The main military investigator of Russia pointed to the root cause of most problems of the national army
In order to rectify the situation with corruption and crime in the Russian army, it is necessary to pay special attention to the selection of personnel for service in the armed forces, said in an interview with RIA "News»Head of the Main Military Investigative Department (GVSU) of the RF IC, Colonel General of Justice Alexander Sorochkin.
“First of all, it’s personnel,” Sorochkin answered the agency’s question about which issue should be given special attention in order to rectify the criminal situation in the Russian army.
To reinforce his thoughts, Sorochkin cited the situation with Voentelecom OJSC. Three criminal cases were opened against officials of this company belonging to the Ministry of Defense during 2011. The total damage to the state from the actions of corrupt officials amounted to 772 million rubles. In a number of cases, money was stolen by concluding fictitious service contracts. Corruption has not forgotten the scheme of purchasing equipment at a price that is several times higher than the market price.
At the same time, the chief military investigator of Russia noted that the example of predecessors convicted of corruption does not stop those who come to serve in Voentelecom.
“Despite the reorganization of the Federal State Unitary Enterprise Voentelecom into the Open Joint-Stock Company Voentelecom and the change of its leadership, the investigating authorities continue to identify crimes related to the theft of funds transferred to the accounts of this organization,” Sorochkin notes.
According to the head of the Main Internal Affairs Directorate, in addition to office crime, the number of cases of assault on the part of officers is increasing in the Russian army. For their eleven months of the current year, their violent actions “suffered by 7% more persons than during the same period of the previous year”.
“Without having the necessary professional knowledge, methodological skills and pedagogical culture, officers, in the absence of help from the higher command, often resort to physical violence, because they do not see any other way to get their subordinates to perform their official duties properly,” the role of the “human factor” in such crimes.
In addition, Alexander Sorochkin noted the low level of responsibility of some officers who sent soldiers to the disposal of ammunition, without having conducted any training before that. From the words of the head of GVSU, it can be concluded that the explosions at arsenals in Udmurtia and Bashkortostan, which took several human lives and caused losses to the state for billions of rubles, occurred due to the carelessness of the officers responsible for the storage and disposal of ammunition.
"In the criminal case of ammunition explosions in the Udmurt Republic, it was established that the boxes containing 122-x and 115-mm caliber ammunition, as well as grenade launchers, were in violation of all requirements for more than two years in the so-called" temporary storage site as a result, the container was rotten and fell into disrepair, ”Sorochkin said.
According to him, immediately before the fire, the piles of rotten crates with shells were moved, with the result that part of the ammunition just crumbled in the territory of the arsenal.
“In the criminal case of explosive ordnance explosions in the Republic of Bashkortostan, it was established that, in violation of the requirements of the governing documents, officials of military unit No. 67684 recruited military unit No. 3, which had previously not worked with this type of ammunition made, theoretical and practical training did not pass, put the tests did not pass, "- says the head GVSU.
At the same time, Private Denyaev, on whom the authorities blamed for the explosion of the arsenal, simply did not know that the shell of the projectile, which he had thrown into a bunch of other similar shells, could cause a fire.
According to the head of GVSU, the damage from the explosion of an arsenal in Udmurtia exceeded 4 billion rubles. Sorochkin did not name the damage figure in Bashkiria.
At the same time, as acknowledged by the chief military investigator of Russia, not only the state suffers damage from the actions of the military authorities, but also the officers themselves. Currently GVSU is investigating a criminal case of extortion in the Samara region.
According to the investigation, the head of the Syzran branch of the training and scientific center of the Air Force "N.Ye. Zhukovsky Military Air Academy and Gagarin Yu.A. ”Colonel Nikolai Yartsev and former commander of the military unit 15566, which is part of the structure of this academy, reserve colonel Sergei Dushkin organized a fundraiser, which their subordinates received as allowances.
“For the period from April to December 2010, more than four million rubles were raised from the military personnel of military unit No. 15566 in response to the illegal demands of the higher command,” says Sorochkin.
However, the head of GVSU urges society not to cut all the military with the same brush, noting that instances of courage and courage on the part of officers also occur. As an example, Alexander Sorochkin cited the situation prevailing in the military unit No. 46108, when two officers were killed in the course of the blasting of ammunition.
“When the first explosion took place, only officers were near its epicenter. One of them was thrown into the blast wave by the 115-millimeter ammunition already prepared for a new blast. Simultaneously, ignition of gunpowder and ignition of TNT occurred, ”Sorochkin said, noting that the second officer rushed to help his comrade, despite the fact that a new explosion was inevitable.
At the same time, he ordered two soldiers-conscripts to come to a safe distance, who came running to help him, “which, ultimately, saved their lives.”
According to Sorochkin, the described case causes pride in the officers, and cases of corruption - a feeling of bitterness and disappointment.
“The examples cited here once again indicate that, despite the importance and significance of the structural changes that have recently taken place in the Armed Forces of the Russian Federation, no less importance should be given to the personnel issue,” concluded the head of the Main Military Investigation Department.
It should be noted that, despite the presence of flagrant violations of the law in the army, the total number of crimes in the armed forces decreased in almost all security agencies. In the border troops of the FSB of Russia - by 23%, in the Armed Forces of Russia the decrease was 16%, in the Internal Troops of the Ministry of Internal Affairs of Russia - 7%. The Ministry of Emergency Situations stands apart, where the number of crimes continues to grow.
