The Ukrainian state-owned enterprise receives funding from Riyadh as part of the Grom-2 short-range ballistic missile project, according to the IISS, which resembles the Russian Iskander OTR. It is noted that this is precisely why the Ukrainian origin of the fuel was suspected by Western experts.
