In a dubious company
Only one news categorically dropped out of the mutual flow of wordiness. Shortly before Merkel's visit, the German dpa agency, citing the response of the German Ministry of Internal Affairs to the Bundestag deputy from the Free Democratic Party, Linda Toiteberg, said that Germany plans to include 15 countries, including Ukraine, in the list of safe countries of origin.
At first, this step of Berlin caused confusion in the expert community. How can a country be safe in war? The metastases of this bloody conflict have spread in all its regions. Now weapon and ammunition can be easily bought not only in the capital Kiev, but even in a small town.
For the post-time in Ukraine crime has increased dramatically. Last year, for example, the Prosecutor General’s Office recorded more than 500 thousands of crimes, of which 36% fell under the category of grave and especially grave. During the year, more than three thousand people were killed at the hands of murderers.
Law enforcement agencies have noted a slight reduction in the total number of recorded crimes. But on the 29% for the year increased illegal handling of weapons. The country continues to record incidents of outrages of nationalist thugs who not only terrorize ordinary people, but even allow themselves to interfere in the actions of the judiciary and the police.
Torture in places of detention is added to this unfortunate picture, which human rights activists often mentioned in their reports about Ukraine. All this does not fit the image of a country that is safe for people. However, as it turned out, the Germans are guided by completely different criteria.
What kind? Just look at the company to which Ukraine has fallen. In addition, the list of safe countries of origin will be added to Belarus, Moldova, Cuba, Colombia, Vietnam, Tanzania, Pakistan, India, Kenya, Benin, Guinea-Bissau, Central African Republic and Chad.
All of these countries have different levels of security. If this word can be applied at all, for example, to the Central African Republic, where a film crew of Russian journalists died in July. There, government forces control only major cities and forks. The rest of the territory is hosted by rebels from the Séléka coalition and numerous gangster groups claiming political independence.
The situation in other African countries that are on the list together with Ukraine is not much better. Officials from the German Ministry of Internal Affairs hypocritically stipulate in a letter to deputy Toyteberg that in order to make a final decision, “the government of the Federal Republic of Germany must first carry out a detailed analysis of the situation in these states and confirm that there is no threat of torture, inhuman treatment or armed conflict”.
However, this reservation is not convincing. In fact, we are talking about prohibitive measures for the entry into Germany of people applying for refugee status. No wonder the keywords in the title list are "country of origin." To understand this, just look at the Maghreb (Tunisia, Algeria, Morocco) and Georgia.
They were offered to be added to the list of safe countries back in July. But the question is not yet completely resolved. In the Bundestag, despite the activity of free democrats, they are not ready to approve the list proposed by the Ministry of Internal Affairs. The ruling coalition fears that it will not support the majority of representatives of federal lands in the Bundesrat.
Georgians have already started to send
However, the German Ministry of the Interior is already guided in its work by the proposed list. It arose in the wake of the influx of a huge arrival of migrants. Official Germany did not cope with this stream completely. Now she is looking for arguments to, at a minimum, make it harder to get asylum in the country, and better to send asylum seekers to the country of origin, that is, back to their homeland.
One of the first to feel this was the migrants from Georgia. This year, nearly three thousand citizens of this country have applied for asylum in Germany, mainly in two federal states - Saxony and North Rhine – Westphalia.
The Georgian Embassy in Germany did not support their compatriots. Deutsche Welle cites Ambassador Elguji Hokrishvili’s response to a publication request. He writes that the majority of asylum applications from Georgian citizens in Germany are unfounded.
Local experts agree with him who see the reason for migration from Georgia to poverty, and this is “not a reason to move to Germany.” In explaining the experts ’conclusion, Eteri Hahman, who is on the Aliens Council of the Government of Saxony, gives this example in DW:“ A very modest by German standards manual for those who applied for refugee status is about Euro 400. If a couple comes, the total income, respectively, is 800 euros. Taking into account the fact that the refugee accommodation center does not have to pay for housing and food, it turns out to be “net” income, almost five times higher than the average salary in Georgia. ”
To this it is worth adding that the guests from Georgia are not very law-abiding. By the number of prisoners, the Georgian contingent occupies the fourth place in Saxon prisons, second only to the citizens of Poland, Tunisia and Libya. As a result, the German authorities satisfy less than one percent of Georgian citizens' applications for refugee status.
Today, there are more than five hundred Georgian citizens alone in Saxony who have already been denied asylum. They are gradually being sent home. Over the past two months, two charter flights flew from Leipzig to Tbilisi with Georgians expelled from Germany. Each such flight cost German taxpayers under 100 thousands of euros.
Saxony is not accidentally mentioned in connection with migration problems. Here next year the elections to the land parliament will be held. Local Christian democrats and representatives of the party “Alternative for Germany”, who rely on Germans' dissatisfaction with migrants, are fighting for the main places in it.
The confrontation of the two parties has already risen to the federal level. They are now thinking about how to speed up and simplify the deportation of unwanted migrants. One of these ways is to officially recognize the country of origin of refugees as safe for life. It does not matter that in this country, as in Ukraine, there really is a war, the main thing is to provide German officials with the opportunity to quickly and easily send refugees from Germany.
On the Ukrainians in Berlin, other species. Germany's interior minister Horst Seehofer recently told the media that changes to immigration legislation are being prepared. The minister did not clarify the details of the changes, however, the Bundestag explained: “A migration bill is being prepared, according to which foreigners will issue a work visa in a simplified manner.”
It's not easy to get it now. A German entrepreneur must prove to the authorities that there are no local applicants for the vacancy, and only then issue an invitation to a foreigner. Now it is proposed to issue for six months a work visa without invitations. Visitors are already in place in Germany will choose their employer and get a job.
The project is called liberal. It is focused on attracting highly qualified foreign specialists. Meanwhile, the head of the Bundestag Committee on domestic policy, Philip Amthor, makes an assumption: "Speaking of labor migration, we must understand that this is not only about superprogrammers from India, but also cooks from Ukraine."
The question of new approaches to labor migrants has not yet been resolved, as has the final list of countries of safe origin of refugees not been adopted. But in Germany they are already placing landmarks that would stop a new stream of people seeking asylum. So the political research of the Germans made in their eyes the warring Ukraine a safe country.
Information
