A provision on the Federal Service for the Defense Order (Rosoboronzakaz) was published on the government’s website, according to which the agency officially left the Ministry of Defense. From now on, the activity of Rosoboronzakaz is overseen by the government itself. According to a government decree from 19, June Rosoboronzakaz passed into the hands of the government. Despite this, the functions of the department have not changed: it will continue to focus on monitoring tendering and placing orders for goods and state defense orders (GOZ). In addition, the agency will oversee compliance with the mandatory requirements of technical regulations for products supplied in the framework of the state defense order. With the transfer to work in the government structure, Mrs. Vorobeva will still have four deputies, including one first. We note that previously any resignations or appointments in the leadership of the department were formalized by presidential decree on the proposal of the Minister of Defense. Now the agency is subordinated directly to the government, as a result of which the new provision on the Rosoboronzakaz is approved not by a presidential decree, but by a government decree.
The upgrade to the government level affected the structure itself: three additional departments will be created in the central office of the department. According to the official data of Rosoboronzakaz, so far there have been seven departments: control over pricing and use of financial resources; general-purpose military equipment, aviation equipment, means of aerospace defense and weapons, ships and naval weapons; military equipment for strategic missile forces, communications, automatic control systems; rear support; defense industry organizations and public defense orders, as well as legal management. They could not explain to Kommersant what Rosoboronezakaz would specialize on, referring to the absence of Mrs. Vorobyeva (she is on vacation). Kommersant’s interlocutors in the government noted that the responsibility for the formation of the department’s structure rests with its leader, but suggested that some of the functions of the current departments can be transferred to new ones. "The separation of Rosoboronzakaz from the Ministry of Defense is a completely reasonable decision, since control bodies exercising independent supervision should not be part of any department," a Kommersant source in the Military-Industrial Commission emphasized.
