"Fundamentally different approaches" lead to a dead end
The response to the interview "Sarmat" will replace the "Governor"

The response of Colonel-General S. Karakayev, commander of the Strategic Missile Forces, to a question about the relocation of the Peter the Great Strategic Missile Forces Military Academy from Moscow to Balashikha surprised many missile forces operating and in reserve and retiring. It is hardly possible to find officers - graduates of the IA who would approve this step.

Moved scienceThe question of the removal from Moscow of the Military Academy of the Strategic Missile Forces has been exaggerated for at least ten years. Such a campaign was started by the former mayor of Moscow, Y. Luzhkov, who was removed from his post as “lost confidence”. It is clear to all that the removal of higher military educational institutions from Moscow is not justified by any expediency. It's all about expensive foundations and plots of land in the capital. Then dictate their will fat cats and obedient members of the government.

So it was with the academies of the Air Force, engineering and chemical troops, other higher military educational institutions and the National Research University of Moscow. In essence, this meant the elimination of the established system of higher military education and military science for centuries in the course of the destructive reform initiated by the former Minister of Defense. With the appointment to the post of Sergei Shoigu, there was a hope that the situation with military education and military science would be substantially improved or at least their degradation would stop. Is she justified?

S. Karakaev refers to the order of the Minister of Defense dated September 1, 2015, which put an end to the question of relocating the academy. But this decision was made much earlier on the basis of phone calls and verbal instructions from minor persons. The Academy was already in Balashikha by the date of the order. In addition, the Minister of Defense does not have the authority to resolve such issues in relation to military academies. This is the prerogative of the president or at least the government of the country. By the way, it is still unknown who will be the owner historical buildings of the former academy, the funds themselves have not been transferred.

Understanding the absurdity of moving the academy to Balashikha (other cities were also considered), the commander of the Strategic Missile Forces not only prevented this, but also disapproved of all those who tried to go to various military and government agencies (up to and including the President of the Russian Federation) to keep it in the same place. Scientists and veterans (Lieutenant-General R. Markitan and others) wrote about this with conviction. But no reaction followed. It turns out that the interests of the property that attracted the oligarchs are more valuable than the country's defense power.

In the next few years, at the new location of the Strategic Missile Forces VA, “fundamentally different approaches to the training of highly qualified officers” will hardly be implemented. They still need to create an appropriate material base and infrastructure, without which "deep modernization of the academy" is impossible. And scientists, most of whom are civilian personnel, did not want to go from Moscow to Balashikha.

It is appropriate to recall that the Academy of the Strategic Missile Forces, as well as the liquidated Military Engineering, are the oldest in the country. They laid the foundation of higher military-special education in Russia. The officer classes of the Nicholas Engineering and Mikhailovsky Artillery Schools created in 1819 and 1820 by the decision of Alexander II by the Decree of the Governing Senate were transformed into the Nikolaev Engineering and Mikhailovsky Artillery Academy, respectively 30 August 1855 of the year. In pre-revolutionary times, their chiefs were members of the imperial family, some of whom then became monarchs.

In modern Russia, however, questions about the elimination of higher military educational institutions and research organizations are not accepted by the first persons of the country, at least with their tacit consent. For example, the building of the Military Engineering Academy on Pokrovsky Boulevard was transferred or sold to the Higher School of Economics by agreement of the leadership of the Ministry of Defense of the Russian Federation and G. Gref, and the Academy itself was liquidated.

Many of the “military reformers” did not serve in the army, however, they find themselves in the leadership, solving the issues of reforming the Armed Forces. What are the measures for redrawing the historically proven structure, liquidating the regimental, divisional and army level in order to return to it now? Huge financial and material resources are being spent, which in the conditions of organizational confusion are plundered by officials and businessmen.

Was the relocation of the Military Academy of the Strategic Missile Forces to Balashikha really a boon for the nuclear shield of Russia and the sword? Why was the opinion of most strategic rocket engineers not taken into account on this issue?

It may be because the “experience” of predecessors, Colonel General N. Solovtsev and Lieutenant General A. Shvaichenko, who, because of doubts about the correctness of A. Serdyukov’s actions, were removed from their posts and transferred to the reserve without observing the usual such cases are procedures.

We already have a wild centralization from the USSR to Moscow - transport (a huge% of the routes go through the MSC, commodity, mail, and passenger), industrial, and much more. Is it worth again to put all the eggs in one basket, especially defense?

Of course, I understand that it’s bad if they open another office center there (or, God forbid, demolish it) —this is bad, but suddenly what will be good?

For Russia, it is important not the place where they are taught, but how and who they are taught.
Or will everyone serve in Moscow later?

The impression that they are not worried about those who will improve their qualifications, but those who are bureaucrats who are fed from this process.

It's not about the officials, but about the existing system of education. There are many ways to fight corruption, but no one does it. Our country is fighting a war with the West, but they don’t change horses at the crossing ... But the oligarchs don’t beat what’s happening in the country, so they’re doing what they want, there’s a stupid division of state property.

        - and that too! If he doesn’t even zap a girl who is still young and stupid as a cadet, he leaves for the wilderness to take care of "Topoli" - there will be no chance of getting married at all. At least on the one that would suit. Hey, military, retired officers, confirm my thesis, this is life itself tested ... From my friends, warriors-graduates of AVOKU them. Konev, who married in his cadet years, are still married to them. The difficulties of wandering around the garrisons made their families strong. And those who did not bother to shackle themselves with the bonds of Hymen during these years, got married only after they quit, and not in the reserve, but just like that - they quit in order to become civilians and settle in the city. There are no brides in the garrisons, and if a captain's daughter is growing up, she knows very well what a “garrison” and military service ”, such prospects usually do not entice her, a young officer will not tag her in the garrison - it is also checked. There are also enough girls, and a Moscow girl from Moscow to the garrison you can pull out only a full blonde)))).
But in general, I agree with your post - I do not quite understand, in Moscow, honey, is it smeared? Traffic jam, city of one thing a day, why is Balashikha bad? Will the academy lose those who don’t want to leave the Mother See? How valuable are such teachers? There are no irreplaceable people, and if there is one, you can motivate them until the same professional grows as a replacement ... And then go to your Moscow)))

Medical institutions - that is, hospitals, are closed within the Moscow Ring Road, staff are on the street, as a result of the degradation of medical services, professors are on the street, there is no one to consult with on complex cases of diseases, there is nowhere to train new specialists. A neurosurgeon I knew was looking for a job, and it turned out that no one needed a highly qualified specialist. On TV about the same medicine, some staged shooting or just what went well. About the army, perhaps the same thing ... So we will continue to wait that something good can happen ??? Explain to me the fool, what will be the difference between studying in another city of Russia from Moscow? Maybe prestige is less for teachers, the same salaries, apartments, but cheaper? How can one educate the defender of the fatherland, while not being able to find himself in the capital's goods? I traveled from southern Butovo to the opposite area near Sokol and by public transport! Modernization (modernization) of the academy is hardly possible within the old building on Moskvoretskaya embankment, because Strategic Missile Forces deals with very overall equipment, service complexes and simulators.

It is necessary to move, not just military science, but the bourgeoisie. And not to Balashikha, but to Kolyma ...

And what actually surprises the author in this? Who do we have now NSH? Is it not the same Gerasimov who, when he was KV MVO, warmly welcomed and promoted the stool's initiative to cancel the participation of Suvorovites in the Victory Parade, citing "the need to prepare for the Unified State Exam." Unfortunately, most of the high bosses are banal opportunists, and against the lobbying plowmen, it is clear whose interests are unlikely to be trampled on, although they could and can well with the whole bunch.

There is a Military Academy of Communications in St. Petersburg. Once, at the dawn of its foundation, it was created on the outskirts of the city. There were dachas, collective farm fields and gardens around. There was a problem getting there. The city grew, and the academy was in a favorable position. The metro station was opened. "Polytechnic", in general, beauty!
And now Serdyukov's times came. The location and territory of the academy were so "tasty" that the question of transferring the academy began to be discussed. They wanted to transfer both to Krasnodar and to Novocherkassk. A group of officers was even sent to Novocherkassk to investigate the base of the Novocherkassk communications school, to assess the possibility of transferring the academy there.
Madame Vasilyeva came to the academy, rubbing her dirty little hands, wondering how much she could easily cut down on the sale of the academy.
Most of the teaching staff, both military and civilian, categorically stated that they would not go to any Novocherkassk.
Only young officers agreed to move to a new duty station, who, even before retirement, like a copper pot, the rest were ready to retire. You can understand them.
But just did not happen to sell the academy. They defended it at the highest level. Thanks to the generality of the communications troops.
And if Serdyukov could sell it, now there would not be such an academy in the country.
And in Novocherkassk now they would teach how to sweep the parade ground. And no more.
The Academy, by the way, is named after S.M. Budeny. He, as it were, founded it. As the saying goes, "everything depends in the house, on you from yourself. If you want, you can become Budyon, if you want, you can become his horse."

From St. Petersburg to Novocherkassk - this is one alignment. But from Moscow to Balashikha - is completely different. Hard workers, engineers calmly go to work in the nearest suburbs to industrial zones, and the generals now have white bone. Give them the center of Moscow. Not that the Strategic Missile Forces will fall apart

No wonder. I have always been amazed why communications workers with extensive experience in "connected science" are not able to find a fault in their equipment, at the level of a transistor, microcircuit, etc.
As it turned out, they are not taught to reach such a trifle. For them, repair is a block replacement. And sending the faulty unit to the repair shop. In areas of the Far North, where everything had to be repaired by ourselves, we regularly rendered assistance in repairing various radio stations to our communications chiefs.
Maybe I'm wrong, it's just that we had such signalmen, but here's a fact.
And this KTN could be a luminary in the field of organizing communications and a complete "kettle" in matters of connecting the outlet. No wonder.

If a teacher receives a small salary and lives relatively close to his old place of work, such a person will never agree to spend more than 2 hours a day on transport and actually work on bare enthusiasm. I would have quit in his place right away.

And in Moscow, it means you can work on "naked enthusiasm." All the same, everyone decides for himself whether his conditions are satisfied or not. The situation just touches - they are going to transfer the organization and immediately panic screams "disappeared, rukserdyukova, raspalrvsn" arise. People go to work from the region to Moscow and vice versa and do not cry. And the staunch and courageous officers of the Strategic Missile Forces for some reason fall into despair and talk about the villain Serdyukov and screwed up

From experience, any displacement of a military educational institution in the conditions of contract service and the economic crisis will lead to the loss of many scientific schools and a deterioration in the quality of the educational process.

The "gentlemen" rocket scientists profiled the Soviet Union. Now live in the conditions of Russian capitalism and keep your mouth shut. Read Marx and Lenin. Then you will come to the right conclusions. They have everything clearly scheduled. And so everything is natural. And it's not good to complain to the officers. To paraphrase - Officers don't cry - they get upset ... follow orders.

After the Peaceful Return of Crimea, a successful operation in Syria, as well as the rise of the defense industry, I trust the decisions of the Russian Defense Ministry.
And they shout at us for two reasons - to destroy a person or structure or run into discredit.
As for the chants - it is necessary to change the laws - only the press center of the Russian Ministry of Defense can cover the defense in the press, all other attempts to suppress the law. Take a trip to Ukraine.
