9. Qatar and the United Arab Emirates deign to restore in Syria all that was destroyed by the war, with the condition that the companies of these countries will have exclusive rights to the contracts of rehabilitation and the extraction of gas and oil fields in Syria.
10. All relations with Iran, Russia and China should be cut off.
