Chinese uniform should not be in the military

Officials are trying to ban the production of camouflage for the Russian army from fabrics produced abroad.

The Ministry of Economic Development and the Ministry of Industry and Trade plan to limit the use of foreign-made fabrics for tailoring uniforms for the military. China has also become one of the countries that fall under this restriction. This was reported by a source in the military. At the moment, approximately 50% of the jackets and tunics are sewn from cheap Chinese fabrics, while the GOST standards are not met by the 20% of them. The military while saying that they can not control the purchases of suppliers.

- When announcing a tender, we can declare requirements for the quality of fabrics - weaving type, composition, physical properties - however, we cannot specify from whom suppliers should buy these fabrics. The 30 federal law prohibits us from doing this, the Defense Ministry told Izvestia.

The interlocutor explained that for the military it doesn’t matter from which manufacturer’s fabrics the form was sewn. The main requirement - compliance with the requirements. In order to verify this compliance, each batch of the new form is rejected and examined.

“According to my data, no cases were reported to the troops in uniforms of poor quality fabric,” the informed officer asserts.

Maxim Ilyin, commercial director of BMK-Textil LLC, said that at the moment nothing prevents a manufacturer from releasing one batch from fabrics produced in Russia, and the rest from Chinese ones.

- The meter of Russian fabric costs about 140 rubles, while the Chinese one costs 90. For sewing summer form you need about 4 meters of canvas. In the case of an order of, say, 50 thousands of sets only on the difference in the cost of fabrics, the factory can save approximately 10 million rubles, Ilyin cited his calculations.

However, for cheapness, as a rule, you have to pay with quality. Their China fabric is almost entirely made of polyester - a material made from plastic waste - bags, plates and bottles. And, unlike high quality fabrics, it does not contain viscose or cotton. Russian weavers while forced to comply with the requirements of GOST.

- Professional manufacturers of Chinese fabrics are called "glass." In them, the body is absolutely not breathing. In this form, the military risk getting allergic and skin diseases, says M. Ilyin.

Not a single company surveyed by Izvestia from the winners of the tender of the Ministry of Defense agreed to discuss the country of manufacture of fabrics for a uniform.

Only at one plant that fulfilled the order of the military, on condition of anonymity, it was reported that before, the fabrics were actually purchased in China, but now they are not at risk, since there are no quality guarantees.

- Foreign suppliers do not have any obligations to the Ministry of Defense. They do not provide mobilization reserve of the country. In this regard, there is a high probability that instead of one type of fabric, another will be put. But we cannot check the quality of the fabric in each roll - we sew from what was brought from the warehouse. In some cases, it is impossible to identify the differences on the eye - with the appearance of the fabric is absolutely the same. Therefore, we do not associate with the Chinese - we sew from domestic fabrics. Moreover, the cost today is almost the same, - said the representative of the sewing enterprise "Izvestia".

According to him, in the event of a military acceptance of the discrepancy of the used fabrics to the technical specifications specified in the tender, the sewing plant will be blacklisted and it will not be able to take part in the further struggle for the state order.

- It is easy to calculate poor quality tissue in the laboratory - it burns differently, reacts differently to reagents and solvents. Accordingly, it is quite easy to identify the form sewn from low-quality fabrics. However, if such a form does end up in the army, the military probably doesn’t check it very thoroughly, the interlocutor said.

He noted that until Russia imposes direct restrictions on the use of imported fabrics, manufacturers will choose cheaper ones.

Evgeny Titov, director of Tchaikovsky Textile, said that Russian fabrics, in addition to chemical composition, are superior to their Chinese counterparts in the first place in the quality of chemical processing and weaving.

- The cost price of fabrics of similar quality in China and in Russia is about the same, especially considering transport and customs costs. Therefore, if the cost of Chinese fabric is two times lower, then it means that the quality is underestimated in it. To reduce the cost in another way is impossible, - said Titov.

According to the draft government decree, which was developed by the Ministry of Economic Development and the Ministry of Industry and Trade, worsted fabrics used in the manufacture of clothing and equipment should be Russian-made. Now this project is sent for approval to the government.

At the same time, according to Izvestia, the origin of the threads used for the production of linen in Russia is not regulated, which means that no one can prohibit the use of Chinese threads in the production of Russian fabrics to Chinese weaving mills.
