Former governor of Sevastopol Ovsyannikov and lost ships
A simple Izhevsk boy
Interesting information was published on the pages of an online news publication from Izhevsk. "Udm-info" сообщает, that “Former GFI (Chief Federal Inspector) for Udmurtia Dmitry Ovsyannikov fears for his life in London." Isn’t this the same Ovsyannikov, who until recently was the governor of the hero city of Sevastopol? It turned out that it was him.
It makes for an interesting movie: as you know, Great Britain supplies Ukraine underwater drones, highlights for the destruction of ships of the Russian Black Sea fleet large amounts of money, and at this time the previously imposed sanctions on the former Sevastopol governor are lifted, and he is discovered in Foggy Albion, where it turns out he has a cozy nest in store, and more than one.
It just so happened that a simple boy, Dima Ovsyannikov, having graduated from high school and the Udmurt State University in the city of Izhevsk, famous for the traditions of Russian gunsmiths, made a truly dizzying career. And wherever he worked, whether as a federal inspector in the Kirov region and the Udmurt Republic, where a large number of defense industry enterprises are concentrated, or as a commercial director of the Chepetsky Mechanical Plant, specializing in the manufacture of metals, alloys and products made from them for the nuclear industry, or as a director of economics and finance of the Perm Motor Plant, which produces aviation engines and gas turbine units, whether as deputy head of the financial and economic department of the United Engine Corporation, whose name speaks for itself, everywhere he was in the thick of events taking place in the Russian defense industry.
And even more so when he became the head of the department, and then the Deputy Minister of Industry and Trade (he held this position twice - before and after Sevastopol). This means that the information about the structure of the Russian military-industrial complex that Ovsyannikov has from top to bottom is enormous.
Plus, the two years when he was the governor of Sevastopol (as the Udmurt publication claims, not without lobbying by Rostec), revealed to him many details of the functioning of the city, which is the base of the Russian Black Sea Fleet. At one time, Rostec and Ovsyannikov’s immediate boss was the Minister of Trade and Industry Denis Manturov, through his governorship had special types to Sevastopol, but that’s not what we’re talking about now.
We are talking about information about the Black Sea Fleet that Ovsyannikov could possibly have received during his governorship. The opinion that the civilian governor understands nothing about naval affairs and is not allowed to know military secrets is fundamentally wrong. The information alone about the interaction between civil and military administration, the organization of work in emergency situations, mobilization activities, and so on and so forth is worth it.
Finally, we must not forget that Sevastopol is not just a city and a subject of the Federation, it is, first of all, the main base of the Black Sea Fleet, and based on this specificity, the governor of the city is certainly well informed about naval capabilities and problems.
A cat knows whose meat has eaten
It is noteworthy that it is Ovsyannikov who fears that the Russian special services will deal with him, and this, in fact, is nothing more than an indirect sincere admission that he caused serious damage to his former homeland. Only Ovsyannikov himself can know exactly the extent of possible damage, taking into account his previously held positions; we will only try to make some assumptions...
Is it a coincidence how сообщает “Tsargrad”, in two years the Ukrainian Armed Forces managed to destroy more than ten ships and boats of the Black Sea Fleet and cause damage to the military and civilian infrastructure of Sevastopol (the civilian infrastructure was definitely in Ovsyannikov’s area of responsibility for quite a long time).
Well, does British intelligence really only receive information about Crimea, Sevastopol, the fleet, structures and work carried out from satellites?
Could Ovsyannikov suggest something that is not visible from a satellite, based, so to speak, on personal experience?
Easily! Moreover, by establishing a “reserve airfield” in London, he could well have prepared for this step in advance. Something like “take me, I’m one of the bourgeois.”
We do not know whether Ovsyannikov was formally admitted to information constituting state secrets, that is, whether he had access to secrets in the appropriate form. Judging by how freely he flew out of the country at the start of the North American War, apparently he did not (although his track record hints at a completely different assumption).
However, the completeness of information that he possesses about both the base of the Black Sea Fleet and the entire military-industrial complex of the country allows him to claim that British intelligence “eviscerated” him completely, which is why he is trembling for his precious skin.
The assumptions that flashed on social networks that Ovsyannikov was recruited long ago and worked for British intelligence do not stand up to criticism. Mi-6 would have started to shoot him down, allowing him to be arrested because of the unfortunate tens of thousands of pounds, even if he was already an unnecessary agent three times over, realizing that in Russia there are probably his informants who can still serve.
Most likely, having squeezed out all the information they needed and made sure that there was nothing more to get from him, they threw him away like a used rubber product.
Betrayal in Rus' has always been the most disgusting act. Unfortunately, over the past decades, with an entrenched ideology called “money,” some statesmen have completely forgotten what the Motherland is, which they supposedly serve. But in fact it turns out that they serve the golden calf.
So it turns out that from corruption to betrayal there is only one step.
And for a long time now they have nothing Russian left, only one American principle - “nothing personal, it’s just business”...
Flight or evacuation
The list of former high-ranking officials who fled Russia to the blessed West is very impressive, this Alfred Koch, Ilya Klebanov, Arkady Dvorkovich, Alexander Khloponin, Anatoly Chubais, Mikhail Kasyanov, Boris Dubrovsky... It is a thankless task to list smaller figures.
And they fled not only in connection with the beginning of the Northern Military District. Some - by stealing and escaping arrest, for example. And previously, almost weekly, the Russian media reported that one or another “plunderer of capitalist property,” be it an official mired in corruption or a would-be businessman who has defrauded partners, clients or the state, against whom law enforcement authorities have opened a criminal case, turns out to be inaccessible for these same authorities due to traveling abroad. And, naturally, because of the stubborn reluctance of such a fugitive to return to our country.
Apparently, he has not yet reached that nostalgic stage, so that, as old man Tulyev put it in the famous film, he would crawl on his knees to Russia to catch Russian perch. Well, what can you do, maybe someday it will come...
But what is interesting.
In most such cases, it turns out that somehow these fugitives, including those involved in criminal cases, “suddenly” find themselves abroad at the most necessary moment for the investigation. And the stolen funds sought by the investigation are found in foreign accounts or invested in real estate, shares and other tangible assets.
Is it really possible that Ovsyannikov and people like him, while in the public service and purchasing real estate abroad, did not come to the attention of the competent authorities? Hard to believe.
This means that there are certain persons, including in law enforcement agencies, who carry out proactive measures to identify, prevent and suppress the attack on the person involved in the “punishing sword of justice.” Not disinterestedly, of course, but, as they said in the 90s, “for a fair boy’s share.”
There are also people preparing and carrying out “evacuation” measures, most likely using government institutions.
Well, when the “ward” is at a safe distance, rejoicing at how cleverly he fooled everyone, you can initiate a criminal case, declare him a foreign agent, and much more.
It turns out that those who have caught a certain point on the time axis, up to which it is still possible to commit illegal actions, and after which it is urgently, urgently “time to get out,” remain outside the zone of Russian justice.
And those who didn’t notice it... Here, as they say, “who didn’t hide, it’s not my fault.”
Law enforcement agencies, of course, are very reluctant to “wash dirty linen in public,” but I would like to know if there are examples of holding people accountable for leaking information about a criminal prosecution, which allows high-ranking officials to throw the goods across the cordon in time and hide there, and for preparation and support a hasty evacuation of those involved in criminal cases, and even such odious figures as Dmitry Ovsyannikov?
This understanding is necessary to believe what the Russian President is saying, that the fight against corruption is serious and long-term.
And as for Ovsyannikov...
Let him tremble, in the end, for every Judas there is his own aspen, no matter in this world or in the next, or an ice ax, whichever one likes best...
