After the publication that Russia wrote off the remaining amount of the debt of Kyrgyzstan, the degree of discussion of the topic increased. Many of our readers refused to believe that the debt cancellation by Russia occurred “not from scratch”, but had a pragmatic ground (unlike, by the way, from many other cases).

This point of view (about the “inept debt relief”) can be understood. After all, it is well known that over the past quarter century, Russia has paid all Soviet debts, and these are billions and billions of dollars (for themselves and that guy), and against this same background, "friendly" refused claims for a return of debts from a number of partners : from Vietnam to Iraq and Cuba.



However, in the case of writing off 240 million dollars of Kyrgyzstan’s debt, there is still a reason to say that the step was taken not only from the principle: “Yes, we don’t feel sorry, don’t want to — do not give back”. Details about the benefits for Russia in connection with the write-off of debt appeared already in the course of the visit of the President of the Kyrgyz Republic Almazbek Atambayev. And today, these details continue to come from both domestic and Kyrgyz sources.

About the details and talk.
For a start, it’s worth quoting Vyacheslav Volodin, Chairman of the State Duma of the Russian Federation, who arrived in Bishkek the day before. TASS cites a statement by the speaker of the lower house of the Russian parliament:
This (agreement on debt relief) says that we are thinking about the future, and these are relationships that are not based on some benefit, but based on friendship, cooperation and understanding. There are questions to this statement. They exist if only because the discussion of mutual assistance, mutual respect, mutual understanding and other fraternal feelings ends every time when power changes in one or another “fraternal republic”. The local hegemon has changed - and right there the main “track” on his record - to previous debts and other obligations I do not have a relationship, my hut is on the edge, and in general - you will not be friends as I want - I will be friends with the USA - you I have a pop!

Emotionally? Full That's just the prose of life in the fact that lately this is exactly what happens in most cases. Throwing Russia has become for princes from the surrounding (and not only) countries of the victorious democracy not only fashionable, but also beneficial. Even if they do not want to - finish their opponents. And what ... Take a loan from Russia to buy the same from her weapon, and then at least the grass does not grow - that to us, that to them. On the sale of weapons in the 50 countries reported - and excellent. And the fact that the lion’s share of these countries has acquired weapons for the Russian credit funds is not a conversation. For Venezuela, we observe, we are looking at how there the “starving peaceful opposition” is already setting up air attacks on government facilities. And to whom will our 30 “Drying” and the newest armored vehicles eventually go, if tomorrow the lights of democracy come and feed everyone with “plenty” of bread, having organized another civil war on the body of the planet?

However ... I started for health, but switched to ... It’s time to return to Kyrgyzstan and thus the details of debt cancellation, the information on which was announced above.

The main detail is as follows: Kyrgyz President Atambayev proposed placing Russian troops in the south of the republic - in the Batken region. In fact, we are talking about the prospects of creating a full-fledged land military base in the Republic of Kyrgyzstan - and in that direction, which is one of the most dangerous and vulnerable throughout the Eurasian Union.

For reference:
Today, there are four objects in the united Russian military base in the Republic of Kazakhstan: the CSTO CSTO airfield in Kant, a test naval base in Issyk-Kul, a communications center in the village of Chaldovar and an autonomous seismic point in Mailuu-Suu.

It is noteworthy that Atambayev, whose term of office as president ends, has beaten the situation. We will remind that earlier he declared that the Russian contingent "should leave the airfield of Kant in the same way as the Americans left their time at the Magas base". According to Atambayev, he will make efforts for this while he is in the presidential post. Visiting Moscow and bargaining for the write-off of nearly a quarter of a billion dollars mentioned, Atambayev brought rhetoric to the next direction (quote Interfax):

According to Atambayev, the issue of the deployment of Russian troops in the Batken region has been discussed before.

Speaking about, “to defend Bishkek from whom?”, Atambayev is in fact cunning. All the “colored” perturbations of a revolutionary and semi-revolutionary nature in Kyrgyzstan were brewed precisely in Batken or Osh oblasts. It was in these southern Kyrgyz regions that forces were eager to burn tires in Bishkek, participating in various kinds of opposition rallies.

Thus, with his proposal, Atambayev kills not even two, but several rabbits at once. First, it saves Kyrgyzstan from having to pay the debt. Secondly, with the help of the Russian military contingent, he is trying to create not so much a security line from external threats - the same igilovtsy, as a factor of stability within Kyrgyzstan itself - with a guarantee of the completion of the revolutionary period in the newest stories republics - with adequate turnover of power - without shocks and strife. Thirdly, Atambayev understands that this proposal will find support from Moscow (this is if we assume that the idea came to Almazbek Sharshenovich himself, and not to those whom he sounded like it ...), which means Moscow will be interested in to support in the chair of the one who does not refuse from the course chosen by Atambaev.

And there are also "fourth". If Russia suddenly decides to withdraw the contingent and equipment from Kant and relocate it to Batken, then Atambayev will have the opportunity to talk about fulfilling the promise of withdrawing the Russian contingent from the “Kant” airfield.

Details of the write-off are also due to the fact that Russian companies are gaining new opportunities for the implementation of business projects on Kyrgyz territory - including projects of not only energy, but also of an agricultural nature. As an example, the replacement of western seeds of crops, on which Russia is extremely dependent, with its own seed fund, cultivated, including in suitable climatic zones of Kyrgyzstan.

And if the business receives security guarantees from the above-mentioned revolutionary upheavals, then this is a plus for both Russia and Kyrgyzstan.
