Finnish Minister of Defense "Concerned about Russia's Military Activity"

Information Agency Rider announces that Finland intends to conclude a “framework agreement on military cooperation” with the United States. At the same time, the Finnish Minister of Defense Jussi Niinistö, speaking to reporters, said that such an agreement, according to Helsinki, could be concluded already this fall - before the presidential elections in the United States.
The Finnish minister says Finland is “concerned about Russia's military activity in the region.” In particular, Jussi Niinistö said that he was “concerned” that Russian military aircraft were flying over the Baltic Sea, allegedly with transponders turned off.
The head of the Finnish Defense Ministry said that military cooperation with the United States would cover the areas of military training and information exchange. According to Niinistö, contacts with the United States "do not go into the format of the North Atlantic relations." In other words, the Finnish Minister of Defense is trying to state that Finland still refuses offers to join NATO.
Against this background, the question arises: if the Finns are not going to join NATO, then why are they worried about the “military activity of Russia” and not worried about the military activity of the North Atlantic military bloc? One gets the impression that the necessary basis is also being created in Finland so that this state will eventually join NATO, despite all the current claims to the contrary.
