L-410NG as a training aircraft for the Russian Air Force

30
The Flight International magazine, citing a statement made by the representative of Ural Mining and Metallurgical Company (UMMC, controlled by Iskander Makhmudov) on October 24, 2012, reports that the Russian Air Force is interested in using the Czech-built light passenger aircraft L-410NG in quality of training, primarily for the preparation of the flight personnel of the military transport aviation.

Since 2008 UMMC has been controlling (in the form of ownership of 51% of shares) the Czech aircraft plant Aircraft Industries (formerly Let) in Kunovice, which produces aircraft of the L-410 series (now in the L-410UVP-E20 version). Since 2009, the company has been carrying out work funded by UMMC to create a new modification of this machine, designated as L-410NG. It is assumed that the L-410NG aircraft will receive a new composite wing, new avionics with a "glass cockpit", as well as new turboprop engines. The use of new General Electric H80 engines is considered as a basic version of the engines (a deep modernization of the Walter M601 series engine, carried out by the former Czech company Walter, now owned by General Electric and called General Electric Aviation - Business and General Aviation Turboprops). On September 24, 2012, the N80 engine received a certificate from the Aviation Register of the Interstate Aviation Committee. At the same time, the use of Pratt & Whitney PT410 engines on the L-6NG is not excluded (with which, by the way, the L-410 at one time began his biography). Serial production of the L-410NG is expected from 2015.

On October 25, a delegation of the Russian Ministry of Defense headed by First Deputy Minister of Defense Alexander Sukhorukov visited the Aircraft Industries plant in Kunovitsy. As representatives of the UMMC reported in connection with this, the Russian Ministry of Defense is one of the most interested customers of the L-410 aircraft, and representatives of the Ministry of Defense came to assess the plant’s ability to supply upgraded aircraft for the needs of the Armed Forces. The significance of these aircraft, especially A. Sukhorukov, is especially great, since the modern cockpit — instruments and avionics — of the L-410 aircraft (this is the L-410NG) will allow it to provide the necessary initial experience and skills to the flight crews of the new large transport aircraft IL -476.

In 2011 and the first half of 2012, the Russian Ministry of Defense received two contracts for seven passenger aircraft L-410UVP-E20 built by Aircraft Industries plant, and at the end of 2012 of the year or at the beginning of 2013, the Ministry of Defense plans to conclude another contract to purchase eight more aircraft L -410UVP-E20 (six in the passenger and two in the VIP configuration) with delivery by the end of the 2013 year.

The Czech plant Aircraft Industries (a controlling stake owned by UMMC), which produces L-410 aircraft, was visited by a delegation of the Ministry of Defense of the Russian Federation headed by First Deputy Minister Alexander Sukhorukov. Distinguished guests were met by Vladimir Kolotushkin, a member of the Board of Directors of Aircraft Industries.

The Ministry of Defense of the Russian Federation is one of the most interested customers of the L-410 aircraft. A senior representative of the Ministry came to personally assess the plant’s ability to supply modernized aircraft for the needs of the Russian army. The importance of these aircraft, as Alexander emphasized. Sukhorukov is especially large, since the modern cockpit - instruments and avionics - of the L-410 aircraft allows him to provide the necessary initial experience and skills for the flight crews of new large transport aircraft IL-476.

At the moment, work is underway on a new order for L-410 aircraft with digital avionics for the Air Force of the Russian Federation ..

And now we read the ORIGINAL:
As reported by the Interfax-AVN agency with reference to the sales director of Aircraft Industries (the former Czech Let plant in Kunovice) Sergey Martynov, the Russian Defense Ministry will receive 2013 Czech light transport aircraft with a short takeoff and landing L-15UVP-E410 by the end of 20 ...

According to him, "the contract for the supply of seven L-410UVP-E20 aircraft to the Ministry of Defense was signed two years ago. It provided for the supply of three aircraft in 2010 and four aircraft in 2011, but this contract was fully fulfilled only in early 2012."

In addition, he added, today there is an application for the supply in the 2013 year in the interests of the Russian military department of eight more aircraft of this type. The contract has not yet been concluded; it will be signed at the end of this year or at the beginning of the 2013 of the year. For the Russian Ministry of Defense, airplanes were delivered as standard, two of which were equipped with reduced passenger capacity.

In total, over the past three years, a plant from Russia has received orders for 22 aircraft from 33 ordered by L-410UVP-E20.

In the Czech Republic, investments are made in the development of the pro-va, but from us they bought a controlling stake in two city-forming enterprises, cable and metallurgical, reduced production volumes, people are fired by hundreds, by hook or by crook, and even, they say, they are going to export new equipment somewhere. So much for "our" company UMMC.

if you believe the reporting this year, UMGC has already surpassed the crisis level of 2007 in terms of production.

In 2008, the factories still employed about 7000 working-age townspeople, "Seeds", of course, compared to the Soviet period. At that time, there were approximately 16000 employed people. Since 2009, a decline in numbers began, which continues to this day. The number for today is about 3400 people. The decline in production continues.
It may be due to the foreign assets of UMMC that it has added production volumes, but not for ours for sure.

Aircraft are considered solely as a training tool for an in-depth analysis of the strengths and weaknesses of the weapons of a potential enemy. And what good is to expect from the oligarchs. Yachts, clubs, real estate, including
production is not in Russia. In Europe, nobody needs the L-410, since they travel small distances on high-speed trains or cars.
Here Makhmudov bought our officials from the Ministry of Defense. Moreover, the deal is being pushed by the Deputy Minister of Defense A. Sukhorukov, and not by the Air Force Commander-in-Chief. As they say, comments are superfluous.

Over the past year, Aircraft Industries manufactured four more L-410УВП-Э20 under Russian orders: an aircraft cabin for UMMC (No. 2733, arrived in Russia in June with Czech OK-AIT registration and was shown at the MAKS-2011 air show), another aircraft for Sasovskogo flight school commissioned by the Federal Air Transport Agency (No. 2806, OK-ODN, arrived in December) and two aircraft for the airline Yamal (No. 2804 and 2805, OK-ODO and OK-ODM, were flown in September-October 2011).

In addition, one machine (No. 2801, OK-BEK) oI went to Kazakhstan in June, two (No.2734 and 2807) were delivered in French Guiana and one more (No. 2732) - in Djibouti. Thus, last year Aircraft Industries manufactured the 12 of the new L-410УВП-Э20 aircraft. About the same amount is planned to be done this year, and by 2015 the annual production rate of the L-410 is supposed to be brought to 24 machines.
In general, no one needs An-148.

In my opinion, the L-410 machine is structurally designed, technologically seasoned, unpretentious and time-tested. I want to +
From the position of patriotism there is definitely a minus.
From an economic point of view, it’s bipolar:
    1. The production of L-410 was practically not curtailed, therefore, all technological chains, designers, allied equipment and infrastructure were preserved. You don’t need to restore anything from scratch, just upgrade.
    2. In Russia, over the past 20 years, unfortunately, 80 percent of the entire technological potential has been lost: workers quit, enterprises re-establish themselves, or as the Saratov aircraft plant practically ceased to exist (shopping centers are more important). HORROR!!! Therefore, in order to start production of any, the most Soviet aircraft itself, it is necessary to start from scratch, and the time of enthusiasts has passed, money is needed.
    3. I would like to wish the owners of 51% of the shares to invest production and sales income on the restoration of the Russian aviation industry!

The AN-74 is undoubtedly beautiful, but it is clearly not a training one. And other Antonov cars are great! The whole problem is precisely in the fact that since Soviet times, constructive solutions and the technological chain are closely interconnected. Antonov where ?, in Ukraine. Production of many ANs where ?, already in Russia. Some kind of "brake" interferes with the mass production of both the AN-74 and the AN-148 and the AN-158, and the AN-124, and it's time to start production of the AN-225 in Russia. Apparently it's not enough to have the documentation. To paraphrase Matroskin, "We have the documentation - we don't have enough brains." And most likely authoritative and punchy designers and production workers who can convince Putin and Medvedev of the need to raise the Russian aircraft industry.
