The Time of Heroes has come
Unprecedented elevator
In his message to the Federal Assembly of the Russian Federation on February 29, Vladimir Putin announced the “Time of Heroes” project. Full name – Higher School of Public Administration “Time of Heroes”, implemented by the Higher School of Public Administration RANEPA on the basis of the Management Workshop “Senezh”.
But this is in official language. To put it simply, Vladimir Putin decided to invite SVO participants to the elite club of government managers. Rumors about the imminent emergence of such an institution had been circulating for a long time, but only in the third year of the conflict it was decided to formalize everything according to the law.
Vladimir Putin put an end to two years of reasoning:
“The true, real elite is everyone who serves Russia, workers and warriors, reliable, proven, who have proven their devotion to Russia, worthy people. The “Time of Heroes” program will be built according to the same standards as our best projects - the Higher School of Public Administration, which is called the “school of governors”, as well as the “Leaders of Russia” competition. The mentors for the first participants of the Program will be heads of the Government, the Presidential Administration, federal ministries, departments, heads of regions and our largest companies.”
What do we see on the horizon?
First of all, the state, represented by Putin, created a separate social elevator for the participants in the special operation. If you read the transcript carefully, the president mentions “workers and warriors who have proven their loyalty to Russia.” Potential participants in the “Time of Heroes” project may well include workers in the military-industrial complex, without whom the course of the special operation could have been completely different. So far, this possibility has not been considered separately.
In essence, this is a repetition of the events that followed the Victory in 1945, when veterans received benefits when entering the country's universities. People who have proven their devotion to the Motherland have been given the opportunity to make important decisions and lead effectively. Maybe this is why the Soviet Union won the space race and created a technological foundation that we still use today?
The difference between the “Time of Heroes” program and the events of 80 years ago is that the special operation has not yet ended, and the demand for managers of a new formation has already become too obvious. The goals are characterized as follows:
“Preparation of highly qualified, competent managers from among the SBO participants for subsequent work in state and municipal authorities, as well as state-owned companies. The program involves training in modern management methods and technologies, teamwork, and personal development.”
It should be noted separately that people with good temperament and strong character have long been valued in administrative work. Suffice it to recall the “School of Governors” of the Higher School of Public Administration of the RANEPA, in which future managers jumped from a seven-meter waterfall and under a tank they were lying in the trenches. Russia has always needed strong-willed managers - the special operation became an excellent testing ground for this. The Northern Military District veteran will only smile condescendingly over the trials of the “School of Governors.”
The time of heroes has come
Without exaggeration, future graduates of the “Time of Heroes” program can be called the new elite of Russia. It so happened that since the Afghan and Chechen wars, ordinary fighters have not often become managers and political leaders. With the exception of generals and senior officers, of course.
Now Vladimir Putin has proposed taking under the wing of professional military personnel, volunteers and mobilized people who meet the following requirements - a Russian citizen with a higher education and experience in managing people. Participation in the SBO, of course, is the main parameter for selecting applicants. The program is unique and thus can attract unscrupulous individuals. Now the project operators need to organize the selection of potential participants in an extremely transparent manner - many “near-war” people will be tempted to be among the managers, bypassing the crucible of the SVO.
The registration procedure for the “Time of Heroes” project is both complex and quite simple. On the website vremyaheroev.rf, you just need to create a personal account and submit an application. Next, according to the plan, is filling out a questionnaire and writing an essay. It is highly desirable that frontline fighters who meet the parameters of the competitive selection are given the opportunity to write an essay and are provided with competent advice.
Let us note that everyone who took part in the SVO (including those already transferred to the reserve), as well as currently active special operation fighters, can take part in the project.
The start of the “Time of Heroes” was given on March 1, but just a day later the number of registered people exceeded 14 thousand people.
Rector of the Presidential Academy, General Director of the ANO “Russia – Land of Opportunities” Alexey Komissarov noted:
“The very first day of recruiting participants showed how much demand there is for the new initiative of the President of Russia. Many people who today defend the country with weapons in their hands were not always military personnel. They worked in construction, in industry, in agriculture, in state and municipal service, and were computer scientists, lawyers, doctors and teachers. And among professional military personnel there are many who have leadership qualities and high management potential. The “Time of Heroes” program gives all of them a unique opportunity for growth and development, to realize themselves in serving Russia in a new capacity – in peaceful life.”
Anyone who feels empowered to serve the Fatherland in a new role can submit an application until 12:00 (Moscow time) on April 8. According to the most conservative estimates, the number of applicants may exceed 100 thousand.
According to the organizers, all registered participants are guaranteed to receive online training on the RANEPA platform. After April 8, there will be online testing of management potential and an interview with teachers.
And here we also need an understanding - how will a fighter on the notorious “line of combat contact” take part in procedures and online training?
If an applicant is selected for full-time training, will there be an opportunity to recall the patriot from the front?
According to the organizers, each person who passes the selection will receive a personal mentor and coach. In any case, for a considerable part of the tens of thousands of applicants, a new life will begin very soon.
An event unique in its significance is unfolding before us - the birth of a new elite in Russia. Nothing like this has happened in the country at least since 1945.
