According to Flynn, the exercises conducted by the PLA indicate that Beijing is "preparing" for a military conflict with Taipei. However, the general acknowledged that huge human and military resources would be required to build an invasion army on mainland China, which, he believes, requires fighters with impeccable professional combat experience.
