The Chief of the General Staff of the Armed Forces of the Russian Federation, Army General Valery Gerasimov, and the Deputy Minister of Defense of the Russian Federation, Army General Dmitry Bulgakov, met with representatives of the media and told them about the preliminary results of the Kavkaz-2016 strategic command and staff exercise.
In his opening remarks, Army General Valery Gerasimov noted that the Kavkaz-2016 SKSHU was planned and was the main element in the complex of operational and combat training, control and surprise inspections of troops in the 2016 year.
“In the course of the current exercise, we had the opportunity to compare the changes that occurred in the district troops over four years. They are also characteristic of all the Armed Forces, ”said the head of the General Staff.
He said that the South-Western direction today is important for ensuring the national security of the Russian Federation.
“This is due to the fact that as a result of the escalation of the situation in the Middle East, the belt of international instability is approaching the South of Russia. This fact encourages us to take measures to preserve stability in the North Caucasus, ”said Army General Valery Gerasimov.
The chief of the General Staff stressed that special requirements are placed on the state of combat readiness and equipment of the Southern Military District. The formations and military units of this military district are first of all being re-equipped with modern models of weapons, military and special equipment. The military authorities and the troops are purposefully preparing for an adequate response and actions on the most likely scenario of exacerbation of the situation.
“Preparation for the exercise was begun in February 2016 by conducting a surprise check of the combat readiness of the Southern Military District. Subsequently, in the course of staff training, military command and control bodies were trained. The polygons were upgraded to practice the practical actions of the troops in accordance with the plan of the exercise, ”said Army General Valery Gerasimov.
The head of the General Staff recalled that in August, in the course of a sudden check of the combat readiness of the Armed Forces, the troops (forces) of the district were taken to selected training grounds and to areas of mission performance.
“Their readiness was confirmed in a short time to deploy self-sufficient groups of troops (forces) to localize crisis situations. In addition, part of the forces of the Western and Central military districts were involved in building up the groups in the South-Western strategic direction, ”the Chief of the General Staff said.
At the same time, according to him, continuous and stable command and control of troops is ensured during marches and traffic. This was achieved by the deployment of field mobile control points and the use of modern automated systems.
A full cycle of direct training of the Armed Forces to protect the interests of the Russian Federation was carried out with increasing threats to its security in the south. During 12 special exercises, a comprehensive troop support system was deployed in advance.

“Thus, by the beginning of September, the military authorities and the troops had completed direct training of personnel, weapons and military equipment for training,” said Army General Valery Gerasimov.
He recalled that directly Kavkaz-2016 SKSHU was held from 5 to 10 September. His goal was to work out the issues of preparation and use of groups of troops (forces) in the South-West region to protect the territorial integrity and interests of the Russian Federation.
“The ability of the military administration bodies to lead troops (forces) in localizing internal armed conflicts and destroying illegal armed formations was also checked,” the head of the General Staff noted.
The Chief of the General Staff reported that the exercise was conducted in two stages. At the first stage, from September 5 to 7, the management of the Southern Military District carried out the planning to use a grouping of troops. The issues of covering the state border of the Russian Federation and isolating the areas of operations of illegal armed groups have been worked out.
In the second phase, from 7 to 10, September, troops were managed during an operation to resolve an internal armed conflict.

At the same time, no more than 12,5 thousand military personnel, up to 60 aircraft and helicopters, about 400 units of military equipment, including 90 tanks, 15 warships and vessels of the Black Sea Fleet and the Caspian Flotilla, which does not contradict the Vienna Document. “A new system of training and accumulating military-trained resources has been tested. Territorial defense units were formed in the Novosibirsk and Murmansk regions, which during the exercise were transferred to the Southern Military District and successfully completed combat training tasks, ”said Army General Valery Gerasimov.
According to him, the issues of transferring to the Armed Forces of the Russian Federation 20 units of equipment together with drivers from the economic complex as part of a military-type vehicle column have been worked out.

The Head of the General Staff stressed that the main goal of the Kavkaz-2016 exercise was to work out the preparation and use of groups of troops (forces) in the interests of ensuring the military security of the Russian Federation in the South-West region and preventing the spread of international terrorism.
In parallel with the Kavkaz-2016 doctrine on this topic, in the Central, Western military districts and in the Northern Fleet, a complex of separate tactical exercises and combat training exercises was also conducted.
“Based on the results of the exercise, conclusions were made that will form the basis of our further work on the development of the Armed Forces,” said Army General Valery Gerasimov and noted that the analysis of the results of the Kavkaz-2016 exercise confirmed the correctness of the chosen directions of construction and training of the Armed Forces.
At the same time, the head of the General Staff continued, on certain issues, the necessary clarifications will be made in the prospective plans for the construction and operation of the Armed Forces.
“The doctrine showed that the management of the Southern Military District is able to effectively lead a grouping of troops (forces) during the preparation and conduct of hostilities. In turn, the Deputy Minister of Defense of the Russian Federation, General of the Army Dmitry Bulgakov, told reporters about the results of actions during the exercise of military command bodies, formations and military units of material and technical support (MTO), for which, like for all the Armed Forces, the SKSHU training in the current academic year.
Based on their mission, they, according to the Deputy Minister of Defense, simultaneously carried out two large blocks of tasks: they were trained themselves and really provided for the needs of the trained troops.
The Deputy Minister of Defense reported that the preparation for the exercise began well in advance, even in the winter period of study. In collaboration with the General Staff and the Directorate of the Southern Military District, a plan was developed for the actions of the trainees. In this case, emphasis was placed on the maximum proximity to real scenarios of events.
“They sought coherence in the work of the military administration, taught the troops, prepared armaments and military equipment, and created the necessary supplies. Conducted a reconnaissance of areas of action of forces and means of logistics, improved the field base of their training, taking into account playable episodes. Together with the interested state authorities and organizations, they clarified the plans of interaction and coordinated their participation in the MTO troops, ”said Army General Dmitry Bulgakov.
He stressed that taking into account the re-equipment of the troops of the Southern Military District with new models of weapons and military equipment, the improvement of the operational equipment of its territory and infrastructure with the involvement of our science, new approaches to the supporting process were developed, both organizationally and technically.

According to him, the direct preparation was carried out within the framework of the planned special exercise of the MTO system of the Southern Military District, which caused a lively discussion in the Russian and foreign media.
In the course of this exercise, the Deputy Minister of Defense explained, from 16 to 20 of August, deployment and a phased build-up of forces and equipment of the logistics to the beginning of the Kavkaz-2016 SKSHU was carried out. At the same time, the formations and military units strengthened their practical skills in carrying out the assigned tasks.
“As a result, more than 40 episodes of real actions of MTO forces and means (from operational to troop level) were worked out: overcoming barrier boundaries with building bridges of various types and skipping trains and car columns; MTO issues of combined arms, aviation and fleet forces, ”said Army General Dmitry Bulgakov.
He noted that special attention was paid to the development of logistics tasks - the transfer of materiel, equipment and personnel over long distances using rail, air, sea, river and road transport. "In the exercises, we actively involved the formation of federal executive bodies, industrial enterprises, transport and other organizations," - said the Deputy Minister of Defense.
In particular, he explained, mobile brigades with a total number of more than 200 people were involved in restoring technology from industrial enterprises. He noted that already on the eve of SKSHU, in the course of a sudden inspection, a separate issue had been worked out for the formation of territorial defense units, ranging from providing them with clothing and food, to providing weapons and military equipment. “And this task was successfully completed by our specialists,” the Deputy Minister of Defense emphasized.
According to him, in general, during a sudden check of combat readiness, the MTO system was ready to ensure the mobilization deployment of troops (forces) in the South-West strategic direction, including the transportation of troops arriving from other strategic directions, the ability to carry out maneuver in the interests of the groupings of troops (forces) being created.
Referring directly to the results of the Kavkaz-2016 SSCHU, the Deputy Minister of Defense noted that the necessary grouping of weapons and military equipment was deployed at all the participating landfills.
“Modern automated control systems of MTO were widely used, which made it possible to simplify the work at the control points, both in stationary and field conditions,” said Army General Dmitry Bulgakov.
He said that field feeding stations were deployed at the test sites, near 50 fueling points, field depots for storing missiles and ammunition, as well as repair and maintenance points. During the exercise, 480 tons of ammunition were consumed, about 35 tons of fuel, 680 tons of food.
The involved units on the grounds baked more than 9 tons of bread, produced more than 7,5 tons of linen, carried out maintenance of more than 4,5 thousand units of equipment and repaired more than 260 units.
“As a result, the objectives of the exercise in the part concerning logistics and technical support were achieved. The system created in the Southern Military District is capable of performing tasks as intended, ”said Army General Dmitry Bulgakov.
According to him, the conclusions from the actions of the MTO troops are currently being generalized and analyzed. The results will be used for further development.
