The response to the interview "Sarmat" will replace the "Governor"


The response of Colonel-General S. Karakayev, commander of the Strategic Missile Forces, to a question about the relocation of the Peter the Great Strategic Missile Forces Military Academy from Moscow to Balashikha surprised many missile forces operating and in reserve and retiring. It is hardly possible to find officers - graduates of the IA who would approve this step.

Moved scienceThe question of the removal from Moscow of the Military Academy of the Strategic Missile Forces has been exaggerated for at least ten years. Such a campaign was started by the former mayor of Moscow, Y. Luzhkov, who was removed from his post as “lost confidence”. It is clear to all that the removal of higher military educational institutions from Moscow is not justified by any expediency. It's all about expensive foundations and plots of land in the capital. Then dictate their will fat cats and obedient members of the government.

So it was with the academies of the Air Force, engineering and chemical troops, other higher military educational institutions and the National Research University of Moscow. In essence, this meant the elimination of the established system of higher military education and military science for centuries in the course of the destructive reform initiated by the former Minister of Defense. With the appointment to the post of Sergei Shoigu, there was a hope that the situation with military education and military science would be substantially improved or at least their degradation would stop. Is she justified?

S. Karakaev refers to the order of the Minister of Defense dated September 1, 2015, which put an end to the question of relocating the academy. But this decision was made much earlier on the basis of phone calls and verbal instructions from minor persons. The Academy was already in Balashikha by the date of the order. In addition, the Minister of Defense does not have the authority to resolve such issues in relation to military academies. This is the prerogative of the president or at least the government of the country. By the way, it is still unknown who will be the owner historical buildings of the former academy, the funds themselves have not been transferred.

Understanding the absurdity of moving the academy to Balashikha (other cities were also considered), the commander of the Strategic Missile Forces not only prevented this, but also disapproved of all those who tried to go to various military and government agencies (up to and including the President of the Russian Federation) to keep it in the same place. Scientists and veterans (Lieutenant-General R. Markitan and others) wrote about this with conviction. But no reaction followed. It turns out that the interests of the property that attracted the oligarchs are more valuable than the country's defense power.

In the next few years, at the new location of the Strategic Missile Forces VA, “fundamentally different approaches to the training of highly qualified officers” will hardly be implemented. They still need to create an appropriate material base and infrastructure, without which "deep modernization of the academy" is impossible. And scientists, most of whom are civilian personnel, did not want to go from Moscow to Balashikha.

It is appropriate to recall that the Academy of the Strategic Missile Forces, as well as the liquidated Military Engineering, are the oldest in the country. They laid the foundation of higher military-special education in Russia. The officer classes of the Nicholas Engineering and Mikhailovsky Artillery Schools created in 1819 and 1820 by the decision of Alexander II by the Decree of the Governing Senate were transformed into the Nikolaev Engineering and Mikhailovsky Artillery Academy, respectively 30 August 1855 of the year. In pre-revolutionary times, their chiefs were members of the imperial family, some of whom then became monarchs.

In modern Russia, however, questions about the elimination of higher military educational institutions and research organizations are not accepted by the first persons of the country, at least with their tacit consent. For example, the building of the Military Engineering Academy on Pokrovsky Boulevard was transferred or sold to the Higher School of Economics by agreement of the leadership of the Ministry of Defense of the Russian Federation and G. Gref, and the Academy itself was liquidated.

Many of the “military reformers” did not serve in the army, however, they find themselves in the leadership, solving the issues of reforming the Armed Forces. What are the measures for redrawing the historically proven structure, liquidating the regimental, divisional and army level in order to return to it now? Huge financial and material resources are being spent, which in the conditions of organizational confusion are plundered by officials and businessmen.

Was the relocation of the Military Academy of the Strategic Missile Forces to Balashikha really a boon for the nuclear shield of Russia and the sword? Why was the opinion of most strategic rocket engineers not taken into account on this issue?

It may be because the “experience” of predecessors, Colonel General N. Solovtsev and Lieutenant General A. Shvaichenko, who, because of doubts about the correctness of A. Serdyukov’s actions, were removed from their posts and transferred to the reserve without observing the usual such cases are procedures.

    Totally agree with you! In my opinion, it does not matter WHERE the university is located, it is important HOW and WHO teaches there! And Moscow or Balashikha ... what difference does it make! for me even in Uryupinsk!

    Madame Vasilyeva came to the academy, rubbing her dirty little hands, wondering how much she could easily cut down on the sale of the academy.
    Most of the teaching staff, both military and civilian, categorically stated that they would not go to any Novocherkassk.
    Only young officers agreed to move to a new duty station, who, even before retirement, like a copper pot, the rest were ready to retire. You can understand them.
    But just did not happen to sell the academy. They defended it at the highest level. Thanks to the generality of the communications troops.
    And if Serdyukov could sell it, now there would not be such an academy in the country.
    And in Novocherkassk now they would teach how to sweep the parade ground. And no more.
    The Academy, by the way, is named after S.M. Budeny. He, as it were, founded it. As the saying goes, "everything depends in the house, on you from yourself. If you want, you can become Budyon, if you want, you can become his horse."
