Not so long ago, the Public Opinion Foundation published the results of a survey that related to the assessment of the activities of the heads of the regions of the North Caucasus Federal District by the local population. It turned out that the first place in terms of positive feedback in terms of leadership, took the acting head of Dagestan, Ramazan Abdulatipov. The work of Abdulatipov in his post as positive for the region was estimated by 72% of respondents, and only 2% of respondents said that Abdulatipov’s work was negative. The remaining respondents could not give an unambiguous assessment of the work of the acting head of the republic.

The second place in a kind of national rating was taken by the head of Karachay-Cherkessia, Rashid Temrezov. His work on the "positive" rated exactly 50% of respondents. Experts are wondering why the level of the positive attitude of work in the region of the same Ramazan Abdulatipov from the Dagestanis is much higher than the level of the same attitude of the heads of other North Caucasian republics. The riddle, indeed, is present, because by economic indicators Dagestan can hardly be called the absolute leader in the region, even the best of the worst can not be called. Yes - the fixed unemployment rate here is about 12,8% (for comparison: in Chechnya, almost 28%, in Ingushetia - all 48%). But such unemployment is still twice as high as the national average ... The economic turmoil also adds terrorist activity, which, when Abdulatipov takes office, does not go down as much as we would like. Although it is obviously not necessary to expect from the head of such a complex for various measures of the region lightning solutions of both economic and antiterrorist plans.

A high level of trust in the head of the republic, expressed by the residents of Dagestan, should obviously be taken as a kind of advance payment issued to the head. Ramazan Gadzhimuradovich himself understands this, and therefore demonstrates a clear desire to consolidate his “people's success”, which was revealed as a result of a sociological survey. Consider the actions that have been noted since the publication of the FOM Ramazan Abdulatipov data.

One of the interesting points in this vein is the desire to bring the life of the republic into the legal mainstream. And in this case we are talking about bringing the Dagestani military recruits (or, more precisely, potential conscripts) into the legal mainstream.

In particular, in the Republic of Dagestan, the creation of a so-called guarantee institution has been announced, whose work will be to control the behavior of Dagestan recruits after they get into military units of various regions of Russia. To implement this kind of project, the Dagestan authorities decided to go along the path of bringing to the upbringing of Dagestan young people of military age known and respected people in the republic. To this end, a special commission is being formed in Dagestan, which will include local deputies, spiritual fathers, elders from different localities and retired officers. It is planned that a guarantor will be allocated for a certain group of Dagestan conscripts, who will take all the responsibility for the service of their charges. The guarantor will have to regularly visit the military units where those young people do military service for whose behavior he is responsible. And if they (the guarantor) will identify violations of the statute by his “pets”, he will be obliged to put these violators of discipline in place and subject him to as yet unmarked punishment. Representatives of the institute of guarantee are still talking about the system of censures and punishments, but in the territory of Dagestan such an initiative has already gained many supporters, because the interest of young people from this particular region of Russia to do military service in the Russian army remains very high. Will this initiative be approved by the Russian Ministry of Defense? - this is a separate question.

It is worth noting that Abdulatipov is the only in recent time leader of Dagestan, who declares that it is time to withdraw the region with the richest resources from the subsidized abyss. It seems that all previous chapters of Dagestan seemed to like the subsidized niche of the republic, as there was no need to allow any special movements for the federal center to allocate funds "for development".

One of the manifestations of the economic activity of the head of Dagestan can be called those agreements that were achieved at his personal meeting with the Iranian delegation. While Europe is actively pressing Iran on with the help of sanctions, the south of Russia may well use its geographic location to increase trade activity with Iran at the regional-state level.

Today, Russian-Iranian trade is about three billion dollars. Given the enormous potentials of both countries, this figure looks ridiculous. To increase the turnover indicators, it is proposed to create a logistics center in Dagestan through which goods from Russia to Iran and, accordingly, from Iran to Russia will pass. Acting Head of the Republic of Dagestan Ramazan Abdulatipov proposed to establish a permanent aviation communication between the republican capital and several airports of Iran, and in addition to open a consulate general of the Islamic republic in Makhachkala. It is planned to launch a number of joint energy and infrastructure projects that will attract foreign investments to Dagestan. Abdulatipov is going to take this work under his personal control.

Another direction of economic growth in Dagestan is agriculture. This was reported at a meeting of representatives of local authorities. So that the words about the development of agriculture in the republic did not disagree with matters, it was decided already this year to begin implementing the program for the full development of the agro-industrial complex in several districts of the republic at once. The program has already started to work in Kizlyar district of Dagestan, where recently several enterprises of the agro-industrial complex have been opened at once with a total employment level of about 900 people. This led the district to the number of districts with a minimum level of unemployment in the republic.

At the same time, the authorities say that the more new jobs will appear in different parts of Dagestan, the less desire local youth will show in terms of “going to the mountains”, and the less there will be less chances for recruiters who today are showing considerable activity in those parts of the republic where unemployment reaches critical values.

Recall that Ramazan Abdulatipov has been serving as the head of Dagestan since the end of January of this year. Despite the enormous difficulties that Abdulatipov has to face in his work, the level of his support from the population is several times higher than the level that corresponded to Abdulatipov’s predecessors in his post. Of course, before turning Dagestan into a “garden city” is very, very far away, but I would like the potential of the head of the region not to run out, and his interest in the development of Dagestan would not wear out over time in a power position.
As for small achievements, it is precisely small steps that often lead to a big goal.
