able to remove them from the agenda. And in this, as in all other matters important for strengthening the defense capacity of our country, I and all my colleagues wish the present leadership of the military department success.

- Preserving ship repair as the main activity of the plant increases production volumes. This has especially become noticeable over the past year. We have reached the maximum mutual understanding with the Ministry of Defense. The portfolio of orders for military ship repair is filled with 100 percent, putting ships for scheduled repairs is scheduled for many months in advance.
The company performs a comprehensive repair of any complexity during the docking of vessels of all types. The non-freezing water area and the dock with the length of 246 meters allow for year-round docking of vessels with a displacement of up to 36.000 tons with the performance of all types of work.
The workshops of Dalzavod carried out scheduled repairs to the Varyag Guards missile cruiser, Marshal Shaposhnikov, Admiral Vinogradov, the Marshal Krylov measuring complex and a number of other ships. In total, last year, maintenance and dock repairs underwent 150 ships and vessels of the Pacific Fleet. After that, the ships successfully solved combat missions, made several long voyages, including to the Gulf of Aden.
Already this year after the repair work carried out, the ships of the Pacific Fleet coped brilliantly with the tasks set during large-scale exercises.
In general, this year, maintenance and dock repairs will be held on the 173 ship and the ship of the Pacific Fleet. Four 1-2 rank ships will be repaired with upgrades. At the same time, the requirements for terms and quality of fulfillment of the state defense order increase. Given these circumstances, we strive to be more demanding in the fulfillment of obligations by our suppliers.
Today the volume of production has doubled. Now we are confident that next year will bring a double increase and amount to 11 billion rubles. Therefore, we are actively working on the training of specialists, the development of the team.
We are actively engaged in the repair of industrial premises. In parallel, the modernization of the plant. New buildings will be erected, many productions will be reconstructed, new equipment will be installed. In the future, the reconstruction of the dry dock, the creation of a center for the repair of submarines of the Varshavyanka type, a repair quay for universal landing ships of the Mistral type.
Today the ship repair base of the Pacific Fleet is gaining momentum. I think, with government support and cooperation with the Ministry of Defense, we will be able to turn the center of the ship repair Dalzavod into a powerful modern high-tech enterprise.
