The financial service is not only becoming an independent content service, it is vested with the functions of control over the financial, economic and production activities of all other military command and control agencies.
With the formation in the structure of the Armed Forces of the Yaroslavl Military Financial School, a firm course was confirmed that the army financial service should be staffed by specially trained officers. The school, having passed the difficult path of formation and development, adequately solved the growing tasks of training financial officers for the Armed Forces and the military organization of the state as a whole in the prewar period, the terrible years of World War II and many decades of peaceful construction.
With the creation in 1947 of a new higher educational institution - the Military Faculty of the Moscow Financial Institute, which was later transformed into the Military Financial and Economic University, an integral two-tier system of training highly qualified military financial and economic personnel developed. They were able to solve any problems of financial support of the troops and fleet forces, carry out analytical and control and auditing activities, calculations with industry for research and serial production of weapons, military and special equipment.

The assignment of solving the tasks of financial support of troops and forces in a special period to civil servants contradicts the fundamental principles of building the Armed Forces.
The need for high-quality departmental financial control, which in the financial control system of the country has been and remains the key, the most time-consuming and at the same time the most productive in the fight against corruption and all sorts of abuse. These positions of departmental financial control, and not only in the Ministry of Defense, have recently been lost. It so happened that the officer in Russia has always been and remains more than just a professional military man. At all stages of historical development, the most responsible posts were occupied by people who had military ranks, and the most difficult tasks were entrusted to them.
