The summit participants unequivocally make it clear that this declaration applies primarily to countries that were previously part of the Warsaw Pact, in the sphere of Soviet influence, or in the USSR as union republics.
Some of them still possess large stocks of weapons of the Soviet standard, which is the main one for their armies. Moreover, in the Czech Republic, Poland, Bulgaria, and possibly in other countries, programs have been adopted to modernize this technology, which should remain in service with these countries for many years to come.
Actually, the plans of the “Young Europeans” Washington, who achieved the adoption of this declaration, may well not be taken into account, especially if we are talking about creating a more than significant American sales market. weapons (instead of the Soviet).
But there are a few moments. Modernization programs of the old Soviet technology were adopted on the direct instructions of the Americans, who demanded an increase in the number of armored units in the ground forces from Eastern European allies. And today there is simply no alternative to the old Soviet “seventy-twains”, infantry fighting vehicles and artillery systems. The United States simply does not have such a number of "Abrams" to arm them with the Polish, Czech, Hungarian, Romanian and Bulgarian armies.
It is also unlikely that the Air Force will quickly re-equip. In addition, the financial capacity of these countries is not that very large. And a radical rearmament of their armies can be fatal to their budgets.
It is also difficult to assume that the United States will go to weaken the combat capability of the armed forces of these countries, which is inevitable if they abandon the legacy of the ATS. Even being sure that Russia is not going to attack at all, they will not be able to go for it at least in order not to destroy the myth created by them about the Russian threat.
In addition, in modernization programs there is a place for participation of American firms. In particular, we can talk about new avionics for Soviet helicopters and airplanes.
And most likely, despite the adopted declaration, the Soviet equipment will remain in service with the NATO countries for a long time (until its resource is completely exhausted).
So why did you need to accept this document? Especially since Washington can get anything from the Baltic republics and most of the countries of Eastern Europe without any declaration.
There is every reason to believe that this document is addressed not to the "limitrofits" of Eastern Europe, but to other countries.
Note that in the declaration, in addition to Soviet weapons, the Russian one is also mentioned, which at first glance looks illogical. After all, neither the Baltic countries, nor Poland and the Czech Republic bought large quantities of weapons from the Russian Federation for their Armed Forces.
Meanwhile, Turkey, a member of NATO, intends to buy Russian weapons. A Russian-Turkish contract has been signed for the purchase of the Triumph C-400 air defense system, which, as is known, causes Washington's fierce fury.
However, despite all the American threats, Erdogan remains firm in his intention to strengthen the protection of the airspace of his country at the expense of the Russian complexes, the best in the world today.
Moreover, after the States declared the possibility of sanctions, including the refusal to supply F-35 (in which Ankara participated in financing the development), the Turks hinted that they could significantly expand military-technical cooperation with Russia. And knowing the determination of Erdogan, there is no doubt that he will go for it, not at all considering either the feelings or the interests of Uncle Sam.
But now, after the adoption of this declaration, the United States had the opportunity to put pressure on Ankara on behalf of all of NATO. How impressed the Turkish leadership, time will tell.
